Russia's Naval Revival (러시아 해군의 부활)

  • 최근 몇 년 동안 나타난 러시아 해군의 부활(resurgence)은 우크라이나 사태로 본 러시아 군사력 증강을 대표하는 상징이다. 전통적으로 러시아 해양전략(Sea power)은 러시아 경제 및 안보 목표를 달성하는데 있어 핵심이었다. 러시아 해군은 주로 전략적 억제, 연안방어, 해상교통로 보호, 해외전개 그리고 군사력 투사 등의 임무를 수행한다. 특히 최근 들어 러시아 해군력이 양적 질적으로 증강되는 양상을 보이고 있으며, 이는 최근 잠수함, 수상함 그리고 해군항공 전력이 크게 증강되고 있는 현상에서 증명되고 있다. 이는 불과 몇 년 전까지 러시아 해군력에 대한 정비 및 작전 운용에 있어 많은 문제점을 보이던 부정적 사례와 현격히 다른 모습이다. 특히 푸틴 정부에 들어서 러시아 해군은 양적이며 질적인 증강뿐만이 아닌, 세계 해양에서의 원해 해군작전을 비록 지금은 간헐적이기는 하지만 활발히 실시하고 있으며, 러시아 주변국 해군과의 다양한 해군협력도 추진하고 있다. 궁극적으로 러시아 해군은 단기적으로 연안방어를 기본 임무로 수행할 것이나, 장기적으로는 과거 구소련 해군력 위상과 영향력을 부활시키기 위해 세계 무대에서의 군사적 영향력을 증진시키는 대양해군(Blue Water Navy)을 지향할 것이다.

  • 최근 남중국해(South China Sea: 南中國海)가 동아시아 해양안보의 중심 이슈로 대두되고 있다. 아울러 남중국해 문제가 당사국 간 해양분쟁 및 해양경계획정 이슈만이 아닌, 제3자 개입 등의 다자간 해양분쟁과 대립으로 확산되는 매우 복잡한 양상을 보이고 있다. 이러한 남중국해 해양문제는 미국과 중국 간의 강대국 경쟁구도가 적용되어 힘의 시현을 위한 대결 국면이 되는 반면, 중국이 전통적 해양이익을 구단선(nine dash line)을 근거로 주장하면서 국제법 적용 문제에 따른 법적 문제의 성격을 나타내고 있다. 이에 따라 최근 남중국해 상황은 '항해의 자유(Freedom of Navigation)' 보장을 주장하는 미국, 역사적 권리 보장을 위해 일반적 조치를 강행하고 해군력을 증강시키는 중국, 그리고 남중국해를 경유하는 수많은 선박들의 항해 안전(navigational safety)을 강조하는 역내 국가 간 의견이 표출되는 복잡한 양상으로 나타나고 있다. 특히 최근 중국이 상설중재재판소의 남중국해 중재판결을 무시하여 국제법 적용이 어려운 가운데 포괄적 동아시아 해양안보 차원에서 남중국해 이슈 해결을 위한 새로운 접근방안이 요구되고 있다. 이는 남중국해에 대한 당사국 간 평화적 분쟁 해결과 더불어, 강대국 간의 전략적 함의에 의한 해결이 병행되어야 함을 의미한다.

  • Amidst the ongoing instability and military tensions between North and South Korea, it is essential for us to comprehend and assess North Korea's military capabilities, while preparing for potential contingencies through military reinforcement. However, to conduct a comprehensive analysis of the military balance on the Korean Peninsula, it is imperative to move beyond simplistic quantitative comparisons of combat capabilities and embrace a broader perspective, which includes qualitative comparisons of military strength, operational capabilities, and a nation's ability to wage war. To address this need, this study employs the method of "Net Assessment" to evaluate the relative combat power of South and North Korean conventional naval forces, with a particular focus on surface combatants. This evaluation involves both quantitative and qualitative comparisons of military assets (personnel and equipment) and intangible factors (naval strategies, geography, etc.). By conducting a holistic assessment, the research aims to identify and analyze strategic asymmetries that may exist between the two navies.

  • The situation in Northeast Asia is rapidly changed because of the territorial dispute between neighboring countries near the East China Sea, North Korean nuclear bomb tests, long-range ballistic missile launching tests frequently and deployment of Chinese Liaoning class aircraft carrier. Especially, unstable political situation of North Korea and Chinese A2/AD strategy by strengthening naval forces are the cause of replanning Asia-Pacific security strategy of Unites States. In this paper, it is surveyed and analyzed that changed Asia-Pacific security strategy of U.S. and rearrangement plan of U.S. Naval forces. And changed environmental situation influence on our security is analyzed.

  • The aim of this paper is to analyze China's naval strengthening and threat reflected in submarines, aircraft, destroyers and missile capabilities and US Navy's counter-forces. China is strengthening its naval forces in accordance with its three-step naval force build-up plan, and the introduction of Russian destroyers and submarines is a foothold for China's naval enforcement. The Chinese Navy also converted the concept of the First-Second Island Chain Defense, which it had already maintained, to the concept of maritime layer defense. Currently, the Chinese Navy maintains the concept of a Three-Maritime Layer Defense which includes the South China Sea, where artificial islands are being built by China, in the First Layer Defense and the East China Sea in the Third Layer Defense. Along with the advancement of Chinese Navy's submarines, surface vessels and aircraft's operational capabilities, ballistic and cruise missile capabilities become a major threat to the US Navy. If a crisis occurs in the East China Sea or in the Taiwan Waters, the US Navy will face more difficulties in employing the Carrier Strike Group to manage the crisis. Meanwhile, if a crisis occurs on the Korean Peninsula, it will be a burden to dispatch Carrier Strike GroupS to the East and West Seas of the Korean Peninsula. For the stable future, the US Navy should develop a strategy to respond more effectively to the Chinese Navy, which is challenging new maritime supremacy in East Asia.

Tasks and Development plan of R.O.K. Navy to support Korean government's 『Indo-Pacific Strategy』 (한국의 『인도-태평양 전략』 지원을 위한 해군의 역할·발전방안 고찰)

  • To Republic of Korea in the Indo-Pacific region, the stability and prosperity of the area are directly coupled with national survival, interest. Currently, on account of strategic competition between U.S.A, and China in this area as well as supranational·non-conventional threats, the security environment is unstable, required joint/allied responses. So, lots of states inside(U.S.A., Japan, ASEAN, etc.), also, out of this Indo-Pacific area like EU-NATO, open their own strategy related in Indo-Pacific issues to be involved. R.O.K. government took its own line with publishing self strategy following this international trend, it can be shown korean government's strong intend to join in the pending security issues in this region with 'strategic clarity'. Now, R.O.K. Navy has to back up governments, policy. First, R.O.K. Navy should strengthen the relationship inside and take part in the multilateral cooperation of security. Second, to convey this deterrence message to potential threats, Navy is required to show of forces and have combined exercises. Also, as naval forces of advanced countries, Korea, Navy should be taken action in non-traditional threats, and help developing states improve their sea power. To fulfill this tasks in the wide ocean area, Navy need five inherent characteristics(mobility, flexibility, sustainability, capability of presence and projection). In the end, this paper propose the development plan following operational environment (SWOT) analysis as well.

  • In this paper, We judge War Potential of Defense Sufficiency Task Croup Using Agent-Based Modeling and Simulation(ABMS) and indicate the Republic of Korea Navy's future. We use ABMS model, Map Aware Non-uniform Automata(MANA), to be obtained the results. To overcome future threat of Japan and China in a sea around the Korean Peninsula. War Potential of Defense Sufficiency Task Group are to be at least 4KDX-III and $20{\sim}24$KDX-II. Therefore, Republic of Korea Navy have to increase the war potential scales, $11{\sim}15$ battleship with future including build-up plan of present war Potential and Improve The battleship' performance not less than that of KDX-II.

  • The study started with the question, "Is Japan's normalization of nationalization a return to militarism?" Therefore, in order to analyze this, the characteristics of the international system after the inauguration of the Japanese Empire during World War I and World War II and the Abe's 2nd Cabinet in contemporary Japan were compared. Through this, there were some differences in the characteristics of the international system of the two periods, and as a result, it was intended to derive the differences between the two examples. During the prewar period of World War I, the militaristic Japanese Empire suffered great damage from the national pride of being the only power in Asia through the Paris Enhancement Conference, the Washington Navy Treaty, and the London Navy Treaty. However, the Western powers with colonies in Asia still existed in the region, so it was not possible to turn them into immediate power expansion. Meanwhile, World War II broke out in Europe. As a result, the Western powers had to focus on the whole of Europe, and the militaristic Japanese empire became a regional hegemony without missing the international system characteristic of "the hegemony." Unlike in the past militarism, Japan's case of pursuing common nationalization since 2012 has been carried out in the order of Northeast Asia in the composition of the "cold war" new cold war. In particular, Japan is attempting to transform itself into a normal state to strengthen the US-Japan alliance on a self-reliant level due to the lack of quantitative military power compared to the neighboring countries.
