Aids to Navigation(AtoN) Accident can reduce the credibility of AtoN by adding extra works to the administrators, and cause burdens and inconveniences to the users during their navigation leading to social costs (or economic losses). Prior research on social cost estimation model to determine the Encounter cost, Administrative cost and Risk cost on the Aton model was done to estimate the economic losses due to AtoN Accident. However, this research could not provide adequate study results on risk cost estimates. Therefore, this study complements the estimation model presented in the previous study, and the estimated social cost of 249 AtoN Accidents that occurred during the last 10 years (2008-2017) in the Busan Regional Office of Oceans and Fisheries jurisdiction area. The risk cost was estimated using contingent valuation method since the AtoN is a non-market goods. As a result, the social cost of AtoN Accidents for the past 10 years was estimated to total 12.4 billion won including Encounter cost of 3.1 billion won (25.38%), Administrative cost of 1.7 billion won (13.62%), and Risk cost of 7.5 billion won (61.01%).

최근 해양 분야에서는 해상과 육상의 다양한 데이터를 통합, 활용하여 해상에서의 선박의 안전 운항, 해양 환경 및 자원의 보호 등의 활동에 필요한 정보를 적시에 제공하는 정보 서비스 체계로 e-Navigation에 대한 관심이 높아지고 있다. 국제해사기구(IMO)를 비롯한 해양 분야 국제기구 등은 e-Navigation을 위한 정책, 표준, 관련 기술 및 시스템 개발 등 e-Navigation을 주도하기 위한 많은 노력을 기울이고 있다. UN산하 해사안전 분야 전문기구인 국제해사기구(IMO)는 인적과실에 의한 해양사고를 줄이기 위해 2006년 e-Navigation 도입을 결정, 2018년부터 시행하기 위해 국제협약 제 개정 등을 추진하고 있다. 해양수산부는 국제해상안전 규제동향에 선제적으로 대응함으로써 해양안전을 강화하는 한편, 관련 분야 신산업 육성과 일자리 창출 등을 목표로 하는 "한국형 e-Navigation 대응전략"을 발표하였다. 항로표지는 해상에서의 안전한 활동을 지원하는 필수 시설로써 e-Navigation 시스템의 중요한 운영자원으로 활용될 예정이며 이에 국내에서도 e-Navigation 시스템 운영을 위한 항로표지시설에 대한 기술 개발이 절실한 실정이다. 이러한 항로표지를 이용한 한국형 e-Navigation 운영을 위한 발전 방안에 대하여 기술하였다.

Among the failure cases of the existing navigation aids, the SW and operating system errors of the RTU, the embedded computer for navigation aids, account for about 10%. The causes of SW errors have an infinite number of cases, and it is impossible to correct them all. In this paper, we proposed a paravirtualized multi-OS Docker container utilization technique as a stable operation technique for smart navigational aids, which have recently increased the amount of computation and complexity of SW services that need to be managed. It is proposed to divide containers according to service type, expected load, and error frequency and load the service.

조선시대는 해양활동이 위축된 시대로, 대부분의 항해는 연안항해였다. 연안항해는 암초, 저수심, 좁은항로 등으로 항해자에게 해양사고의 부담을 가중시켰다. 조선시대 해양사고는 조선왕조실록 등에 209건이 기록되어 있는 것처럼 지속적으로 발생했다. 따라서 국가경제와 직결되는 조운선의 해양사고 예방은 무엇보다 중요했다. 조선정부는 조운선의 해양사고 예방을 위해 표목을 암초, 서초 등에 설치하도록 대전속록, 속대전 등에 법제화하였다.

Current is change to concept that management traffic of ship os magnified gradually to near shore waters from harbor. Therefore, introducing the technology of AIS in the ground station, lighthouse, bouy, sea facilities etc.. that is support equipment for safety sailing of ship and safety security of harbor and ship administration. The operation and maintenance of AIS for aids to navigation are required to efficient method. With this actuality, sea advanced nation of EU, USA, Japan that has been apply for developing AtoN AIS equipment that is connected equipment of technology standard in IALA. Because of it is expected to depend equipment in income, that is required to domestic technology of the AtoN AIS. This paper is targeted to development that is suitable automation AtoN AIS equipment in environmental peculiarity for constructor AtoN operating administration center. It has been realization send protocol for information interchange.

Recently, IALA has introduced AIS AtoN and standardized Aids to Navigation communication system and the World-wide IALA-Net has announced plans to build the system. Systematic beacon network may offer opportunities to make infrastructure for information service and upgrade AtoN service performance. This paper proposes Aids to Navigation information service network for e-NAV. Network based on AIS is consist of AIS AtoN channels as Real, Synthetic or Virtual AIS AtoN. And inner network is consist of Wireless networks as AIS, WCDMA, WIFI, WlBRO, USN or VSAT. Introducing of various network systems can lead to combine and design among land, beacon and service network infrastructures.

항로표지는 해상에 독립적으로 암초 위나 줄에 의해 떠 있는 형태로 존재하며, 선박들의 안전 운행에 필요한 다양한 정보를 제공하는 역할을 수행한다. 이러한 항로표지의 설치 및 동작 형태는 풍랑에 따라 기기의 위치가 가변적으로 변하게 된다. 따라서 기기의 위치가 급격하게 변했을 때, 항로표지 기기 내에도 영향을 받는다면 지방청의 항로표지 데이터 수신이 낮아질 것이라고 가설 설정했다. 본 논문에서는 기상특보에 따른 시간적 기준으로 구간을 나누어 풍랑과 항로표지 데이터 수신 간의 상관관계가 있는지 연구를 진행하였다. 연구 결과 풍랑이 거세질수록 평균 데이터 수집량이 감소하는 것으로 데이터 수신 강도의 영향을 줄 수 있음을 확인하였다. 이번 연구를 통해 풍랑에 대비한 항로표지 데이터의 개선이 필요하며, 선박의 안전과 관련된 만큼 정밀한 개선을 요한다.

항로표지 음파표지로 사용되는 무신호기 주요 장비를 안정적인 성능이 담보되고 범용적으로 판매되는 제품을 선정함으로써 무신호기 고장발생 시 신속한 대처가 가능하도록 하고, 안개발생 방향을 고려하여 선택적으로 무신호기를 운영 할 수 있도록 설계하였다. 그리고 무신호기 음달거리를 공칭(명목적) 음달거리와 통상 음달거리에 대한 정확한 기준 없이 사용(표기)하는 등 통일성이 결여되어 공칭(명목적) 음달거리로 통일 할 필요성이 있다.
