Efficiency Assessment of China's Yangtze River Ports- Based on the 3-Stage DEA (중국 양쯔강(장강) 내륙항만의 효율성 평가 - 3단계 DEA 모델을 토대로)

  • As competition between ports intensifies, port efficiency has always been a hot topic in the port and shipping economy. Boosting regional and national economies by improving port efficiency and promoting sustainable development of ports is also a concern for port operators and local and national governments. In this situation, this study has the following objectives. First, using panel data from 2010 to 2017, the efficiency of 14 major inland ports along the Yangtze River was analyzed, and changes in port efficiency over time were examined. Second, 14 inland ports are divided into the middle, upper, and lower Yangtze River port groups to compare and review differences in efficiency levels of ports by basin. For the study, we applied a three-step DEA analysis method, which evaluated the pure relative efficiency of the port itself by removing the effects of environmental factors and statistical noise that could affect the efficiency evaluation and presented the results. As a result, it was confirmed that there was a clear difference in the efficiency value of the port between the first-stage and the third-stage efficiency evaluation result. In addition, the downstream ports showed relatively high efficiency compared to the middle and upstream ports.

  • Container port nowadays becomes one of the most vital link of the transportation chain, plays an important role in trading with other countries. Therefore, evaluating the operational efficiency of container ports to reflect their status and to reveal their position in this competitive environment is very important for port development. Although there have been lots of methods used to measure efficiency in the past, the DEA (Data Envelopment Analysis) model is still the most commonly applied approach. However, the data used in the model sometimes is complex and uncertain to handle using the basic DEA model. In this paper, we applied an uncertainty theory to create an uncertainty DEA model (UDEA), which can solve the limitation of the traditional one. This study mainly focuses on measuring efficiency of 41 container ports by applying proposed an UDEA model. The results show that among 41 container ports, only six container ports are regarded to have efficient operation through the clustering, meanwhile others have technical and scale inefficiencies. We found out that an UDEA model is better to analysis efficiency than existing DEA model.

  • 항만 배후단지는 항만과의 연계된 네트워크로 점점 중요해지는 가운데 다국적으로 앞 다투어 고부가 가치 창출을 위한 다양한 법과 제도를 마련하고 있다. 유럽, 아시아, 북미 등 여러 국가에서 배후단지 활성화를 위한 투자와 발전을 위해 노력하고 있으며 이에 한국도 제3차 항만배후단지개발 종합계획을 통해 단계적 변화의 움직임을 보여주고 있다. 따라서 본 논문에서는 DEA(Data envelopment analysis)와 Malmquist 분석을 통해 한국의 주요 항만배후단지의 생산성과 효율성을 파악하였다. 분석결과 부산 신항 북컨, 광양항 서측배후단지는 효율성이 높고 부산 신항 운동, 광양 동측 배후단지 및 아암 1단지는 효율성이 낮게 나타났다. 연구 분석을 통해 향후 항만 배후단지의 경영 환경 및 수익성이 개선되어야한다는 점을 시사한다.

A Study on the Model Development and Empirical Application for Predicting the Efficiency and Optimum Size of Investment in Domestic Seaports (국내항만투자의 효율성 및 적정 투자규모 예측을 위한 모형개발 및 실증적 적용에 관한 연구)

  • The purpose of this paper is to show the empirical measurement way for predicting the seaport efficiency by using Super SBM(Slack-based Measure) with Wilcoxson signed-rank test under CRS(constant returns to scale) condition for 20 Korean ports during 11 years(1997-2007) for 3 inputs(port investment amount, birthing capacity, and cargo handling capacity) and 5 outputs(Export and Import Quantity, Number of Ship Calls, Port Revenue, Customer Satisfaction Point for Port Service and Container Cargo Throughput). The main empirical results of this paper are as follows. First, Super SBM model has well reflected the real data according to the Wilcoxon signed rank test, because p values have exceeded the significance level. Second,Super-SBM has shown about 87% of predicting ratio for the ports efficiency and the optimal size of investment in domestic seaport. The policy implication to the Korean seaports and planner is that Korean seaports should introduce the new methods like Super-SBM method with Wilcoxon signed rank test for predicting the efficiency of port performance and the optimal size of investment as indicated by Panayides et al.(2009, pp.203-204).

  • This paper presents the measurement of efficiency for container ports. Data envelopment analysis(DEA), as it is called, has particular applicability in the service sector. Applying mathematical programming techniques, DEA enables relative efficiency ratings to be derived within a set of analysed units. This paper investigates the efficiency employing DEA Model on data for 53 container ports covering 1995-2001 in the world and the change in efficiency for 7 years. As a results, port of Busan was evaluated as inefficiency port compare with major ports of the world except 1995year and 1996year. But After 1997year, efficiency of Busan port is increasing somewhat better every year.

  • The purpose of this paper is to verify the two problems(normalization for the different inputs and outputs data, translation invariant for the negative data) which will be occurred in measuring the seaport DEA(data envelopment analysis) efficiency. The main result is as follow: Normalization and translation invariant in the BCC model for measuring the seaport efficiency by using 26 Korean seaport data in 1995 with two inputs(berthing capacity, cargo handling capacity) and three outputs(import cargo throughput, export cargo throughput, number of ship calls) was verified. The main policy implication of this paper is that the port management authority should collect the more specific data and publish these data on the inputs and outputs in the seaports with consideration of negative(ex. accident numbers in each seaport) and positive value for analyzing the efficiency by the scholars, because normalization and translation invariant in the data was verified.

Comparison of Efficiencies of Container Ports in the East Asia, Europe, and North America (동아시아 유럽 북미 컨테이너항만의 상대적 효율성 비교 분석)

  • Countries around the world are propelling policies and strategies to strengthen the competitiveness of their own ports as they recognize the roles and importance of the ports in the international trade and logistics. The main objective of this study is to compare efficiencies of major container ports and analyze the factors that affect the efficiencies in the three regions of East Asia, Europe, and North America, which cover most of world container shipping. We employ DEA models in analyzing the efficiencies of 45 container ports using 5 input and 2 output variables. We also carry out regression analyses to estimate the impacts of each factor on the throughput (TEU), overall technical efficiency (OTE), pure technical efficiency (PTE), and scale efficiency (SE). The analysis results show that East Asian ports, despite being smaller in average size, make greater output and achieve higher technical and scale efficiencies than European or North American ports.

  • The aim of this study is to analyze the efficiency of major ports in Northeast Asia such as Korea, China and Japan. For the empirical analysis, we tried to apply the data envelopment analysis (DEA), which is an efficiency evaluation model based on mathematical programming theory, and we also established a model to Northeast Asian ports. In our opinion, DEA analysis which involves multiple inputs as well as multiple outputs in its efficiency valuation makes analysis more suitable for port efficiency measurement because ports produce a number of different outputs. In this paper, we attempted to analyze the relative efficiency of 27 ports (5 Korean ports, 13 Chinese ports, 9 Japanese ports) through DEA-CCR, DEA-BCC models. According to the result, Chinese ports are relatively efficient than Korean and Japanese ports. The result of the analysis shows that 7 Chinese ports are efficient in DEA-CCR model in 2009, but in DEA-BCC model 8 Chinese ports and 1 Koran port are efficient. Most of inefficient ports have a value closed to 1 in efficiency for scale, it means that the reason of inefficiency is caused from the technical aspect. Furthermore, we also verified that there exists excess of input in Korean and Japanese ports than Chinese ports.

Evaluating the Efficiency of Chinese Ports from the Perspective of Maritime Silk Road (중국 일대일로 항만의 효율성 평가)

  • The 21st Century Maritime Silk Road (MSR) is an important part of Belt and Road Initiative(BRI). As an economic and trade corridor for dozens of countries in Asia, Europe and Africa, and the port as an important link node, the efficiency of port operation directly affects the implementation of BRI's strategy. On the basis of combining BRI and related evaluation methods of port efficiency, this paper uses DEA-BCC model to select port production berth number and production berth length as input index container throughput and cargo throughput as output index to analyze the port efficiency of 14 ports in China. The results show that: (1) The overall efficiency level of the ports along the MSR is relatively low. Most of the ports have not reached the DEA efficiency and there are different degrees of problems in scale investment and technological improvement. However, this situation is accompanied by the implementation of China's maritime cooperation strategy and becoming better year by year. (2) The low operating efficiency of ports along China's MSR is mainly due to the lack of coordination between scale efficiency and technical efficiency, which is caused by insufficient scale investment in the port itself, weak economic linkage between the hinterland and the port, (3) Whether a port has a strong comprehensive strength does not entirely depend on the cargo throughput or scale but also includes the port's operating efficiency.
