Since the mid 1980s, the concept of logistics has become more important to the enterprises in strategic sense because it had aggrandized itself to more comprehensive and integrative concept. Therefore study on the service organization of the logistics system for customer’s satisfaction from the management’s point has been focused as one of the major subject in order to improve the logistics quality which would ultimately increase the value of logistics service. This study has been focused on what the port logistics functions and the factors of the port logistics quality are those Korean port managers acknowledge as important factor. And examins these port logistics quality levels and the port logistics value (port productivity, service results) obtained by the results of these activities while reviewing the relation of the custom value which the port managers evaluate in order to evaluate and promote the competitiveness of the Korean port. According to the study results the port logistics function which the Pusan Container Terminal managers recognized as important were customer service management the flexibility of the port facilities and curtailment of the original operation cost of the port. It also indicated that the managers recognized the importance of the customer-oriented terminal management as it showed a close relationship with the port quality level.

TEQC는 인공위성으로부터 수신한 데이터를 편집, 품질검사, 포맷변환하기 위한 소프트웨어이다. TEQC 품질검사를 사용하면 여러 결과파일이 생성되는데 이를 활용하여 DGPS기준국 전파수신 환경을 분석하였다. 특히 방위각, 앙각에 따른 장애물의 여부를 가능하다.

Korean ports have some problems in the aspect of quality & quantity in the bunkering process. Quality of bunker is assessed as more higher than competing ports. However, quality of bunkering procedure is assessed as lower. Especially, supply chain from loading of bunker to the bunker barge at oil terminal, transport it, and supply it to the ship has not been secured. Furthermore, aspect of quantity of bunker is more serious rather than that of quality of bunkering process. Disputes on the quantity of bunker between seller and buyer occur frequently, and residue & theft of bunker is also popularized issue and serious problem. Low bunkering fee is recognized as major reason of that problem, however, though low fee can be solved, it can not be necessary secured that problem could be solved, Therefore, this paper investigates and suggests the scheme to solve the quality problems of bunker supplying procedure, and develop solution toward advanced bunkering ports through removal of the quantity disputes. Concretely, this paper suggests introduction of quality system of bunker supply chain in the aspect of bunker supply procedure, and diversion from conventional sounding method to innovative Mass Flow Metering System in the aspect of bunker measuring. These two innovative solutions contribute to the removal and improvement of current structural problems in bunkering procedure.

IMO는 e-navigation을 구현하기 위한 전략이행계획에 따라 e-navigation 소프트웨어 품질보증 가이드라인을 개발하였고 이는 IMO의 회람문서로 등재되었다. 이 가이드라인에서 e-navigation 설계 시 고려해야 하는 품질 특성으로 사이버보안에 대해 언급하고 있다. 2016년 6월 MSC 96차 회의에 미국과 BIMCO 등 주요 IMO회원국 및 기구에서 제출한 사이버보안 가이드라인을 주요 의제로 다룬다. 본 논문에서는 데이터 품질 관점에서 IMO 사이버보안 가이드라인과 e-navigation 소프트웨어 품질 가이드라인의 연계방안을 제시하고자 한다.

새로운 관광수요에 따른 경제적 파급효과가 예상되는 해양관광의 중요성과 마리나의 공급계획이 수많은 지역에서 진행되고 있다는 점 등을 감안할 때 마리나에 대한 새로운 접근방법을 통하여 마리나 서비스 품질에 대한 고유적 특성을 나타내는 척도를 개발하고 이를 실증적으로 적용하는 통합적 연구방법을 시도하여 마리나를 체계적으로 재정립하는 초석을 마련하였다.

e-Navigation을 도입하면서 그에 맞는 새로운 소프트웨어와 시스템들의 개발이 진행되고 있다. 이에 따라 개발되어지는 제품 혹은 제품 개발 프로세스에 대한 품질의 중요성이 커지고 있다. 품질을 평가하기 위해서는 구체적인 적용방법을 포함한 핸드북 형태의 가이드가 실무자들에게 도움이 될 수 있다. 본 논문에서는 기존의 관련 표준을 분석하여 해양소프트웨어의 특성을 반영할 수 있는 핸드북 개발의 방안을 소개한다.

최초 해기면허 발급을 위해 필수적인 의무승선실습의 품질향상을 도모하고자 국제사회에서 다양한 방안이 모색되고 있다. 특히, 2022년 2월 개최된 IMO 제8차 인적요인, 훈련 및 당직 전문위원회(HTW)의 주요의제 중 승선실습 품질관련으로 제출된 6개 의제문서들이 중점적으로 논의되었다. 우리나라, 필리핀 및 일본 등 주요 회원국은 승선실습 품질 제고를 위한 승선실습/육상훈련의 체계적인 재분배, 훈련기록부 효율성 향상, 승선실습 품질표준 관련 지침 개발 등 다양한 방안을 제시하였다. 더욱이, 향후 심화 논의를 위한 회기간 실무작업반 개설이 승인된 바 있다. 한편, 최근 디지털 시대에 걸맞는 효과적인 승선실습 시행 방안 마련을 위한 움직임이 활발해지고 있다. 본 연구에서는 승선실습 품질 제고를 위한 IMO 논의동향을 살펴보고 디지털 시대의 효과적인 승선실습 시행방안을 소개하고자 한다.

The present study purposed to derive the major attributes of the service quality of port hinterlands from previous research and interviews with specialists, to examine causal relations among the service quality of hinterlands, customer satisfaction, switching barrier and customers' behavior, and to suggest strategic implications. According to the results, the service quality of port hinterlands was divided into 'interaction quality', 'physical environment quality' and 'service delivery quality,' and among the three dimensions of quality, 'physical environment quality' and 'service delivery quality' had a significant effect on customer satisfaction but 'interaction quality' did not. These results suggest directions for what dimensions of quality should be controlled in order to improve the service quality of port hinterlands with limited management resources, and thus they are expected to contribute to more strategic marketing activities upon customers.

해양분야에 e-Navigation 전략이 도입되면서 안전한 항행 지원을 위해 기존의 제품을 재설계 하거나 새로운 제품 설계가 이루어지고 있다. 항행 지원에 소프트웨어시스템의 영향이 커지고 있기 때문에 안전하고 견고한 시스템의 설계는 매우 중요하며, 이를 위해 높은 품질의 확보가 필요하다. IMO에서는 이러한 제품 설계를 위해 적절한 품질을 보장하고 목적에 맞는 제품 설계에 대한 내용을 담고 있는 소프트웨어 품질 보증 및 인간 중심 설계 가이드라인을 공식 승인하였다. 가이드라인에서 품질 보증은 제품 품질, 데이터 품질, 사용상 품질을 만족할 것을 포함한다. 다양한 품질 속성을 만족하기 위해서는 품질 속성간의 우선순위화가 필요하다. 본 논문에서는 안전하고 견고한 소프트웨어 시스템을 위해 AHP기법을 이용하여 제품에 따른 품질 속성을 우선순위화 하고, 전 개발 단계에 걸쳐 품질 속성이 반영되고 평가 될 수 있도록 한다.
