항만의 연결기능이 확대됨에 따라 해운 항만산업은 전문화 및 고도화되었으며, 이에 따른 인적자원의 양적 질적 경쟁력 향상도 무엇보다 중요해졌다. 하지만 이를 육성하고 발전시키기 위한 인적자원의 수급에 대해서는 시장기능이 원활이 작동하지 못하고 있으며, 이러한 연구도 부족한 실정이다. 따라서 본 연구에서는 해당산업통계자료를 바탕으로 회귀모형에 의한 해운 항만물류산업에 필요한 전문인력에 대한 정확한 예측을 제시하고자 한다.

일반적으로 국내 기업의 매출액 대비 물류비 비율은 미국, 일본 등 선진국에 비해 높기 때문에 여전히 물류관리 수준 향상을 위한 많은 노력이 필요한 상황이다. 그러나 우리나라는 물류관리 수준 향상을 위해서 가장 중요한 요소인 해운항만물류인력이 부족한 상황이며 수급현황을 살펴볼 때 더욱 부족해질 전망이다. 그래서 정부는 2005년부터 '해운항만물류전문인력 양성사업'을 시행하고 있는 상황이며, 인력양성의 주축인 대학 역시 관련 학과를 개설하며 해운항만물류인력의 부족 현상은 점차 완화될 것으로 기대된다. 이러한 상황에서 해운항만물류인력 양성의 구조적 측면을 살펴봄으로써 지금까지의 양성 현황에 대해 살펴보고 앞으로의 양성 방향에 관해 연구해 볼 필요성에 따라 본 연구를 진행하였다.

It is needless to say that the port security is very important owing to the geographic setting of Korea and the possibility of the provocation by North Korea. In addition, The security management is necessary for the port and the domain of maritime to block the inflow from overseas because of the increase of international crime as terrorism. The training system for port security guard should be constructed to secure the specialization of the manpower for the efficient port security management. But the training system of port security manpower is not unified and the training is not carried out, therefore it is necessary to improve the training system of port security manpower. In this study, the improvement plan of training system is suggested as follows. First, the unification of the legislation of port security should achieved to establish the guidance of training for port security guard. Second, the specialized training per activities should be done. And lastly, the qualification system should be introduced for the specialization of port security manpower.

해운항만물류분야 고급 전문인력 교육 프로그램 국내외 사례 조사를 통해 개선방향 제시

Trend analysis and time series analysis were conducted to predict the demand of manpower under the smartization of shipping and port logistics with transportation survey data of Statistic Korea during the period from 2000 to 2020 and Statistical Yearbook data of Korean Seafarers from 2004 to 2021. A linear regression model was adopted since the validity of the model was evaluated as the highest in forecasting manpower demand in the shipping and port logistics industry. As a result of forecasting the demand of manpower in autonomous ship, remote ship management, smart shipping business, smart port, smart warehouse, and port logistics service from 2021 to 2035, the demand for smart shipping and port logistics personnel was predicted to increase to 8,953 in 2023, 20,688 in 2030, and 26,557 in 2035. This study aimed to increase the predictability of manpower demand through objective estimation analysis, which has been rarely conducted in the smart shipping and port logistics industry. Finally, the result of this research may help establish future strategies for human resource development for professionals in smart shipping and port logistics by utilizing the demand forecasting model described in this paper.

스마트 항만 전문인력 육성을 위한 교육훈련(프로그램, 컨텐츠, 교육장비)에 관한 내용을 토대로 스마트 항만 분야별 교육장비시스템 개발 방향을 제시하고자 한다. 특히, 스마트 항만 각 분야별 교육시스템과 교육/훈련/실습을 위한 모델링 및 시뮬레이터, 원격제어 장비 등을 개발하기 위한 방향을 제안하고자 한다.

Due to its vast range of areas and scopes of port logistics, professional training for port logistics experts has faced a limitation to raise manpower that the nation and companies ask for. This study looks at the current and expected demand and supply of workforce to identify necessary subjects and competitive factors in secondary education for training port logistics experts. Based on previous studies, this study proposes an assessment model by eliciting the priority of subjects in secondary education. and then, provides reasons for decision making.

국제물류 인력의 수요가 증가함에 따라 정부는 국제물류 분야 전문인력 양성사업을 시행하고 있다. 해양수산부의 해운항만물류 전문인력 양성사업은 일자리 창출효과 제고, 교육수행 주체와 교육 대상자 확대, 기업체의 참여 확대, 교육 프로그램 표준화, 사업 관리체계 및 사후 관리체계 개선이 필요한 것으로 분석되었다.
