선진 항만공사 모델을 고려한 국내 항만관련법령 개선방안 기초연구

  • 항만공사의 운영 효율성과 자율성을 강화를 통해 국가 및 지역발전 기여 요구가 꾸준히 제기되고 있다. 이 연구는 선진 항만공사 도델(미국 PANYNJ, 싱가포르 PSA)을 살펴보고, 국내 항만관련법령 상의 항만공사의 역할과 한계를 분석하였다. 이를 통해 항만공사의 자율성을 강화하고, 글로벌 항만기업으로 육성하기 위한 제도개선 및 정책제언을 위한 기초연구의 토대를 제공코자 한다.

  • 국내 항만공사는 항만공사법이 2003년 제정되고 부산항만공사가 2004년 설립된 이후 인천항만공사, 울산항만공사, 여수광양항만공사가 설립되어 운영되고 있다. 그러나 항만공사의 운영이 비효율적인 방향으로 흘러감에 따라 정부를 중심으로 공기업 통 폐합 등의 조직 개편 움직임의 목소리가 나오고 있다. 정부에서 구상하는 개편 방안 중 항만관리에 대해 통합적 운영이 적절한지, 분권적 운영이 바람직한지에 대해 보다 심층적인 논의가 필요하다. 본 연구는 항만공사 운영방식 개혁에 대한 논의에 대비하여 이러한 통합적인 접근방식과 분권적인 접근방식에 대한 비교분석을 하는 것을 그 목적으로 한다. 이를 위해 항만공사제도의 도입배경과 현황, 조직의 통합운영과 분산운영에 대한 이론적 배경, 국내 공기업 통합 사례 및 해외항만 운영 사례, 항만공사 운영 방식의 대안별 비교를 실시하였다. 이를 통해 다음과 같은 결론을 얻을 수 있었다. 첫째, 항만공사제도는 기존의 항만관리제도 개선을 위한 노력이라는 역사적 맥락을 기반으로 하여 기존 관리제도의 문제점을 개선하기 위한 대안으로 도입된 제도이며, 이러한 제도적 목적을 기반으로 항만공사 운영개선방안 논의가 되어야 한다는 것이다. 둘째, 공공기관 운영에 있어 내재되어 있는 문제점을 개선하기 위해 기관통합, 기능 조정, 부분통합 등 다양한 방식으로 개선이 가능하며 반드시 하나의 방법으로 이루어 질 수는 없다는 것이다. 셋째, 해외 주요 항만의 경우 개별 항만에 항만공사를 운영하는 개별적 운영방식을 택하고 있으며 대만이 유일하게 통합 운영하는 방식으로 개편하였으나 그 통합으로 인해 기대하는 효과가 실현되고 있지 않아 통합운영 방식의 근거가 되기는 어렵다. 넷째, 항만의 운영 자료를 분석한 결과 항만별로 처리하는 화물과 선대의 특성이 차이가 나고 운영방식과 대상이 되는 시장이 다름을 알 수 있었다. 이러한 항만별 운영과 고객의 차이를 감안하면 개별적 운영방식이 바람직하다고 판단된다. 결과적으로 통합 운영방식의 운영 효율성 개선 효과가 있을 수 있음에도 불구하고 항만공사제도의 목적과 취지를 감안할 때 현행 개별운영 방식을 유지하는 것이 바람직하다는 결론을 제시한다.

The Factors Affecting on the Integration Intention among the Port Authority Members in Korea (우리나라 항만공사 조직구성원들의 통합의도 및 영향요인 연구)

  • In order to solve the current problems and inefficiencies within the Port Authorities(PA) in Korea, this study introduces the concept of the integration of PA and analyses the intention of integration. This study is based on analysing the surveys participated by the members of PA. The surveys consist of six main factors which could influence the intention of integration of PA; contribution, autonomy, strategic factor, financial factor, marketing factor and environmental factor. The two main implications from this study can be categorised as follows. First, this study identifies the structural problems such as regional self-centredness of PA, obscurity of organisations' roles and their rights, limitations on diversification of business and restrictions within PA. Second, this study extensively discusses the option of improving the inefficiency whilst maintaining the current system or to switch to the integration of PA. In addition, it has been found that individual PA recognise the little need for integration. Since the results show that the strategic, financial, marketing and environmental factors would cause both significant and little significant impacts, it would be too haste to decide on a conclusion. However, it is possible to say that the rapid integration of PA can neither improve the efficiency nor improve the characteristics of each region. Therefore, the significance of integration of PA must be further discussed from many different perspectives. The results of this research will serve as a basic literature for further studies on the integration of PA in Korea. Moreover, the problems that have been identified and analysed in this study will contribute to establishing the strategy for further development of PA in Korea.

A Comparative Analysis for the Awareness of the Integration of Korea's Port Authorities (우리나라 항만공사 조직구성원들의 통합의도에 관한 비교연구)

  • In order to solve the current problems and inefficiencies within the Port Authorities (PA) in Korea, this study introduces the concept of the integration of PA and analyses the awareness of intention of integration. This study is based on analysing the surveys conducted by the members of PA. This research shows that there were different perceptions on the autonomy, business strategy intension, information sharing efficiency, competition, environment and technique change, capital finance, easy finance risk, curtailment of expenditure, personnel management efficiency in PA. Results of the study indicate that YGPA has more clear understanding on the awareness of integration of PA than other PAs. The results of this research will serve as a basic literature for further studies on the integration of PA in Korea. Moreover, the problems that have been identified and analysed in this study will contribute to establishing the strategy for further development of PA in Korea.

Private Finance under the Port Authority System in Korea (항만공사체제하의 민간자본 활용방식)

  • Korean port developments have been mostly made by the central government. With the introduction of the Port Authority system, however, roles and function assignments of the central government in port development have been in change and the Port Authority has to find a solution for inducement of private investment in port development. This paper has examined the current legal system of port developments and then sought the way for inducement of private capital to improve specialty and efficiency of harbor facilities management and development under Port Authority. As the Ministry of Maritime Affairs and fisheries(MMAF) has two types of legal system for inducement of private investment on port developments, the Port Authorities can also have two types of private finance. Private finances by the Port Authorities has some more critical advantages than the one by the central government. It is also required to change the the administrative permissions and concession agreements which MMAF conveyed to private participants in port developments into the concession agreements between Port Authorities and private participants.

  • The port is a space where maritime transport and land transport intersect and is an essential industrial infrastructure for international trade. Therefore, it has a very important function in the national economy. Although the space and the physical facilities of a port are important, it is also very important to efficiently manage and operate these port infrastructures. The government introduced the Port Authority System to strengthen the efficiency and professionalism of port management operations. Since the port authority systemis based on port autonomy, the independence and autonomy of the port authority are very important in port management and operation. Nevertheless, the Port Authority is not functioning properly because the government interferes excessively with the operations of the Port Authority. Therefore, it is suggested that the legal system should be improved to strengthen the autonomy of the Port Authority (PA). This study examines the perception of the legal system that needs to be improved to strengthen the autonomy of the Port Authority, and suggests policy measures for Port Authority workers, civil servants, port companies, and civic groups.

부산항 미세먼지 감축정책 추진현황

  • 미세먼지 등 대기오염에 대한 국민적 관심 증가로 정부에서는 2022년까지 국내 배출량 30% 감축을 목표로 하는 '미세먼지 관리 종합대책'을 수립(2017년)하였으며, 국제해사기구(IMO)는 선박의 대기오염물질 배출량 감소를 위한 규정을 강화는 등 대기오염물질 감축을 위한 다양한 노력이 추진되고 있다. 그러나, 부산항을 포함한 부산지역의 미세먼지 농도는 선진국 및 WHO 기준에 비해 여전히 2~3배 높은 수준으로 부산의 주요산업인 부산항을 관리 운영하는 주체인 부산항만공사는 '부산항 미세먼지 종합대책'을 수립하여 추진하고 있다. 본 논문에서는 부산항 내 운영 중인 항만 내 대기오염측정소 데이터를 포함한 항만 인근지역과 타항만의 미세먼지 농도를 분석하였으며, 부산항만공사에서 추진한 항만 하역장비 대기오염물질 배출량 조사결과와 '야드트랙터 LNG 연료전환사업', 'AMP설비 설치사업' 등 '부산항 미세먼지 종합대책'과 그 성과를 소개하고 있다.

Comparative Analysis on Port Management Type between Korea and Japan (한.일간 항만관리 형태의 비교분석)

  • When comparing the port management type between the both countries, there are some differences at some aspects. And also Korea is to move forward a hub port and logistics center in Northeast Asia while Japan is to pursue providing the port logistics service necessary for the Japanese economy. Major findings and implications are as follows. first, Port authority system should be extended to Gwangyang and Pyeongtaek port step by step. Second, any port which did not introducing a port authority system should enhance cooperating with its own local administration. Third, a port marketing strategy must be established and implemented by a port authority.

Re-Organization of Port Governance in Gyeonggi Province (경기도의 항만 거버넌스 재정비방안)

  • The purpose of this study was to present an alternative to improve the complex structure of Gyeonggi port governance. Based on previous research, advanced port operation, timely development of port, port safety management, and growth with the region were selected as the main roles of port governance. In addition, the importance of each role was analyzed by selecting the government-led port authority and government and local joint port authority as alternatives. As a result of the analysis, it was found that the establishment of the government-led port authority was reasonable in terms of advanced port operation, timely port development, and port safety management. On the other hand, local joint port authority is reasonable in terms of growth with the region. The implication of this study is that it is necessary to simplify port governance in Gyeonggi Privince and establish the government-led port authority in which Participation of local governments is required for linking regional administration and urban development plans.

A Study on the Optimal Concession Contract Decision Model between Port Authority and Terminal Operators (항만공사와 터미널운영사간 최적임대계약 결정에 관한 모형)

  • The competition between port authorities (PAs) and terminal operating companies (TOCs) in providing port logistics services has gained importance. The PAs enter into leasing contracts with TOCs in various ways. This study aims to model a contract method that maximizes the joint profit between a PA and a TOC. Particularly, this study aims to model the equilibrium by comparing four types of contract schemes in the non-coordination, cooperation, Cournot, and collusion models. The results of the analysis show that the two-part tariff scheme generates a higher joint profit than the fixed and fee contracts. It is understood that risk- and profit-sharing between the PAs and TOCs helps the latter to maximize the throughput and the joint profit. These results are expected to provide an important theoretical basis for decision-making about port rent and freight between the PAs and TOCs.
