  • 국제해사기구(IMO)에서 진행하는 "e-Navigation" 프로젝트의 구성요소인 해상교통관제시스템(VTS)을 정의하고, VTS 시스템간 정보교류를 위한 기술로 IVEF(Inter-system VTS Exchange Format)를 소개한다. 현재까지 국제항로표지협회(IALA)에서 개발한 IVEF에는 접속자에 대한 신뢰도 높은 인증 기술이 포함되지 않는다. 하지만 해상교통정보는 국가적으로 보안수위가 높은 정보이므로 정보 요청 자에 대한 신뢰 높은 인증이 절대적으로 필요한 부분이다. 따라서 본 논문에서는 메인 인증 서버와 IVEF를 이용하여 VTS 시스템간의 신뢰도를 높일 수 있는 인증 시스템을 제안한다.

  • IMO NAV54차의 권고에 의거하여 전자해도와 ECDIS는 2012년부터 단계적으로 선박에 탑재할 것을 의무화하고 있다. 우리나라는 상대적으로 빠른 시기인 1997년부터 전자혜도를 제작하기 시작하여 현재는 전해안을 디지털화함으로써 It강국으로서의 위상을 높혔다. 2008년부터 GRID based전자해도를 공급하기 시작하였고, Dynamic ENC, MIO, S-100, AML 등의 차세대전자해도를 추진하고 있다. 국내공급대행업체뿐만 아니라 PRIMAR와 IC-ENC등의 글로벌전자해도유통센타(RENC)를 통해 전세계에 공급하고 있다. 전자해도는 ECDIS드의 기본 항해장비에 적용될 뿐 아니라, VTS,AIS,VMS, 기상정보, 항로표지모니터링 등 다양한 분야의 기본맵으로 채택되고 있다. 또한 다양한 인터페이스, 3D Display, 해저지형도, 육해상 지도통합 등 기술적인 발전이 거듭되고 있어 명실공히 수로, 향해, 관제, 감시, 환경 등을 포괄하는 e-Navigation의 중심으로 서고 있다.

  • 최근 선박의 연안 선박의 안전사고가 증가함에 따라 기존 항만 중심으로 운영되고 있던 해상교통관제센터의 관제 범위가 연안까지 확대되고 있다. 이에 따라 해상교통관제센타(Vessel Traffic Service Center, VTS) 간에 데이터 교환의 필요성도 증가하고 있다. 국제항로표지협회 IALA(International Association of Lighthouse Authorities, IALA)는 이러한 필요성을 인지하고 해상교통관제센터간 데이터 교환 프로토콜인 IVEF(Inter-VTS Exchange Format)를 제정하였다. 그러나 IVEF 프로토콜 특성상 외부 해상교통관제센터간 데이터가 전송됨으로 데이터 변조등의 위험성이 있다. 하지만 IVEF 프로토콜은 보안 관련 요소들이 미미한 실정이다. 본 논문에서는 IVEF 데이터의 무결성을 보장하는 방법을 제안한다.

  • In order to promote the historicity of Eoryongdo Lighthouse, which was designated as a lighthouse cultural heritage in August 2023, and to utilize it as a water-friendly space, the facilities were improved to maintain the function of the lighthouse smoothly, and the buildings were reinforced to utilize it as a water-friendly space. We want to inform the public of the historical value of the lighthouse and make every effort to ensure maritime traffic safety, which is the original role of the lighthouse.

  • The year 2003 is the centennial of the birth of the modem lighthouse in Korea the lighthouse was originally surrounded by a beautiful nature and it contains the romantic sensitivity which relates with the ocean. And in some case it is a environment-friendly architectural facility which uses a alternative energy like a solar cell. Now the properly developed manned lighthouse is not only functioning as a traditional aids to navigation for the vessel, but also it becomes the new facility and space for all civilians who might visit and experience. If we want to vitalize the traditional lighthouse into water-familiar space, we must reconsider the facilities, various operational programs and the institutions for future-oriented development. For this situation we intended to reveal in this study that all the issues which relate to the proper use of the manned lighthouses in the whole country, since the project of water-familiar space started by MOMAF.

  • IMO sub-committee on safety of navigation has worked a draft recommendation for RTE in order to amy a radar target enhancer(RTE) on small ships. According to the draft recommendation for RTE, we need a preliminary research for RTE development and its applicability. In this paper, we investigate the results rf field tests in other countries and analyze technical and critical problems in RTE The results of our analysis will provide helpful comments in IMO subcommmitte as well as in a domestic development of RTE.

Jeju regional maritime affairs & fisheries office has developed the manned lighthouses properly to ocean cultural space for the past several years. As a result of that, the recognition regarded on ocean culture was raised and the regional tourism was vitalized. For this situation we intended to reveal in this study that all the issues which relate to the proper use of the manned lighthouse in the Jejudo, since the project of water-familiar space started by MOMAF.

  • In 1969, Y.J. Yun wrote the terrestrial navigation text book that discussed earth sciences, aides to navigation, chart and publications, tide and tidal current, piloting, rhumb-line sailing, great circle sailing grounded on the hand-on background and theory. It has still been used as a principle text book in a lot of maritime academies and schools. And many contents and definitions came from other terrestrial navigation books published in the United States of America, the United Kingdom, and Japan. But some of them have caused the misunderstanding because they had no enough explanation and explained by incorrect items. In this study, we have found out the problems in the terms course and heading which are related with the direction of the vessel movement, and proposed the amended definitions in order to prevent the misunderstanding and confusion. of them.

  • Our country has a convoluted coastline and the marine weather fluctuates locally, so it needs effective AtoN operation for the safe navigation of vessels and fishing boats sailing the coast. Especially, large beacon must ensure the safety of the vessels and always lit at night. If large beacons installed in the lighthouse are not lit, vessels can not assure their location. Thus the accidents is likely to occur, which can cause great economic damage. In this paper, we developed a monitoring system of large beacon to monitor and control the status of information. This system was designed for a special purpose of taking precautions against possible accidents on the sea.

Management of Electronic Navigational Charts Using XML Database (XML 데이터베이스를 이용한 전자해도의 관리)

  • Electronic Navigational Charts (ENCs) are digital charts encoded in S-57 format, which contain navigational informations such as coastlines, depth areas, and nautical marks. Although they have been successfully used for the safe navigation of ships, they have limited usages and applications because of their specialized data format and access systems. To cope with such drawbacks, S-57 ENCs need to be transformed into more generalized format such as Geography Markup Language (GML). The transformed GML ENCs can be kept in a database for efficiency, and can be accessed through Internet for usability. This paper proposes a new method for transforming and managing ENCs with XML database. S-57 ENCs are lust transformed into GML format, and then stored in a XML database. On the database, users can query for their needs. To validate the feasibility of the proposed method, we developed a protype system, and then conducted several test runs. The system can provide users with easy access to the marine information contained in ENCs. It also provides compatibility and efficiency by virtue of GML and XML database, respectively.
