A Study on the Institutional Changes in the Aviation Safety Management System in Korea (국내항공법상 항공안전관리 제도변화에 관한 연구)

  • The purpose of this study is to review the changes in the aviation safety management system, how that system has evolved and what forces caused these changes to take place. Also included is an examination of the development process of the aviation safety management system in view of the new institutionalism, identifying the patterns of change. Based on the results of this study, I propose policy methods to design a desirable civil aviation safety system with a view toward raising the safety standards in the Korean civil aviation community. The major analysis variables are as follows: first, aviation accidents caused by external factors and international standards as independent variables second, environmental changes and political processes affecting aviation safety management system as major mediating variables and third, the aviation safety management legal system, the aviation safety management organizations and an expert participation system as dependent variables. The institutional changes and continuance of the aviation safety management system show that when specific circumstances arise, the continuance lasts depending on the path dependency, and in a certain circumstance, when immanent changing factors reach a critical point, the system suddenly changes by a punctuated equilibrium, which are all included in this study.

  • NASA(미국 항공우주청)를 중심으로 무인항공기교통관리(UTM) 체계를 이용한 드론 항공교통통제 모의시험을 진행하고 있다. 국내에서도 2017년부터 안전한 무인항공기교통관리(UTM) 체계 구축을 위한 '저고도 무인기 감시관리 기술 개발 및 시스템 시범 운용사업'을 진행할 예정이다. 본 논문은 지상도로망을 버드뷰(Birdview)처럼 내려다보며 비행할 수 있는 저고도 드론이 안전하고 효율적인 운항을 보장하기 위해서는, 상공에 장애물이 없는 지상도로망의 상공에 가상도로망과 가상신호체계를 확장시킨 한국형 가상 'SKYWAY' 항법 및 관제 체계(${\mu}$ATM)에 관한 기획 연구에 관한 것이다.

  • As the global air traffic volume has shown a rapid increase, doubling every 15 years since 1977, domestic and international air traffic control services and air navigation safety facility operation management system and status review It is necessary to present the feasibility of establishing an air traffic control agency with integrated functions and establish an operating system for an independent dedicated agency to provide advanced air traffic control services in preparation for the future air transport environment. In particular, in 2021, the national ATM reformation and enhancement (NARAE) a customized comprehensive plan for operations, facilities, and systems to handle air traffic safely and efficiently by actively reflecting changes in the navigation environment such as international policies and standards as this is established, the role of the air traffic control agency becomes more important, and an improved action plan for the control and navigation operating system must be promoted.

  • Arrival management is a tool which provides efficient flow of traffic and reduces ATC workload by determining aircraft's sequence and schedules while they are in cruise phase. As a decision support tool, arrival management should advise on air traffic control service based on the understanding of human factor of its user, air traffic controller. This paper proposed a prediction model for air traffic controller sequencing strategy by analyzing the historical trajectory data. Statistical analysis is used to find how air traffic controller decides the sequence of aircraft based on the speed difference and the airspace entering time difference of aircraft. Logistic regression was applied for the proposed model and its performance was demonstrated through the comparison of the real operational data.

  • With the continuous increase in demand for air transport services and the growth of the air transport industry, the International Civil Aviation Organization (ICAO) and its member states are facing social demands to expand the capacity of the air transport system and improve the efficiency of its operation. ICAO developed the concept of Performance Based Navigation (PBN) for the purpose of solving problems related to the function and performance of the navigation system. Member countries established an implementation plan in accordance with the resolutionof the ICAO General Assembly, and South Korea established a Performance-Based Navigation implementation plan in December 2009. This paper evaluates the progress made so far based on Korea's Performance-Based Navigation implementation plan and proposes a development direction for Performance-Based Navigation based on changes in the international environment.

  • The research and development trend of Trajectory-based Operations(TBO), which is considered as a key concept of future Air Traffic Management(ATM), is presented in this paper. The operational concepts of TBO in ASBU(Aviation System Block Upgrade) from ICAO(International Civil Aviation Organization) have been summarized, and the detailed operational concepts and procedures, which can be realized in the near future, are described through the investigations of operational concept development and related research/development activities of TBO in USA and Europe. The technical enablers, which have been identified based on understanding of TBO operational concepts, are introduced, and related research/development status of each technical enabler has been presented.

  • The purpose of air traffic flow management is to balance demand and capacity in the national airspace, and its performance relies on an accurate capacity prediction of the airport or airspace. This paper developed a regression model that predicts the number of aircraft actually departing and arriving in a terminal maneuvering area. The regression model is based on a boosting ensemble learning algorithm that learns past aircraft operational data such as time, weather, scheduled demand, and unfulfilled demand at a specific airport in the terminal maneuvering area. The developed model was tested using historical departure and arrival flight data at Incheon International Airport, and the coefficient of determination is greater than 0.95. Also, the capacity of the terminal maneuvering area of interest is implicitly predicted by using the model.

  • There are 24 airways in Incehon IFR, including 11 domestic routes and 13 international routes. The airways designated by ministry of Transportation and Construction are the routes for aircraft to fly being serviced by air traffic control system for flight safety. This study reviewed safety situation of existing permanent airways within Incheon IFR and temporary airways connecting North and South Korea. The study tried to identify the problems related to airway operation and to suggest solutions to the questionable area. The main findings are as follows: It is necessary to improve the existing normal airway systems and enlargement of the route. The airway A593 has to be upgraded to normal route. The temporary airways established to connect Seoul and Pyongyang also needs to be upgraded by air traffic control transfer agreement between two Koreas.

  • 안전관리시스템(Safety Management system, SMS)은 국제민간항공기구(ICAO)에서 정의된 서비스제공자의 의무사항으로 우리나라의 공항 분야는 2005년 부터 구축되어 현재까지 운영되고 있다. 항공교통량 증가에 따른 사고의 발생가능성 증가에 대응하기 위해 채택된 새로운 체계가 SMS라는 점을 고려할 때, 공항 SMS는 항공사와 조업사 등 관련 업체와 연계되며 이동지역에서 근무하는 종사자의 행동에도 긍정적인 영향을 미칠 수 있어야 할 것이다. 본 연구는 인천공항이 실행하고 있는 외부지향적인 SMS활동이 항공사, 조업사 등에 소속된 이동지역 종사자의 지식과 행동에 미치는 영향에 대해 연구하고자 하였다. 총 593명의 종사자가 조사에 참여하였으며, 공항SMS는 안전지식을 통해 안전행동에 영향을 미치는 것으로 나타났다. 이 연구 결과는 공항이 조업사 등 별개의 업체 종사자에 대한 안전정책 설정을 위한 기초자료로 활용될 수 있을 것으로 기대된다.
