Forecasting Model of Air Passenger Demand Using System Dynamics (시스템다이내믹스를 이용한 항공여객 수요예측에 관한 연구)

  • Korea's air passenger traffic has been growing steadily. In this paper, we propose a forecasting model of air passenger demand to ascertain the growth trend of air passenger transportation performance in Korea. We conducted a simulation based on System Dynamics with the demand as a dependent variable, and international oil prices, GDP and exchange rates as exogenous variables. The accuracy of the model was verified using MAPE and $R^2$, and the proposed prediction model was verified as an accurate prediction model. As a result of the demand forecast, it is predicted that the air passenger demand in Korea will continue to grow, and the share of low cost carriers will increase sharply. The addition of the Korean transportation performance of foreign carriers in Korea and the transportation performance of Korean passengers due to the alliance of airlines will provide a more accurate forecast of passenger demand.

  • This paper reviews the Interpretative Guidelines on EU passenger rights regulations in the context of the developing situation with COVID-19 of EU commission. To enlighten the obscurity and to mitigate the economic impacts of the COVID-19, European Commission has published "Interpretative Guidelines on EU passenger rights regulations in the context of the developing situation with Covid-19" on March 18, 2020. The Guideline essentially aims to create a coherent system of rules to assist the passengers, industry and national authorities overall under the unprecedented circumstances across the European Union. To do so, the Guideline is drafted to cover the rights of passengers travelling by air, rail, ship or bus/coach, maritime and inland waterways, as well as the corresponding obligations for carriers. From an aviation industry focused perspective, by referencing the Regulation (EC) numbered 261/2004, the Guideline specifically applies to cancellation and delay in flights which are seen as the dark spots for the air carriers concerning potential burdens.

  • This paper is concerned with departure passengers' dwell time analysis using real system data. Previous researches emphasize the importance of dwell time analysis from perspective of airport terminal planning and non-aeronautical revenue. However, short-term airport operation using passengers' dwell time is considered impossible due to absence of passengers' behavior data. Recently, in accordance with the wave of smart airport, world leading airports are systematically collecting passenger data. So there is high possibility of analyzing passengers' dwell time with the data stacked in the airport database. We conducted dwell time analysis using data from Incheon Int'l airport. In order to handle passenger data, we adapted clustering algorithm which is one of data mining techniques. As a clustering result, passengers are divided into 3 clusters. One is the cluster for passengers whose dwell time is relatively short and who tend to spend longer time in the airside. Another is the cluster for passengers who have near 3 hours dwell time. The other is the cluster for passengers whose total dwell time is extremely long.

  • 세계 및 한국경제의 성장과 함께 항공운송 시장의 급속한 확대에 따라 대한민국에서의 국제항공 운송 수요는 꾸준히 증가하게 됨에 따라 한국의 관문 역할을 담당하던 김포국제공항의 수용능력은 한계에 이르게 되었다. 따라서 정부는 김포국제공항을 대체할 인천국제공항을 건설하여 운영하는 한편 김포국제공항에는 한국 중국 일본의 수도를 포함한 몇몇 도시를 연결하는 근거리 중심의 국제선이 취항하게 되면서 공항운영에 대한 새로운 패러다임을 형성하게 되었다. 대한민국의 수도 서울의 항공교통을 위한 공항이 제한적이지만 복수공항 체계로 운영되면서 인천공항과 김포공항을 이용하는 항공여객은 공항 이용 시 선택의 기회가 주어지면서 공항운영자는 여객의 공항선택에 영향을 주는 요소에 관심이 점차 증대되고 있는 현실이다. 그러나 현재 국내에서는 항공여객의 항공사 선택에 관한 연구는 많이 이루지고 있으나 항공여객의 공항선택에 관한 연구는 상대적으로 미흡한 실정임을 부인할 수 없다. 따라서 본 연구는 항공여객의 공항선택에 미치는 속성이 무엇이고 속성에 따른 중요도와 만족도를 측정하여 공항운영자의 공항운영과 활성화 전략수립에 대한 정보를 제공하는데 목적이 있다. 본 연구에서는 김포공항 국제선 이용객을 표본으로 선정하여 설문조사를 실시하여 IPA 분석과 GAP분석 및 경로분석 기법을 사용하여 분석하였다.

Demand Pattern of the Global Passengers: Sea and Air Transport (글로벌 여객의 해상과 항공운송에 대한 수요패턴)

  • The main purpose of this paper is to estimate the impact of exchange rate and economic business activity on the passengers' demand for international transportation. The demand pattern depends upon the transport vehicles that the global passengers take. The global passengers' demand for transportation is modelled as exchange rate, industrial production and seasonal dummy variables. The seasonality is found in both water and air, but the former is far greater than the latter. All series span the period January 1990 to December 2008. The empirical results of this paper reveal that the income elasticity of sea transport is greater than that of air one, all of which are positive. The study also shows that the exchange rate has an significant impact on the demand for air transport, whereas it is insignificant in water transport. The impulse response function indicates that passengers increase steadily before peaking seven to eight months after the shocks to economic business activity and decline very slowly to its pre-shock level. The air passengers also respond negatively to the shocks in exchange rate and the impacts of exchange rate shock seem to decrease relatively slowly, while the water passengers respond positively after six months. The industrial production shocks remain above equilibrium for more than twenty four months, while the exchange rate shocks remain below equilibrium for more than twenty four months. Boosted by improved economic conditions worldwide, international tourism has recovered faster than expected from the impacts of the global financial crisis and economic recession of late 2008 and 2009. These facts suggest that the demand of global water transport has the high possibility of growing steadily and continuously.

  • 초음속 수송기에 가장 중요한 부분은 제트 엔진이다. 제1세대기인 콩코드는 취역후 20년을 지나도 안전하게 여객을 운송하고 있어 실적은 매우 좋다. 그러나 논 스톱으로 갈 수 있는 항송거리가 짧아 상업적으로 성공작이라고도 말하기는 어렵다. 게다가 엔진에서 나는 소음이 매우 심하여 극히 일부 공항 외에는 취역하지 못하는 결점도 있다. 항공여객의 증가와 아울러 서울 뉴욕간이 13시간이나 걸리는 현재로서는 좀더 쾌적하고 빠른 초음속기가 요구되어 새로운 항공기 제트 엔진의 출현이 기대되고 있다.

  • Air transport today is a means of transport that is optimized for exchanges between nations. Around the world, has experienced an increase in operating and the number of airline route expansion that has entered into the international aviation agreements in order to take advantage of the air transport efficient, but the possibility of the occurrence of air transport accidents increased. When compared to the accident of other means of transport, development of air transport accidents, not high, but it leads to catastrophe aviation accident occurs. Air Transport accident many international transportation accident than domestic transportation accident, in the event of an accident, the analysis of the legal responsibility of the shipper or the like is necessary or passenger air carrier. Judgment of the legal order of discipline of air transport accident is a classification of the type of air transport agreement. Depending on the object, air transport agreements are classified into the contract of carriage of aviation of the air passenger transportation contract. For casualties occurs, air passenger transportation accident is a need more discussion of legal discipline for this particular. Korean Commercial Code, it is possible to reflect in accordance with the actual situation of South Korea the contents of the treaty, which is utilized worldwide in international air transport, even on the system, to control land, sea, air transport and welcoming to international standards. However, Korean Commercial Code, the problem of the Montreal Convention has occurred as it is primarily reflecting the Montreal Convention. As a cause of liability for damages, under the Commercial Code of Korea and the contents of the treaty precedent is reflected, the concept of accident is necessary definition of the exact concept for damages of passengers in particular. A Study on Forecasting Air Transport Demand between South and North Korea (남북한 연결 항공교통 수요예측에 관한 연구)

  • This paper aims to predict air passenger and air freight demands in the air routes between South and North Korea. The air demands will be fostered by the visitors of Pyeongyang and Baekdu Mountain, whose forecasts will be used for supplying the air traffic services necessary for the active exchange and cooperation between South and North Korea in the future. The authors use the tool of regression analysis under the assumption of epoch-making progress in demand for aviation in accordance with the exchange and cooperation scenario between South and North Korea. After predicting the total number of travelers through regression analysis, the authors applied the share of air passengers among total travelers in order to predict the number of air passengers. Finally, the number of flights of each airport and route were forecasted by including the air freight, estimated from the number of air passengers.

  • Jeju Island is a major area generates origin-destination trips, accounting for about 90 % of domestic air transportation, and popular tourist destination visited by more than 10 million domestic and foreign tourists annually. Travel behavior patterns of tourists in Jeju Island have great meaning for not only Jeju Island, but also the inland aviation, tourism, mobility industry. This study presented passenger travel behavior in Jeju Island based on a survey including foreign visitors and residents as well as domestic visitors. In particular, the survey was conducted in early 2020 prior to the COVID-19 pandemic, it is expected to be a major preliminary study for changes in tourist travel and air travel in Jeju Island before and after COVID-19.

Denied Boarding and Compensation for Passengers in the EU Air Transport Legal Framework and Cases (항공여객운송에서의 탑승거부와 여객보상기준)

  • The concept of denied boarding is defined in Article 2(j) of Regulation 261/2004 thus: "denied boarding means a refusal to carry passengers on a flight, although they have presented themselves for boarding under the conditions laid down in Article 3(2), except where there are reasonable grounds to deny them boarding, such as reasons of health, safety or security, or inadequate travel documentation." So far as relevant to this case, to be entitled to compensation, if denied boarding, Article 3(2) provides a passenger must first come within the scope of the protection of the Regulation, which applies under the following conditions: "${\cdots}$.that passengers (a) have a confirmed reservation on the flight concerned and, except in the case of cancellation referred to in Article 5, present themselves for check-in, as stipulated and at the time indicated in advance and in writing (including by electronic means) by the air carrier, the tour operator or an authorised travel agent, or, if no time is indicated, not later than 45 minutes before the published departure time." This paper reviews the EU Cases such as Rodríguez Cachafeiro v. Iberia [2012] Case C-321/11; Finnair Oyj v. Timy Lassooy [2012] Case C-22/11; Caldwell v. easyJet Airline Co. Ltd. [2015] ScotSC 64. ECJ and Sheriff court of Scotland held that the concept of denied boarding, within the meaning of Articles 2(j) and 4 of Regulation No 261/2004 establishing common rules on compensation and assistance to passengers in the event of denied boarding and of cancellation or long delay of flights, and repealing Regulation No 295/91, must be interpreted as relating not only to cases where boarding is denied because of overbooking but also to those where boarding is denied on other grounds, such as operational reasons. Also, ECJ ruled that Articles 2(j) and 4(3) must be interpreted as meaning that the occurrence of extraordinary circumstances resulting in an air carrier rescheduling flights after those circumstances arose cannot give grounds for denying boarding on those later flights or for exempting that carrier from its obligation, under Article 4(3) of that regulation, to compensate a passenger to whom it denies boarding on such a flight.
