Even with the most advanced aviation technology benefits, aircraft accidents are constantly occurring while air passenger transportation volume is expected to double in the next 15 years. Since it is not possible to secure aviation safety only by the post aircraft accident safety action of accident investigations, it has been recognized and consensus has been formed that proactive and predictive prevention measures are necessary. In this sense, the aviation safety management system (SMS) was introduced in 2008 and has been carried out in earnest since 2011. SMS is a proactive and predictive aircraft accident preventive measure, which is a mechanism to eliminate the fundamental risk factors by approaching organizational factors beyond technological factors and human factors related to aviation safety. The methodology is to collect hazards in all the sites required for aircraft operations, to build a database, to analyze the risks, and through managing risks, to keep the risks acceptable or below. Therefore, the improper implementation of SMS indicates that the aircraft accident prevention is insufficient and it is to be directly connected with the aircraft accident. Reports of duty performance related hazards including their own errors are essential and most important in SMS. Under the policy of just culture for voluntary reporting, the guarantee of information providers' anonymity, non-punishment and non-blame should be basically secured, but to this end, under-reporting is stagnant due to lack of trust in their own organizations. It is necessary for the accountable executive(CEO) and senior management to take a leading role to foster the safety culture initiating from just culture with the safety consciousness, balancing between safety and profit for the organization. Though a Ministry of Land, Infrastructure and Transport's order, "Guidance on SMS Implementation" states the training required for the accountable executive(CEO) and senior management, it is not legally binding. Thus it is suggested that the SMS training completion certificates of accountable executive(CEO) and senior management be included in SMS approval application form that is legally required by "Korea Aviation Safety Program" in addition to other required documents such as a copy of SMS manual. Also, SMS related items are missing in the aircraft accident investigation, so that organizational factors in association with safety culture and risk management are not being investigated. This hinders from preventing future accidents, as the root cause cannot be identified. The Aircraft Accident Investigation Manuals issued by ICAO contain the SMS investigation wheres it is not included in the final report form of Annex 13 to the Convention on International Civil Aviation. In addition, the US National Transportation Safety Board(NTSB) that has been a substantial example of the aircraft accident investigation for the other accident investigation agencies worldwide does not appear to expand the scope of investigation activities further to SMS. For these reasons, it is believed that investigation agencies conducting their investigations under Annex 13 do not include SMS in the investigation items, and the aircraft accident investigators are hardly exposed to SMS investigation methods or techniques. In this respect, it is necessary to include the SMS investigation in the organization and management information of the final report format of Annex 13. In Korea as well, in the same manner, SMS item should be added to the final report format of the Operating Regulation of the Aircraft and Railway Accident Investigation Board. If such legal and institutional improvement methods are complemented, SMS will serve the purpose of aircraft accident prevention effectively and contribute to the improvement of aviation safety in the future.

There are many ways to identify airline's perception of the safety program and safety culture. In particular, various studies are under way to measure airline safety culture and safety awareness of airline employees. Often, survey methods are used a lot, but there is a limit to understanding the complex and diverse aviation culture through surveys alone. Nevertheless, the Air Safety Management System (SMS) of the International Civil Aviation Organization (ICAO) emphasizes the importance of safety surveys as a means of ensuring awareness of safety culture. The safety surveys is effective in identifying and providing awareness of the relationship between employees and the Air Safety Program (SMS, Safety Management and Safety Culture aspects). In this study, we conducted a survey of Z Airlines flight attendants and cabin crew to compare their perception of safety programs and culture, and based on this survey, we would like to compare and analyze simple safety culture measurements and safety awareness.

우리나라는 항공안전을 위한 지속적인 노력으로 국제적인 수준의 안전성을 유지하여 왔으나, 최근의 여러 항공사고의 발생과 급변하는 국제적 환경에 따라 항공안전관리체계의 개선 필요성이 요구되고 있다. 본 연구는 이러한 상황에 대응하기 위해 2014년부터 수행되고 있는 시스템 기반 항공(운항, 감항) 안전감독 지원시스템의 개발 이후 원활한 운영을 위하여, 운영에 필요한 기반에 해당하는 법령 고시 훈령 예규 등 법제도와 정책의 수립을 위한 연구이다. 본 연구에서는 항공안전감독 업무에 관련되는 국내외 법제도를 조사 및 분석하여 문제점을 파악하고, 국외 사례와 비교하여 개선방안을 제시한다. 주요 개선방안으로는 법령에 위험관리를 위한 체계의 정의와 그 역할에 대한 세부적인 명시 등이 필요하다는 시사점을 제시한다.

The international community has done a lot of effort to improve the aviation safety. The new high technologies, systems and development of navigation equipments considerably improved the level of aviation safety. However, the aviation accident rate has been showing unchanged status without the decline since 1980. It means it is difficult to secure enough safety by the existing efforts to improve the aviation safety, eventually needs new methods for the accident prevention. With this in mind, the nations interest new methods that can consider a countermeasure by realizing potential risk factors before fatal accidents. In other words, that is to analyze and share the safety information collected from accidents by establishing aviation safety information system. To establish international aviation safety information system, each country's aviation accident incident reporting systems are need to be established. Also aviation safety data taxonomy is need to be standardized. Then, aviation users will communicate the information efficiently. This study investigates and considers each country's aviation accident incident database taxonomy for the analysis of the aviation data and the necessary prevention activity. This will contribute to a better international aviation safety and strengthen the country's aviation diplomacy.

This research was conducted to investigate the feasibility of aviation safety technology development. The important subjects of aviation safety technology development, aviation accident prevention and damage reduction technique, aircraft safety certification development, BASA promotion in an aircraft class, were included to investigate the the feasibility of aviation safety technology development. The survey technique using Benefit-Cost Anlysis was performed and the results showed that aviation safety technology development brought scientific technique effect, industrial and economic effect, and the rest effects. Also, the benefits from aviation safety technology development were much greater than the costs.

국제민간항공기구는 항공안전을 도모하는 차원에서 ICAO 항공영어제도(ICAO LPRs)의 국제 표준을 제정하였다. 이에 따라 우리나라는 2005년 11월 8일 항공법을 개정하여 항공영어능력증명시험(EPTA)을 만들었다. 본 연구는 항공영어제도의 문제점을 분석하고 개선하는데 목적이 있다. 조사는 우리 항공영어제도와 해외사례를 비교하고 문제점을 분석하였다. 연구결과, 우리 항공영어제도와 ICAO 항공영어제도, 다른 나라 항공영어제도 사이에 차이점들이 나타나고 개선이 필요한 것으로 조사되었다. 개선은 직무연관성을 보강하는 방향으로 문항개선과 등급제도 개선 방안 등을 제시하였다.

안전관리시스템(Safety Management system, SMS)은 국제민간항공기구(ICAO)에서 정의된 서비스제공자의 의무사항으로 우리나라의 공항 분야는 2005년 부터 구축되어 현재까지 운영되고 있다. 항공교통량 증가에 따른 사고의 발생가능성 증가에 대응하기 위해 채택된 새로운 체계가 SMS라는 점을 고려할 때, 공항 SMS는 항공사와 조업사 등 관련 업체와 연계되며 이동지역에서 근무하는 종사자의 행동에도 긍정적인 영향을 미칠 수 있어야 할 것이다. 본 연구는 인천공항이 실행하고 있는 외부지향적인 SMS활동이 항공사, 조업사 등에 소속된 이동지역 종사자의 지식과 행동에 미치는 영향에 대해 연구하고자 하였다. 총 593명의 종사자가 조사에 참여하였으며, 공항SMS는 안전지식을 통해 안전행동에 영향을 미치는 것으로 나타났다. 이 연구 결과는 공항이 조업사 등 별개의 업체 종사자에 대한 안전정책 설정을 위한 기초자료로 활용될 수 있을 것으로 기대된다.

This research was conducted to investigate the economoic effects of aviation safety technology development. The important subjects of aviation safety technology development, aviation accident prevention and damage reduction technique, aircraft safety certification development, BASA promotion in an aircraft class, were included to investigate the economic effects. Purpose: The purpose of this study is to present the preemptive prevention and improvement measures for aviation safety management by examining the current status of the aviation industry and the operation system of the aviation safety management system and identifying the shortcomings of the currently operating aviation safety management system. Method: A plan to improve aviation safety management was proposed through an analysis of recent incidents and accidents, current status of domestic laws, and analysis of overseas operating institutions and safety management systems. Result: Through the recent aircraft safety-related incidents, deficiencies of currently operating aviation safety management, and response cases of advanced countries in overseas aviation, improvement points in terms of management systems and laws and preventive aviation safety management plans were derived. Conclusion: The method for improving aviation safety management was presented based on the technique using data, and it should be materialized through additional related research.

Safety Management System is the aviation industry policy for while operating the aircraft, to ensure the safety crew, aircraft and passengers. For operating a safe aircraft, in order to establish the international technical standards, the International Civil Aviation Organization has established the Annex 19 of the Convention on International Civil Aviation. As a result, member country was supposed to be in accordance with the policy of the International Civil Aviation Organization, to accept the international standard of domestic air law. The South Korean government announced that it would promote active safety management strategy in primary aviation policy master plan of 2012. And, by integrating and state safety programmes(ssp) and safety management system(sms) for the safe management of Annex 19 is to enforce the policy on aviation safety standards. State safety programmes(ssp) is a system of activities for the aim of strengthening the safety and integrated management of the activities of government. State safety programmes(ssp) is important on the basis of the data of the risk information. Collecting aviation hazard information is necessary for efficient operation of the state safety programmes(ssp) Korean government must implement the strategy required to comply with aviation methods and standards of the International Civil Aviation Organization. Airlines, must strive to safety features for safety culture construction and improvement of safety management is realized. It is necessary to make regulations on the basis of the aviation practice, for aviation safety regulatory requirements, aviation safety should reflect the opinion of the aviation industry.
