본 연구는 한국의 항공교통 문화수준을 가늠할 수 있는 지표를 개발하는 차원에서 항공교통문화지수를 도입하였으며 연구방법으로는 전문가의 설문을 통한 델파이기법과 AHP기법을 사용하여 항공사, 공항, 이용자의 영역별 항목별 가중치를 산정한 후 합산하여 항공교통문화지수를 산출하였다. 지수에 대한 평가는 위에서 언급한 세 분야의 세부항목을 설정하고 각 항목별 모니터링을 통하여 계량화하였다. 객관적이고 보편타당한 평가를 위해 국제민간 항공관련 기관에서 사용하는 기준을 중심으로 산출된 항공교통문화 지수를 통해 한국의 항공교통문화 수준을 판단하려는 시도가 이루어졌다.

The main purpose of this study is to develop air transportation cultural index which is able to estimate the level of them. Generally Speaking, air transportation cultural, a compound word of 'air transportation' and 'culture', is a substantial entity consisting knowledge, art, morality, legality, cultivation, customs, and etc, which comes from aircraft operation sector, airport operation/management sector and user sector. They are classified in a primary scope, as aircraft operation sector relating to flight operation, airport operation/management sector and user sector. The research and analysis were taken approximately 4 months, from June 2004 to October 2004. To evaluate the index, the detailed item for three categories were chosen and quantified. The grades for each items were induced from calculation formula for air transportation cultural index by applying weight values. The final grade of Korea's air transportation cultural index recorded 63.19 points.

조직의 안전문화가 사고의 원인이 될 수 있다는 것이 알려지면서 안전문화의 개선과 정착의 중요성이 강조되고 있다. 우리나라는 항공법 제49조에 지정전문교육기관은 자체 안전관리시스템을 운영하도록 규정하고 있으며 관련 규정에는 조직의 안전문화를 조사하여 상태를 파악하고 발견된 문제점을 개선할 것을 권고하고 있다. 본 논문에서는 교통안전공단에서 개발한 축약형 CASS Scale을 사용하여 조종사양성 교육기관의 안전문화지수를 측정하였다. 측정결과 안전문화 평균치는 3.711로 나타났으며 하위지표의 측정결과는 직원 권한위임에 대한 평균값이 3.980으로 가장 높게 나타났고, 상벌체계에 대한 평균값이 3.309로 가장 낮게 나타났다. 서비스제공자는 이러한 측정 결과에 근거하여, 취약부분에 대한 개입전략을 수립, 적용함으로써 조직문화 향상에 도움을 줄 것으로 사료된다.

High-speed railway (Korea Train Express) has had a deep impact on the regional economy of Korea. Current high-speed rail research is mostly theoretical, there is a lack of quantitative research using a precise algorithm to study the effect of high-speed railway on the regional economy. This paper analyses the influence of high-speed rail on the regional economy, with a focus on the Daegu area. Quantitative analysis using department store indexes and regional medical records is performed to calculate the economic influence of high-speed rail. The result shows that high-speed railway effects the regional economy though regional consumption growth and medical care trends.
