Air Traffic Control Tower is one of the most important units in Airport operation. It provides services related to safe and efficient traffic flows that control aircraft on the ground maneuvering area and terminal airspace. Also It is responsible for managing of ground operators. The major objective of this study is to evaluates relative efficiency of ATC towers in Domestic airports using data envelopment analysis so that it helps the ATC authority to improve the tower efficiency, to decide the level of benchmarking target and to establish the best alternative. The results of this study are the following; First, as a result of analysis for the potential improvement, it has analysed that the common problems of each ATC tower are to increase its number of flight and to reduce its number of runway followed by airside area, the number of air traffic controller and the number of stand. Second, it has shown that the each tower in RKPC(8), RKPT(5), RKPK(l) and RKSS(l) are used as the reference set. Especially, the tower in RKPC analyzed as a relatively efficient unit is the most main target for the towers in RKTU, RKTH, RKPS and RKTY to do bench marking and to set up the strategy for improving relative efficiency of the tower. Third, tower is actually not able to control the input and output data in this study except the number of controller, so that ATC authority is recommended to improve inefficiency of the towers through handling the number of controller.

최근 항공교통량의 증가에 따라 보다 효율적인 항공교통흐름제어가 요구되고 있다. 이에 본 논문에서는 효율적인 항공교통흐름제어를 위한 알고리즘을 제안하였다. 항공통신 환경은 일반 통신 환경과는 다르게 스테이션(항공기) 사이에 직접적인 통신 기능이 필요하며, 안전성을 위한 메시지의 우선순위가 매우 엄격하게 요구된다. 게다가 넓은 서비스 지역은 높은 전파지연을 발생시킨다. 본 논문에서는 기존의 CSMA/CA 매체접속제어(MAC) 프로토콜을 사용하여 항공교통상황(혼잡 공항 지역, 접근관제구역, En route구역, 대양 항행)에 따라 메시지 우선순위를 설정하고, 이러한 우선순위가 높은 메시지가 보다 더 높은 접속 확률을 갖고 데이터를 전송하도록 하였다. 항공기 대수에 따른 시뮬레이션 결과, 교통량이 증가할수록 기존 방식보다 더 높은 채널 사용 효율 및 전송확률을 가짐을 확인하였다.

최근들어 '공역'은 뜨거운 이슈가 되었는데, 의외로 우리나라의 공역 법과 제도에 대해 전체적으로 설명된 자료는 없어, 민 군 공역 법제와 실무를 함께 정리하여 보았다. 우리나라의 항공법 분야는 적어도 법적인 측면에서는 민간항공기와 군용항공기 관련 법은 완전히 분리되어 있다. 국토부교통부장관은 "항공안전법"에서 부여된 각종 권한을 갖고 업무를 수행한다. 우리나라 항공관련 내용은 너무 많은 사항을 국토부 고시나 규정으로 규율하고 있고, 그 고시나 규정들도 상위 법규의 어떤 조항과 연결되는지 잘 알 수 없는 것들이 많다. 따라서, 현행 고시의 내용을 검토해서 가능한 법규명령으로 하도록 노력할 필요가 있고, 고시 내용도 위임된 사항에 한하여 구체적으로 명확하게 서술되도록 정비할 필요가 있다. 공역체계에 있어서는, 일반인이 이해하기에는 공역 분류체계가 너무 복잡하고, 법규와 실무의 괴리도 일부 있어 보인다. 따라서, 단순하면서도 실무현실에 부합하는 공역 분류 체계로 재정립해 보는 것은 어떤가 생각된다. 군에서 하는 공역이나 항공 관련 업무는 국토교통부장관으로부터 위탁받은 것과 군 고유의 권한을 명확히 구분해서 이해할 필요가 있다. 국토교통부 위탁사항과 관련해서는, 본래 국토교통부의 업무이기 때문에 관련 업무 지침 작성시 국토교통부와 긴밀히 협조해야 하고, 현재 국토교통부에서 국방부로 위탁한 것을 대부분 예하 비행단급까지 재위임하고 있는데 재위임 부대의 적정성을 한 번 고민해 볼 필요가 있고, 관련 지침의 작성 주체도 명확히 해 둘 필요가 있다. 군사작전활동으로서의 공역통제와 관련해서는, '노력의 통일'과 같은 공역통제에 관한 군사교리에 충실한 정책이나 지침이 필요하다.

비행자료 처리시스템은 항공기 관제를 위한 모든 비행관련 자료를 처리하고 관리하며 항적 모델링을 하기 위한 시스템으로 항공관제용 통합 정보처리 시스템의 핵심 기능을 수행하는 역할을 담당한다. 항공기의 안전한 운항을 위해서는 비행자료 처리를 통해 항공교통관제기관간의 정보전달과 교환은 필수적인 요소이다. 따라서 본 논문에서는 비행자료 처리시스템의 개발을 위해 기능을 분석하고, 설계 시 필요한 고려사항을 살펴보고자 한다.

본 연구는 차세대 항공 데이터 통신시스템(VDL Mode 2) 개발관련 탑재/지상 운용시험장비 및 VME 와 AOA네트워크 간의 인터페이스 (이하 KARI-Wrapper) 설계 부분을 기술하고 있다. 탑재/지상용 KARI-Wrapper 설계사양은 ARINC 618, 620, 622 문서를 바탕으로 분석하였고, 시스템 구성도를 작성하여 각 구성품간의 입출력 인터페이스를 설계하였다. 이러한 시스템 구성도 근거로 상/하향 데이터 송수신에 대한 시험을 수행하여 요구조건을 만족하는지 확인하였다.

Due to the lack of navigable airspace caused by worldwide air traffic increases, air traffic control(ATC) services are becoming more complex, which results in the increase of aircraft accidents. To cope with these challenges, major aviation institutes abroad are actively conducting research regarding the human factors affecting controllers but as of late, no such specialized activities have been found in Korea. Due to the dynamic attributes of ATC operations, management of controller's situation awareness(SA) and workload, and knowledge on the impact of abnormal aircraft to controllers are very important. Furthermore, using actual flight data of each country will lead to valuable results, because individually, it has different airspace characteristics and air traffic volumes. This study assumed that air traffic difficulties would affect the controller's SA and workload. To testify the above hypothesis, the abnormal air traffic situations are simulated by using ATC simulator. The findings indicated that the effect of traffic situations containing abnormal aircraft on the controller's SA and workload, it led to demand increase and supply decrease in SA, and increased mental demand, temporal demand, effort and mean workload score in the workload.

As a domestic aviation industry has been growing continuously, the air traffic volume of en-route has increased rapidly to 2,300 a day. According to developing air navigation system including Performance Based Navigation(PBN), the manner of flights has diversified. Consequentially task of air traffic service has been increasing more and more and the organization of Air Traffic Service(ATC) established one Air traffic management Office(ATMO), extends to 3 Regional organization(Seoul, Busan, Jeju) and a number of air traffic controller exceeds 600. The purpose of this research is going to investigate the relationship between organization's safety climate and air traffic controller's safety behavior, In pursuing above, previous studies related to co-worker and supervisor's safety climate were examined for literature review. Based on this previous studies, research model was constructed. Hypothesis was verified by effect. Data from 209 samples was employed for final survey. The main results show that co-worker and supervisor's safety climate were meaningful factors to effect perceived Safety Behavior and safety knowledge, safety motivation were significantly and positive related to safety compliance.

This paper tried to analyze the response of air traffic controller(ATC) against abnormal situations using survey based on cognitive strategies suggested by Malakis et al.(2010). The survey designed to empirically analyze the effect of the cognitive strategy factors on organizational effectiveness. The main purpose of this research was as follows: First, it was analyzed both the individual-scale and team-scale factors which constructed the cognitive strategy against abnormal situations. Secondly, how seriously impact the ATC's cognitive strategies on their organizational effectiveness. The organizational effectiveness was divided into such two latent variables as job absorption and job satisfaction. According to the a analysis, it was proven that premeditated act of ATC had a positive significant effect on team-scale cognitive strategies such as teamwork, communication and error management. Moreover, it was found out the team-scale cognitive strategies had also a positive significant effect on job absorption. On the other hands, individual-scale cognitive strategies had no or negative effect on job absorption. Job absorption was proven to have a significant effect on job satisfaction of ATC.

Air Traffic Controllers (ATC) are also essential to the efficiency of airports and the airline industry. With the increasing volume of traffic, managing flights is a complex and sometimes very stressful job. ATC is using radar and other technology to track planes 'en route' between airports and keep in touch with pilots. Alternatively, ATCs are liaising with the planes on approach. However, ATC's working condition is getting more stressful, as the volume of air traffic increases. Thus this paper tried to research cognitive emotional regulation, job satisfaction, and job involvement and organizational committment of ATCs under the stressful work condition, taking care of safety of a couple of hundreds passengers per plane. Using CERQ survey sheet (Cognitive Emotional Regulation Questionnaire), it was found out that positive thinking and acceptance of self-blame have a significant impact on job satisfaction, work absorption and organizational Loyalty.
