Climate Change and Socioeconomic Change Effects on the Four Major Rivers: An Economic Appraisal (기후변화와 사회경제요인 변화에 따른 4대강의 물부족 피해 추정)

  • Economic analysis of climate change in the Korean peninsula has been conducted in the four major river basins. Although climate change impacts can vary in many terms, typically flood damages from the increase of precipitation and drought from rainless, this research only focused on effects of altering precipitation due to the lack of information and depth-damage functional form in Korea. This research also considered a gamma function of 5 % failure to deal with uncertainty issues in water resources. For the detailed analysis, time different discount rates have been used for short, mid, and long period, viz., 2.76%, 1.45%, and 0.62%, respectively. Over all effects of climate change on four major riverbasins can be summarized as no short period damage except the Han river basin. In the Han river basin, rapid increases of residential water use lead short term water shortage.

  • Since the partly changed 'Private Investment Act for Social Infrastructure Projects' set forth in January 2005, the number of BTL(Build-Transfer-Lease) projects offered to the market has rapidly increased. The scope of BTL projects offered covers not only legally defined facilities but several facilities for the private schools. A BTL project, by definition, is a way of project management that includes the entire process of development such as planning, design, construction and operation over the period of 20-30 years. As a result, various types of risk may happen at each stage of the project and it is extremely important to efficiently control the sensitive factors that affect the risk profiles of the project. The examples of the sensitive factors are construction cost, interest rate, discount rate, lease amount, rental fee, O&M cost and so on. This study examines the characteristics of these sensitivity factors, analyzes their impact on the project feasibility and suggests the alternatives to manage them efficiently.

  • This paper strives to examine the acquisition process in public libraries. It specifically attempts to survey the budget allocation, duties and organizational structures of acquisition departments in public libraries, and the overall process of book selection and acquisition. Data was drawn from a survey of 545 public libraries in the country. Specific statistics were gathered through literature and interviews to be analyzed, even though they were not very detailed in nature. In looking at the actual acquisition process, a thorough comparison on the backgrounds, outlines and characteristics of current projects and an analysis on the specifics of each project was also conducted.

  • In this study, repowering scenarios are analyzed and evaluated from the economical point of view on a case by case basis. Based on the result of evaluation, the IRR indicates 2.34% on single 750 MW LNG combined cycle unit, 3.56% on 500 MW sub-bituminous PC units and 2.31% on 200 MW circulating fluidized bed combustion units, resulting in not reaching 7% rate of discount rate and being concluded uneconomical. However, proposes that it is most economical and feasible to repower power plant into 750 MW LNG combined cycle unit as long as the economic feasibility can be improved and it is necessary for old anthracite power plant to be repowered than rebuilt under the circumstances of lacking power supply.

A Study on Relationship between Economic Growth and Pollution: Theoretical and Empirical Analysis (환경오염과 경제성장 간의 관계에 대한 모형구축 및 실증분석)

  • This theoretical model makes three contributions to the study on economic growth and environment. First, emissions are generated during final goods production and technology accumulation. Second, this paper assumes that pollution is directly increasing with increase in final goods output or in consumption. Third, we use reproducible factors associated with labor and capital input in production function and assume constant return to scale in reproducible factors. From growth rate condition we derived, increases in reproducible factors, increases in productivity of either the abatment or technology sector, and decrease in social discount rate would increase the sustainable growth rate. In empirical test, the environmental degradation did not effect the economic growth rate though other factors satisfied the growth rate condition equation. However, through the reinterpretation of this result, we found indirectly the fact of that an inverted U relationship between air pollution and economic growth rate would exist in 20 OECD countries using a panel data for the period of 1986~1995.

  • This study analyzed the economic analysis on the Cambodian inland waterway from Phnom Penh to Chong Kneas. The social discount rate of 3.5% was applied for the cost and benefit of projects and converted to the current values in 2009. The benefits were supposed as the triangle distribution with minimum, mode, and maximum value corresponding to pessimistic, moderate and optimistic prospect separately. And the distributions of costs were the normal. As the result of probabilistic simulations, the average of B/C for scenario A showed relatively the highest with 0.25 and its 90% confidence interval 0.16~0.35. The average B/C of scenario B is 0.10 with the 90% confidence interval 0.06~0.13 and the one of scenario C is 0.15 with 90% confidence interval 0.12~0.19. Therefore it was concluded as low economic feasibility to install inland waterway aids to navigation along the surveyed waterway. However, the performance of the project should be determined by its political analysis as well as the economic.

Methods of computing Toll Road Weights when Calibrating Road Networks in a Transportation Planning Model (교통계획 모형내 유료도로의 요금적용 방안에 관한 연구)

  • Calibrating toll roads of highway networks needs additional weights within volume delay functions not like other general highway lints. However, current methods assigning additional weights in the volume delay function of toll roads are not sufficiently enough to predict real toll road volumes measured, since it does not consider discounting rates and an extra charges. This study develops methods to improve relevant and reliable volume delay functions. Suggested ideas include a method of weighting volume delay functions considering a value of time of vehicle types, a method of weighting volume delay functions considering lane distributions of vehicles, and a method of weighting volume delay functions considering percentages of link lengths per a number of lanes of toll roads. It is found that the method of weighting volume delay functions considering lane distributions of vehicles show most reliable and appropriate results, while the first method shows overestimation and the third method does underestimation of highway link volumes. In terms of assignment methods, total OD equilibrium assignment shows better results than PCU based assignment.

An Estimation of the Congestion Tolls Considering External Costs in Seoul (외부비용을 반영한 도시내 도로의 혼잡통행료 추정: 서울시를 대상으로)

  • This paper formulates the methodologies to estimate optimal congestion tolls from long-run and short-run perspectives and applies them to the highways of Seoul. An optimal long-run congestion toll is estimated with an optimal volume-capacity-ratio to minimize the total costs which consist of two components: road construction and maintenance costs and traveler costs. By contrast, an optimal short-run congestion toll is estimated with a supply-demand equilibrium which is determined by using a speed-flow function and a disaggregate modal choice model. The results of a long-run analysis for the Seobu urban expressway suggest the optimal volume-capacity-ratio of 1.35 and the optimal congestion toll of 503 Won per automobile kilometer. By contrast, those of a short-run analysis for the Mia-ro urban arterial suggest 1.31 and 420 Won, respectively. Although our results are to some degree dependent on the interest rate and time value assumed, one basic conclusion holds up: the congestions toll tested could generate substantial gains in social welfare if applied to Seoul.

  • The Fixed book price policy, a portion of publication and printing promotion act applied from February 2003 in the South Korea, is a system of fixed book prices that administered by a government body. The publishing industries had been attempted to lower the discount rate and to extend the application scope. The amendment for the attempts was passed in April 2014, and implemented from November 2014. From the library point of view, this amendment caused a reduction of buying library materials. For this reason, the agenda about expansion of material budget in libraries has been recognized as the alternative. The purpose of this study is to analyze the stance and role of libraries as actors in the policy process. Based on this, this study also attempt to identify usefulness and improvement point of Policy Network Model. For this purpose, this study identifies actor's internal characteristics as an improvement point that previous studies did not identified.

Process Modeling and Economic Analysis of Hydrogen Production System on 500 kg-H2/d-class Green Hydrogen Station using Biogas (바이오가스 이용 500 kg-H2/d급 그린수소충전소의 수소추출시스템 공정모델링 및 경제성 분석)

  • In this paper, we carried out the process modelling and economical analysis of the 500 kg-H2/d-class green hydrogen production system process based on biomethane from the Food Bio Energy Center in Chungju. As a result of economic analysis, the NPV(Net present value) after 15 years of operation is 3.831 billion won, the PI(Profitability index method) is 1.42. It was found that the project of 500 kg-H2/d-class green hydrogen production system has a 20.25% of IRR, which is higher than social discount rate of 4.5% and feasibility is ensured.
