Environmental Monitoring for the Decision-Aiding on Public Protective Actions in a Nuclear Emergency (원자력 비상시 주민 보호조치 결정 지원을 위한 환경감시)

  • It is internationally proposed that generic intervention levels (GILs) and generic action levels, determined based on cost-benefit analyses, be used as the decision criteria for public protective actions in a nuclear emergency. Operational intervention levels (OILs) are directly or easily measurable quantities corresponding to these generic levels. To assess the necessity of protective actions in a nuclear emergency, it is important that the environmental monitoring data required for applying and revising OILs should be promptly produced. It is discussed what and how to do for this task in the course of emergency response and preparedness.

Neural Net Agent for Distributed Information Retrieval (분산 정보 검색을 위한 신경망 에이전트)

  • Since documents on the Web are naturally partitioned into may document database, the efficient information retrieval process requires identifying the document database that are most likely to provide relevant documents to the query and then querying the identified document database. We propose a neural net agent approach to such an efficient information retrieval. First, we present a neural net agent that learns about underlying document database using the relevance feedbacks obtained from many retrieval experiences. For a given query, the neural net agent, which is sufficiently trained on the basis of the BPN learning mechanism, discovers the document database associated with the relevant documents and retrieves those documents effectively. In the experiment, we introduce a neural net agent based information retrieval system and evaluate its performance by comparing experimental results to those of the conventional well-known approaches.

  • RADCONS Ver. 1.0 (RADiological CONSequence Assessment Program) was developed for radiological risk assessment in this study. A Gaussian plume model was used to analyze the fate and transport of radionuclides released into the air in case of accidents. Both single meterological data and time series meterological data can be used in RADCONS. To assess the radiological risk of the early phase after an accident, ED (Effective Dose) estimated by both deterministic and probabilistic approaches are presented. These EDs by deterministic and probabilistic will be helpful to efficient decision making for decision makers. External doses from deposited materials by time are presented for quantifying the effects of mid and late phases of an accident. A radiological risk assessment was conducted using RADCONS for an accident scenario of 1 Ci of Cs-137. The maximum of ED for radii of 1,000 meters from the accident point was 8.51E-4 mSv. After Monte-Carlo simulation, considering the uncertainty of the breathing rate and dispersion parameters, the average ED was 8.49E-4, and the 95 percentile was 1.10E-3. A data base of the dose coefficients and a sampling module of the meteorological data will be modified to improve the user's convenience in the next version.

  • Meteorological Data Acquisition System (MDAS) and Meteorolocical Information Processing System (MIPS) have been developed for the measurement of the meteorological parameters at the Korea Atomic Energy Research Institute site. MIPS represents the measured meteorological data graphically on a computer screen. MDAS and MIPS are interfaced with real-time radiological dose assessment system (FADAS), which has been developed to rapidly assess the radiological consequences and to support decision-making under radiological emergencies.

  • In a nuclear emergency, protective actions for the public should be taken in time. It is internationally proposed that generic intervention levels (GILs) and generic action levels, determined based on cost-benefit analyses, be used as the decision criteria for protective actions. Operational intervention levels (OILs) are directly or easily measurable quantities corresponding to these generic levels. To assess the necessity of protective actions in a nuclear emergency, it is important that the environmental monitoring data required for applying and revising OILs should be promptly produced. It is discussed what and how to do for this task in the course of the emergency response. For an emergency environmental monitoring to be performed effectively, a thorough preparedness has to be made including maintenance of the organization and equipments, establishment of various procedure manuals, development of a supporting computer system and periodical training and exercises. It is pointed out that Korean legal provisions concerning GILs and OILs need to be amended or newly established.

  • The purpose of this paper is to present the general attributes of the current IAEA programs and their prospects in the arena of protection of the marine and terrestrial environment, thus responding to a need to attain a consolidated understanding of the Agency's programs for an effective and efficient deployment of the respective national R&D projects in Korea. In addition, the considerable and beneficial benefits from a participation in the IAEA programs have been analyzed and their immediate relevance has been emphasized. A strategy for the enhancement of an active participation in the program and its efficient implementation has also been established. It is expected that the suggested recommendations such as the long term strategy and the relevant guidelines will be helpful in establishing a nuclear policy for the further development of the international cooperative projects in the future.

  • The measurement of magnetic field is performed about DC and AC magnetic field in electric railway line. The test point is cap, on the converter/inverter box, on the traction motor and on the SIV, the height of measurement is bottom and 60 cm height. In case of AC magnetic field, the selected specific frequency is measured on the converter/inverter box. The AC magnetic field is checked and analysis through BNC output, DAQ cad and notebook PC.

  • The effect of Ba addition on the thermal stabilization of $\gamma$-$Al_2O_3$ powders were studied. Ba additive was introduced into $\gamma$-$Al_2O_3$ powders by wet impregnation of $Ba(No_3)_3$.$6H_2O$. Ba additive was proved to be effective on the thermal stabilization of $\gamma$-$Al_2O_3$ powders by suppression of sintering. The optimum content of Ba was determined by 5 mol%, through the calcinations temperature range. It is suggested that the main reason of thermal stabilizaton is the substitution effect of large $Ba^{2+}$ ions into the $\Al^{3+}$ sites, which suppressed the surface diffusion of $\Al^{3+}$ ions.

Speech Recognition by Integrating Audio, Visual and Contextual Features Based on Neural Networks (신경망 기반 음성, 영상 및 문맥 통합 음성인식)

  • The recent research has been focused on fusion of audio and visual features for reliable speech recognition in noisy environments. In this paper, we propose a neural network based model of robust speech recognition by integrating audio, visual, and contextual information. Bimodal Neural Network(BMNN) is a multi-layer perception of 4 layers, each of which performs a certain level of abstraction of input features. In BMNN the third layer combines audio md visual features of speech to compensate loss of audio information caused by noise. In order to improve the accuracy of speech recognition in noisy environments, we also propose a post-processing based on contextual information which are sequential patterns of words spoken by a user. Our experimental results show that our model outperforms any single mode models. Particularly, when we use the contextual information, we can obtain over 90% recognition accuracy even in noisy environments, which is a significant improvement compared with the state of art in speech recognition. Our research demonstrates that diverse sources of information need to be integrated to improve the accuracy of speech recognition particularly in noisy environments.

The Effect of HASA Program on the Science Related Attitudes, Science Knowledge and Scientific Inquiry Skills (HASA 프로그램이 학생들의 과학적 태도 및 과학 지식, 과학 탐구 능력에 미치는 효과)

  • The purpose of this study was to investigate science related attitudes, scientific knowledge, and scientific inquiry skills of middle school students when HASA(3H-hand, head, heart-at Science Activity) programs were applied to them. The HASA program is a program developed as an alternative to the current educational system. There are some basic principles for developing this program; it should be fun or of interest to students; it should be a manual activity that students can do with their own hands; it should be found in everyday life; and it's final goal is to improve scientific attitudes. The learning program consists of a series of 10 activities (10 periods). One hundred and sixty-two middle school students (7th graders) participated in the study and were divided into three groups. The HASA group (N=58) was exposed to the HASA program and the Lecture group (N=59) was exposed to the expository method of learning scientific knowledge, and the Lab group (N=45) was exposed to the experiment through textbooks. The results were as follows: 1) the HASA group was marginally higher than others but with no significant difference in science related attitudes; 2) the Lecture group had a significantly greater level of achievement in science knowledge; 3) There was no difference in the improvement of scientific inquiry skills.
