The Korean Development Strategy: Trajectories of the Korean Economic Development, 1961~2010 (한국의 발전 전략: 한국 경제발전 궤적(1961~2010))

  • The main aim of this paper is to explore the Korean development strategy in the context of trajectories of the economic development from 1961 to 2010. The fast and high growth in the period of 1961 and 2010 resulted from the 'export-oriented industrialization' through a combination of 'mass production-mass exports' and '(relatively) high productivity-low wages' up to the late 1980s, a mixture of 'mass production-mass exports' and '(relatively) high productivity-high wages' to the late 1990s, and a combination of the reformation of public and private sectors for overcoming the Korean financial crisis and the gradual improvement of the marketization and social safety net since 2000. With respect to this model of development, the global and national modes of regulation were established. Along with the formation of endogenous forces (as the national mode of regulation), that of exogenous forces (as the global mode of regulation) are the important rules of the game at the global level, which lead and stabilize the process of accumulation by the export-led industrialization in Korea. In this respect, the establishment of global modes of regulation is led by exogenous forces such as trade regulations, exchange rates, global-Korean industrial relations, and global regulations of loans to developing countries. On the other hand, the national modes of regulation are formed by endogenous forces such as the triangular relationship of the state, capital and labor.

  • This study aim to do observation to 1) Trajectory of cognitive-cultural economy growth with regional historical context, 2) Spatial, cultural and social change caused by cognitive-culture economy growth, and 3) Draw the meaning of the change in glocalizational view. They said that 'Creativity' has been related with spatial, economical, cultural and social change and it leads to new economical system, what we call 'Cognitive-cultural economy'. It is the important event which is to affect economic geography and local development greatly. New cultural changes are characterized by variations from abstract discourse to concrete reality and show the emphasis on real project specific in the region. Further more, possibility of local development in the glocalization found in the specific form of cultural content, for example, Korean Wave. New media environment changes that include SNS function not only interact each other in space but also expand the scope of local units and cultural content to the world. In order to enhance the further development of local content, it will require conjunction with space and specific region, variety of organic link between the principal participants, and building infrastructure for future development.

Evolutionary Perspectives on the Evolutionary Dynamics of the Footwear Industry in Korea (한국 신발산업의 진화 동태성과 쇠퇴 요인)

  • This paper aims to examine the evolutionary dynamics of the Korea's footwear industry by adopting evolutionary perspectives. To explain the evolutionary dynamics of an industry, evolutionary perspectives have paid a particular attention to exploring a variety of factors for influencing the evolution of the industry, such as the selection and imitation of the firm, the mechanism of firm's entry and exit, technological characteristics and innovation processes. The majority of existing research tend to explain that the decline of the Korea's footwear industry since 1990 was mostly due to the rapid rising of wage and the structural changes in labor-intensive industries. On the contrary, this paper attempts to explain the decline of the Korea's footwear industry, in terms of the path of selection and imitation, the dominant technological paradigm, regulatory frameworks and the meso trajectory of industry evolution. This paper concludes that the decline of the Korea's footwear industry since 1990 was appeared as a result of the evolutionary selection processes of the firms in order to adapt to changes in the environment of competition and the regime of market selection in the global footwear industry.

  • This study aims at reviewing and assessing the characteristics of the Korean Science, Technology and Innovation(STI) policy of the 2000s. Starting from the 2000s, Korea's STI policy began to show a new look as there was a clear voice calling for the new strategy creating a new technological development path and the scope of the policy was expanded to the social and quality of life issues. "Creation" and "integration" are becoming the key words of the STI policy of Korea. However, these new trends are not easy to be diffused or institutionalized because still there is the legacy of the old practice of the "catch-up" period, which focused on economic development as well as the imitation of advanced technologies. As result, the current period of the 2000s shows characteristics of a transitional period where the past and the future coexist.

  • 인구증가와 경제발전은 도시화를 촉진시키며 도시에서 물과 에너지 사용량을 급격히 증가시켰다. 도시 물순환 시스템에서 용수를 공급하기 위해 에너지가 사용되고 에너지 발전을 위해 물이 필요하듯이, 물과 에너지는 긴밀한 연결 관계를 가지고 있다. 도시에서 이러한 자원을 효율적으로 관리하기 위해서는 물과 에너지 사이에 존재하는 복잡한 관계를 고려하여 분석할 필요가 있으나 기존의 도시 물관리는 부문별로 독립된 접근방식에 의존하기 때문에 이를 설명하기는 어려웠다. 이러한 한계점을 극복하기 위해 부문 간 존재하는 복잡한 관계를 반영하고, 상호연관성 및 영향 효과에 대해 분석 가능한 통합적 접근방식인 넥서스 접근법이 점차적으로 활용되고 있다. 본 연구에서는 넥서스 관점에서 국내 광역지자체별 상수시스템의 물-에너지 관계를 분석하고, 이를 바탕으로 도시 물관리 전략 및 실행계획을 제시하는 것을 목적으로 하였다. 넥서스 관점에서 상수시스템의 물-에너지 이용을 분석하기 위해 2011년부터 2020년까지 10년간의 자료를 활용하여 광역자자체별 넥서스 프로파일링을 수행하였다. 분석 범위 설정, 자료 처리, 기본 경향 분석, 영향 요인 도출, 스냅샷 및 궤적 분석, 원인 도출의 절차로 진행되는 프로파일링을 통해 상수시스템에서 물 사용량과 에너지 사용량의 현황과 거동을 파악할 수 있었다. 인구변화, Lpcd(litres per capita per day) 변화, 원수 수입량 변동과 같은 외부 영향(부산, 대구, 인천, 울산, 세종), 시스템 개선 등을 통한 도시여건 개선(광주), 입력자료의 오류 또는 부정확성(대전, 울산, 제주)과 같은 도시별 물-에너지 사용량 변화에 대한 주요 원인을 도출할 수 있었다. 그리고 이를 바탕으로 각 광역지자체별 향후 추세 및 개선방안을 제시하였다. 본 연구에서는 넥서스 관점에서 국내 통계자료를 활용하여 광역지자체별 상수시스템의 물-에너지 관계를 분석하여 국내 도시 상수시스템 내 물과 에너지 사용에 대한 과학적 근거를 제공하였다. 이를 통해 향후 각각의 도시 여건에 맞는 실제 정책 수립에 활용될 수 있을 것으로 기대된다.

Switching Positionality of Border Region as Exceptional Space (예외 공간으로서 접경지역의 위치성 전환)

  • The main purpose of this paper is to identify the spatiality of North Korea and China border regions through investigating the exceptional characteristics of the regions with the concept of positionality, which allows us to realize the relative position between subject and object. Border regions could be identified appropriately by considering the concept of switching positionality, as it is a kind of multiple space in which its sudden closure and opening should be configured in accordance with geopolitical and geoeconomic changes centering around border line. The main arguments of this research concerned with border regions with the concept of switching positionality are fallen into three. Firstly, changes in border regions should be analyzed by investigating more broader contexts and conjunctural perspectives, and even an internal condition stemmed from locality. Secondly, trajectories of border regions could be analyzed by the assemblages of various powers. Finally, the positionality of economic actors should be examined by identifying dynamic relations between geoeconomics and geopolitics. In particular, the concept of positionality has led to a number of insights into discussions on time-space, and spatiality in relational-dialectical, socio-spatial, and power-topological perspectives. Based upon this concept of positionality, the research has identified exceptional characteristics in North Korea and China border regions. It argues that the exceptionality of the region has stemmed from the intersection between the unstability of geopolitical security and various geoeconomic benefits.
