Analysis of National R&D Status on Innovative Growth Performance of AI and 5G (인공지능, 이동통신의 혁신성장 성과분야에 대한 국가R&D 현황 분석)

  • 정부는 '한국판 뉴딜 1.0'(2020.7)과 '한국판 뉴딜 2.0'(2021.7)을 발표하여 국가의 새로운 미래를 설계하고자 디지털뉴딜, 그린 뉴딜, 휴먼 뉴딜, 지역균형 뉴딜 분야에 집중 지원 중이다. 이 중 디지털 뉴딜은 사회, 경제 전반에 걸친 디지털화의 확산 및 디지털 신사업 육성이 목표이다. 본 논문에서는 디지털 뉴딜과 관련해 인공지능(AI)과 이동통신(5G) 분야에 대해 국가R&D 지원 현황 등을 분석하였다. 분석 데이터는 2015년부터 2020년까지 NTIS에서 서비스하는 총 61,356건 과제와 총 198,355건 성과정보를 키워드 추출을 통하여 수집하였다. 데이터 분석 결과 각 분야의 과제와 연구비, 논문 성과는 지속적으로 증가하고 있으나, 특허 성과는 최근 소폭 감소하는 것을 알 수 있었다. 정부가 추진하는 한국판 뉴딜 정책의 혁신성장 성과분야에 대해 이용자가 바로 파악할 수 있도록 다양한 분석을 통하여 향후 NTIS에서 서비스할 계획이다.

코로나19 경기 대응을 위한 환경 분야 재정지출 확대의 유효성: 그린뉴딜의 경제학

  • 코로나19의 확산으로 야기된 경기침체를 극복하기 위해 세계 각국이 적극적인 확장 재정정책을 도입하고 있다. 1930년대 대공황 시기와 비교되며 '뉴딜식' 정책이 제안되기도 하는데, 그중 하나가 이른바 '그린뉴딜'이다. 그린뉴딜은 경기부양을 목적으로 환경 분야 지출을 확대하는 것으로서, 재정정책과 환경정책 두 가지 측면의 효과를 모두 '주목적'으로 하는 정책 수단이다. 우리 정부도 경기를 부양하고 포스트 코로나19 시대에 대응하기 위해 그린뉴딜을 한 축으로 하는 '한국판 뉴딜' 정책 추진 방안을 발표하였다. 최근 녹색전환과 기후변화 대응의 필요성에 대한 사회적 관심이 높아지면서 그린뉴딜 추진 방안과 관련하여 다각도로 구체적인 논의가 이루어지고 있다. 이 글은 환경 분야 사업을 그린뉴딜 방식으로 추진할 때 기대되는 재정 정책 및 환경정책 측면에서의 효과를 고찰하는 한편 향후 국내 코로나19로 야기되는 경기침체에 대응하기 위한 목적으로 그린뉴딜을 추진할 때 염두에 두어야 할 정책적 고려사항을 제안한다.

A Study on the ICT Standardization Strategy for realizing the Green New Deal (그린뉴딜의 실현을 위한 ICT 표준화 추진 전략에 관한 연구)

  • Countries are promoting Green New Deal policy to cope with global warming and climate change as a result of economic growth and overcome the economic crisis caused by the coronavirus 19. The role of ICT technology is crucial in realizing the Green New Deal policy, and standardization of ICT technology should be preceded. This paper examines domestic and foreign Green New Deal policies and analyzes trends in ICT standardization activities. Based on the analysis, we propose standards that should be developed for the eight major projects in order to successfully realize the Korean Green New Deal. A strategy to promote ICT standardization for the zero energy project in public facilities as an example was proposed. In addition, we present ways to resolve difficulties in realizing ICT standardization policies related to Korean Green New Deal. Through this study, it is expected that the Korean Green New Deal policies, which is being promoted at the pan-government level, will be effective based on ICT standard technology.

  • 2020년 7월 정부는 포스트 코로나 시대를 선언하며, 한국판 뉴딜 정책을 발표하였다. 한국판 뉴딜은 디지털인프라 구축, 비대면 산업육성, SOC 디지털화를 기본방향으로 내세웠으며 빅데이터, 인공지능(AI), 사물인터넷(IoT) 등 4차산업 핵심기술의 육성방안을 제시하였다. 최근 인천공항은 한국판 뉴딜 정부정책에 부응하기 위해 인천공항 K-뉴딜 프로젝트를 추진 중이며, 세부 전략과제로 자산관리의 디지털전환을 위한 IoT기반 스마트 자산관리시스템을 구축 중이다. IoT기반 스마트자산관리시스템은 인천공항에 위치한 실내외 이동형 자산에 대해 끊김없는 위치정보를 제공하는 시스템으로 기존 시스템(RFID) 대비 약 4억 원의 인적, 물적 자원을 절감하는 효과를 나타낼 것으로 예상된다. 본 논문에서는 IoT기반 스마트 자산관리시스템의 핵심기술인 실내외 연속측위 스마트 트래커와 네트워크의 구성, 저전력 위치정보 제공방법을 제시한다.

Binary Power plant using unused thermal energy and Neural Network Controllers (미활용 열에너지를 이용한 바이너리 발전과 신경망 제어)

  • Recently, the Korean Government announced the Korean New Deal as a national development strategy to overcome the economic recession from the pandemic crisis and lead the global action against structural changes. In the Korean New Deal, the Green New Deal related with the energy aims to achieve net-zero emissions and accelerates the transition towards a low-carbon and green economy. To this end, the government plans to promote an increased use of renewable energy in the society at large. This paper introduces a binary power generation using unused low-grade thermal energy to accelerate the transition towards a low-carbon and green economy and examines a control system based on Neural Network which is capable maintenance at low-cost by an unmanned automated operation in actual power generation environment. It is expected that the realization of binary power generation accelerates introduction of renewable energy along with solar and wind power.

  • In July of last year, the Korean version of the New Deal National Report Conference was held in the presence of the President, and the "Korean version of the New Deal Comprehensive Plan" was announced as its core strategy. In the field of education, the "Green Smart Future School" project has been included as one of the top 10 Korean New Deal projects. And last year, due to the spread of non-face-to-face classes due to COVID-19, the demand for ICT technology in front-line education sites rapidly increased. Therefore, In this paper, we examine the problems of the wireless network and wired infrastructure of the classroom in the past, and design wired network infrastructure and wireless network equipment for green smart classrooms with high-speed wireless networks that can be used for non-face-to-face and face-to-face classes, and build them in actual classrooms.   • The unprecedented pandemic of infectious diseases called COVID-19 has dampened human and material movement, and changes in the global economic structure have caused various economic and industrial problems such as worsening employment along with the domestic and international economic recession. In this crisis situation, the government announced the "New Deal" as a new card to enhance economic vitality following the "emergency disaster support fund." This means that the first business of the Digital New Deal, the beginning and core of the New Deal, begins digital transformation from collecting data, which is the "rice" of digital transformation to the data dam. Until now, not only the government but also local governments have established and operated platforms for collecting and sharing public data by establishing various data portals. It is evaluated that it lacks utilization for commercialization as not only the government but also local governments focus only on building the platform without considering the business model when building the initial public data platforms. In particular, in the case of regions, there is a lack of public data to be used for data business, so it is necessary to utilize data from public institutions in the region. In this study, various data collection, data quality improvement, and data utilization improvement were suggested as measures to solve these problems.

  • In this study, we analyzed changes in policies after the Korean New Deal Policy in 2020, metaverse and 6th generation communication technology. In the research and development of geoscience and mineral resources, we emphasized on the connection between smart cities and digital twins by focusing on the linkage of the real world and geo-information. Further, we examined trends in developing digital twins after the Korean New Deal Policy in 2020 that focused on three-dimensional visualization technology, the first stage in implementing digital twins, and real-time monitoring technology of underground information, the second implementing stage. As results of this study, we emphasized on the efforts to provide accurate underground information based on geology, groundwater and geo-environment and to analyze and predict near-real-time levels of available underground information to the industry, local governments and the central governments. Research and development that integrate the fields of geology, environment, and information is required to lead national digital twin policies and smart city policies owing to the acceleration of the digital economy in Korea and globally during the post-Corona era.
