  • This study aims to analyse the redistributive impact of the welfare state growth in Korea after 2000s and establish whether there are people excluded from the benefits of the growth. The growth of the Korean welfare state has been achieved by universalizing welfare benefits under the social insurance-centered institutions which are the legacies of the productivist/developmental welfare regime. When it comes to redistribution impacts, the welfare state growth improved inequality among old age populations to a certain degree due to the introduction of the Basic Pension. On the other hand, welfare benefits for the working poor population has hardly been improved in spite of the growing welfare state. It can be said, therefore, that low-income working-age populations have been excluded from the growth of Korean welfare state. These groups are mostly in middle-old age, unemployed or precariously employed and half of them were female householders. The exclusion of these groups from the Korean welfare state shows that the growth of the Korean welfare state was unbalanced. To include the excluded into the Korean welfare state, it is necessary to increase non-insurance social provisions, extend the range of application of the social insurances, integrate income protection, employment service, and vocational training for the working poor, and combine universal and targeted welfare benefits.

  • The study aims to analyze the research trends according to 'characteristics of researchers' in the research papers published in "The Journal of Educational Administration" between last 10 years(2009 to 2018 first half). The study results are as follow. First, in terms of the researcher, more research was done by 'joint' researchers than a 'single' researcher. In addition, the number of studies in which the first author was male was higher than in women. Also, collaborative research between 'professors' and 'graduate students' was actively done. Second, the number of studies to develop and verify theories(or models) has increased. Third, in terms of research methods, more studies tend to utilize 'quantitative research' using advanced statistics and 'qualitative research' through interviews and observations to describe and explain Korea's educational administration phenomenon. Fourth, researchers showed high interest in 'School organization and management;', 'Higher education', 'Education policy and planning'. Fifth, according to each research area, there were some differences in the characteristics of the researchers who conducted the research, the nature of the research, and the research methods used mainly. Based on the results of this study, this study suggested the future trends of educational administration research in the era of the fourth industrial revolution.

  • In order to explore the learning attitude of the learners and the effects of conscious learning attitudes on academic achievement in On-line education system of open high school, we analyze the log data of 2,965 first graders who studied English, Math, Integrated Society and Integrated Science during the first semester of 2018. This study examines the learning status according to the learner's background variables, and analyzes the number of lessons per hour, learning progress rate, learning period, learning start month, and formative evaluation results for each class. In addition, to verify the effects of conscious learning attitude on academic achievement, skewness and kurtosis are calculated by using learning frequency values for each class. As a result, in almost all fields, the average number of lessons per class, study duration, progress rate, and grades, women are higher than men. In addition, the older ones are, the higher they are and the Seoul area is higher than the other area. The average learning period is 2~3 months, and the longer the learning period, the higher the formative evaluation score. Lastly, even though the number of learning is lower than that of learners who concentrate on a certain period of time, the formation scores of learners who learn consciously are higher.
