An Ex-post Analysis of the Impact of the Korea-US FTA on the Korean Beef Cattle Industry - Focused on Jeonnam Province - (한·미 FTA가 한육우 산업에 미친 영향에 대한 사후적 평가 - 전남지역을 중심으로 -)

  • The Korea-US FTA was one of the most controversial FTAs Korea has ever signed and was expected to have a significant effect on the agriculture sector, especially the livestock industry. This study ex-post analyzed the impact of the Korea-US FTA on the Korean beef industry including the Jeonnam province using a dynamic partial equilibrium model. According to the scenario analysis results, if there was no Korea-US FTA, the beef imports would be reduced to as low as 0.24% to 4.19% compared to the Baseline applying existing Korea-US FTA beef tariff rates over the 2012 to 2022 periods. In addition, if there was no Korea-US FTA, the agricultural product value of Jeonnam and national Korean beef cattle would increase from 0.25% to 7.37% and 0.25% to 7.33%, respectively, compared to the Baseline. The results of the analysis are expected to be used as important information for policy establishment in preparation for CPTPP and supplementation of current FTA policies regarding Korean beef cattle not only for the central government but also Jeonnam province.

Biomaterials Demand of Medicinal Crops (약용작물의 바이오소재 수요 분석)

  • Medicinal crops are the most representative input among agricultural products for biomaterials. The actual situation of how medicinal crops are used as inputs in the downstream industry is analyzed, and the input demand function of medicinal crops is quantitatively estimated. The proportions of intermediate demand and final demand in the total production of medicinal crops were 52.1% and 47.9% in 1995, but changed to 74% and 26% in 2019, with the proportion of intermediate demand accounting for approximately increased by 3 times. Estimation results of the demand function for medicinal crops in the medicine industry show, a 1% increase in the production of medicine is found to increase the demand for medicinal crops by 0.3369%. If the production of health functional foods increase by 1%, the demand for medicinal crops is expected to increase by 0.6221%. It is also found that a 1% increase in the amount of cosmetic production would increase in the demand for medicinal crops by 0.3932%. This indicates that market expansion in downstream industries can have a significant impact on agricultural products for biomaterials.

An Analysis of Factors Influencing Korean Consumers' Willingness to Pay for Agri-food Products: Focusing on the Relative Willingness to Pay for Domestic and Imported/Domestic Organic Products (국내 소비자의 농식품 지불의사액 영향요인 분석: 국산 및 수입/국산 유기농 농식품에 대한 상대적 지불의사액을 중심으로)

  • This study investigates the factors affecting Korean consumers' willingness to pay (WTP) for domestic and organic agricultural, livestock, and processed food products. The findings reveal that obesity status, drinking frequency, and dining out frequency positively influence WTP for both domestic and organic products across all categories, while higher personal income, a convenience-seeking lifestyle, and the tendency to make shopping lists have a negative effect. The factors influencing WTP for organic products differ partially based on the country of origin, with dining out expenditure, disease symptoms, purchase of processed foods, and avoidance of risky foods show different impacts between domestic and imported organic products. The category- specific analysis shows that the perceived nutritional value of domestic products significantly affects WTP, except for livestock products. Safety certification preference has a mixed impact, lowering WTP for domestic agricultural and livestock products but increasing it for domestic organic livestock and processed foods. These results provide valuable insights for developing segmentation and differentiation strategies in the domestic agricultural market.

Effects of Utilizing of Weather and Climate Information on Farmer's Income (기상·기후 정보 활용이 농가 소득에 미치는 효과 분석)

  • The purpose of this study is to analyze the effects of useof weather and climate information on farmer income. To accomplish the objective of the study a farm survey was conducted, whose target respondents were local correspondents and reporters of the Korea Rural Economic Institute. The ordered logit model was employed for empirical analysis on determining whether use of weather and climate information affects farmer income. The analysis results show that the greater is farmer use of short-range weather forecasts, the higher is the income. The results also show higher farmers income with use of short-range special weather forecasts. Based upon the empirical results, the dissemination of more precise weather and climate information is suggested to increase farmer income.

Analysis of Japan's CPTPP Trade Effect Using Gravity Model (중력모형을 이용한 일본의 CPTPP 교역 효과 분석)

  • The South Korean government announced its plan to pursue membership in the CPTPP in 2022, aiming to establish a stable supply chain within the Asia-Pacific region. The CPTPP, led by Japan, was ratified in 2018 by 11 countries with the goal of eliminating tariffs and establishing new trade rules. According to our analysis, since the implementation of the CPTPP, there has been a trade promotion effect among Japan and member countries, with greater effects observed in countries with higher GDP per capita and closer geographical distance. As long as tariff elimination and reduction proceed as planned, the trade promotion effects are expected to expand gradually. However, the expansion of trade between Japan and CPTPP member countries may also indicate a relative contraction in trade with non-member countries, potentially posing a threat to the stable supply chain in the Korean industry within the Asia-Pacific region. As Japan is Korea's fourth-largest trading partner, it is necessary to carefully consider the impact of CPTPP on Japan's future trade with member countries and engage in discussions regarding Korea's participation and negotiation content based on a thorough examination of the matter.

GIS-based Estimation of Climate-induced Soil Erosion in Imha Basin (기후변화에 따른 임하댐 유역의 GIS 기반 토양침식 추정)

  • The object of the present study is to estimate the potential effects of climate change and land use on soil erosion in the mid-east Korea. Simulated precipitation by CCCma climate model during 2030-2050 is used to model predicted soil erosion, and results are compared to observation. Simulation results allow relative comparison of the impact of climate change on soil erosion between current and predicted future condition. Expected land use changes driven by socio-economic change and plant growth driven by the increase of temperature and are taken into accounts in a comprehensive way. Mean precipitation increases by 17.7% (24.5%) for A2 (B2) during 2030-2050 compared to the observation period (1966-1998). In general predicted soil erosion for the B2 scenario is larger than that for the A2 scenario. Predicted soil erosion increases by 48%~90% under climate change except the scenario 1 and 2. Predicted soil erosion under the influence of temperature-induced fast plant growth, higher evapotranspiration rate, and fertilization effect (scenario 5 and 6) is approximately 25% less than that in the scenario 3 and 4. On the basis of the results it is said that precipitation and the corresponding soil erosion is likely to increase in the future and care needs to be taken in the study area.

  • 본회(회장 오세을)는 지난 7월 27일 국회의원회관에서 '가금산업발전을 위한 역할과 과제'란 주제로 국회토론회를 개최하였다. 약 100여명이 참석한 가운데 이날 본회 이홍재 부회장이 주제발표(농협의 육계산업 활성화 방안)를 하였으며 김정주 명예교수(건국대학교)가 좌장을 맡은 가운데 김종구 과장(농림축산식품부 축산경영과), 최영찬 교수(서울대학교), 우병준 박사(한국농촌경제연구원), 김영수 부장(농협중앙회 축산경영부), 오세진 대표(대흥농장)가 토론자로 나섰다. 국내 계열화 사업은 대부분 기업형으로 많은 문제점이 노출되고 있다. 이번 토론회를 통해 협동조합형 계열화 사업뿐 아니라 다양한 계열화 사업 방식으로 불공정계약이 사라지고 계열화 업체와 농가간 서로 윈윈이 되길 기대해 본다. 본지는 이날 발표내용과 토론내용을 요약 정리 하였다.

Input-Output Analysis Focused on Forestry and Wood Industry in Korea (임업·목재산업의 산업연관분석)

  • In order to identify the economic impacts of forest-related industry on the national economy in general and the linkages between forestry and its related industries, an input-output analysis was conducted using the 2015 Input-Output Tables of the Bank of Korea. Production inducement effects are relatively high in paper products, lumber, and silviculture and relatively low in other wood industries. Value-added inducement effects are relatively high in silviculture and log production. With respect to the wood products industry, forward linkage effects are higher and backward linkage effects are lower. A Ritz-Spaulding multiplier analysis revealed that the growth of wood products production has only a modest impact on the growth of forestry. How to increase the linkage between forestry and the wood products industry is one of the most important policy tasks in Korea, given that it affects forest ecosystem management and climate change mitigation efforts.

  • 최근 농업분야에 있어 ICT(Information and Communications Technology)기술을 접목하여 농/축산물 및 식품의 생산, 유통, 판매, 소비 전주기 프로세스에 대한 생산성, 안전성, 경제성 및 품질 향상과 각 단계의 활동 주체(생산, 유통, 소비)들 간에 상생의 생태계 구축을 위한 스마트농업 기술이 대두되고 있다. 이 스마트농업 기술은 농업 가치사슬 전반에 걸쳐 IT(Information Technology)와의 접목을 통해 1차 산업인 농업을 6차 산업으로 발전시킴으로써, 고기능, 고효율화는 물론, 부가가치 제고, 생산비 절감, 환경오염 최소화, 농촌생활의 편리성 증대로 지속 가능한 농업을 구현할 수 있을 것으로 기대되는 기술이다. 본고에서는 스마트농업 기술에 관한 배경, 정책 및 시장동향, 기술 및 표준화동향을 제시하고 향후 지속적인 발전을 위한 스마트농업에 관한 표준화 정책을 제언한다.

Development of Performance Evaluation Method for Urban Regeneration Project based on Spatial Big Data (공간 빅데이터 기반의 도시재생사업 성과 평가기법 개발)

  • Entering the era of low growth due to changes in social and economic conditions, most cities across the country are actively promoting urban regeneration. Although urban regeneration is a project with huge national finances, a clear evaluation system has not yet been established. In order to ensure the sustainability of urban regeneration, it is necessary to secure the validity of urban regeneration policies and establish a reflux system to supplement the policies. The purpose of this study is to derive the limitations of the existing comprehensive performance evaluation and to develop an improved urban regeneration policy comprehensive performance evaluation technique based on spatial big data. The urban regeneration comprehensive performance evaluation technique differentiated the areas affected by the urban regeneration project and the surrounding areas based on the type of urban regeneration project and the presence or absence of large cities and middle cities. The effects of urban regeneration were quantitatively verified through relative comparison between the areas affected by urban regeneration projects and the surrounding areas of population, society, economy, industry, physical and environmental evaluation indicators.
