A Study on the United States Records Management Law System (미국 기록관리 법 제도에 관한 연구)

  • The purpose of this study was to identify the records management system through the United States Records Management Act. The focus was on dividing its record management system into a state with the federal government, and looking at the operations. State records management does not cover all states, so it cited cases in Wisconsin and California where the systems are thought to have been best overhauled. The characteristics of the United States' recordkeeping system in this study are likely to be summarized in three ways: independence and autonomy of records management are guaranteed, many exchanges with cultural institutions in the region, and a historical society that is greatly influenced by them.

A Study on the Establishment of Buddhist Temple Records Management System (사찰기록 관리 체계화 방안 연구)

  • Buddhism was introduced in the Korea Peninsula 1600 years ago, and now there are over 10 million believers in Korea. The systematic Management of Temple Records has a spiritual and cultural value in a rapidly changing modern society. This study proposes a better management system of Buddhist temple records for the Jogye Order of Korean Buddhism. this system Not only supports transparency of religious affairs, but presents a way for a more effective management. in this study, I conducted a study on the national legislation for the preservation of buddhist temples and the local rules of religious affairs from the Jogye Order. Through this, I analyzed the problems of Buddhist records management. in the long term, to improve these problems, I purpose the establishment of temple archives be maintained by parish head offices. This study presents a retention schedule for this systematic establishment system. I present charts for the standard Buddhist records management that manage the total process systematically from the production of records to its discard. Also I present a general plan to prevent random defamation of Buddhist temple documents and impose a duty for preservation. I intend for this plan to be subject to discussion and tailored to the particular needs of temple reads. In creating these charts standard of Buddhist temple records management, I analyzed operating examples of foreign religious institutions and examined their retention periods. I also examined the retention periods and classification system from the Jogye Order. Then I presented ways for this management system to operate through computer programs. There is a need to establish a large scale management system to arrange the records of buddhist documents. We must enforce the duty of conserving records through the proposed management system. We need the system to manage even the local parish temple records through the proposed management system and the operation of the proposed archive system. This study presents research to from the basic of the preservation and the passing of traditional records to future generations. I also discovered the historical cultural and social value that these records contain. Systematically confirmed Buddhist temple records management will pave the way that these tangible and intangible cultural records handed down from history can be the cultural heritages. establishing a temple records management system will pave the way for these cultural records to be handed down to future generations as cultural heritages.

A Study on the Characteristics of 17th Presidential Record (17대 대통령기록의 성격에 관한 연구)

  • This study investigated and analyzed the 17th presidential record by further expanding the awareness of the problem, focusing on media suspicions related to the 17th presidential record. And Based on the results, the purpose is to suggest ways to improve the presidential records management system. To this end, the 17th presidential record transferred to the Presidential Archives was first outlined from an overall perspective, and the records produced in the "record management", "ancillary room", and "Public Safety" functions were quantitatively analyzed. Next, we analyzed the physical records qualitatively along with quantitative analysis of the cases of 'production status notification', 'record production and nonregistration of records via e-mail', and 'core records and electronic/non-electronic records' to determine the records of the 17th President. Personality was diagnosed. Finally, based on the analysis results, a plan to improve the presidential record management system was proposed.

A Study on the Positive Circle System in Managing Records and Archives by Value Analysis (가치분석에 의한 기록관리 선순환 체계의 모색)

  • In genaral appraisal is process of the determining the length of the time records should be retained, and is defined as selecting records with second value. However, appraisal in boroad term includes analysis which value records have as well as selecting archival records. It means that analysis of Records value is carried and reflected in every processes of maintenance, use and disposition of records. One of characteristic in records and archives management is that records process doesn't finish as one process, but it creates and manages records repeatedly. When another records are created again after the previous process in these system, it should creates records with better value than before. It pursues positive circle system which satisfy users whenever it starts. The study reviewed how analysis of records value is reflected in Records and archival system in Korea, and analysed Public Records and Archives Act to approve it. In results the study suggests having positive circle system finally.

  • It has been more than ten years since the evaluation system of records management in public institutions was introduced. Over the past decade, the evaluation system of records management in public institutions has contributed to the professional deployment of records management and the expansion of the records infrastructure. However, at this time, it is necessary to introduce a new evaluation system because of various problems including ranking and insufficiency of feedback measure. Therefore, we attempted to identify the problems and suggest the direction of improvement by analyzing the status of the evaluation system for records management in public institutions and collecting opinions from various sectors. The directions of the new institutional evaluation on records management based on the analysis of the problems are a step-by-step introduction, the selection of customized evaluation indicators according to institutional characteristics, the introduction of the governance system, self-evaluation by selecting autonomous indicators of institutions, and the strengthening of the consulting function of the National Archives of Korea.

  • The National Archives & Records Service of the Korea stated clearly the nature of the 'Korean Disposition Schedule' as records retention schedule which prescribe from creation to disposition of the records. With a point of this view, this study examine a definition and preparing procedures about the records retention schedule that is sub-system of the records management and present a way how understand and evaluate the 'Korean Disposition Schedule.'

  • The purpose of this study is to suggest new methodologies for documenting locality in digital environment, reformulation the Cox's documentation model focused on cooperative acquisition of documentary heritage institutions. This study defines the concepts of locality, space and place, relation of collective memory to archives, and analyzes the four approaches of documentation comparatively. Based on these analyses, it suggests the categories of documenting locality, and the directions of archive portal design for collective memory of locality.

  • The food culture reflects the unique characteristics of the locality and the lifestyle and values of its members. So It is one of the most revealing elements of local identity. Such a food culture has an intangible form, such as memories and customs related to food, and is an area that is likely to disappear if not recorded and preserved. Based on the study of domestic and foreign cases, documentation was carried out in this study. In addition, we sought ways to manage and utilize the collected and produced records. Therefore, we suggested the method of documenting the local food culture, along with proposed managing the cultural resources of the recorded region and utilizing it in the academic and cultural aspects.

  • 정보기술혁명에 의해 대량의 정보와 지식이 다양한 매체에 기록되어 있는 지금, 기록의 중요성을 인식하고 효과적으로 관리하여 새로운 정보와 지식을 창조하고, 인류 기억의 보고의 풍부한 전승을 꾀하여, 이것에 의해 사회의 진보와 발전에 공헌할 필요성이 높아지고 있다. 그 때문에 디지털 시대에 기록관리의 역할이 광범위하게 논의되어야 하며, 다면적으로 검토, 연구되어야 한다. 그러나 종이 필름 전자매체에 관계없이, 기록관리시스템을 도입하고 장기에 걸쳐 유지관리하지 않으면 아니 되었다. 지금까지는 민간기업이나 각 관청에서 일시적으로 기록관리 시스템을 도입하여 활용하였으나, 대부분 일시적으로 활용하였을뿐 지속적인 유지관리를 시행하여 온 기관이 적은 실정이다. 앞으로는 지속적이고 체계적인 기록관리시스템의 구축과 유지가 더욱 더 필요한 것이다. 또한 기록관리에 대한 제반 문제를 해결하기 위해서는 일본 한국 중국 등 극동아시아지역에 있어서의 기록관리학회가 긴밀한 협력관계에 구축하고, 기록관리의 보급과 사회적 지위의 향상을 목표로 노력해야 할 것이다.
