Information trend in whole domestic industries can not be a exception for construction industry either. However, Construction companies applying quality information management system(QIMS) through practical use of internet is very limited. Consequently, this research finds the established sample of quality information management system(QIMS) of H-construction company out, and the quality is established to the practical use of the system to be like the this. therefore, the construction industry wished to become opportunity that construction industry competitive power is recognized cosmopolitanly to quality management system(QMS).

국토해양부에서는 건설사업의 생산성을 향상시키고 건설사업의 효율성을 제고하기 위해 건설기술관리법 제15조의 2에 따라 건설공사지원통합정보체계의 구성.운영에 관한 법률을 마련하고 1998년부터 건설사업정보화(Continuous Acquisition Life-Cycle Support : CALS)를 추진중에 있다. 건설사업정보화의 일환으로 건설공사비의 상당부분을 차지하고 개인의 소유권과 관계되어 있어 민원 소지가 많은 보상자료를 관리하기 위해 용지보상시스템이 기 개발되어 운영중에 있으나 보상비 지출의 핵심과정인 지급단계가 국가재정정보시스템과 별도로 운영중에 있어 체계적인 보상자료 관리 및 보상비 지급의 이력관리가 제대로 이루어지 지고 있지 않다. 이는 곧 부적절한 보상비 집행으로 인한 국고예산 낭비의 소지가 있고 보상비 집행에 대한 대민 신뢰도 저하로 인해 다수의 소송으로 이어질수 있다. 이에 기존의 보상비 집행업무 프로세스 개선 및 건설CALS 용지보상시스템과 디지털예산회계시스템의 연계를 통해 보상비 집행의 투명성을 확보하고 민원인들에게 대민행정에 대한 신뢰도를 높일 수 있는 방안을 제시하고자 한다.

지난 9월10일 국회 의원회관 대회의실에서 한국건설정책연구원(원장 김호일민자당 의원)은 형행 건설면허제도 전반에 대한 검증을 통해 $\ulcorner$시장개방에 대응한 건설면허체계 개편방안$\lrcorner$에 관한 정책 토론회를 개최했다. 이날 김호일원장은 $\ulcorner$현재의 건설면허 체계의 점검을 통해 건설시장 개방시 우리 건설업체가 외국 유수 건설업체와의 경쟁에서 살아 남고, 나아가 세계 건설시장에 진출하여 명실상부한 건설 선진국으로 발돋움할 수 있는 토대를 구축하기 위한 계기를 마련한 데 그 목적을 두고 정책토론회를 개최했다$\lrcorner$고 밝혔다. 현재 건설업 면허체계는 (1)국내 건설시장 개방시 국내업체는 외국건설업체의 하청업체로의 전락가능성이 크다는 점 (2)설계분야와 시공분야가 분리되어 Engineering Construction 기능이 제약되고 있는 점 (3)고부가가치화되고 있는 건설환경의 변화에 제도적 측면에서 효과적으로 적응하지 못하고 있는 점 등 여러 문제점들을 안고 있는 실정이다. 이와관련 본지에서는 이날 발표된 대우경제연구소 선임연구원 김일중 경제학박사의 내용을 전면 발췌,게재하기로 한다.

There are many contract patterns in the international construction market, such as CM, EPC, PM and so on. To be geared to international standards, the Construction Ministry of P.R.C improved the laws and regulations related to the construction contract. Therefore, some international contract patterns are available in China now, but the application of the international contract patterns is still in the early stage, At the same time South Korea has made a great achievement to use the international contract patterns in the practical projects. This pater carried out a study to identify differences of construction contract patterns between these Chinese construction market and Korean construction market, and to learn from each other to gain more experiences.

In the construction industry, "Green" is emerging as a keyword of new growth engine. Since green construction competitiveness is essential for contractors' survival and growth, it is important to understand what constitutes green construction competitiveness. The objective of the study is to identify elements of green construction competitiveness and to discuss relationships between their importance and current level based on the Gap analysis. A better understanding of the elements of green construction competitiveness assists contractors in formulating green strategies. It also provides insight into what motivates contractors in establishing related policies and regulations. The study identifies that in general there exists a gap between the importance and current level of green construction competitiveness. It also demonstrates that CEO' competence shows a less gap between the importance and current level but firms' competence is an area of weakness. Finally a substantial gap is observed in the field of green R&D strategies and sub-contracting partners.
