In Korea, nuclear power plants are major sources of electricity supply with relatively low costs. Despite the importance and scale of nuclear electricity generation, the Korean tax and levy system is less organized than those in other countries, such as France and Japan, where nuclear power plants also play significant roles for electricity supply. Countries impose tax on nuclear electricity generation roughly in three ways: tax on nuclear reactors; tax on uranium fuel; tax on electricity from nuclear power plants. The Korean government may consider taxing nuclear electricity generation based on uranium fuel or electricity generation. If taxing on uranium fuel at the rate of 90 KRW per milligram of uranium, the Korean government can collect additional tax revenue of 430 billion KRW. If taxing on electricity from nuclear power plants at the rate of 11 KRW per kilowatt-hour, the government can collect additional tax revenue of 1,600 billion KRW.

국내 원자력발전소에서 발생한 발전정지 사건사례를 분석한 결과로써 획득한 고장원인, 문제점, 유사한 문제점 재발방지 방안 등의 분석정보를 효과적으로 공유하기 위한 발전정지사례 분석정보 시스템을 개발하고 있다. 이 시스템의 기반구조인 관계형 데이타베이스 화일들은 입력작업 지원 분류정보, 발전정지 사례분석정보, 검색작업 지원정보 둥의 저장을 위한 세가지 화일 그룹으로 나눌 수 있다. 각 그룹의 화일간에 정의된 상관관계성을 기반으로 발전정지사례 분석정보시스템의 입력, 검색, 출력작업이 수행된다. 시스템의 사용자는 제공되는 메뉴를 사용하여 관심있는 주제별로 데이타베이스에 저장된 발전정지사례 분석정보를 검색하고 출력할 수 있다.

Through the UN 2030 Agenda adopted by the United Nations, sustainable development is bringing about many changes around the world. While discussions continue on the roles of libraries in supporting sustainable development in library communities, specific discussions on this have not been made enough. This study reconsidered the roles and functions of libraries to support sustainable development and discussed approaches to which libraries can perform in terms of informational, social, cultural, and environmental aspects. It also proposed a plan to allow libraries and librarians to lay the groundwork for supporting the sustainable development of society by reconsidering the roles of librarians as the core of all library activities to support sustainable development.

The purpose of this study is to present the role of NGIS(National Geographic Information System) and the development strategy for Business GIS in the ubiquitous society. We analyze the level of GIS technology with the ICT(Information Communication Technology) as well as GIS application trends especially in location-based circumstances. Also, we advocate not only making GIS contents to meet the international standards such as GML(Geography Markup Language) and TPEG(Transport Protocol Experts Group) but applying GIS as a killer application to oncoming diverse ICT areas including LBS(Location -Based Service), Telematics, ITS(Intelligent Transport System), gCRM(geographic Customer Relationship Management), DMB(Digital Multimedia Broadcasting), u(ubiquitous)-City and u-Town. Finally, we build a conceptual Business GIS model based on NGIS for QoS, standardization, R&D, education, and security.

기후변화 위기는 유사 이래 인류가 직면한 가장 큰 도전으로 범정부적 글로벌 문제로서 이를 해결하기 위한 다양한 정책들이 범국가 차원 혹은 세계적 기업들에 의해 발표 혹은 시행되고 있다. 이러한 기후변화위기와 탄소배출 저감을 위한 대표적인 대응 방안 중 하나가 바로 재생에너지의 확대·보급 노력이다. 그러나 재생에너지는 날씨와 계절 등 자연환경의 영향을 받는 에너지원으로써 간헐성, 변동성을 가지므로, 시간대별 발전량 예측과 전력공급 안정성에 어려움이 있다. 이러한 문제를 해결하기 위하여 재생에너지 발전은 석탄화력 발전과 달리 전력의 수요와 공급의 균형을 위한 에너지저장장치(Energy Storage System, 이하 ESS)가 있어야 한다. ESS는 전력공급 안정성 향상과 전력 수급의 유연성을 제공하는 장점이 있지만, 초기 설치비용이 높은 단점이 있다. 특히, 배터리 기반 ESS의 경우 높은 구축 비용과 한정적인 충. 방전수명으로 인하여 대용량 ESS로써의 역할 수행에는 분명한 한계가 있다. 하지만 재생에너지와 연계한 ESS로 양수발전댐을 활용할 경우 장주기, 장수명, 대용량 에너지 저장에 매우 합리적인 수단으로 판단되었다. 다만, 양수발전 댐 구축에는 토목공사로 인한 환경 훼손이라는 문제점도 존재한다. 본 고에서는 지역 분산형 소규모 양수발전(Pumped Storage Hydropower, 이하 PSH)댐 구축 및 운영기술 개발을 통해 지역 전력공급과 전력 수급을 조절하면서 변동성 재생에너지를 안정적으로 사용할 수 있는 방안을 소개하고자 한다. 특히, 해당 기술은 지역별 특성에 맞춰 유연하게 설치할 수 있으며, 대규모 토목공사로 의한 환경적 부작용을 최소화할 수 있다. 또한 소규모 PSH는 지역의 저수지 및 수자원을 이용하여 에너지를 저장함으로써 변동성 큰 재생에너지의 유연화 대응과 동시에 안정적인 에너지 공급이 가능하다. 본 고에서는 재생에너지의 확대·보급에 따른 문제점과 대표적 ESS 기술들을 분석·소개한다. 지역분산형 소규모 PSH 기술개발 연구기획 내용 소개를 통하여 전력 생산 및 공급의 탈중앙화를 달성하고, 지역별 변동성 재생에너지의 안정적 활용과 지역 전력공급 특성 및 전력 수급에 대응할 수 있는 방안을 제안하고자 한다.

본 연구의 목적은 한국형 녹색성장 협력 모델을 기반으로 한국의 대(對) 메콩지역 진출 방안을 모색하는 것이다. 메콩 유역은 중국의 운남성 지방, 미얀마, 라오스, 태국, 캄보디아, 베트남 등 6개국이 위치하고 있는데 이 지역은 세계 경제 침체에도 불구하고 높은 경제 성장률을 달성하고 있다. 이에 따라 세계 각국이 개발사업 선점을 위한 치열한 경쟁을 벌이고 있으며 일본, 미국, 중국이 발 빠르게 영향력을 확장하고 있다. 한국은 지난해 메콩 5개국의 외교장관을 서울로 초청하여 회담을 개최하여 메콩 지역 진출의 교두보를 마련하였으나 최근 세계 각국이 메콩 지역의 개발사업 진출을 위해 적극적으로 노력하고 있는 상황에서 선진국과 차별적인 경쟁우위를 살릴 수 있는 방안의 모색이 필요하다. 따라서 본 연구는 2008년 이명박 정부가 제시한 신성장 패러다임인 녹색성장 모델과, 물관리 정책과 사업을 접목시킨 물과 녹색성장 공적개발원조 및 무나싱해(Munasinghe)의 지속가능한 경제(Sustainomics)가설을 이론적으로 고찰하여 대(對) 메콩유역 협력 방안 모델을 설계하였다. 이 지역이 급속한 경제 성장으로 전력수요가 증가하고 있고, 환경오염에 대한 우려를 잠식시키고 국가의 에너지 안보를 위해 높은 수입 석유 의존율을 낮춰야한다는 점 등을 고려해보았을 때 메콩 유역의 수력발전이 이 지역의 녹색성장을 위한 큰 동력이 될 수 있을 것으로 사료된다. 뿐만 아니라 홍수방재 효과, 전력 수출로 인한 소득 창출은 이 지역의 사회발전으로 이어질 수 있을 것으로 기대된다. 그러므로 본 연구는 자금조달 방식, 외교적 접근, 기술적 접근, 제도적 접근 방식을 제시하여 단계적으로 대(對) 메콩유역 한국형 물과 녹생성장 ODA의 나아가야 할 방향을 모색해 보았다. 제시된 협력 모델을 기반으로 점차 한국이 메콩 유역의 수력발전산업으로 진출하고 더 나아가 이지역의 영향력을 확대하는 데 큰 도움이 될 것으로 사료된다.

정부는 제3차 전력수급기본계획 수립에 대비하고, 고가로 공급되는 LPG 수요를 대체하기 위한 제주도청의 LNG 공급요청과 제주지역에서 LNG사업을 희망하는 한국가스공사의 의향 그리고 한국전력공사의 전력연계선 추가건설 추진 등을 종합적으로 감안하여 이에 관한 세부 연구를 한국전기연구원에 위탁한 바 있다. 분석을 위한 전제 자료는 유관 사업자와 중립적 입장에 있는 한국전력거래소의 세밀한 검토와 합의를 거쳐 정해졌으며, 전력과 가스부문은 물론 이와 관련된 사회적 비용(Social Cost)이 모두 고려되었다. 아직까지 최종 결론은 확정되지 않았지만 연계선을 추가로 건설하는 방안이 가장 우세한 것으로 전해지고 있다. 따라서 본 논문은 추가 전력연계선 건설과 제3차 전력수급기본계획시 발전사업자가 제출한 제주지역에서의 발전소 건설 의향 등을 반영하여 2010년 이후 제주지역에서의 발전사업을 분석하고 전망하였으며, 예상되는 문제점을 중심으로 발전사업자 입장에서 개선방안을 제시하고자 하였다.

This paper suggests that the introduction of Seoul-Pusan High Speed rail system makes related railway industry to be developed through transfer of high technology and other related industries to be jointly grown by technology' ripple effects. Technology transfer and localization implementation process in the period of technology introduction was reviewed synthetically and problems at that period was also analyzed. And technology development countermeasures of railway industry was discussed in order to maintain and expand railway system technology in the future.
