웹 자원의 휘발성에 대한 불안에도 불구하고 학술정보 유통의 거대한 통로로 웹이 부상함에 따라 웹상에 존재하는 정보자원들이 학술정보의 재생산에 활용되어 왔다. 이에 본 연구는 학술정보에 인용된 웹 자원의 현황을 살펴보고 그것의 접근성과 유용성이 어느 정도 보장되는지를 살펴보기 위해 문헌정보학 분야의 대표적인 학술지 중 하나인 한국문헌정보학회지를 대상으로, 2007년에서 2011년까지 5년간 수록된 논문에 인용된 웹 자원을 조사.분석하였다. 본 연구를 위해 수록된 논문들의 참고문헌 중 웹 자원 비율, 현시점에서의 웹 자원의 접근 가능성, 그리고 웹 자원 주소를 분석하여 도메인과 파일 각각의 비율과 종류에 대해서 조사하였다. 또한 표기된 웹 자원의 주소는 아니더라도 인용에서 사용한 정보를 통해 웹상에서 여전히 사용가능한지를 살펴보기 위해 세계 3대 검색엔진을 사용하였다.

National competence is based on the quality of university education, which is determined by the competitiveness of academia, research and information, IMD reported that Singapore, #2 country in national competence index, topped in quality of university education. Meanwhile Korea's current national knowledge infrastructure project lacks comprehensive coordination at a governmental level and has been conducted in a rather sporadic manner, without any consideration on the overall analysis of knowledge information resources. Consequently, a disproportionate amount of attention was devoted to collecting general information resources, while neglecting rare, hard-to-collect sources with historic, academic, and/or cultural values. This study proposes to build an academic resource management system to fully supervise academic resources at least, among national knowledge information resources which is a national asset, and also to allocate budget and cultivate new information building projects based on overall analysis on academic resources. In other words, there is a need for a management system to implement efficient linkage, distribution and utilization of academic resources and, to that end, we need to build an academic resource management system at a national level, maximizing the benefits from the knowledge society that we live in.

이 연구는 공공부문이 구축/관리중인 지식정보자원의 시민활용 실태를 점검하고 유비쿼터스 기술을 활용한 지식정보자원의 시민활용성 제고방안 모색을 목적으로 한다. 이를 위하여 부산광역시의 시민 200 명을 대상으로 설문조사를 실시하여 지식정보자원에 대한 인지도/활용도/활용장애요인과 유비쿼터스 기술에 대한 인지도/활용도/유용성을 조사하였고, 향후 유비쿼터스 기술을 활용한 공공행정, 교육학술, 사회문화/복지, 생활경제 등 4 대부문 16 개분야 32 개의 지식정보자원에 대한 시민활용 의향을 분석하였다. 분석결과 지식정보자원에 대한 인지도와 활용도는 보통보다 낮은 수준에 있으며, 그 이유로는 개인정보유출에 대한 불안, 지식정보자원 소재에 대한 정보부족, 지식정보자원 활용 비용의 부담 및 활용의 불편 등으로 나타났다. 향후 유비쿼터스 기술을 활용한 지식정보자원 활용의향에 대해서는 실생활과 밀접한 관련을 갖고 있는 교통/기상정보, U-Care 및 U-Health 정보, 금융, 공연예술, 관광여가 등의 정보에 대해서는 높은 의향을 보이나, 실생활과 직접 관련이 적고 전문적인 능력이나 관심이 요구되는 행정정보공개, 정책참여, U-학술연구 등에 대해서는 낮은 의향을 보이는 것으로 나타났다.

Today, despite the increase in professional knowledge-related information needs of citizens, the expansion of citizen participatory research in academia, and the provision of information services for the professional knowledge, there are still difficulties in access to scholarly information resources by laypeople. Focusing on this problem, this study investigates laypeople's scholarly information needs and behaviors through a questionnaire survey. By examining the search and use behaviors of scholarly information resources, and the perception of the need to support the utilization of them, this study analyzes the degree and pattern of social sharing of scholarly information resources beyond the scholarly community. This study is significant in that it expands the range of users in traditional scholarly communication and emphasizes the need to support them to access and use scholarly information resources.

웹 학술정보자원의 급속한 증가 및 이용도의 증가로 인하여 이들 자원의 원활한 활용을 위한 체계 마련이 시급하다. 본 연구는 인터넷에 산재해 있는 웹 학술정보자원에 대한 효율적인 DB구축을 위한 기초작업으로서 웹 학술정보자원에 한정된 메타데이터 세트 추출과정과 모형제시 및 각 메타데이터 요소에 대한 분석을 실시하였다. 메타데이터 요소 추출은 세계적으로 통용되는 메타데이터 세트의 분석과 매핑 작업 및 웹 학술정보자원의 구축을 위해 필요하다고 판단되는 요소를 추가하였으며 메타데이터 요소의 분석은 더블린 코어의 기본 15개 요소에 기저하여 실시하였다.

인터넷의 확산과 더불어 웹상에는 수 많은 정보들이 존재하게 되었고 이에 따라 웹 학술정보자원의 수도 급격하게 증가하게 되었다. 하지만 방대한 양의 정보자원 속에서 원하는 정보를 신속하고 정확하게 찾아내는 것이 점점 더 어려워져 체계적인 웹 학술정보자원 메타데이터 구축에 관한 이용자의 요구 역시 증가하고 있는 실정이다. 따라서 본 논문에서는 현재 웹 학술정보자원을 선별하여 제공하고 있는 IFL (Internet Faculty Library, http://www.ifl.or.kr)을 통해 웹 학술정보자원 메타데이터에 대한 이용자 만족도를 알아보고 이를 통해 더 나은 서비스와 관리를 위해 고려되어야 할 문제점들을 고찰하였다.

중앙대학교(총장 박범훈)는 글로벌인적자원개발대학원(원장 이희수)의 주관으로 2007년 5월 3일 아트센터 9층 멀티미디어세미나실에서 교육인적자원부 수도권대학 특성화 지원사업의 일환으로'글로벌시대의 전략적 인적자원개발'이라는 주제의 국제학술세미나를 개최하였다. 이날 세미나에는 미국 교육학회장을 역임한 세계적 석학인 The Pennsylvania State University의 Kyle Peck 교수 등을 비롯하여 교육인적자원부, 한국직업능력개발원, 중앙대학교, PSI 컨설팅 등 관.산.학.연의 핵심 인사가 참여하였다. 다음은 기조연설 및 주제발표의 내용을 정리한 것이다.
