A Study on the Quality Control and Operating System of Standard Reference Data(SRD) (참조표준데이터 품질관리 및 운영체계에 관한 연구)

  • Data produced during scientific and technical activities usually have value as standard reference data (SRD) which is a well-documented numeric value assessed for reliability and accuracy. The main criteria in the evaluation for SRD is how well their production is documented including a sample preparation, measurement method, data processing and so on, other than reference data. SRD is represented as a certified numeric value with uncertainty. In this study, the SRD in the area of material properties was introduced to provide understanding of SRD and its evaluation method. Also the national SRD system was studied. The national SRD system is composed of the center for the SRD, the data centers, and the committee. The role and task of those components were studied. The legislational and systematic supports for the system were proposed in this study.

  • With the development of ICT technologies, various systems and services based on data have been introduced. Also, raising the importance of technologies that provide trust to a data, infrastructure, and services. for ICT services. However, in the existing ICT service environment, there is no way to objectively judge and manage the trust of various components (content, infrastructure, process, service provider, etc) that constitute a specific service, and there is a limitation that we can only rely on the service provider's own quality standards. This paper provides requirements, functional archtecture, and procedures for providing reliable ICT services from the perspective of ITU-T international standards. Trust-enabled service provisioning adds additional functions for providing trust to existing ICT service entities (service resources, stakeholders, and users), collecting, analyzing, and providing trust related information. Therefore, a users can consider the trust of various service components based on analyzed trust information based on their trust requirements.

  • 환경부 홍수통제소의 경우는 전국단위의 강수량(지상, 레이더), 하천수위, 유사량 관측과 국부적으로 증발산량과 토양수분 관측이 이루어지고 있는 상황이며, 기상청 및 다른 공공기관도 각 목적에 맞게 수문기상관측이 이루어지나 유역(또는 지역) 단위의 물순환 과정(강우량, 유출량, 증발산량, 지하수함양량, 토양수분량 등 포함)을 규명하는 조사·연구는 매우 미비한 실정이다. 개별적인 물순환 성분별 수문조사에서 벗어난 전체적인 관점을 고려한 유역단위의 물순환 과정을 규명하는 것은 매우 중요하다. 즉 물순환 성분별 명확한 수문량 산정 결과는 수자원 개발과 물환경 보전에 중요한 정보를 제공할 수 있다. 따라서 물순환 성분별 명확한 분석을 위해서는 중·소규모 유역 단위를 대상으로 지속적이고 신뢰성 있는 자료의 획득과 축적이 중요하므로 중·소규모 유역 단위의 대표성 있는 시험유역의 운영은 매우 의미가 있다고 볼 수 있다. 본 논문에서는 한국건설기술연구원에서 운영하는 차탄천 유역(보막교 수위관측소 기준, 유역면적 88.17km2, 유로연장 18.69km, 유로경사 1.62%, 경기도 연천군 소재)의 2021년 수문관측자료를 이용하여 지표수 물순환 성분인 강우량, 하천유출량, 증발산량의 자료를 산정하였다. 기본 관측자료인 강우량은 각 지점강우량의 관측자료의 비교·검토 등 품질관리를 통해 자료를 확정하고 유역평균강우량을 산정하였다. 하천수위는 기준수위표와의 검토를 통해 자료를 확정하였으며, 하천유출량은 기존 유량측정성과와 단면검토를 통해 수위-유량관계곡선식을 개발하고, 확정된 수위자료를 적용하여 산정하였다. 그리고 증발산량은 유역내의 기상관측자료와 유역인근 3개 관측소(동두천, 파주, 철원)의 기상자료를 이용하여 잠재증발산량을 산정하여 추정한 값이다. 각 물순환 성분별로 생성된 2021년의 차탄천 유역(보막교 수위관측소 기준)의 총강우량은 1,149.8mm이며, 하천유출량은 701.2mm(총강우량 대비 61.0%), 실제증발산량(잠재증발산량 추정값)은 381.3mm(33.2%)이며, 그 외는 유역 손실량이다. 이와 같이 산정된 물순환 성분별 자료는 유역의 물순환 과정 규명을 위한 기초자료로 매우 유용하게 활용될 수 있으며, 유역 물관리를 위한 의사결정 과정에 중요한 역할을 할 수 있을 것으로 기대된다.

  • 용수 다소비 산업으로 분류되는 제지공업의 특성 상, 용수사용의 억제 및 용수의 무방류화에 대한 압력이 증가되고 있는 반면, 초지환경은 날로 열악해지고 있는 실정이다. 한 예로써, 용지의 재활용율 및 재사용 비율이 증가함에 따라 원료의 저급화가 심 각한 수준에 이르고 있으며, 이러한 초지환경의 변화는 각질화되고 극도로 미세화된 다량의 미세섬유 발생 및 잡고지로부터 유입되는 점착성 이물질과 무기 충진제의 도입 등을 유발함으로서 제품의 물리적 성질 저하, 탈수부하 증가로 인한 생산성 저하, 약품사용량 증가 등을 초래하여, 결과적으로는 폐수처리장의 부하를 증대시킴과 동시에 청수사용량 및 폐수방류량을 증가시키는 악순환을 되풀이하게 된다. 국내 제지산업이 국제적 경쟁력을 갖추기 위해서는 제품의 증대가 필수적이나, 원료와 설비의존도를 감안할 때, 제품특성과 공정 분을 결정하는 습부공정을 정확히 파악하여 최적 운전조건을 확립하는 것이 가장 경제적이고 용이한 방법일 뿐만 아니라 전체 제지공정의 정정화에도 기여할 수 있을 것으로 판단된다. 일정규모이상의 종이를 생산하는 제지공장은 거의 대부분 컴퓨터로 처리되는 온라인 공정조절 시스템(On-line process control system)을 구비하고 료의 도입에서부터 설비운전 및 제품의 기본적인 품질관리까지 실시간의 자동화되고 안정적인 운전과 관리시스템을 유지하고 있다. 그러나 전체 제지공정 중, 제품 물성과 운전조건의 대부분을 결정하는 습부공정만큼은 아직도 주기적인 분석이 행해지고 있지 않을 뿐만 아니라, 슬러리의 농도나 보류도 정도를 제이하면 분석항목 조차도 변변히 확립되어 있지 않을 실정이다. 이는 다량의 물 속에 존재하게 되는 용전물질(Dissolved solids, DS), 부유물질(Suspended solids, SS), 섬 유(Fibers), 무기 미 세분(Inorganic f fines), 그리고 투입되는 약품간에 발생하는 계면동전현상 및 이러한 현상과 최종 지제 품의 물성간의 상관관계에 대한 이해 정도나 경험 부족에서 기인하는 것으로 생각된다. 1 1983년 미국제지기술연합회(T APpI)의 제지용 첨가제 분과위원회(Papermaking A Additive Committee)에서는 습부공정의 적절한 조절을 위해 어떤 항목들이 필요하며 그 중요도는 어떠한가를 조사하였으며, 그 결과로 전하밀도, 제타전위, 보류도 및 여수 도, 무기 미세분 함량 등이 중요하다고 보고하였다. 그러나 지료의 전기적 특성을 실시 간으로 측정하는 기자재류가 최근에 이르러서야 도입되고 있는 실정이기 때문에 충분 한 현장적용 사례가 보고되지 못하고 있으며, 결과적으로 얻어진 정보와 최종 지제품의 물성 및 초지기 운전조건과의 상관관계를 확립하는 작업결과는 더욱 찾아보기 어렵다. 따라서, 본 연구에서는, 라이너지 제조공장의 습부공정에 투입되는 약품이 지료 의 전기적 성질, 즉 전하밀도와 제타전위에 미치는 영향을 모니터링함으로서 지료의 전기적 성질들과 습부 공정상태와의 상관관계를 살펴보고자 하였다. 본 연구는 다음과 같은 순서로 진행하였다.

A Study on Improvement on National Legislation for Sustainable Progress of Space Development Project (우주개발사업의 지속발전을 위한 국내입법의 개선방향에 관한 연구)

  • The purpose of this paper is to research on the contents and improvement of national legislations relating to space development in Korea to make the sustainable progress of space development project in Korea. Korea has launched its first satellite KITST-1 in 1992. The National Space Committee has established "The Space Development Promotion Basic Plan" in 2007. The plan addressed the development of total 13 satellites by 2010 and the space launch vehicle by 2020, and the launch of moon exploration spaceship by 2021. Korea has built the space center at Oinarodo, Goheng Province in June 2009. In Korea the first small launch vehicle KSLV-1 was launched at the Naro Space Center in August 2009, and its second launch was made in June 2010. The United Nations has adopted five treaties relating to the development of outer space as follows : The Outer Space Treaty of 1967, the Rescue and Return Agreement of 1968, the Liability Convention of 1972, the Registration Convention of 1974, and the Moon Treaty of 1979. All five treaties has come into force. Korea has ratified the Outer Space Treaty, the Rescue and Return Agreement, the Liability Convention and the Registration Convention excepting the Moon Treaty. Most of development countries have enacted the national legislation relating to the development of our space as follows : The National Aeronautic and Space Act of 1958 and the Commercial Space Act of 1998 in the United States, Outer Space Act of 1986 in England, Establishment Act of National Space Center of 1961 in France, Canadian Space Agency Act of 1990 in Canada, Space Basic Act of 2008 in Japan, and Law on Space Activity of 1993 in Russia. There are currently three national legislations relating to space development in Korea as follows : Aerospace Industry Development Promotion Act of 1987, Outer Space Development Promotion Act of 2005, Outer Space Damage Compensation Act of 2008. The Ministry of Knowledge Economy of Korea has announced the Full Amendment Draft of Aerospace Industry Development Promotion Act in December 2009, and it's main contents are as follows : (1) Changing the title of Act into Aerospace Industry Promotion Act, (2) Newly regulating the definition of air flight test place, etc., (3) Establishment of aerospace industry basic plan, establishment of aerospace industry committee, (4) Project for promoting aerospace industry, (5) Exploration development, international joint development, (6) Cooperative research development, (7) Mutual benefit project, (8) Project for furthering basis of aerospace industry, (9) Activating cluster of aerospace industry, (10) Designation of air flight test place, etc., (11) Abolishing the designation and assistance of specific enterprise, (12) Abolishing the inspection of performance and quality. The Outer Space Development Promotion Act should be revised with regard to the following matters : (1) Overlapping problem in legal system between the Outer Space Development Promotion Act and the Aerospace industry Development promotion Act, (2) Distribution and adjustment problem of the national research development budget for space development between National Space Committee and National Science Technology Committee, (3) Consideration and preservation of environment in space development, (4) Taking the legal action and maintaining the legal system for policy and regulation relating to space development. The Outer Space Damage Compensation Act should be revised with regard to the following matters : (1) Definition of space damage and indirect damage, (2) Currency unit of limit of compensation liability, (3) Joint liability and compensation claim right of launching person of space object, (4) Establishment of Space Damage Compensation Council. In Korea, it will be possible to make a space tourism in 2013, and it is planned to introduce and operate a manned spaceship in 2013. Therefore, it is necessary to develop the policy relating to the promotion of commercial space transportation industry. Also it is necessary to make the proper maintenance of the current Aviation Law and space development-related laws and regulations for the promotion of space transportation industry in Korea.

The reform of inspection of adult social care market in the UK and policy suggestions for long-term care in South Korea (영국 성인돌봄서비스 시장에 대한 감독 개혁과 한국 장기요양의 시사점)

  • The UK is famous for being the first country in Europe to adopt the policies of marketisation regarding social welfare. Numerous other countries, including social democratic countries, have followed suit, and South Korea has also adopted the marketisation of care through the introduction of long-term care insurance. The aim of this study is to examine recent reforms concerning adult social care market in the UK, and to determine policy recommendations to further develop the Korean long-term care insurance market. Findings show that the UK has actively regulated and managed the care market. In particular, after the sudden bankruptcy of nursing homes, the CQC systematically analyzes the risks of bankruptcy of big service providers in terms of financial conditions and quality of services according to the six steps detailed in the Care Act 2014. If some service providers experience high levels of risk, the CQC reports results to local authorities in order to manage the risk of bankruptcy of these service providers. Such reforms in the UK suggest a number of policy measures for South Korea in which the problems of long-term care market are prevalent, including increased system management, introduction of a new inspection system, the expansion of public-based inspection organizations, and disclosure of information by the National Health Insurance Corporation.

A Study on Constituents of the New Apprenticeship Concept for the Promotion of Industrial Growth Potential (산업 성장잠재력 제고를 위한 신도제제도의 개념 요소에 대한 연구)

  • The purpose of this study was to find out the areas and their constitute elements of new apprenticeship through the expert of vocational education to improve the growth potential in the field of industry. Through the three times Delphi research process final composing areas and elements(total 6 areas and 41 sub-elements) of new apprenticeship were extracted. Followings are specific study results of 41 sub-elements for the 6 areas. In area A(Technology Skill aspect) total nine sub-elements were deducted as follows. Technology skill's field appling ability, new technology skill's acquisition, quality assurance ability, research development ability, material management using ability, problem solving ability, core technology skill understanding ability, idea's imagery expressing ability, creative design ability. In area B(Institutional aspect) total five sub-elements were deducted as follows. Flexible human material support, precise division of works, objective result assessment, institutionalization of responsibilities and liabilities between teacher and student, institutionalization of duty invention reward. In area C(Affective aspect) total eight sub-elements were deducted as follows. Manners and cooperation between teacher & student and peer, values for job, basic attitude for technology, job ethic sense, respect of other organization, active action to organization change, attitude of technology successor, service mind. In area D(Self-improvement aspect) total nine sub-elements were deducted as follows. Self evaluation and reflection, cultivate of organization understanding, career planning and developing ability, sound philosophy of life, communication ability, decision making ability, prepare of individual competence enhance system, self-control ability improvement, reaction of unexpected situation. In area E(Knowledge aspect) total four sub-elements were deducted as follows. Basic knowledge of relevant area, knowledge of new technology & preceding technology, fusion and relocation of knowledge, practical knowledge. In area F(Environmental aspect) total six sub-elements were deducted as follows. Awareness of business environment, understanding of education and practice environment, understanding of apprenticeship's business demand, connectivity of region community, adapt ability of labor market's change, awareness of society environment change.

Change of Dose Exposure and Improvement of Image Quality by Additional Filtration in Mammography (유방촬영용장치 부가필터에 따른 선량변화 및 화질개선)

  • Recently, the interest on exposure to radiation is rising. The radiation exposure of mammography is higher in absorbed dose than of X-ray, therefore unnecessary exposure needs to be reduced, and higher image quality is needed. Generally, ray quality of the radiation imaging is an important factor that determines image quality and the amount of ray exposure, and they are affected by tube voltage and added filter. The X-ray energy that is exposed from mammography device is generally a continuous spectrum, which includes low energy that has minute influence on the image quality, and high energy that hinders contrast on image. Currently, molybdenum (Mo) and rhodium (Rh) are the most used added filters for mammography device, and they are used differently according to the energy region of X-ray. This study aims to find out the degree of reduction in exposure dose according to the thickness of aluminum (Al), and to study the changes in image quality and dose when the added filter plates that are made with niobium (Nb) or zirconium (Zr) are used, other than molybdenum (Mo) and rhodium (Rh), the two most used added filters that have similar atomic number and K-absorption regions as Nb and Zr. In this study, single-added filters of molybdenum (Mo), niobium (Nb), and zirconium (Zr) are used, and in some cases, Aluminum (Al) is combined with the single filters. In this case, image quality is considered to be improved depending on the type of added filters, and by using Aluminum (Al) filter together with the others, unnecessary X-ray of low energy would be absorbed, therefore the dose is expected to decrease without any influence when the concentration level becomes identical.

Technical Standards and Safety Review of the Low and Intermediate Level Radioactive Waste Disposal Facility (중.저준위 방사성폐기물 처분시설에 대한 기술기준 및 안전심사)

  • On July 31, 2008, the Government issued the construction and operation permit for the first low and intermediate level radioactive waste disposal facility in the Republic of Korea. In this paper, the fundamental regulatory framework, regulatory requirements and technical standards of the disposal facility are introduced, and the phased review process adopted for evaluation of the safety of the facility is briefly described. The Atomic Energy Act sets forth a stepwise regulatory framework for the whole life-cycle of the disposal facility such as siting, design, construction, operation, closure and institutional control. More detailed regulatory requirements and technical standards are stipulated in the subsequent regulations of the Atomic Energy Act and a series of Notices issued by the Ministry of Eduction, Science and Technology. The Korea Institute of Nuclear Safety, as entrusted by the Ministry under the Atomic Energy Act, conducted safety review on the disposal facility, and evaluated the compliance with relevant criteria in all technical elements(i.e. siting and structural safety, radiological environmental impact, operational safety, systems and components, quality assurance, and total systematic performance assessment, etc.). The overall safety review process can be phased into inception phase, initial review phase, main review phase and completion phase. The review results were reported to and deliberated by the five Sub-committees of the Special Committee on Nuclear Safety, and then reported to the Ministry. The Ministry issued the construction and operation permit of the disposal facility through the deliberation of the review results by the Nuclear Safety Commission. Hereafter, the safety of the repository will be reassured by a series of subsequent regulatory inspections and reviews under the Atomic Energy Act. In addition, the licensee's continuous implementation of the "Safety Promotion Plan" may also enhance the long-term safety of the repository and contribute to build-up the confidence of the safety case.

A New Rice Variety with Good Qualilty and Multiple Diseases Resistance "Sangok" (중생 고품질 복합내병성 신품종 벼 "상옥")

  • "Sangok", is a new japonica rice variety (Oryza sativa L.), which is a midium maturing ecotype developed by the rice breeding team of National Yeongnam Agricultural Experiment Station (NYAES) in 2003. This variety was derived from the cross of Milyang 101/YR8697Acp97 (in 1988/1989 winter) and selected by combination of the bulk and pedigree breeding. The pedigree of Sangokbyeo, designated as Milyang 182 in 2000, was YR12950-B-B-B-19-2-4-2-2. It has about 79cm stature in culm length and is medium maturing. This variety is resistant to bacterial blight ($K_1$, $K_2$, and $K_3$), stripe virus and moderately resistant to leaf blast disease. Milled rice kernels of "Sangok" is translucent, clear in chalkness and good at eating quality in the panel test. The yield potential of "Sangok" in milled rice is about 5.16MT/ha at ordinary fertilizer level of local adaptability test. This cultivar would be adaptable to the southern plain of Korea below the Chungnam province by latitude from ordinary transplanting to transplanting after barley harvest.
