현재 우리나라의 일반 서장우편 물량은 매년 증가하고 있는 추세이며 특히 월말이나 연말에 집중화되는 계절적, 순환적 특성을 보인다. 그러나 집배원의 인력 부족으로, 우편물량의 증가와 계절적, 순환적 우편물 집중 현상에 적절히 대응하지 못하고 있으며, 이에 따라 서비스의 질적 저하 업무 부하량 증가 등의 문제가 점점 더 가시화되어가고 있다. 이러한 상황에서 신속한 우편물 처리와 집배원의 업무 경감 등을 위해 우편물 자동 처리를 위한 순로구분 시스템의 도입을 검토하고 있으나, 우편물에 기입되는 주소 기재 방식이 일관적이지 않고 표기 방식이 다양하여 이러한 자동처리시스템의 효율이 떨어질 것으로 예상된다. 따라서 본 논문에서는 향후 도입될 예정인 순로구분 시스템의 자동처리 효율을 높이기 위해 우편물에 기입하는 주소의 표기 표준화 방안을 제시하고자 한다. 이를 위해 우선 국내 우편주소 체계와 주소 표기의 현황을 살펴보았으며, 자동주소인식에 적합한 주소 표기를 위한 고려사항들을 주소 표기 표준화 관점에서 제시하였다.

고품질, 고 신뢰도를 지향하는 미래 지능형 전력시스템에 대한 기대와 함께 전력 기기 및 설비의 디지털화에 관심이 집중되면서, 전력시장에서는 전력정보의 양방향 교환 표준을 위한 공통정보모델(CIM : Common Information Model)의 개발 및 활용이 새로운 화두로 부상하였다. CIM은 차세대 전력시스템과 미래형 부가서비스 등의 전반적인 운영측면에서 혁신을 이루는데 사용할 수 있도록 표준화된 데이터교환 모델이다. 이는 전력시스템 내 모든 다양한 객체(변전소, 송전선, 변압기, 차단기, 설비자산, 작업지시, 작업원 등)들이 어떻게 상호 연결되는지를 표현하는 방식이다. 최근 CIM/GID(GID : Generic Interface Definition)에 대한 관심이 고조되면서 CIM/GID를 어떻게 도입하고 활용할 것인가에 대한 논의가 활발하다. 그 활용 방안의 일환으로 개발된 시스템에 대한 상호 운용성 테스트를 수행함으로써 제품 또는 시스템의 표준화 준수 여부와 활용성에 대한 검증이 가능하다. CIM/GID 상호운용성 테스트는 UCA International Users Group에서 가입 회원들을 대상으로 지속적으로 진행되고 있다. 본 논문에서는 미국 클리블랜드에서 2003년 11월 18일$\sim$20일 사이에 진행되었던 5차 CIM/GID 상호운용성 테스트 결과를 토대로 CIM/GID와 CIM XML의 상호 운용성 테스트 방안을 소개하고자 한다.

최근 IoT 기술이 대중화됨에 따라 커넥티드 카, 스마트 시티와 같은 machine-to-machine 기술의 활용 분야가 다양화되고 있다. 이에 따라, 기계 지향 비디오 처리 및 부호화 기술에 대한 연구분야에 산업계와 학계의 관심 역시 집중되고 있다. 국제 표준화 단체인 MPEG은 이러한 추세를 반영하여 기존 비디오 부호화 표준을 개선할 새로운 표준을 수립하기 위해 Video Coding for Machines (VCM) 그룹을 구성하여 기계 소비를 대상으로 하는 비디오 표준의 표준화를 진행하고 있다. 이에 본 논문에서는 VCM이 기계 소비를 대상으로 진행하고 있는 특징맵 부호화의 부호화 효율을 개선하기 위해 특징맵을 시간적, 공간적으로 재정렬하는 방법을 제안한다. 실험 결과, 제안 방법이 CityScapes의 검증 세트 내 일부 이미지에 대해 시간적 재정렬을 수행한 결과 random access 조건에서 최대 1.48%의 부호화 효율이 향상됨이 확인되었다.

최근 우리나라에서도 지진이 발생하는 등 각종 재난의 발생 빈도가 증가하고 있어 이에 대비하는 사회적 필요성이 대두되고 있다. 특히, 재난발생 시 일반 대중들에 전달되는 경보와 방송에 대한 관심이 높아지고 있다. 국내 재난경보방송시스템은 오랜 역사를 거쳐 정부와 지자체가 관심을 가지고 구축해 왔으며, 인구가 밀집되어 있는 장소나 여름철 집중호우가 예상되는 유원지 등에 집중적으로 설치되어 있다. 옥외를 중심으로 경보방송을 서비스하고 있었으나 건물 내부에는 경보나 방송이 전달되지 못하여 재난발생 시 대규모 피해가 예측되므로 옥내경보방송 서비스의 필요성이 중요하게 인식되었고 최근에는 지자체 별로 활발하게 시스템 설치가 진행되고 있다. 옥내경보방송은 구내방송시설인 전관방송시스템과 연계되어 서비스하는 방향으로 진행되고 있으며 본 저자도 이에 동의하는 바이다. 그러나 전관방송시스템은 오랜 동안 이와 같은 필요성이 없는 상태에서 구축되어 왔고 제조사 별로 외부장비의 연계 방식에 대하나 규격이 다르게 발전해 왔다. 따라서 옥내경보방송장치와 전관방송시스템을 연계하기 위해서는 장비의 제어와, 오디오 인터페이스(interface)가 필수적 요소이므로 이를 반드시 연계하여야 한다. 본 논문에서는 옥내경보방송장치와 전관방송시스템들의 인터페이스를 위해 문제점들을 분석하고 이들의 개선방안에 대해 연구한다. 또한 연계 규격의 표준화에 대한 필요성을 강조하여 각 제조사들이 연계 규격을 준수하고 보다 많은 국민들이 재난경보방송 서비스를 누릴 수 있도록 제언한다.

현재 우리나라에서는 행정안전부의 풍수해저감종합계획, 사전재해영향성검토협의, 재해위험지구개선사업 등에 해외에서 개발된 상용프로그램이 사용돼 접근성 저하로 인해 지자체 방재담당자의 실무나 대학에서 연구용으로 다루기에는 한계가 있다. 이에 본 연구에서는 내수침수, 외수침수, 2차원 침수해석으로 구성하여 GUI 기능을 강화한 통합침수재해지도 작성시스템(i-FIM, Integrated Flood Inundation Modeling system)을 개발하여 입력자료의 구성 및 매개변수의 수정이 용이하게 함으로써 하수관망 등에 부분적인 설계 변경이 있는 경우 지자체 방재담당자가 간단한 작업을 통해 침수영향 변화를 쉽게 파악할 수 있도록 하였다. 또한, 상세한 지형의 반영이 필요한 도시지역의 2차원 침수해석의 경우 계산격자 망의 크기가 작아질수록 소요되는 계산시간이 기하급수적으로 증가하는 한계가 있어 i-FIM에서는 계산격자를 $2{\times}2$, $3{\times}3$, $5{\times}5$ Subgrid 형태의 격자를 적용하고, 병렬프로그래밍과 계산시간조정 기능을 추가하여 2차원 침수해석 모형의 계산 속도를 향상시켰다. 이를 실무에 적용하기 앞서 2006년 집중호우로 인해 안성시에서 발생한 제방 붕괴사상, 2016년 태풍 차바로 인해 울산시에서 발생한 제방 월류 사상을 통해 침수흔적도와 비교하여 검증을 실시하였다. i-FIM에서 최종적인 2차원 침수해석 결과는 2017년에 개정된 '재해지도 작성 기준 등에 관한 지침'의 침수심 등급 구분의 색채 설정에 따라 각 격자별 침수심을 표출함으로써 표준화된 재해지도 작성이 가능하도록 하였다. 또한, 포털사이트의 지도 및 위성지도에 표출함으로써 침수 위험이 발생할 수 있는 지역의 현재 이용 용도를 파악하여 침수재해에 대한 상세한 대책을 마련할 수 있을 것으로 판단된다.

In this paper, we propose an open protocol to be employed between a smart meter concentrator and a metering data collection server, and also evaluate its performance. Legacy concentrators performs the connection establishment and data gathering operations with DLMS/COSEM protocol standards. However, we note that there are no standardized protocols between the concentrator and the collection server, which inevitably conduces each commercial smart metering system to have its own proprietary protocol. In order to solve this problem, we propose an open protocol - Smart Meter Concentrator Control Protocol(SMCCP) by extending the existing standard protocol(DLMS/COSEM). The SMCCP can provide the proxy mode to enable efficient transmission between the concentrator and the data collection server. It also can support the relay mode to enable a direct communication between the data collection server and each far end smart meter. We also implement an emulator system and a protocol analyzer to provide its operation. In addition, we evaluate the session holding time and the link usage ratio in both relay and proxy modes with OMNET++ simulator.

Objectives : The purpose of this study was to evaluate the difference of depressive symptoms and attention between estrogen user and non-user in postmenopausal women. Methods : 30 Estrogen users and 30 non-users were participated in this study. They were all menopausal for at least 1 year and have 12 or more education years. We used BDI(Beck depression inventory), digit span and digit symbol to evaluate depressive symptoms and attention in both groups. We also measured the plasma estradiol level and identified the correlation between estradiol level and BDI, digit span and digit symbol. Results : The demographic data was not different between both groups. Estrogen users scored higher than non-users in digit span(forward) and lower than non-users in BDI. The correlation between estradiol level and BDI, digit span and digit symbol was not significant. Conclusion : Estrogen replacement therapy was effective in alleviating depressive symptoms but ineffective in improving attention in postmenopausal women.

An autonomous vehicle is a convergence of artificial intelligence and a vehicle which can drive itself while analyzing the real-time situation on a road without a driver. A lot of research achievements have been revealed through the media and Google is considered to be the best leading company in this field. The use of patent information which contains various information such as bibliographic data and information about technologies is a good way to find out the R&D direction of a company and develop a reasonable strategy. This study is aimed at investigating the direction to which Google focuses its R&D capabilities and establishing strategies for technology development. Google's patents about autonomous vehicles were collected and the degree of research bias was analyzed using Social Network Analysis based on citations indicating the quality of a patent. Based on the results, the strategies for technology development was eventually proposed. As a result, it was revealed that Google focused its R&D capabilities on the part of hardware control to make up for its lack of hardware-oriented technologies. As of now, Google obtained remarkable achievements, so it seems reasonable that last-movers consider cooperative research with Google.

Recently, the international standardization of ISO in the field of Oriental Herbal Medicine has been progressing rapidly under the direction of China's promotion. China's intention to promote international standardization is to extend its influence to the world and beyond the domestic market. The Oriental medicine system in East Asia has similar roots in academic terms, but the medicines that can be supplied and received in each country are different and have developed independently. The international standardization of medicinal herbs is expected to function in a direction that weakens such differentiation and independence. From a commercial point of view, international standardization is no different from creating evaluation criteria for oriental medicinal products, and it is expected that its potential impact on domestic and overseas markets and producers will be large. In particular, the international standardization centered on China can lead to favorable evaluation criteria for China, which may further negatively affect the market competitiveness of domestic raw materials, which have been pushed back by Chinese manufacturers. If the domestic production base is weakened, not only will the farmers suffer but the supply and demand of raw materials will also be manipulated, safety management control will be reduced, and the development of oriental herbal products using domestic raw materials will be hurt. Therefore, in the promotion of international standardization, it is necessary not only to reflect the value of Korean herbal medicine but also to provide strategic responses to protect the domestic production base. However, in the case of recent initiatives, there is no precedent in analyzing influence on the production partners and the related industries. In addition, there are few related papers and reports on the subject, so the publicity process has not been done sufficiently. In response to this, this study will examine the countermeasures against the international standardization of herbal medicines through reviewing its present status and evaluating the agenda of the Korean initiative.
