The purpose of this study is to develop the national generic competency standards for professional engineer and so improve the quality of Korean professional engineer into an international level. First, this study intends to develop the national generic competency standards for professional engineer that contributes to maintain and enhance the quality of professional engineers in terms of a linkage among education and training, qualification, and labor market. Second, this study aim to obtain the national generic competency standards for professional engineer that applies to reform the criteria of certification, testing, and interview of National Technical Qualification System as well as to develop the curriculum of engineering education and continuing professional development and the system of human resource management in corporations. As a result, a final draft of the national generic competency standards for professional engineer was confirmed to include 12 clusters of competency standards and 56 elements of competency standards.

국립수산물품질검사원은 수산물의 전근대적인 유통관행을 개선하기 위해 포장을 표준∙규격화하는 '수산물 표준규격 고시를 만들어 최근 고시했다. 이로 인해 1백 여종 이상의 포장규격이사용되는 등 천차만별이었던 수산물의 포장규격이 종류별로 통일될 것으로 보인다. 검사원은 고시에서 수산물의 표준거래 단위를 3kg, 5kg, 10kg, 15kg, 20kg으로 구분해 규정했고, 포장재질은 골판지 상자나 발포폴리에스틸렌 상자, 그물망 등을 사용하도록 했다. 해양수산부도 앞으로 수산물 규격상자를 만드는 업자들에게 표준규격을 따르도록 권장하고 수산물 표준 규격집을 만들어 어업인, 유통업자들에게 배포하는 한편 고등어 등 일부어종에 시범적으로 표준규격을 도입함으로써 표준규격이 확산될 수 있도록 할 방침이다. 본 고에서는 주요 내용을 살펴보도록 한다.

건설공사의 공사비를 산출하기 위해서는 공사에 필요한 노무 자재 및 장비의 정확한 투입량을 알아야 한다. 이를 위해 정부는 1970년부터 표준품셈을 제정하여 현재까지 공공기관에서 시행하는 건설공사의 예정가격 산출에 활용하고 있다. 표준품셈은 한국건설기술연구원에서 제 개정 희망항목 조사와 현장실사, 심의위원회를 거쳐 국토부에서 매년 상 하반기에 제 개정 내용을 공포하고 있다. 이번 호에는 회원사들이 궁금해 하는 표준품셈 제 개정과정에 대해 알아본다. 매년 개정된 기계설비 표준품셈은 대한기계설비건설협회에서 인쇄하여 회원사에게 배포하고 있으며, 협회 홈페이지(ww.kmcca.or.kr${\rightarrow}$자료실${\rightarrow}$각종기준표${\rightarrow}$표준품셈/일위대가표)에서 다운받을 수 있다.

This study describes the evaluation results on the effect of soil particle surfaces coated with various hydrophobic conditions on spectral information according to water content. Wettability test and spectral information evaluation test were performed on the hydrophobic coated standard sand. When the standard sand was coated with 1%, 3%, and 5% hydrophobic, the contact angles of sand-water interface were 130°~143°, 129°~144°, and 131°~144°, respectively. This means that the contact angle increased as the degree of hydrophobic coating increased at the same drying time, but the range of the contact angle had the same wettability. This means that the contact angle increases as the hydrophobic coating degree increases at the same drying time, whereas the contact angle range has the same wettability. As a result of spectral information evaluation, the maximum spectral reflectance of the dried sand with hydrophobic condition decreased compared to that of the hydrophilic sand, as the degree of hydrophobic increased. However, the maximum spectral reflectance was increased by increasing the degree of hydrophobic under the same water content conditions.

최근 서울시가 쪽방촌 주거환경 업그레이드를 위한 표준 평면을 전국 최초로 발표하고, 이를 쪽방 정비사업 공공주택 가이드라인으로 활용한다고 밝혔다. 발표된 표준평면 유형은 '주거기본법'에 따른 최저주거기준인 14제곱미터 이상으로, 1인가구를 기본으로 거주자 특성에 따라 크게 세 가지로 구분된다. 이번 일로 국내 공공복지 건축이 한 발 더 도약했다는 평이 주를 이룬다. 지난 11월 27일 표준 평면을 개발한 한영근 건축사(주.아키폴리건축사사무소 대표_프랑스 국가공인 건축사/대통령소속 국가건축정책위원회 위원)를 만나서, 관련 내용과 더불어 공공복지 건축 및 건축사의 사회적 역할에 관한 그의 생각을 들어봤다.

The objective of the study is to find a way to utilize MSWI slag as filter material and to verify it. To do so, stability as filter material was tested, and used Ju-Munjin filter sand as control group to run actual filtering experiment to analyze filtering efficiency. According to result, MSWI slag is usable within designated waste acceptable standards. Also, it showed similar level of filtering capability to filter sand. Thus, MSWI slag could help to save and recycle resources if used as filtering material instead of filter sand As result of filtering test, SS and COD showed about same level of filtering capability similar to standard filter sand. MSWI slag has shown 26.96% higher with T-N, and 6.55% higher with T-P compared to standard filter sand. Also, remove efficiency comparison result with No. 40#(0.43mm) and mixed diameter showed equal or greater filtering capability.
