The Prediction of Discriminating Groups by Human Resource Management Individual System: focused on the Workers for one National University Hospital (인적자원관리 개별제도를 이용한 집단판별 예측: 일 국립대학교병원 종사자 대상으로)

  • The aims of this work are to find the management plans for enhancing the human resource management of hospital organization with more comprehensive approach which are the types of bundles for individual activity in the same medical institution. According to the group clustering with individual system of human resource management based on the above and below average group that is the comprehensive approach of individual human resource management, some differences were shown in the types of jobs for the individual systems of human resource management used for the judgement of affiliated group. However, the system for the supply of career development opportunity and the opening of management information among the human resource management individual system was significance variable for discriminant function to all types of jobs.

  • 목적 : 현재 우리 사회는 건강증진에 대한 욕구가 증가함에 따라 보건의료에서 질적 서비스향상이 요구되고 있고, 구강진료를 분담하는 치과위생사들도 보다 전문적인 역할을 수행하기 위해서는 지식과 기술의 수준향상이 필요하다. 이에 치과위생사의 질적 수준을 향상시키는 데 가장 빠르고 효과적인 방법이 국가시험제도이며 국가시험에서의 타당성과 신뢰성을 높이고 필요한 과목과 내용을 직무를 중심으로 조정한다면 가장 좋은 방법이라고 사료되어 현행 우리나라 치과위생사 국가시험제도에 따른 문제점을 파악하고 캐나다 국가시험 제도와의 비교를 통해 문제점을 분석하고 이에 따른 개선책을 알아보았다. 방법 : 전국 치과위생사 교육기관에 근무하는 교수와 의료기관에 종사하는 치과위생사 중에서 최근 국가시험 응시경험자를 대상으로 2008년 6월 9일부터 6월 23일까지 설문조사를 실시하였으며 E-mail 과 Fax를 이용하였다. 캐나다 국가시험제도는 National Dental Examinations American Dental Association. National Board Dental Hygiene Examination Candidate Guide자료를 사용하여 비교하였다. 자료의 분석은 SPSS통계프로그램(Version 11.0)을 이용, Chi-square 검정을 하였으며, Fisher's Exact Test에 의한 검정을 실시하였다. 결과 : 1. 국가시험과목구성은 현행 국가시험과목구성에 문제가 있는 것으로 사료되어 과목조정 필요성이 큰 것으로 나타났고, 특히 대학근무자가, 나이가 많을수록, 재직기간이 길수록 더 높았다. 2. 국가시험 문제의 유형은 암기해석 문제가 대부분이었고 난이도는 비교적 양호하였으며, 전문성도 있는 것으로 조사되었다. 3. 과목조정 필요성은 구강생물학개론, 치과임상학 순으로 상대적으로 높았다. 캐나다 국가시험과 비교해 보면 치과임상학과 구강위생학개론 분야의 조정이 더욱 필요한 것으로 나타났다. 4. 한국과 캐나다의 국가시험제도는 형식은 비슷하나 내용과 과목의 구성에서는 큰 차이가 있었다. 5. 캐나다의 국가시험과 비교 시 한국은 치과위생사의 포괄적인 치과위생관리능력을 평가하기 어려웠다. 결론 : 이상의 결과로 보면 현행 국가시험은 과목 구성이 부적절하므로 조정의 필요성이 시급한 것으로 조사되었으며, 캐나다 국가시험과는 과목구성에서 큰 차이가 있었고 치과위생사에게 요구되는 포괄적 치과위생관리능력을 평가할 수 없는 것으로 조사되어 현행 국가시험 개선이 요구되었다.

Comprehensive Assessment of the Utilization System for Marine Biomass Resources Using Exergy Flows (엑서지 흐름을 이용한 해양 생물체 자원 이용 시스템의 포괄적인 평가)

  • In recent years, serious environmental problems occur in coastal area due to high pollution loads from human activity in land. Marine biomass utilization system therefore has been proposed to prompt material circulation between land and sea. Comprehensive assessment is necessary to determine that the proposed system is suitable and sustainable. This study introduces thermodynamic concept exergy, which expresses energy quality, to describe material and energy flowing in the material circulation system. This study presents material, energy and exergy flows in the material circulation system at Sakai city located in the middle of Osaka in Japan. It is found that exergy helps a better understanding of what is a key role is in exergy-efficient material circulation system.

  • The objective of this study was to predict the changes in the duration of hospital stay, hospital admission fee, costs of drugs, changes in laboratory cost, material cost, total medical cost, adjusted amount of treatment and the efficacy of obstetrics and gynecology DRG system. The cost of drugs showed the greatest change and was followed by materials for medical examinations and the change in methods of medical examinations. In the analysis of the quantity of medical service the profit of medical examinations were influenced mostly by the duration of hospital stay. The results and data in this study could be used as a basis of future DRG system protocols and will be utilized so that hospitals can build a efficient medical system.

'Single Pot' Programme for the RDAs of England and the Devolution in Regional Development Policy (영국 잉글랜드 RDA에 대한 포괄적 예산지원과 지역발전정책의 분권화)

  • Since the Labour Party became in power in 1997, the national government of UK has undertaken the devolution in regional development policy (e.g.,establishment of Regional Development Agencies and regional assemblies across England) significantly and consistently. Given this situation, this work examines one important institutional cornerstone for the devolution in regional development policy which has been unfolded at the level of a Region of UK. Particularly, we discuss the budget programme of Single Pot (or Single Programme) through which the UK national government has financed RDAs across England since 2002, each RDA's pursuit of regional development targets on which it is required to agree with the national government in return for the Single Pot, and the national government's monitoring of each RDA's performance against the targets. Additionally, our work briefly deals with the implications as well as the challenges which the devolution in regional development policy of UK can present to the Korean context where the devolved approach to regional development policy is increasingly needed.

  • Transition from imitation based catch-up to new value creation based post catch-up innovation system is becoming the main issue for Korea. The notion of post catch-up research highlights the understanding of new patterns of innovation and the interrelationship among innovating agents within systems of innovation. More specifically, it is a context specific framework which accommodates discontinuum of technological innovation from the past and a creation of new organizational arrangement and institutions. Moreover, post catch-up approach follows the tradition of development, institutional and evolutionary theories context. This paper, therefore, explores whose focus is on the possibility of new theoretical development and new research agenda.

Development of the Safety Management Risk Assessment Factors and Indicators for Coastal/Offshore Fishing Vessels (연근해어선의 안전관리 위험성평가 인자 및 지표개발)

  • Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.

The Regional Comprehensive Economic Partnership in East Asia and Its Economic Effects: A CGE Approach (CGE모형을 이용한 동아시아 역내포괄적경제동반자협정(RCEP)의 경제적 영향 분석)

  • This study aims at conducting a quantitative assessment of potential economic effects of the Regional Comprehensive Economic Partnership (RCEP) consisting of 10 Member States of the ASEAN, Australia, China, India, Japan, Korea and New Zealand using a multi-region, multi-sector CGE model. Three different policy scenarios are carried out based on baseline scenarios: China-Japan-Korea FTA (Scenario 1); ASEAN+3 FTA (Scenario 2); and the RCEP (Scenario 3). The impacts of three scenarios are described in terms of real GDP, Equivalent Variation as a measure of welfare, export and import volumes, trade balance, and terms of trade. This study finds that the RCEP is to lead to an increase in real GDP of all members of the RCEP, with Korea as a winner with a highest additional economic growth of 2.43 percent, which implies that Korea is in a better position to play a leading role in promoting the RCEP.

Consent for using human biological material in research: based on the revised Bioethics and Safety Act (인체유래물연구에 대한 동의 소고(小考) - 개정 생명윤리법 제42조의2를 계기로 -)

  • The Bioethics and Safety Act provides a set of rules to regulate biobanks and research activities using human biological material, but the law seems to be defective in several folds. The law requires that, prior to collection or use of human biological materials, researchers should obtain the informed consent of the donors, but the law does not obligate biobanks to do so. Even in cases where the law requires informed consent, the ordinance of the Ministry of Health and Welfare allows open (or blanket) consent. In addition, a new article in the Act, Article 42-2 which will take effect from October 24, 2019, allows medical institutions to provide biobanks with remaining biospecimens collected in the course of diagnosis and treatment, unless the donors express their intent to opt-out, without obtaining specific consent from them. Given the need to protect the autonomy of donors and the unique characteristics of biobanks and research activities that use human biological materials, this paper concludes that such open consent-based law may not be suitable to protect the autonomy of the donors and that the broad consent requirement may be a desirable policy option. The paper acknowledges that the international community has long questioned whether broad consent (as well as open consent) is an effective choice to regulate the use of human biological materials. The paper stresses that the baseline requirement in designing the law is that the secondary use of human biological materials should be based on informed consent of the donors; the core value of the law should be a governance structure that promotes transparency and protects donor participation.

A Study on the Coherence of the Definitions of Scientists and Engineers in Korean Laws and Policies (이공계 인력 개념 활용의 입법적 고찰)

  • Since the 2000s, South Korea has made great efforts to nurture scientists and engineers. In 2004, the Special Act on Supporting Scientists and Engineers for Strengthening National Science and Technology Competitiveness was established to secure scientists and engineers and improve their qualities. This special act has served as a basis for official policies for nurturing and supporting scientific manpower and as a reference for various laws relevant to the issue. However, there is a debate about whether the term ''scientist and engineer'' (이공계 인력) used in this act is appropriate. Thus, this paper critically analyzed the concept of "Scientists and Engineers" from the perspective of inclusiveness, consistency and interconnection. As a result, it is found that interconnectedness is high, as the term is widely used in other laws, but that there is a lack of inclusiveness and consistence. In recent years, those who did not major in science and engineering are employed in jobs related to science and technology, although they would not be counted as ''science and engineering work force'' in the traditional sense of the term. This trend will grow further in the future. In response to these changes, it is necessary to expand or revise the definition of ''scientist and engineer'' to include a broader range of people engaged in science and technology fields (과학기술인).
