한국의 사이버 위협에 대한 대응은 북한이라는 변수 때문에 안보적 접근 강화가 불가피한 측면이 있다. 그러나 과잉 안보화는 개인과 사회 차원의 안보를 약화시킬 수도 있다. 이 글은 안보적 시각에 경도된 사이버안보 담론에 대한 문제를 제기하고 개인과 사회, 국가가 직면하게 되는 다양한 사이버위협에 대한 포괄적 대응의 필요성을 제기하고 있다.

본 논문에서는 안전한국훈련의 체계적은 포괄적 훈련 프로세스 모델을 개발하기 위해 국제표준인 ISO 22398과 미국의 국토안보훈련(Homeland Security Exercise and Evaluation Program, HSEEP)의 훈련 모델에 기반해 국내 안전훈련을 위한 훈련 모델을 개발하였다. ISO 22398에서는 훈련 프로그램, 훈련 프로젝트, 그리고 지속적 개선을 통한 환류 구조를 제시하고 있었고, 미국의 국토안보훈련에서는 대비 순환과 훈련 순환 구조를 서로 엮는 것으로 포괄적인 훈련 환류 구조를 완성하였다. 한국의 안전훈련이 연속성을 가지기 위해서는 두 훈련 모델을 통합해 지속적으로 환류지속이 가능한 훈련 모델의 개발이 필요해 이를 제시하였다.

A video information processing system (CCTV) requires comprehensive administrative, physical, and technical security management to collect, transmit and store sensitive information. However, there are no regulations related to video information processing, certification methods for the technology used, and application standards suitable for security technology. In this paper, we propose a cryptography, certification, protection, system (CCPS) model that can protect the system by including encryption technology for application to the video information processing system and authentication measures for the technology used in the system configuration.

This study aims to review Russia's annexation of Crimea from a maritime security perspective. Based on a comprehensive analysis of Russia's national security perception, this study analyzed Russia's maritime security strategy and the security importance of the Black Sea and the Sea of Azov, and reviewed the annexation of Crimea from a maritime security perspective. The main argument of this study is as follows. Russia's annexation of Crimea was necessary for the successful fulfillment of Russia's maritime security strategy in the Black and Azov Seas. Russia's annexation of Crimea guarantees the activities of the Black Sea Fleet militarily from a maritime security point of view, secures a passage to the Atlantic Ocean to counter NATO's expansion. From a economic security point of view, Russia's annexation of Crimea was based on the strategic considerations to secure influence within the Black Sea economic bloc which guarantees stable production and transportation of natural resources and shipping.

본 논문에서는 국방 재난관리 기능연속성 유지를 위한 재난전문부대 육성에 관한 정책적 접근을 위한 접목 가능성을 도출하였다. 국방 재난관리는 국가안보 개념의 확대 추세와 더불어 지상군의 기본임무로 인식 포괄적이고도 엄밀한 군사활동으로 이해되어 왔으나 단순한 대민지원성격의 재난관리기능은 여전히 법적, 정책적 근거가 미흡한 가운데 자발적, 산발적으로 이루어지고 있다. 국방개혁 2030의 작전상황에 부합되는 정보·과학기술군으로의 전력 구조를 정예화하고 있는 상항속에서 군의 재난 지원부대 임무를 기본임무화에 부합된 재난전문부대를 육성하여 국민과 함께 하는 군 육성을 완성하고 국가의 재난관리 체계 개선과 국방 재난관리 기능연속성을 유지하여야 한다,

For the past 66 years, the Korea-U.S. alliance has been a typical asymmetric alliance in which the U.S. supports South Korea's security during the Cold War and South Korea gives some of its policy autonomy to the U.S. But Lee Myung-bak government military alliance the 'comprehensive strategic alliance' of the character, 'value of alliance', Park Geun-hye ' a global, 'Frontier of cooperation', the government.'reciprocal, comprehensive alliance' Moon Jae-in, the government and partnerships developed with ' euroui the development of national security strategy said. The purpose of this study is to explore ways to build a reciprocal and comprehensive Korea-U.S. alliance for the development of the Korea-U.S. alliance policy in order to ensure South Korea's policy autonomy following changes in the Trump administration's alliance policy. The results of the research show the need for Korea to participate in the U.S.-led 'India-Pacific Strategy' continue diplomatic efforts for the mutual economic benefits of the two countries and strengthen public diplomacy in order to build the Korea-U.S. alliance in a reciprocal and comprehensive manner.

최근 남중국해(South China Sea: 南中國海)가 동아시아 해양안보의 중심 이슈로 대두되고 있다. 아울러 남중국해 문제가 당사국 간 해양분쟁 및 해양경계획정 이슈만이 아닌, 제3자 개입 등의 다자간 해양분쟁과 대립으로 확산되는 매우 복잡한 양상을 보이고 있다. 이러한 남중국해 해양문제는 미국과 중국 간의 강대국 경쟁구도가 적용되어 힘의 시현을 위한 대결 국면이 되는 반면, 중국이 전통적 해양이익을 구단선(nine dash line)을 근거로 주장하면서 국제법 적용 문제에 따른 법적 문제의 성격을 나타내고 있다. 이에 따라 최근 남중국해 상황은 '항해의 자유(Freedom of Navigation)' 보장을 주장하는 미국, 역사적 권리 보장을 위해 일반적 조치를 강행하고 해군력을 증강시키는 중국, 그리고 남중국해를 경유하는 수많은 선박들의 항해 안전(navigational safety)을 강조하는 역내 국가 간 의견이 표출되는 복잡한 양상으로 나타나고 있다. 특히 최근 중국이 상설중재재판소의 남중국해 중재판결을 무시하여 국제법 적용이 어려운 가운데 포괄적 동아시아 해양안보 차원에서 남중국해 이슈 해결을 위한 새로운 접근방안이 요구되고 있다. 이는 남중국해에 대한 당사국 간 평화적 분쟁 해결과 더불어, 강대국 간의 전략적 함의에 의한 해결이 병행되어야 함을 의미한다.

As the post-cold war era and globalization go on, national security problems which were not traditional national security problems such as terrorism, crime, environmental disasters, economic crises, cyber-terrorism, diseases, and energy problems threat humanity and nations and demands changes. Also, with the change, the concept of "big government" has emerged as the role of nation expanded. The modern society sees every country change from small government to big government in order to realize the establishment of welfare state. A comprehensive interpretation of security is needed in order to comprehensive protection of citizens beyond outside invasion such as crime, new disaster, terrorism. In Korea, incidents such as Cheonan-Ham, Yeonpeyong-Do, foot-and-mouth disease, Ddos terrorism, pirates hostages, mad cow disease, AI are happening and the humanitarian support for North Korea and the summit of South and North Korea are at a standstill. Also, National emergency management system, comprehensive emergency management center, countrol tower, national security system, cooperation with citizens, establishment of legal and institutional system are needed. The importance of this research is on the reestablishment of new national security and emergency management system according to the comparison between the national security and counter-terrorism system of Korea and that of the United States which is a leading country in this field. Also, the establishment of national emergency management act is needed as a statute for effective function as currently various laws and administrative organizations are dispersed.

The following study, as the importance of military role in a national disaster is emerging as a part of comprehensive security, there has been a number of elements of social disaster-related support in support of each type of national disaster aimed to improve the military's role towards comprehensive security but there has been no regular study of this topic. The point of this study is to analyze various aspects and hardships during the mission and improve the effectiveness of future support missions by observing and interviewing the military personnel which substituted the role of train drivers in the Seoul Metro in 2016, when the Korean Railroad Corporation [KORAIL] Workers Union was on strike [72 days] which is the longest period of a national disaster requiring military assistance.

Since the 2003.1.25 Internet Crisis, the government has been looking at a number of options to strengthen national cyber-security/crisis management capability to guard against ever increasing threat of cyber-war and terror. Thus, the focus of this study was to explorer new ways of developing a comprehensive cyber-security/crisis management system, in particular by combining modern social-science analytic theories. As a result, although there has to be more in-depth researches into incorporating advanced techniques to generate more detailed and object-specific indexes and protocols, the use of 'event data system,' which has been widely utilized in many recent social science researches to assess a wide-range of socio-political risks and crises, could be adopted as a basis for a comprehensive nationwide cyber-risk management system.
