A Study on Evaluation of Administration Service Quality of District Office (구청 행정서비스품질 평가에 관한 연구)

  • Under the influence of a paradigm shift for administrative service of public institutions in around the world, the 'Government Affairs Assessment Act' has been enacted in Korea in March 2006. By the law, each local governments have been obligating to conduct self-assessment and resident's satisfaction survey for improving administrative service. Thus, the purpose of this study is to evaluate the administrative service quality of district offices(in seoul) in order to meet the government's efforts, and to derive improvement point of administrative service quality in district office. Consequently, this study shows administrative service quality factors affecting resident's overall satisfaction degree, service value maturity and positive image maturity of district office and then, will explore improvement ways of each district office through attribute analysis of administrative service quality.

An Exploratory Study on the Perception of Retirement Extension of Companies and Institutional Top Leaders for Stabilizing the Employment of the Elderly (고령자 고용 안정화를 위한 기업과 기관 운영자의 정년연장 인식에 관한 탐색 연구)

  • The purpose of this study was to explore the perception of the extension of the retirement age perceived by corporation top leaders who are the main agents of employment. As a result of analyzing the interview data by qualitative content analysis, companies centered on manufacturing and construction preferred the elderly to foreign workers and leaders of social service organizations suggested that healthy and capable elderly people should be able to continue to work. However several opinions were also presented against the extension of the retirement age uniformly without considering the circumstances of the company. The passion for work of older workers with higher salary decreased, which concerns that the absence of a retirement system would reduce the vitality of the organization and increase the burden of labor costs. As an alternative to this, there is the opinion that employment can be extended even after the retirement age with the contract and in the form of a commissioned job according to an agreement with the company. Furthermore, it was also suggested that it would be easier not only to maintain employment but also to create jobs for the elderly given the employment flexibility.

A Comparative Study on the Legislative System of IPRs Management of government R&D outputs in Korea and U.S.A (한.미 국가연구개발사업의 지식재산권 관리제도 비교)

  • With the advance to the knowledge-based economy, science and technology (S&T) has been recognized as key factor in a nation's competitiveness. To cope with this kind of new trend Korean government has tried to increase the R&D investment and to streamline acts and regulations concerning national R&D activities. Korea's total R&D expenditure for the year 2007 amounted to about 31.3 trillion won including government R&D of 8.9trillion won. With these efforts the capacity of Korea S&T has made great strides recently. Korea was ranked world's top 7 in R&D investment, top 12 in S&T paper publication and top 4 in patent application. Korean government enacted several pieces of legislation concerning S&T : the "Technology Transfer Promotion Act (1999)"; the "Framework Act on Science and Technology (2000)"; and the "Presidential Regulation for Managing the Government R&D Programs (2001)." In addition, the government has put a lot of effort into promoting the commercialization of technologies developed in public sector and improving the infrastructure of technology transfer and commercialization. However in spite of these various efforts, the technologies obtained from the public sector have not been transferred to the industry properly. Only 24.2% of technologies developed in the public for the year 2005 were transferred to industry. The royalty revenues of the public for the year 2005 was 1.5% of their total R&D expenditure. It shows only a third of the percentage of royalty revenues for the public sector in the U.S.A. and a second of Europe. There are many obstacles of public technology transfer such as immaturity of technology market, lack of licensing experience, and inadequacy of legal system and government policy. In this study I compared the Korean legislative system of patent management of government R&D outputs with the American system, derived problems from Korean system, and suggested proper alternatives.

A Study on Network Hospital and the Ban on Opening and Operating the Muliple Medical Institution (네트워크병원과 의료기관 복수 개설·운영 금지 제도에 관한 고찰)

  • Our Constitution obliges the state to protect the health of the people, and the Medical Law, which embodied Constitution, sets out in detail the matters related to open the medical institution and one of them is to prohibit the operation of multiple medical institutions In the past, there was a provision stipulating the same purpose. But because the Supreme Court interpreted that several medical institutions could be opened if the medical treatment was not made at the additional medical instition which was opened in the another doctor,s license, multiple medical institutions could be opened and operated. However, some health care providers opened the several medical institutions to another doctor's license just by the excuse of the business management and then did illegal medical cares like the unfair luring of patients, overtreatment, and commition treatment for more profits. So, the health rights of the people came to be infringed on. Accordingly, lawmakers amended the Medical Law for medical personnel not to open and to operate more than one medical institution. As the amended medical law prohibited a medical personnel to open multiple medical institution, some medical personnels insisted that the amended medical law is unconstitutional under which they could not be able to open and operate medical institutions on based on free investment and bring out the benefits of network hospitals. But the regulation to prohibit multiple institutions does not apply only to a medical personnel. Many other experts like lawyer and pharmacist can open only one office under such a restriction. If the regulation goes out of force, the procedure that multiple medical institutions should be opened and operated in the capacity as a medical corporation or a non-profit corporation does not have to be followed. And we should keep in mind that the permission for medical personels to open multiple medical institutions could lead virtually to commercial hospital. If in the nation with a very low rate of public medical service, If only a few medical personnels with capital own many medical institutions and operate commercially them, this could cause a falling-off in quality of medical service, ultimately infringe on the health rights and the life right of the people.

The Improvement of Evaluation System for the National Spatial Information Policy : Focused on the Comparative Analysis of NGIS Act and NSDI Act (국가공간정보화정책 평가시스템의 개선방안 : 구법과 신법의 비교분석을 중심으로)

  • The evaluation systems on the National Spatial Information Policy(NSIP) has been changed, since the Establishment and Use of the National Geographic Information System Act(NGIS Act, 2000) was abolished and the National Spatial Data Infrastructure Act(NSDI Act, 2009) was enacted. As compared to the NGIS Act, the policy evaluation systems for National Spatial Information are regarded as unified and centralized. However, some argue that the claim of budget and the legal feasibility of the NSIP was weakened. Given the different views on the two laws, this study aims at analyzing the changes in the evaluation system by comparing the NGIS Act and the NSDI Act. A Comparative Analysis framework is employed. The subjects of the comparative analysis are evaluation mechanism, evaluator, evaluation target and range, after-assessment utilization, and agent. In order to improve the effectiveness of the evaluation system, it is recommended that the clarification of evaluation purposes, institutional enhancement for evaluation agency, the development of evaluation indexes, the combination of top-down approach and bottom -up approach, and the increased linkage between budget and evaluation result.

A Study on the Real-Time Certificate Status Verification System Using VDN (VDN을 이용한 실시간 인증서 상태 검증 시스템의 관한 연구)

  • A certificate that is issued by the certification authority can be revoked within the period of validity by various reasons such as the loss of private key, disqualification or the change in key. Therefore, the certificate status verification must precede prior to use Currently, the CRL or the OCSP methods are used in most cases. But the CRL system can't guarantee the present status of the certificate, and the OCSP generates heavy network traffic by checking or requesting certificate status in real-time using high-capacity messages. In this paper, we propose a system that requests the certificate verification by creating VDN for user identity information. Through this system, the certification authority will be able to guarantee the certificate's status in real-time, and solve the problem of the sewer and network overload by verifying and finding user identity information from VDN, Based on the results, we propose a real-time certificate status verification system which can improve the speed of the verification. We confirmed the improvement in speed by testing and comparing it with the existing methods.

  • Recently, public certificates issued by nationally-recognized certification bodies have been abolished, and internet companies have issued their own common certificates as certification authority. The Electronic Signature Act was amended in a way to assign responsibility to Internet companies. As the use of a joint certificate issued by Internet companies as a certification authority is allowed, it is expected that the fraud damage caused by the theft of public key certificates will increase. We propose an authentication model that can be used in a security gateway that combines PKI with a blockchain with integrity and security. and to evaluate its practicality, we evaluated the security of the authentication model using Sugeno's hierarchical fuzzy integral, an evaluation method that excludes human subjectivity and importance degree using Delphi method by expert group. The blockchain-based joint certificate is expected to be used as a base technology for services that prevent reckless issuance and misuse of public certificates, and secure security and convenience.

  • For this study, we have extensively analyzed the presentation data of the government's financial-related departments and the data of each financial institution and electronic financial institution.. As a result, In Korea's electronic financial environment, real changes such as first) expansion of non-face-to-face finance, second) teleworking in the financial sector, third) abolition of accredited certification, fourth) advanced voice phishing, fifth) openness of the financial industry and diversification of forms, sixth) the'walletless society'. In addition to the above, however, global changes triggered by the Fourth Industrial Revolution spread to the financial security sector, making it difficult to respond to problems such as artificial intelligence/ deep learning/ user analysis/ deepfake technology. As the proportion of electronic finance is increasing socially, it should be studied in the fields of electronic finance and its environment, and crime and criminal investigation.

정책자금정보 - 2013년도 중소기업 정책자금 지원 안내

  • 올해 중소기업 정책자금 지원규모는 3조 8500억 원으로 지난해 3조 3330억 원에서 15.5% 증가한다. 중소기업청과 중소기업진흥공단은 정책자금의 우선순위를 일자리 창출에 두고 민간금융기관을 통해 자금 조달이 어려운 창업자와 기술개발기업에 전체 정책자금의 40.3%인 1조 5500억 원을 배분한다. 이에 창업기업지원자금이 지난해보다 200억 원, 개발기술사업화자금이 420억 원 늘어나며, 정책자금을 지원받은 기업이 일자리를 1명씩 늘릴 때마다 0.1%포인트씩 최대 1%포인트까지 금리를 인하해 일자리 창출 효과를 극대화 한다는 계획이다. 또한 중진공을 통한 직접 대출 비중이 기존 55%에서 70%로 확대되며, 개발기술사업화자금, 수출금융, 소공인 특화자금은 전액 직접대출로 운영되고 운전자금에 대한 보증서부 대출은 폐지된다. 반면 신용대출 규모는 20% 늘어나 중소기업의 담보 부담이 줄어들 전망이다. 변화하는 산업 구조에 맞춰 정책자금 구조도 바뀐다. 담보력이 부족한 창업 및 소기업의 자금 지원을 위해 기계기구, 재고자산, 매출채권의 담보 인정비율을 높인다. 하반기 중에는 지식재산권 담보대출이 새로 도입된다. 별도의 기술가치 평가 모형을 통해 특허기술의 경제적 가치를 평가하고 특허권을 담보로 대출을 시행한다. 자세한 사항 및 정책자금 신청 희망기업은 중소기업진흥공단 홈페이지(www.sbc.or.kr) '정책자금 융자도우미'를 통해 신청요건 및 추천자금 등을 자가진단 후 신청하면 된다.

  • Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention law" had entered into force from January 20. 2008, the education system for marine pollution prevention manager is scheduled to change in some ways. Major changes in education/training institutions, education/training courses, trainees, marine pollution prevention manager's works and business, marine facilities and educational subjects are summarized, comparing between new "marine environment management act" and old "marine pollution prevention act".
