This study assessed the economic feasibility of an automatic egg washer. Based on various cost benefit analysis methods, including the net present value (NPV), internal rate of return (IRR) and benefit cost ratio (B/C Ratio), the automatic egg washer was confirmed to have economic feasibility. The NPVs were 38,565,991 won at 5% discount rate and 32,013,916 won at 10% discount rate, respectively. The IRRs were 1.325 at 5% discount rate and 1.299 at 10% discount rate, respectively. Finally, the B/C ratios were 1.726 at 5% discount rate and 1.699 at 10% discount rate.

In 2019, the government improved the system to reduce the maximum weight of economic feasibility items in the comprehensive evaluation from 50% to 45% in order to improve the problem that economic feasibility is a decisive factor in passing the preliminary feasibility study. This study is to analyze the effect of system improvement in 2019 and verified the difference between before and after system improvement. As a result of regression analysis and correlation analysis, both periods showed high correlation, and the difference through Z-test was analyzed as not statistically significant. This result means that institutional improvement to reduce the impact of economics was not effective. Therefore, it is judged that it is necessary to discuss the design of a more effective comprehensive evaluation study through research such as reevaluating the weights of each item in the comprehensive evaluation in various ways in existing projects.

교수종합평가는 교육.연구.봉사 영역 모두를 대상으로 해야 한다. 어느 한 영역의 평가결과가 우수하면, 다른 영역의 결과는 그렇지 못할 수도 있다. 모든 영역에서 평가결과가 우수한 경우는 드물다. 그리고 교수종합평가의 평가영역 및 평가요소별 가중치는 개인의 가치에 따라 차이가 있을 수 있다. 교수의 종합평가나 중점평가에 적용될 가중치는 특정 개인의 주장만을 반영하기보다 많은 사람이 합의한 결정에 근거하여 설정되어야 한다. 여기에서는 보다 많은 대학과 다양한 학문계열의 교수들을 표집하여 객관적인 입장에서 평가영역 및 평가항목의 가중치를 규명하였다. 그 결과로 도출된 가중치는 대학교수들의 평가에 적용되어 평가결과의 타당성을 제고할 수 있을 것이다.

The Ministry of Education, Science and Technology has been developing the digital textbooks from 2007. But the evaluation criteria on the digital textbooks is not prepared, so it is difficult to develop excellent digital textbooks and to select superior ones. In this study, we researched into the concept, attributes and functions of the digital textbook in order to select the evaluation indicators, based on the literature reviews of digital textbooks, core evaluation measures and criteria were identified. And three methods were employed: a Delphi study, expert forums, and simulation tests. The results of these studies led the development of an evaluation criteria which consisted of four evaluation areas and 74 questions. The four evaluation areas consisted of content area, instrument design area, platform area and user area.

A project of developing marine environmental risk assesment and management technology was proposed to improve the level of marine environmental management research. This paper attempts to measure the non-market benefits of the project. To this end, the dichotomous choice contingent valuation method is used. In particular, recently proposed one and one-half bounded model is applied. The model can reduce the potential for response bias comparing to the double bounded model while maintaining much of its efficiency. Moreover, in order to deal with zero WTP observations, a spike model is adjusted for our data. A survey of randomly selected 600 households was implemented and the respondents were asked in person-to-person interviews about how they would be willing to pay for implementing the project. Respondents overall accepted the contingent market and were willing to contribute a significant amount (2,663 won), on average, per household per year. The aggregate value of the project in the nation amounts to approximately 46.3 billion won per year. The figure 2.16 of cost-benefit ratio shows that economic validity of this technical development.

The Korean government's recent R&D policy has focused on encouraging government-funded research institutes (GRIs) to develop mid-term, long-term, and large-scale R&D projects. It is necessary to prepare thoroughly for the new R&D strategy, but there is no systematic accumulation of planning expertise, and there has been continued demand for good examples of research planning. Therefore, this study analyzes the reports of preliminary feasibility for government R&D programs through a meta-analysis of detailed evaluation items and contents to help researchers enhance their project-planning ability. The evaluation items that can be applied to R&D planning for GRI were reviewed, and twelve detailed evaluation items were selected through content analysis. The results of this study could contribute to practical R&D project planning and the improvement of evaluations.

본 논문에서는 공공기관이 자체적으로 보유하고 있는 특허기술의 이전 및 사업화를 활성화하기 위하여 개발된 선별평가모델에 대한 타당성을 검토하고 공공기관이 보유하고 있는 1,166개의 특허기술을 공공기관과 평가전문기관이 각각 평가하여, 공공기관의 자체평가결과와 전문평가기관의 선별평가결과를 비교함으로써 공공기관의 자체평가능력을 제고하기 위한 방안을 수립한다. 선별평가점수와 자체평가점수의 차이를 분석한 결과 상용화가능성 항목은 차이의 평균(0.092)은 작으나 차이의 표준편차가 커서 공공기관과 평가기관의 견해 차이가 큰 것으로 분석되었다.
