International construction market has been depressed significantly after 2000. Exclusive techniques and advanced construction management methods are desperately in demand so as to ensure the competitiveness in unlimited competition. Although public construction delivery system has been revised several times starting with introduction of the lowest bidding system in 1951, there has been no remarkable achievement whenever new system was introduced. This study analyzed the successful stories of developed countries like Europe, USA and Japan to settle successful rating system down and vitalize the best value system in Korea, which was introduced in October 2007. We constructed the bidder evaluation system for domestic situation, and designed the evaluation tool which is useful in utilization. Since this study were analyzed on only same systems of developed countries and domestic similar cases, this study is limited to typical construction in Korea. The study of specialized rating system in the field related should be followed.

Turnkey and alternative-design contracts was introduced operation in the country from january 2004 to February 2010. this was introduced operation. The selecting method of contractor for turnkey projects has being operated by an open forum type that consists of technical committee and appraisal committee in an integrated design approach deliberations. But to improve the operation of the problems, the government is operating design review committee consisting of the central, local and special design advisory committee in march 2010. But this system has also been suggested as still problems, too many contracts by large companies, increasing of design cost and excessive competition. This study is intended to contribute that turnkey and alternative-design contracts can be well operated in domestic construction markets. In this paper suggests some improvement methods and operational problems caused from application of an open forum type for selecting contractor of turnkey project.

After forming a institutional framework with specified in Maritime Safety Law(ex. Maritime Traffic Safety Law) on May 27th, 2009, The efforts for improving 'Maritime Traffic Safety Assessment Scheme(MTSA scheme)' have continued to the present. But there's no review with the comprehensive and systematic approach for proceeding acceleration step of MTSA scheme. At this point, this study analyzed current status and derived improvement measures using by 'PIP'OU model' which was designed for the comprehensive analysis in accordance with metaevaluation theory, like as question investigation and etc. Consequently, it mainly needs to improve 'Assessment Plan' domain and minimized the difference in views between concerned parties. This study is expected to be used to develop systematic maritime policy by proposing the order of priority in improvement matters.

A scoping system is ultimately aimed at accomplishing the efficient Maritime Safety Audit by enhancing the MSA and thus now it's necessary to consider introducing the scoping system to MSA in more positive way. However, system design which will be optimized to MSA needs to be developed in such a way of analyzing the domestic environmental impact assessment system as well as comparing with the current operation of scoping system in foreign countries.

2015년말 사학연금제도의 법 개정이 이루어졌다. 그동안의 연금개혁이 주로 연금보험료 인상으로 이루어졌다면 이번 연금개혁은 연금지급률, 연금보험료률, 연금수급개시연령, 연금수급자에 대한 연금액 동결 등 다각적으로 이루어졌다. 국민연금과 동일한 수준의 가입자 내 소득재분배가 이루어졌다는 점도 특이하다. 본 논문은 사학연금법 개정의 재정효과와 후생효과를 분석하여 사학연금제도 개혁의 의미를 평가하고 정책과제를 도출하고 있다. 사학연금은 특수직역연금 중 유일하게 연기금이 아직 존재하는 제도로서 이번 연금개혁으로 국민연금에 가까운 재정안정화 효과를 거두었다는 점에서 큰 의의가 있다. 소득대체율과 연금수익비 등 후생적 측면에서의 후퇴에도 불구하고 제도의 안정성이 높아졌다는 점에서 의의가 크다. 이번 연금개혁으로 사학연금은 상당부분 국민연금제도와 유사하게 변동하였다는 점에서 국민연금과의 형평성도 제고되었다고 볼 수 있다. 2009년 연금개혁의 미비점을 보완하고 보다 완성도가 높은 개혁이 이루졌다고 볼 수 있다. 향후 국민연금제도의 재정안정화 추이에 맞추어 사학연금제도가 함께 부응해 나간다면 사학연금은 보다 재정적으로도 건전한 제도로 자리잡을 수 있을 것으로 판단된다.

바람직한 해상교통안전진단제도 정립을 위해 보다 종합적이고 체계적인 검토가 필요한 바, 본 연구에서는 메타평가에 관한 이론을 적용하여 설계된 메타평가 모형을 그동안 실시된 우리나라 해상교통안전진단에 적용, 종합적으로 분석 평가하여 해상교통 안전진단제도의 개선방안을 도출하였다. 메타평가는 평가의 질적 개선을 통한 평가결과의 활용도를 제고하기 위하여 평가수행뿐만 아니라 전반적인 평가시스템을 포함한 평가로 그 타당성을 규명하는 일련의 작업으로서 본 연구에서는 문헌연구와 전문가검토, 설문조사 등의 방법을 활용하여 진단활동에 대한 전반적인 평가를 실시하여 개선방안을 마련하였다. 특히, 개선의 시급성을 정량화함으로써 개선 우선순위에 대한 정책적 시사점이 클 것으로 기대한다.
