무기체계의 획득정책은 국가안보, 경제 및 사회 각 분야에 미치는 영향이 지대하므로 세계각국의 정책 또한 다양하나, 자국의 이익(권익)보호 차원에서는 동일할수밖에 없기 때문에 국가별로 특성있는 제도적 장치를 마련해 운영하고 있다 우리나라도 무기체계 획득과 관련하여 기획.계획 및 예산집행 평가체계를 국방기획관리제도(국방부 훈령 제421호)에 의거 제도화 하고 있으며, 운용면에서는 다소견해의 차이가 있을 것으로 판단되나 어느 선진국 제도에 비교해도 뒤지지않을 것으로 사료된다

일반적으로 실제 유역에서의 계절 유출예측을 위해서는 계절 기상예측에 기반한 장기유출모델링을 수행하고 있다. 그러나, 대부분의 하천에는 하천유량의 자연적인 흐름체계에 인위적인 영향을 야기하는 댐이 건설되어 운영되고 있는 실정이다. 즉, 자연상태의 유역이 아닌 댐이 위치하고 있는 복잡한 유역에서는 반드시 저수지 운영이 고려된 유출모델링이 수행되어야 한다. 따라서, 본 연구에서는 장기유출모형의 대표적인 모형 중 하나인 SWAT의 저수지 운영모듈의 성능을 평가하고자 하였다. 한강에 위치한 다목적댐인 소양강, 충주댐을 대상으로 SWAT에 탑재되어 있는 저수지 운영모듈의 적용시 한계점을 검토하고, 이를 극복하기 위한 모듈개선을 시도하였다. 또한, 각 댐의 방류량, 저수지 수위를 중심으로 모듈개선 전후의 모의능력을 검증하였다. 저수지 운영과 관련된 모의성능은 인위적인 저류시설물이 위치하는 복잡한 유역의 유출분석시 반드시 검토되어야 하는 사항이며, 모델링을 통한 저수지 운영의 평가와 가뭄대응을 위한 비구조적 대책 수립시 매우 중요한 기능 요소이다.

In the COVID-19 crisis, the elderly over 60 have various psychological health problems such as depression, anxiety, and fear, and the community has become the only space for senior activities. To this end, this study presented a therapeutic aging-friendly community environmental design evaluation system using theoretical review, FGI interview, and hierarchical analysis AHP. The evaluation system is a three-dimensional space, with 10 upper layers and 68 lower layers. In addition, the weight of each index of the evaluation system was distributed through expert survey and SPSS program analysis. First, the material space environment design must satisfy the comfort and health of the elderly when they are active in a common space for their daily life. Second, the design of social space environment is designed to promote exchange and social connection among the elderly. Third, the operating space environment design considers the operating system of the community operating company as important. Through this, it is expected to improve the psychological health of the elderly by providing systematic technical basis and action guidelines for the development of the residential environment of the elderly.

Building the Public Appraisal Information System(PAIS) has been a critical issue because real estate valuation process depends on the various information and analysis. However, there has been little research in this area. As a result, there is not any comprehensive plan for the PAIS constructed by the MOCT(Ministry of Construction and Transportation), and its database quality has various Problems. Therefore, this paper investigated the database of the public appraisal information system and suggested development strategies as follow: preparing a comprehensive plan for data collection, establishment of data management standards, additional collection of the attribute and spatial data, linkage PAIS and other information system.

가속차선이 교통류의 운영상태와 안전에 기여하는 바는 벌써부터 인식되어 왔으나 이 변속차선이 유입형 연결로 접속부 전체의 운영에 미치는 영향을 수치화하거나 체계적으로 평가하기 위해 현장 자료를 바탕으로 한 실험적 연구는 진행되어 오지 못하엿다. 현재 널리 참고되고 있는 1985년 USHCM의 접속부 운영상태 분석 방법론은 단지 차선 1의 교통량을 예측하는 데 주안점을 두고 있는데 가속 차선의 길고 짧음에 따라 접속부 바로 전 차선 1의 교통량 분포가 크게 변화한다는 사실(많은 현장 관측을 통해 확인)은 고려하지 못하고 있다. 이는 접속부 운영 상태가 같은 교통량 조건하에서도 크게 차이가 나나다는 것을 뜻하며 가속차선의 존재를 무시한채 운영과 관련한 MOE를 도출하는 것이 서비스수준 산정 방법으로 충분한 것인가 하는 의문을 자연히 낳게 한다. 본 논문은 가속차선이 고속도로 연결로 접속부의 운영에 미치는 영향을 주로 다루고 있다. 가속차선의 독립적인 역할과 영향을 체계적으로 관찰하기 위해 미국내 여러 지역에서 8개의 고속도로 연결로접속부를 선택하고 각 지점에 접속부의 상하류 지역을 포함하는 2,000ft 구간내에 다섯대의 카메라를 설치, 지점별로 약 3시간 동안 자료를 수집하였다. 총 193개 자료수의 분석을 통해서 다중 회귀 모형을 구성하는 독립변수로 가속차선의 길이를 사용하는 것이 타당하다고 결론지었으며, 접속부 운영의 질, 특히 속도를 추정하기 위한 모형을 수립하였다. 본 연구를 통해 얻어진 관점과 방법론은 1994USHCM 고속도로 연결로 분석 방법론 설정에 일부분 반영되고 잇으며 특히 교통운영과 흐름의 방식에서 유사한 엇갈림 구간의 분석 방법과 일관성 있는 분석 체계 마련을 위해서 서비스수준 산정 절차 정립에 엇갈림 알고리즘을 활용하는 방안을 제시하였다.

The purpose of this study is to develop contents and management strategies of Social Welfare Education e-Learning. For this study, Data were collected from students who were attended to Introduction to Social Welfare e-Learning in K center between first semester, 2006 and first semester, 2007 as well as professors and system operator. It is important meaning to performance as the first empirical study which is on the e-Learning of social welfare studies. As a results, it has been proved that systematic preparation process, study contents which is centered field, active interaction among students, study management in time efficiency, technological supports for system improvement are significant factors on construction and development of Social Welfare e-Learning.

The purpose of this study is to develop the evaluation system of which the city safety can be realized in the U-City. The evaluation system on "how much safe the present city is" and "how much safe it will be in the future" has been selected and the criticality has also been analyzed. The result of criticality analysis is that the indicator for "how safe the current city is" showed that the disaster prevention and environmental field are important. In the future, the indicator of possibility for the U-safe city should be prepared by the imtegrative operation management system, and on the basis of this, it also showed that the necessary indicator to build the system for keeping the safe city is important. The evaluation system for the U-safe city, hereafter, can be utilized for the city plan, construction, operation, and management utilized by IT in local government.

Since 2000, many local governments have been trying to introduce trams because of the government's failure to adopt environment-friendly policies and light rail. However, there is no service evaluation system that can maintain and enhance tram users' convenience, safety, and comfort during operation. In addition, the tram characteristics are not reflected in the application of the evaluation system of "management and service evaluation for public transportation operators" which is being implemented to railway operators or bus transportation operators. The purpose of this study is to develop the evaluation criteria of operating service according to tram operation model. First, we reviewed cases related to the evaluation of operating services in roads, buses, railways, and airways. And the evaluation criteria and the evaluation items are presented. This study is expected to help to secure and improve operational service in the operation phase of the tram that will be introduced in the future.

In order to improve the safety and efficiency of traffic signal operation, several core projects of advanced transportation operating systems were implemented in Changwon City. This project included 10 units such as the expansion of roundabout, the permitted left-turn signal operation and the effectiveness of the projects was assessed using before and after studies. This paper presented the quantitative and qualitative evaluation results for three projects: roundabout, permitted left-turn signal operation, and left-turn actuated signal operation. From the analysis results, average travel speed was improved by 16.8% from the installation of roundabouts and average travel time and control delay were reduced by 12.4% and 41.6% respectively, from permitted left-turn operation. It was found that average control delay was reduced about 26.7% from left-turn actuated signal operation. In addition, more than 57.7% of the surveyed people was satisfied with the operational performance of the roundabout implemented. It is expected that the operational performance of traffic signal can be greatly improved by incorporating the proper projects of advanced transportation operating systems in other cities.

정부기관의 대민서비스 제공 관점이 수요자 중심으로 전환되고 대국민 만족도 측면의 중요성이 강조되면서 정부기관 콜센터의 운영 및 서비스에 대한 표준화된 품질 평가에 대한 고려가 필요하게 되었다. 본 논문에서는 정부기관 콜센터 품질 평가 기준을 운영체계 운영서비스 운영성과 관점에서 제시하여, 정부기관 콜센터의 운영효율성 제고, 상담서비스 품질 확보 및 대국민 만족도를 향상하기 위한 평가 프레임워크를 제시하고자 한다.
