A Study on Benefit Cost Analysis of Chungju UIS (청주시 도시정보시스템의 비용편익분석 연구)

  • Recently, urban information system(UIS) has been developed and utilized by local governments in Korea and has become a key means of urban informatization of local governments. When UIS is conducted only for FM oriented internal utilization regardless of its cost-efficiency, however, its cost-benefit structure could be distorted seriously. The study utilizes benefit cost analysis technique and applied the technique to a model case of Chungju UIS selected by National GIS team. Chungju City developed its GIS for the management of roads and urban planning in 1993. At its beginning, the system was an efficient model with relatively strong cost-benefit structure and could produce positive net benefit 10 years' after its construction. When the city began to develop its facility management with the financial assistance from central government in 1998, however, its cost-benefit structure became distorted. As a result, it is delayed for the UIS to produce positive net benefit until the year of 2015. Using benefit cost ratio, discount rate and Mobile GIS, the study also conducts a sensitivity analysis.

Cost Benefit Analysis of Foreign Research Information Centers (외국학술지지원센터 운영 사업의 비용편익분석)

  • This article analyzes the costs and benefits of the seven individuals centers of Foreign Research Information Center. Results of the investment feasibility analysis based on 30 years time span show that 0.99 of BCR (Benefit-Cost Ratio), 5.49% of IRR (Internal Rate of Return), and -507 million Won of NPV (Net Present Value). Sensibility analysis suggests that BCR can be influenced by the journal usage, social rate of discount, and elimination of the duplicate journal among individual centers.

  • Environmental impact is getting more attention in many feasibility studies for railroad-related projects and research items. For sustainable growth and green transportation, the benefits typically used for feasibility studies in railway-related projects, are composed mostly of economic criterions which is not considering growing attention on changing paradigm. Based on the analysis of current methodologies, improvements in estimating environmental impact especially on noise and pollution are suggested. Active steering bogie has been proposed to satisfy stabilizing and steering performance of railroad. This paper describes the feasibility study of the active steering bogie for a urban railway vehicle based on environment-related criteria.

Cost-Benefit Analysis of Oxy-Combustion Demonstration Project (순산소발전 실증사업의 비용-편익 분석)

  • A climate change by increase of greenhouse gas is coming to the front by a large issue, and oxy-combustion demonstration project is coming to the attention to one plans for the reduction of carbon dioxide in power generation sector that used a fossil energy in points of time. This paper estimates benefit of electric generation, benefit of greenhouse gas reduction, benefit of environmental pollutant decreasing and domestic and foreign market value-added benefit caused by oxy-combustion demonstration project. Furthermore, this paper attempts to cost-benefit analysis, using NPV, B/C ratio, IRR techniques for oxy-combustion demonstration project. The results indicate that NPV is 681,620million KRW, B/C ratio 1.69 and IRR 21.4%. Accordingly, oxy-combustion demonstration project ensures economic feasibility that the three indicators have exceeded 0, 1.0 and 5.5%. Moreover, uses of the result is useful for the reduction of carbon dioxide in thermal power generation sector of policy decision.

  • This study aims to analyze the feasibility of installing a storage facility and make recommendations based on a cost-benefit analysis regarding the installation of a storage facility capable of preventing both floods and droughts. The capacity and installation costs are specified for the storage facility necessary to prevent floods, and a cost-benefit analysis is conducted by calculating the costs and benefits for each cost or benefit factor such as loss amounts, recovery costs, and drought prevention. The information can be used as the basic data for suggesting the feasibility of installing a multipurpose storage facility capable of preventing floods and droughts simultaneously. Also, this study expects to utilize its detailed results in a number of different ways including the prediction of loss amounts from natural disasters.

  • 본 연구에서는 계절별 기후인자를 고려하여 정성적 및 정량적 위험성 평가를 실시하여 사고 시나리오를 설정하였고, 비용-편익분석을 실시하여 사고 시나리오별 안전관리 비의 효율을 분석하였다. 그 결과, 최악의 시나리오는 비정상조업에서 유지보수 오류이었고, 가능성 있는 시나리오는 HAZOP 구간#4에서 발생되는 가스 누출사고이었으며, 각 사고 시나리오에서 전체 안전관리 투자비에 대한 편익/비용은 0.043과 0.13이었다. 이때 각 사고 시나리오에서 비용 효과적인 안전관리 항목을 평가할 수 있었다.

  • 수자원사업에 따른 수질개선편익은 사업으로 인해 저감되는 오염원의 양을 예측하고, 그에 따른 수질개선효과를 계량화한 값이며, 이는 곧 해당사업의 가치로써 정의된다. 이러한 수질개선편익을 산정하기 위한 방법에는 개인의 지불의사를 추정하여 가치를 추정하는 조건부가치측정법(CVM)과 해당 사업에 따른 효과를 기술적 방식으로 대체할 때 소요되는 비용을 시행사업의 가치로 평가하는 방식인 대체비용법을 들 수 있다. 현재 조건부가치측정법은 다양한 분야의 사업에 대한 가치추정법으로 널리 쓰이고 있으나, 해당사업의 가치에 대한 공학적이고 직관적인 해답을 줄 수 있는 대체비용법의 적용성은 아직까지 미미한 실정이다. 이에 본 연구는 수질개선편익을 중심으로 대체비용법의 분석절차와 적용성을 확인하고자 하였고, 이에 대한 사례연구로서 댐증고사업을 대상으로 하였다. 수질개선편익과 같이 환경적 질을 높이는 사업은 대상사업의 가치를 추정하는 데 많은 어려움이 있으며, 기존에 주로 사용된 조건부가치측정법과 더불어 대체비용법을 이용한 검토는 보다 객관적인 의사결정을 지원하는 데 도움을 줄 것으로 판단된다.

  • The purpose of this study is to investigate the retention and caries prevention practical effectiveness of fissure sealant and regular checkup with cost-benefit analysis. The data of this study is based on "2000 The Survey of Korean Oral Health" by Ministry of Health & Welfare. This study is to investigate cost-benefit analysis on proper treatment for the decayed, in case of operating fissure sealant on molars at 1 year after eruption of permanent teeth. The obtained results were as follows: (1) Cost-benefit analysis on fissure sealant in 6-75 year old 43,736 thousand Korean people reveals that cost of fissure sealant is 1,610,994 million won and benefit is 69,460,691 million won. (2) Benefit of fissure sealant is 39.51 times as much as cost of fissure sealant. (3) Cost of twice in a year regular checkup is 2,678,544 million won. Indirect cost of regular checkup is 2.6 times as much as direct cost. (4) Cost of fissure sealant and twice in a year regular checkup is 4,289,538 million won, and benefit is 69,460,691 million won. Benefit of fissure sealant and twice in a year regular checkup is 16.2 times as much as cost.

An Economic Evaluation of an Integrated Service Platform of Open Access Research Papers (오픈액세스논문 통합서비스플랫폼의 경제성 평가)

  • An economic evaluation was conducted using cost-benefit analysis for an integrated service platform of open access research articles. The data needed for benefit measurement were collected by conducting a series of surveys to service beneficiaries, including 1,313 academic researchers, 49 bio-industry researchers, and 102 researchers in various industries. Cost-benefit analysis and sensitivity analysis were conducted after estimating the total costs for system construction and operations, anticipated direct and indirect benefits. With respect to the cost-benefit analysis limited to direct benefits, the estimated benefit was KRW 82 billion, which is about 14 times of the total costs for eight years of the entire business period. With respect to the cost-benefit analysis for both direct and indirect benefits, BCR was estimated to be about 98.9 and NPV to be KRW 538.8 billion, indicating that economic feasibility of the project was sufficiently secured. The results of this analysis may help securing the investment to the integrated service platform for OA research products, and the benefit estimation model developed in this study would be utilized as an assessment tool during the rest of this project.

  • 교통사고는 인적피해, 물적피해, 사회적피해와 거시적으로는 심리적 피해까지 일으키며 많은 비용을 발생시킨다. 이처럼 교통사고로 인해 발생하는 다양한 피해요소를 비용으로 환산하여 추정하는 것은 교통안전사업의 절감편익을 산정하거나 기타 교통관련사업의 효과를 적용하기 위하여 활용할 수 있다. 하지만 현재까지 이루어진 사고비용 산출에 대한 연구론은 1당사자와 2당사자 구분없이 사고 전체를 아우르는 피해비용을 산출하는 방식의 접근 방법과, 사상자 1인 기준으로 발생되는 피해비용을 산출하는 방식의 접근 방법으로 나뉘며, 두 접근방법 모두 비용분석의 대상을 단일 객체로 간주하고 분석하는 한계를 지니고 있다. 이에 본 연구에서는 특정한 상호작용효과가 있을 것으로 예상되는 고연령 구간을 확인한 뒤 고연령 구간과 전체 연령 구간 사이에서 발생된 사고를 비교분석하여 1당사자와 2당사자가 모두 고연령 구간일 때 추가로 발생되는 사고비용을 산출 및 검정함으로서 고령자 사고감소효과 및 절감편익에 활용될 수 있는 상호작용 효과에 따른 추가 절감편익을 산출하였다.
