A Cost Benefit Analysis for the Voluntary IMO Member State Audit (IMO 회원국 감사제도 (MAS) 시행에 따른 비용편익분석)

  • To promote the consistent and effective implementation of IMO instruments such as SOLAS, MARPOL, STCW, LL, TONNAGE, COLREG IMO has adopted voluntary IMO member state audit. This audit scheme is voluntary audit which will be carried out on a voluntary basis, at the request cf the member state to be audited. Nevertheless, the Korea government is preparing the implementation of the audit scheme to strengthen the competitiveness in shipping and shipbuilding industries. In this paper, we investigated the actual conditions of implementation of mandatory IMO instruments and carried out a feasibility study by assessing the cost to be audited and positive effects expected by introducing the audit scheme. As a result of cost benefit analysis we obtained high benefit-cost ratio.

An Economic Analysis Study of Recycling PET·OPP Laminated Film Waste Generated during DECO Film Manufacturing (DECO 필름 제조시 발생하는 PET·OPP 합성 폐필름 재활용의 경제성 분석 연구)

  • The treatment of waste plastic has primarily been entrusted to small companies, which has resulted in challenges in obtaining an accurate overview of the current state of affairs and ensuring profitability. Consequently, despite the presence of recycling technology, their practical application has proven to be challenging. In this study, as part of the waste plastic material recycling plan, it is assumed that the PET/OPP laminated waste film is peeled off at the waste film generation site for the second use. The recycling rate of PET/OPP delaminated waste film is assumed to be 2%, 10%, and 30% referring to the figures suggested by "Life-cycle Post Plastic Measures" from the Korean government. In this study, a physical separation method was developed as a recycling approach for waste PET. A result of cost-benefit analysis was conducted to evaluate the economic viability of the recycling process based on changes in the recycling rate. The findings indicated that a recycling rate of waste PET was 30% or higher resulted in a cost-benefit ratio (Benefit-cost ratio, BCR) of 1.32, exceeding the threshold of BCR ≥1, which is considered to meet the minimum requirement for cost-benefit balance. As the government's allocation ratio and unit price are expected to increase in the future, the cost-benefit ratio is expected to increase further. This case is expected to serve as a pilot initiative for waste PET recycling and foster profit creation for businesses in similar industries.

  • Since the weapon system project has a large ripple effect on the country by investing a huge budget, analysis of acquisition methods that secured economic feasibility is required in the planning stage to promote the weapon acquisition project. In response to this demand, economic analysis for acquisition method is preformed in the research stage of previous studies, but the analysis on economic analysis for acquisition alternative is imperfect at the present. In this research, we identify the limitations of the effect analysis and propose an additional cost-benefit analysis method to analyze the economic feasibility of the acquisition alternative. It is possible to present the universal results of economic feasibility analysis for not only multiple alternatives but also single alternatives by presenting benefit/cost ratio. It is applied to research on acquisition project of OO guided rocket, and the result of economic analysis for each alternative is presented.

A Study on the Fiscal Efficiency of the Early Scrappage Support System for Aged Diesel Vehicles (노후 경유차 조기폐차 지원제도의 재정 효율성에 관한 연구)

  • This study analyzes the financial efficiency of the early scappage support system using the benefit and cost analysis. To do so, we use comprehensive administrative data on the early scrappage of old diesel vehicles. The result shows that the benefit-cost ratio was greater than 1 before 2020, but it appeared to be less than 1 after 2020. This indicates that despite recent reforms to increase the subsidy of early scrappage of old diesel vehicles, the rate of the benefit of air quality improvement is not as fast as the increase in system operation cost of this system. The benefit of air quality improvement depends on how much the operating period is shortened due to early scrappage support system. The earlier this period is brought forward, the more likely it is that the benefits of early scrappage will exceed the costs. Upon examining the results of this study, it was found that when the scrappage timing is brought forward by 5 years, the B/C for 98% of the samples becomes 1, greatly securing financial efficiency. Therefore, it is important for the government to reform the system so that it can influence the decision of old diesel vehicle owners on the timing of scrappage.

A Cost-Benefit Analysis on the Introduction of EU REACH to Korea (EU 신화학물질정책(REACH) 도입에 대한 비용편익 분석)

  • This study conducted a regulatory impact analysis regarding the introduction of the Korean version of REACH(Registration, Evaluation and Authorization of Chemicals). The direct cost of the Korean REACH is estimated at a total of 101 billion Korean won over the 11 year period. The cost includes pre-registration, testing, registration, Chemical Safety Assessment(CSA) and Chemical Safety Report(CSR), evaluation, and the authorization costs of 15,223 chemical substances produced and imported more than 1 ton per year in Korea in 2006. With regard to the benefit, the only public health benefit is included in the estimation. Based on the available foreign and domestic data, this study estimated that the economic values of public health benefits are in the range of 33.2~138.6 billion Korean won if only the savings of the National Health Expenditures are considered and it reaches 203.9~1,640.3 billion Korean won if the willingness to pay(WTP) for disease prevention is included. This study proved that the Korean REACH passed the cost/benefit criteria. The benefit-cost ratio of the Korean REACH, however, is estimated to be lower than its EU counterpart. Thus it is suggested that a rigorous study to reduce the costs to industry be required before the Korean government introduces the Korean REACH.

  • 점차 증가하는 도로상에서의 승용차의 비율은 전체 도로교통여건의 악화뿐만이 아니라 국가경제에 있어서도 물류비용의 증가를 가져와 국제경쟁력에서의 약화 및 수출조건의 악화의 원인이 되고 있다. 이러한 물류비용의 감소를 위하여 고속도로에 있어서의 화물전용차선의 설치가 논의되고 있으나 화물전용차선의 설치에 따른 사회 각 분야의 경제적 이익과 불이익을 정확히 산출하여 새로운 교통시설 공급의 효과를 정확하게 파악하지 못한 채로 정책적인 대안의 일환으로 논의되고 있으며, 기존의 고속도로의 교통혼잡비용의 연구에 있어서도 화물통행의 시간가치를 화물차의 운전자의 시간가치로 분석하여 개별 화물통행의 시간가치를 간과하여 분석하고 있는 실정이다. 본 연구는 이러한 배경하에 화물통행의 시간적 가치를 측정하는 방안을 정립하고 고속도로에 있어서의 화물전용차선의 설치가 기존의 교통체계에 미치는 효과를 정확히 분석하고 시설공급에 따른 경제적 편익을 체계적으로 분석하여 이에 따른 화물전용차선 설치의 평가기준을 마련하는데 그 목적이 있다. 본 연구를 통하여 나타난 결과는 다음과 같다. -첫째, 연구대상구간 전체를 기준으로 볼때에 모든 대안에서 화물전용차선의 설치시는 화물전용차선의 미설치시보다 오히려 사회전체의 편익이 감소하는 것으로 나타났다. -둘째, 구간별로 구분하여 분석하였을 경우에는 대안3의 경우 일부구간에서 화물전용차선에 설치에 따른 편익이 발생하는 것으로 분석되었는 바, 상행선의 경우 17:00∼21:00시에 신갈∼오산구간에서 실시하는 것이 가장 높은 편익을 발생하며, 하행선의 경우 06:00∼10:00시에 신갈∼오산구간에서 실시하는 것이 가장 편익이 높게 분석되었다. -셋째, 화물의 통행가치의 증가 및 화물교통량의 증가를 예상하여 5%, 10%, 20%의 증가에 대한 민감도 분석을 실시한 결과 대안1의 경우 교통량의 변화 및 화물통행의 시간가치의 증가시 사회적 편익이 오히려 감소하였고, 대안2와 3의 경우 사회적 편익이 증가하는 것을 알 수 있었다. 이는 경부고속도로의 화물차량의 구성비에 따라 대안 1의 경우 오히려 화물차의 통행시간이 증가함에 그 원인이 있다 할 것이다. 이상과 같은 결론을 통하여 경부고속도로상의 화물전용차선의 설치시는 수답렬 교통량의 구성비와 구간 평균교통량에 의하여 그 효과가 다르게 나타남을 알 수 있었다. 따라서 물류비용 절감차원에서의 화물전용차선의 설치는 본 연구에서 나타낸 방법과 같이 수단간의 경제적 편익을 고려한 구간별 시간대별 효과분석을 통하여 정책의 시행여부가 결정되어야 할 것이다. 한편, 화물전용차선의 설치로 인한 물류비용의 절감을 보다 효과적으로 달성하기 위해서는 종합류류 전산망의 시급한 구축과 함께 화물차의 적재율을 높이고 공차율을 낮출 수 있는 운송체계의 수립이 필요한 것으로 판단된다. 그라나 이러한 화물전용차선의 효과는 단기적인 치유책일 수밖에 없기 때문에 물류유통 시설의 확충을 위한 사회간접자본의 구축을 서둘러 시행하여야 할 것이다.

  • 우리나라에서는 '물의 재이용 촉진 및 지원에 관한 법률 시행규칙' 등 다양한 법률에 따라 특정 규모 이상의 시설에 빗물이용시설을 설치하도록 규정하고 있으며, 지자체에서는 빗물이용시설의 이용을 장려하고자 설치비 및 시설 운영비를 지원하고 있다. 현업에서 빗물이용시설의 설계는 간편식을 이용하여 목표 우수이용률 또는 공급보장률을 만족하는 용량으로 결정하고 있다. 또한, 산정된 빗물이용시설의 용량에 대해서만 경제성 분석을 하고 있으며, 경제성 분석에 포함된 수식에 대한 근거가 부족한 실정이다. 본 연구에서는 기 개발된 빗물이용시설 설계 프로그램인 CARAH(capacity design aid for rainwater harvesting)의 추가 기능으로 경제성 분석을 통한 빗물이용시설의 적정 용량 결정 도구 및 사용자 편의 환경 개발 결과를 제시하고자 한다. 본 연구를 통해 개발된 CARAH의 경제성 분석 도구는 빗물이용시설의 용량, 설치비, 유지보수비용, 지자체의 설치비 지원 및 빗물 이용에 따른 요금 감면액 등을 고려하여 빗물이용시설의 비용편익 비율(benefit cost ratio; BCR) 산정 결과를 제시하는 기능이다. 본 연구에서는 개발된 CARAH의 경제성 분석 도구를 이용하여 기 설치된 광교 신도시의 빗물저류조 5호를 대상으로 경제성 분석을 수행하였으며, 경제성을 고려한 적정 저류 용량을 제시하였다. 경제성 분석 기간은 빗물이용시설의 내용 연수인 30년으로 하였으며, 여러 목표 공급보장률에 따른 최소 저류 용량별 BCR 결과를 비교하여 광교 신도시의 빗물저류조 5호의 적정 저류 용량을 결정하였다. 그 결과, 공급보장률이 60%에 해당하는 저류 용량 341 m3의 BCR이 7.28로 가장 경제적인 빗물이용시설의 저류 용량으로 산정되었다.

Analysis of the Economic Effect of the Construction Industry and the Cost-benefit Analysis of the Recycled Aggregate Production Industry According to the Use of High-quality Recycled Aggregate (고품질 순환골재 활용에 따른 건설 산업의 경제적 효과 및 순환골재 생산 산업의 비용 편익 분석)

  • The purpose of this study is to analyze the economic effect of the use of recycled aggregate on the construction industry and the effect of increasing the value of the recycled aggregate production industry on the premise of supporting quality assurance technology to promote the high-quality use of recycled aggregate. Accordingly, the production cost of ready-mixed concrete that can be obtained through the use of high-quality recycled aggregate is analyzed according to the recycled aggregate application rate recommended in the recycled aggregate quality standard, The economic effect of general ready-mixed concrete and recycled aggregate-applied rea dy-mixed concrete industry wa s a na lyzed by identifying the domestic rea dy-mixed concrete industry sca le a nd the ra te of satisfaction of recycled aggregate volume, and a cost-benefit analysis method was used to examine the benefits of high-quality recycled aggregate production and sales. As a result, the production cost of ready-mixed concrete is reduced by 2.3~16.2% depending on the application rate, the economic effect of the use of recycled aggregate on the construction industry is about 106.8~142.6 billion KRW, and the effect of increasing the value of the recycled aggregate production industry generated about 1.22 times the benefit.

Economic Impact Analysis on High-yield Groundwater Development R&D Project in Jeju (제주도 청정 대용량 지하수개발 연구사업의 경제적 효과분석)

  • For economic impact analysis on a R&D project of high-yield groundwater development in Jeju conducted by KIGAM from 2004 to 2007, benefit/cost ratio(BCR), net present value(NPV), and internal rate of return(IRR) were calculated by contingent valuation method(CVM), production function analysis, domestic water market analysis and technology factor analysis. Measurable direct impact parameters among the major outputs of this R&D project consisted the estimation 4 high-yield and high mineral groundwater reserve in Jeju. Annual use of the reserve by piped water and bottled water was estimated as 12.23 million ton and its monetary value was calculated as 293.4 million dollar in 2006 year value applied of 5.5% discount rate. Economic impact of this R&D project in NPV of year 2006, with applying a discount rate of 5.5%, was identified and estimated as 13.66 million dollar in NPV, 4.05 points in BCR, and 22.74% in IRR, respectively. Additional early launch benefit was 5.58 million dollar. Even increased of the 1% discount rate, NPV of this R&D project was also positive as 12.18 million dollar and BCR was 3.71.
