A Study on the Plans for Effective Use of Public Data: From the Perspectives of Benefit, Opportunity, Cost, and Risk (인터넷기반 공공데이터 활용방안 연구: 혜택, 기회, 비용, 그리고 위험요소 관점에서)

  • With the request for the advent of new engine toward economic growth, the issue regarding public-owned data disclosure has been increasing. The Korean governments are forced to open public-owned data and to utilize them in solving the various social problems and in promoting the welfare for the people. In contrast, due to the distrust of the effectiveness for the policy, many public owned organizations hesitate to open the public-owned data. However, in spite of communication gap between the government and public organizations, Ministry of Government Administration and National Information Society Agency recently planned to accelerate the information disclosure. The study aims to analyze the perception of the public organization for public data utilization and to provide proper recommendations. This research identified mutual weights that the organization recognize in opening and sharing the public data, based on benefit, opportunity, cost, and risk. ANP decision making tool and BOCR model were applied to the analyses. The results show that there are significant differences in perceiving risk and opportunity elements between the government and public organizations. Finally, the study proposed the ideal alternatives based on four elements. The study will hopefully provide the guideline to the public organizations, and assist the related authorities with the information disclosure policy in coming up with the relevant regulations.

Operation Method of Power Supply System for Eco-friendly Movable-weir Based on Natural Energy Sources (자연에너지를 이용한 친환경 가동보용 전원공급시스템의 운용방안)

  • Recently, damage caused by drought is becoming worse and worse due to the global climate change. To overcome these problems, movable-weir to control the water level has been installed instead of a fixed-weir made from concrete. On the other hand, it is difficult to operate an existing moveable-weir because of the high cost of facility management and manpower consumption. In addition, because most moveable-weirs are installed in power systems, the operating cost and the cost of connection for power systems increase when they are located in remote areas. Therefore, this paper proposes an optimal design algorithm and the evaluation algorithm of the SOC (state of charge) of a lithium-ion battery to replace an existing power supply with eco-friendly movable-power with a power supply system using PV modules and lithium-ion batteries. In addition, this study modeled a 50kW power supply system of a movable-weir using PSCAD/EMTDC S/W. The simulation results confirmed that the proposed algorithm has stable operation characteristics in an independent operation mode and interconnection operation mode and that there is the possibility of commercialization with a benefits evaluation of the eco-friendly power supply system of a movable-weir.

EDI감사용 의사결정시스템의 개발

  • 본 연구에서는 EDI감사 의사결정지원시스템을 개발하였다. 이를 위해서 기존의 EDP감사 의사결정지원시스템 및 감사전문가시스템분야의 연구를 고찰했다. EDI감사를 위한 의사결정지원시스템은 통계, 위험, 회사의 개요, 테스트 항목등의 데이타를 저장한 데이타베이스 시스템이다. 시스템 개발을 위해서 E/R(Entity Relation)이나 DFD(Data Flow Diagram)분석을 통해서 논리적인 설계를 하였다. 시스템 개발은 개인용 데이타베이스팩키지인 FoxPro를 사용하였다. 이 시스템을 통해서 감사인이 필요한 테스트 결과를 조회하거난 저장할 수 있고 통제, 위험, 회사등의 상호조회를 통한 필요한 통제나 위험정도를 쉽게 조회해 볼수 있다. 회사마다 필요한 통제, 위험, 테스트 항목등의 체크리스트가 달라지는 경우에 이 시스템을 통해서 입력 저장하여 각각의 회사에 대해 다른 체크리스트를 저장하여 놓을수 있다. 본 시스템은 EDI감사뿐만 아니라 일반 EDP감사분야에도 적용가능할 것이다. 종이를 사용한 감사증적이 없음으로 인해 수작업에 의한 EDI감사는 어려움이 있고 EDP감사시스템분야의 국내 연구가 전무한 실정에서 EDI감사를 지원하는 시스템의 연구는 의의를 갖는다고 생각된다. 본 시스템을 통해서 EDI의 보안 및 감사업무의 효율성이 높아지고 EDI에 대한 위험에 효율적으로 대처할수 있게 될 것이다. 그리고 이러한 보안 및 감사기법과 통제모형을 지식베이스로 구축해서 실제의 위험노출상황에서 가능한 보안을 위한 통제방안이 여러가지가 있는 경우에 비용/편익 분석, 효율성, 회사방침 및 법률적인 문제등을 고려해서 최적의 보안통제 및 감사기법을 선택하는 것을 지원할 수 있을 것이다.고리듬을 개발 함으로써 내부점 선형계획법의 수행속도의 개선에 도움이 될 것이다.성요소들을 제시하였다.용자 만족도가 보다 높은 것으 로 나타났다. 할 수 있는 효율적인 distributed system를 개발하는 것을 제시하였다. 본 논문은 데이타베이스론의 입장에서 아직 정립되어 있지 않은 분산 환경하에서의 관계형 데이타베이스의 데이타관리의 분류체계를 나름대로 정립하였다는데 그 의의가 있다. 또한 이것의 응용은 현재 분산데이타베이스 구축에 있어 나타나는 기술적인 문제점들을 어느정도 보완할 수 있다는 점에서 그 중요성이 있다.ence of a small(IxEpc),hot(Tex> SOK) core which contains two tempegatlue peaks at -15" east and north of MDS. A feasibility study for introducing electric vehicle taxis based on the life-cycle cost analysis (생애주기 분석을 통한 전기택시 도입에 대한 사업성 분석 연구)

  • The advantage of electric taxies is that people who are not familiar with electric vehicle(EV) can have easily experience to ride EV. So, EV taxi would be a reasonable strategy for triggering EV market expansion. However, the EV taxi can be adopted by taxi companies with financial benefits. Therefore the feasibility study should be required by analyzing the cost with the points of view of the taxi company. In this study we suggested the methodology for feasibility study of the EV taxi based on the real taxi data and presented political implication. According to the study result, EV taxies could have economic value under the specific conditions such that the government subsidy is added to the purchase price of the vehicle. Also, the charging time should be used as drivers' rest time or mealtime in order not to consider the loss cost. We suggest that the new feasibility study which compares an EV taxi with other alternative vehicles such as PHEV or with an old EV taxi is needed as the future works.

Development of an Algorithm for Minimization of Passengers' Waiting Time Using Smart Card Data (교통카드 데이터를 이용한 버스 승객 대기시간 최소화 알고리즘 개발)

  • Bus headway plays an important role not only in determining the passenger waiting time and bus service quality, but also in influencing the bus operation cost and passenger demand. Previous research on headway control has considered only an hourly difference in the distribution of ridership between peak and non-peak hours. However, this approach is too simple to help manage ridership demand fluctuations in a short time scale; thus passengers' waiting cost will be generated when ridership demand exceeds the supply of bus services. Moreover, bus ridership demand varies by station location and traffic situation. To address this concern, we propose a headway control algorithm for minimizing the waiting time cost by using Smart Card data. We also provide proof of the convergence of the algorithm to the desired headway allocation using a set of preconditions of political waiting time guarantees and available fleet constraints. For model verification, the data from the No. 143 bus line in Seoul were used. The results show that the total savings in cost totaled approximately 600,000 won per day when we apply the time-value cost of waiting time. Thus, we can expect that cost savings will be more pronounced when the algorithm is applied to larger systems.

Study on Optimal Location of Washland Based on Economic Analysis (경제성 분석에 의한 강변저류지 최적위치 선정에 대한 연구)

  • In this study, methodology to determine optimal location of washlands based on economic analysis is presented. Install costs of washlands are calculated by construction cost and land compensatory cost and benefits of washlands are calculated from flood damage reduction and befit from using washland as wetland. Indirect approach for runoff-flood damage relationship is suggested and benefit-cost analysis is used for economic analysis. Economic analysis is added to existing models that used only flood reduction effect to determine optimal location of washlands. Suggested methodology is applied to 13 potential washlands in Anseong River basin to examine its applicability. Applied result of new methodology is compared with that of existing model. As the application results, it is possible to determine the optimal combinations of washlands can provide more economic benefit compared to existing studies. It is determined that considering economic analysis can be better option for decision making problem searching for optimal location of washlands.

Analysis on Efficiency of Hierarchical Structure for a Grid Transit Network (격자형 대중교통 노선망의 위계구조 효율성 분석)

  • This study analyzed whether a transit network with hierarchy is efficient or not, and if transit network hierarchy has cost efficiency, then which condition guarantees the efficiency of the transit network hierarchy. The authors modeled the total cost of the transit network and suggested the conditions in which the transit network hierarchy has cost efficiency through comparing the cost of the transit network with and without hierarchy. The efficiency of transit network hierarchy is guaranteed when the travel cost savings induced by using a higher hierarchy transit network is larger than the increasing non-travel cost, which is the sum of access cost, waiting cost, and operating cost, induced by the introduction of a higher hierarchy transit network. This result is consistent with common sense and with the concept of cost and benefit analysis. If a passenger traveling within the area divided by a higher hierarchy transit network uses only a lower hierarchy transit network and the passenger traveling out of the area divided by the higher hierarchy transit network uses both lower and higher hierarchy transit networks, the travel demand using the higher hierarchy transit network is inversely proportional to the square of the line spacing. This means that the transit network becomes more efficient and small increases of travel demand guarantee the efficiency of the transit network hierarchy as the connectivity of the network becomes higher. This result shows that transit networks have economies of aggregation. This study is the first analytical research on transit network hierarchy and is expected to be a basis for numerical research. However, numerical research should complement this study, since analytical research has some limitations for considering a real network.

A Study on the Economic Estimation of the Recycling of Construction Waste (건설폐기물(建設廢棄物) 재활용(再活用) 과정에 대한 경제성(經濟性) 평가(評價) 연구(硏究))

  • Amount of waste is always generated in industrialization process and it is gradually increasing. Domestic and industrial waste in 2003 increased by 9.5 percent than that of the last year(2002), whereas the amount of construction waste increased largely by 21 percent. Recently construction waste of total waste accounts for nearly 50 percent, waste concrete and Ascon from the construction waste takes up to 73 percent. Furthermore, amount of natural materials are gradually decreasing, that is, they are not sufficient any more. Owing to these reasons, the importance of recycling construction waste has been emphasized. The use of recycling aggregate makes the disposal of construction waste easier as well as protects environment from gathering raw aggregate. Also, it has the alternative effect economizing the insufficient new natural aggregate. This study employs the cost-benefit model to analyze the economic effect of construction waste recycling of Ascon which takes relatively high part of the total waste. The cost-comparison between raw aggregate and recycling aggregate were analyzed. With the model, the economic effect of Ascon recycling in 2003 and 2004 in capital area of Korea were analysed. Cost comparison between raw aggregate and recycling aggregate were also carried out. The result showed that the economic effect of Ascon recycling increased to 0.0808 for 2004 as compared 0.0694 for 2003. We could not conclude using above data, but this result shows that the economic benefit of Ascon recycling of construction waste has increased.

Economic Valuation and Determinant Factors of Bicycle Sharing System in Daejeon City (대전시 공공자전거시스템의 경제적 가치평가 및 결정요인)

  • Although there are continuous demands for activating BSSs(Bicycle Sharing Systems) due to the convenience and positive health effects, it is difficult to make a decision to support the existing systems and build more systems because of the deficit resulting from the operation of BSSs. Consequently, this study estimated the economic effects(WTP; Willingness to Pay) of BSS and analyzed the impact factors of WTP to support the above decision making in Daejeon. For this, we conducted a survey and collected 668 samples from the users and non-users of TASHU that is the BSS operated in Daejeon. Also, we used CVM(Contingent Valuation Method) for the estimation of WTP. The results show that the number of bicycle uses is a determinant factor having a positive relationship with WTP and car ownership and age are also determinant factors having a negative relationship with WTP. On the other hand, income and sex have no significant statistical relationship with WTP. Also, the economic benefit of TASHU was estimated as much as 49.9 billion KRW to 63.6 billion KRW. Considering the operation cost of 2.5 billion KRW, it is quite big benefit. Based on the results, it needs to support TASHU from a user perspective for the efficient operation of the system.

A Study on the Evaluation of Economic Benefit for Port Hinterland's Investment in Busan New Port (부산항 신항 켄테이너터미널 배후단지 조성사업의 경제성 평가에 관한 연구)

  • The purpose of this paper is to estimate economic benefits for the investment of port hinterland. This research has conducted the empirical analysis, by calculating the investment of port hinterland. The key factor for the economic benefits for the hinterland is the utilizing throughputs. This demand is influenced by the throughput in the port. However the data is different between the different organizations. The positive opinions are prevailed about constructing of port hinterland by a optimistic view about throughput. However this paper analyzes the economic benefits by a pessimistic point of view. The main results of this paper are as follows: First, the port hinterland of Busan New Port does not have economic benefit for investment and the hinterland will face the overcapacity problem. We recommend that the plan for investment has to be considered the modification. Second, data of forecasted throughputs is an important factor for evaluation of hinterland's investment. The research for reliable forecasting of throughput has to be preceded for the pertinent evaluation of hinterland's investment.
