A Study on Cost Benefit Analysis Optimization Model for Water Distribution Network Rehabilitation Project of Taebaek Region (태백권 배수관망 개량사업의 비용효과분석 최적화 모델 연구)

  • This research carried out an analysis on input cost and leakage reduction effect by leakage reduction method, focusing on the project for establishing an optimal water pipe network management system in the Taebaek region, which has been executed annually since 2009. Based on the result, optimal cost-benefit analysis models for water distribution network rehabilitation project were developed using DEA(data envelopment analysis) and multiple regression analysis, which have been widely utilized for efficiency analysis in public and other projects. DEA and multiple regression analysis were carried out by applying 4 analytical methods involving different ratios and costs. The result showed that the models involving the analytical methods 2 and 4 were of low significance (which therefore were excluded), and only the models involving the analytical methods 1 and 3 were suitable. From the result it was judged that the leakage management method to be executed with the highest priority for the improvement of revenue water ratio was installation of pressure reduction valve, followed by replacement of water distribution pipe, replacement of water supply pipe, and then leakage detection and repair; and that the execution of leakage management methods in this order would be most economical. In addition, replacement of water meter was also shown to be necessary in case there were a large number of defective water meters.

Regional Hub Public Hospital Medical Service Quality and Customer Loyalty Relationship (지역거점 공공병원의 의료서비스 질과 고객충성도와의 관계)

  • This study is significant for its proposed health care quality improvement methods to study the relationship between the medical service quality and customer loyalty in the regional hub public hospital. The subjects were selected 604 people who visited the regional hub public hospital to customers from June 9 to June 30, 2014 as the final survey. The analysis was conducted hierarchical regression analysis to identify factors affecting the reliability factor analysis and customer loyalty. In conclusion showed that accessibility factors affecting customer loyalty, awareness hospital, the perceived value of cost-effectiveness, human services on a significant impact. The regional hub public hospitals by focusing efforts I have a continuity of customer care through constant management in order to provide quality health care, increase the frequency of use and loyalty are needed.

  • According with annual report by the OECD (Organization for Economic Co-operation and Development), South Korea is at the top of the list of countries with bad air pollution (fine dust particles) and the South Korean government announced the cause to be due to the particle emissions of large and old diesel vehicles. To solve this issue, the government (jointly with related ministries), promoted the "Special Measures for Comprehensive Fine Dust Management Program" as a way to improve environmental pollution by reducing the overall output of fine dust particles emitted by public vehicles. The measure implemented a gas subsidy system to convert eco-friendly vehicles of city and chartered buses throughout the country. In this study, we take a look at the economical evaluation, comparison and analysis of the conversion of diesel vehicles to natural gas (CNG) vehicles. This report represent the basis for the need to expand the funds of the subsidy program and reviews the feasibility of the policy by taking into consideration the social and economical benefits and the effect in the environment when converting diesel fuel to natural gas vehicles through the type-specific fuel conversion scenarios.

Feasibility Study of small hydropower at a municipal wastewater treatment plant by model analysis (모델분석을 통한 하수처리장 소수력발전 경제성 평가)

  • 본 연구는 경기도 용인시에 위치한 공공하수처리장을 대상으로 소수력발전 성능특성을 예측하고 경제성을 분석하여 소수력발전소의 건설타당성을 제시하였다. 방류구에서의 수준측량 조사에 따르면 실제 유효 낙차는 4.3m로 나타났다. 최근 5년간 방류량 자료를 살펴보면 일평균 실제 처리량은 약 $30,000m^3/day$로 나타났으며, 우수 유입과 물 사용량이 증가하는 여름 및 가을에 처리량이 증가하였다. 설계유량은 유량변화에 따른 누적 확률밀도와 유량지속곡선에 근거해 산정하였으며, 시간빈도로 보았을 때 17%의 유량이 지속되는 $0.35m^3/sec$가 설계유량으로 나타났다. 예상되는 수차 발전용량은 11kW급이며, 시스템 가동율은 74%, 그리고 계통선에 송출될 수 있는 연 전력생산량은 71.3MWh로 나타났다. 경제성 평가는 신재생에너지 경제성 분석 도구인 RETScreen 프로그램을 사용하여 B/C ratio, IRR, 개발투자비 등의 경제성 평가지표들을 산정하였다. 편익(Benefit) 산정시 전력기준단가는 133.67원/kWh, 할인율 7%를 적용하였으며, 비용(Cost) 산정시 유지관리비는 초기 건설비의 1%, 사용연한 30년을 적용하였다. 경제성 분석결과 기흥레스피아의 소수력발전소 건설시 초기 건설공사비가 $165,000 일 때, B/C 1.0, NPV $3,534, 투자회수기간 15.1년으로 산정되었고 따라서 초기 건설비용이 $165,000 이하일 때 가장 경제적인 것으로 파악되었다.

  • When constructing railway stations, gates shall be located in appropriate locations for convenient use. However, to reduce construction costs, the number of gates was minimized and the location was not appropriately placed to the direction of many users. This study proposed a method to calculate the benefits of additional gate installations using the improvement of pedestrian traffic flow, occupied area and travel time as economic effects. In particular, a method of estimating the percentage of people using certain gates and the number of people by route within the station was proposed. This method was applied to analyze the effect of additional gates to Gwang-myeong Station on the Shinansan Line, which is to be opened in 2025. The effect has only improved in mobility. The first year of its opening was estimated at 5.91 billion won for mobility and 75.8 billion won for cost, and the B/C was 1.21 for 30 years after its opening. It is expected that this method will be applied to systematic effect analysis when additional gates are installed at unopened railway stations as well as existing railway stations.

The Improvement of Information Protection Service Cost Model in Public Institution (공공기관 정보보호서비스 대가 모델의 개선 방안)

  • In this paper, related studies were investigated by dividing them into cost-benefit analysis, security continuity services, and SW-centric calculations. The case analysis was conducted on A institutions in the United States, Japan and South Korea. Based on this, an improvement model was prepared through comparison with the current system. The SCS(Security Continuity Service) performance evaluation system-based information protection service cost calculation model is proposed. This method applies a service level agreement(SLA) and NIST Cybersecurity framework that are highly effective through cost-effectiveness analysis and calculates consideration based on characteristics, performance criteria, and weights by information protection service. This model can be used as a tool to objectively calculate the cost of information protection services at public institutions. It is also expected that this system can be established by strengthening the current recommended statutory level to the enforceability level, improving the evaluation system of state agencies and public institutions, introducing a verification system of information protection services by national certification bodies, and expanding its scope to all systems.

  • 정부와 지자체는 기후변화로 인한 홍수 피해를 저감하고자 내수배제 용량 증대, 건전한 물환경 조성 등 다양한 방향의 정책들을 제시하고 있다. 각 지자체 별로 다양한 홍수 대응 정책들을 반영하고 있지만, 2022년 집중호우에 의한 도심지역 침수 피해 사례와 같이 기후변화로 인하여 증가된 홍수량에 대한 적절한 대비를 못하고 있다. 따라서 지자체는 현재의 홍수 대응 정책들과 더불어 추가적인 홍수 대응 정책을 시행하여야 하며, 지속가능한 개발을 고려한 유역의 건전한 물순환을 유지해야 한다. 본 연구에서는 토지피복 등 유역의 특성을 고려하여 실행 가능한 홍수 정책들의 대응 효과를 분석하고, 기후변화 시나리오를 반영한 미래 빈도분석 결과를 반영하여 최적의 홍수 대응 정책 대안을 제시하고자 한다. 연구에서 선정한 홍수 대응 정책은 우수관거 용량을 증대시키는 관거 교체 정책, 지속가능한 저영향개발 기법을 적용한 투수성 포장과 옥상녹화 정책을 선정하였다. 미래 강우 시나리오는 3개의 CMIP6 GCM모형(ACCESS-CM2, CanESM5, GFDL-ESM4)과 2개의 SSP-RCP 시나리오(SSP1-26, SSP5-85)를 사용하였다. 홍수 저감 효과는 도시유출해석모형인 SWMM 모형으로 분석하였다. 또한, 정책 이행에 발생하는 공사와 운영 비용을 산정하여 경제적 편익 분석을 실시하였다. 분석 결과, 투수성 포장과 우수관거 용량 확대 정책을 반영하는 정책 시나리오가 가장 경제적인 홍수 저감 효과를 가져오는 것으로 분석되었다. 본 연구의 정책별 경제적 비용과 홍수 저감 효과 분석은 기후변화에 대비한 도시유역의 홍수 대응 정책을 평가하고 우선순위를 선정하는데 있어 기여 할 수 있을 것으로 기대된다.

A study on continuous use intention of medical information service applications: Application of the Extended Theory of Planned Behavior

  • The purpose of this study was to verify the correlation between variables that affect the intention to continue using medical information service applications. Then, we established a research model based on ETPB and conducted an empirical study using PLS-SEM.According to the empirical analysis results, First, intimacy, prior knowledge, and cost saving were confirmed to have a significant impact on the TPB variables such as attitude, subjective norm, and perceived behavioral control. Second, it was confirmed that TPB variables had a significant impact on behavioral intention, and behavioral intention had a significant impact on continued use intention. Third, it was confirmed that familiarity, prior knowledge, and cost saving had a significant impact on the intention to continue use through the mediation of behavioral intention based on the perception shift of medical consumers. The significance of this study is that it empirically investigated the behavior of medical consumers by deriving the impact on their intention to continue using medical information service applications through their behavioral intentions.

Facilities Arrangement is rationally accomplished to be minimize moving time, prevent reverse trip, optimal space utilization, benefit of worker, minimize handling cost.
