Analysis of Competence and Demands of Vocational Teachers in Specialized Vocational High Schools regarding Competence to Organize, Operate NCS-based curriculum (NCS 기반 교육과정 편성·운영에 대한 특성화고 전문교과 교사의 역량 및 교육요구도)

  • The purpose of this study was to analyze the extent of possession of competence to organize and operate NCS-based curriculum among vocational teachers in specialized vocational high schools, their educational needs and demands. To this end, the questionnaire was used as a research tool. The draft of questionnaires was developed based on the element of competence to organize and operate NCS-based curriculums, and was modified, supplemented through review of four experts in the field of vocational education. The questionnaire survey was done by distributing questionnaires (online) among total 71 vocational high schools located at Gyeonggi-do and collecting 433 questionnaires and then analyzing 340. The findings were as follows. First, whole average of the extent of possession of competence to organize and operate NCS-based curriculums was 3.63. Seen by the average of each area, 'analysis of needs and environment' was 3.59, curriculum organization 3.54, its operation 3.74 and its assessment and feedback 3.57. Second, educational needs for competence to organize and operate NCS-based curriculums of vocational teachers in specialized vocational high schools was 1.47.

A Study on the Independent Operation of Information Education through Autonomous Subjects in Elementary Schools (초등학교에서 자율과목 편성을 통한 정보교육 독립 운영 방안)

  • In this paper, the necessity of independent operation of information curriculum was suggested by analyzing the changes and problems of elementary school information curriculum. Also, a plan was suggested to organize autonomous subjects for autonomous activities so that information education can be independently operated in elementary schools. Autonomous activity is an extension of the concept of creative experience activities, and refers to an educational activity time in which autonomous courses or various educational activities can be freely operated by reflecting the needs of students and parents or the characteristics of the school. It means a subject that you choose to run or do not have to choose. In the case of running an independent curriculum using the discretionary time of the principal, such as voluntary activities, the "safe life" of the 1st and 2nd graders in the 2015 elementary school curriculum and the 7th junior high school curriculum operate elective courses in subject discretionary activities. One can be found. Therefore, if information education in elementary schools can be organized and operated as autonomous subjects, at least students who want to learn artificial intelligence, coding, and big data will have an opportunity to learn in public education.

An Empirical Case Study on Self-Efficacy of Career Guidance and Theory of Reasoned (진로지도 자기효능감과 합리적 행동에 대한 실증 사례연구)

  • Career guidance refers to services intended to assist students to make educational and occupational choices and to manage their careers. Young students, specially enrolled in vocational high schools, need programs to help them make transitions to the working world and to re-engage with further learning, and career guidance needs to be part of such programs. Teachers assume the critical roles in planning and organizing the career guidance programs in vocational high schools. The program includes career information provision, assessment and self-assessment tools, career counseling, work search, etc. In this study, we developed a research model based upon TRA(theory of reasoned action) developed by Ajzen and Fishbein to investigate the factors influencing the intention to provide career guidance services to students in vocational high schools. Based on 155 survey responses from vocational high school teachers, we show that attitude and subjective norm motivate teachers to provide career guidance services, and that attitude toward career guidance is directly influenced by self-efficacy for career guidance and burden from extra work. It was also confirmed that facilitating condition is the antecedent of self-efficacy. But contrary to our expectation, self-efficacy for career guidance has no significant effect on the intention for providing career guidance services at 5% significance level. In light of these findings, implications for theory and practice are discussed.

A Study on Competencies of Teacher for Organizing and Operating of National Competency Standards Based Vocational Education Curriculum (NCS based curriculum) in Vocational High Schools (직업계고 교원의 NCS 기반 교육과정 편성·운영 역량 연구)

  • The purposes of this study are to study out competencies of teacher for organizing and operating of NCS based curriculum in vocational high schools, and to analyze the relative importance of the competencies. The results of the study are as follows. Firstly, the competencies of teacher for organizing and operating of NCS based curriculum are composed of the following 4 areas, 11 competencies and 35 sub-competencies. 'Needs and learning environment analysis(area 1)' is composed of 2 competencies of 'analyzing needs', 'analyzing learning environment', and their 7 sub-competencies. 'Curriculum organization(area 2)' is composed of 4 competencies of 'organizing and operating curriculum committee', 'setting educational goals and workforce type', 'analyzing and selecting NCS competency units learning modules', 'developing subjects', and their 10 sub-competencies. 'Curriculum operation(area 3)' is composed of 3 competencies of 'preparing teaching-learning activities', 'implementing teaching-learning activities', 'evaluating teaching-learning activities', and their 15 sub-competencies. 'Curriculum evaluation and feedback(area 4)' is composed of 2 competencies of 'evaluating curriculum', 'giving feedback on the curriculum', and their 3 sub-competencies. Secondly, the relative importance of the competencies is as follows; 'implementing teaching-learning activities' has the highest relative importance of 19.6%, followed by 'evaluating teaching-learning activities'(14.2%), 'evaluating curriculum'(12.5%), 'giving feedback on the curriculum'(11.2%), 'preparing teaching-learning activities'(9.2%), 'developing subjects'(8.6%), 'analyzing and selecting NCS competency units learning modules'(7.5%), 'setting educational goals and workforce type'(6.6%), 'analyzing learning environment'(5.4%), 'analyzing needs'(3.9%), 'organizing and operating curriculum committee'(1.5%).

A Case Study for Exploring the Ways of Improving the Organization and Implementation of the Curriculum for Small Rural Middle Schools (농어촌 소규모 중학교 영어 교육과정 편성·운영 개선 방안 사례연구)

  • This study was designed to explore the ways to improve the organization and implementation of the curriculum for the small rural middle schools. In order to do this, the situations and demands in organizing and operating the curriculum were analyzed through interviews and classroom observations. Having separated the country into 5 distinct regions and the cases of 10 small rural middle schools across these regions of the country were directly observed and analyzed. As a result of the study, it was necessary to prepare a fundamental solution to the following problems: 1) insufficient linkage between school levels of integrated operating schools in terms of curriculum, 2) lack of educational facilities and cultural space in rural areas in terms of local communities, and 3) supply and demand of teachers in small-scale middle schools in rural areas in terms of supply and demand of teachers. Based on the discussed issues, the following implications could be drawn for the improvement and support of school curriculum organization and implementation. Firstly, the autonomy in organizing and operating curriculums for small rural middle schools should be greatly expanded so that integrated schools or joint curriculums between schools can be operated in a robust manner. Secondly, it needs to strengthen the out-of-school support for small rural middle schools alongside local governments and local communities, including the operation of Edu buses and the construction of multipurpose educational and cultural centers. Finally, it is necessary to address the difficulties of operating circuit teachers by systematically expanding the pool of teachers and instructors, and managing teachers and instructors at the level of the local education office.

  • 제7차 교육과정은 재량활동을 확대 ${\cdot}$ 신설하여 학교와 지역의 여건에 따라 선택적으로 편성 ${\cdot}$ 운영하도록 하고 있다. 그러나 일선 학교에서는 수학교과 재량활동에 대한 교수 ${\cdot}$ 학습 활동의 내용이나 지도자료 등이 명확히 제시되지 않았기 때문에 많은 어려움이 있다. 이에 본 연구에서는 일선 중학교에서 현재 실시하고 있는 수학교과 재량활동의 운영 실태와 문제점을 조사하고 중등수학교과 재량활동 학습 과정안을 개발 ${\cdot}$ 적용하여 그 성과를 분석함으로써 수학교과 재량활동 교육의 목적을 달성하고 다른 학교에 편성 ${\cdot}$ 운영의 모델을 제시하고자 한다.

A Study on the Improvement of Optimum Cost Estimation of Cultural Property Utilization Business by Case Study (사례분석을 통한 문화재 활용사업의 적정대가기준 수립에 관한 연구)

  • The recent cultural properties utilization projects by the Cultural Heritage Administration have no rational standards to pay reasonable prices to stakeholders participating in budget compilation or projects. Therefore, there are frequent conflicts when calculating budgets between the Cultural Heritage Administration supervising projects and local governments or private organizations. Especially, as the items or detailed standard of budget compilation from planning to completion of projects are unclear, it is hard to stably operate projects, and eventually, they are no more than one-shot events without being developed into long-term projects. Thus, this study analyzes the overall operational status, systems, and problems of current cultural properties utilization projects. A national-level budget compilation standard system is then suggested, for the stable operation of cultural properties utilization projects. In addition, this study benchmarks the items and detailed standard of budget compilation used in similar areas, and also puts together actual cases.

An Improvement Program on Specially Supplementary Course in Mathematics for the Test and Teaching (수학과 특별보충과정 편성 및 운영에 관한 개선 방안)

  • In general, teachers have opened a specially supplementary course for the underachivers in mathematics. But because of a lot of problems, the class has not been activated. So in this paper, for the purpose of maximizing the effect of the class, we introduce mathematical games and puzzles in the class for causing the students' interest in mathematics and adopt multi-step test, which is a test with multi level problems in a problem, for both selecting the underachivers in mathematics and supplementing learning deficiency. As a result of the process, the atmosphere of learning is positive and learning activities are voluntary and the altitude to the mathematics is improved.

An Optimizing Simulation for Designing the Numbers of Electric Train Car (전동열차 편성량수 설계를 위한 최적화 시뮬레이션)

  • The railway service in the Seoul metropolitan area is facing variety of l changes such as extension of service coverage, new construction, and introduction of express service which in turn causes changes on demands. The demand affects train operation characteristics (frequency of service, train formation) as well as on the congestion rate which is one of the major evaluation index in metropolitan area user service. For the efficient operation of the train, the relationship among the minimization of fleet number, operating cost, and service level has been analyzed. Using the Powersim, which is a system dynamics (System Dynamics) simulation program for realizing optimized simulation for train-formation, this paper identified that some stations of Gyeong-bu line exceeded limit congestion rate(150%) of a fleet already that means it is best to maintain current condition of the line; however, the Gyeong-in line and the Gwa-chon line showed no excess of the limit congestion rate so that it is possible to reduce 2-4 fleets of train for efficient operation. In addition, in case of Jang-hang line between Cheon-an and Sin-chang, a train consisting of 10 fleets provides services which is same formation of train for Gyeong-bu line. This study proved that the congestion rate will not rise greatly with only 4 fleets of a train for the service in Jang-hang line, and it is considered that a study for shuttle service between Cheon-an and Sin-chang is necessary.

Conditions of Science Teachers' Professionalism on Curriculum Organization and Implementation at the School Level (과학 교사의 학교 교육과정 편성·운영 역량 실태)

  • It is important to explore ways that reinforce teachers' curricular expertise at the school level as the school curriculum autonomy expands. This study investigated teachers' curricular expertise that is required for teachers' professionalism, autonomy, and accountability to cope with the increasing school curriculum autonomy. Teachers in the future school are expected to explore and develop school level curriculum within a given school context. Through literature reviews, domestic and foreign case studies, and survey of teachers, this study examined difficulties in science teachers' exercise of their professionalism on curriculum organization and implementation at the school level. Difficulties in exercising teachers' curricular expertise include lack of actual autonomy in curriculum operation at the school level, inadequate infrastructures, demanding accountability based on students' achievement results, lack of time for reflection, and lack of recognition for teachers as independent curriculum designers. In the conclusion section, a couple of ways to solve these difficulties are suggested including expansion of actual autonomy, activation of teachers' participation in policy decision making, reinforcement of qualitative components in school assessment, diversification of the teacher's career ladder, and activation of teachers' participation in professional learning communities.
