본 고는 앞으로 자주 사용하게 될 PCT 국제특허 출원제도를 소개하여 이를 활성화하고자 작성하였다. 국제출원의 개요를 설명하고 PCT 출원 처리절차 특히 국제조사, 국제공개, 국제예비심사까지의 일련의 과정을 설명하여 연구원들의 이해를 높이고 장단점을 비교하여 어떻게 이 제도를 사용할 것인지를 설명하였다.

특허제도는 발명자에게 발명의 공개에 대한 대가로 일정기간 독점권을 인정하여 기술개발에 투자한 자금을 회수할 수 있는 기회를 제공하고 이렇게 공개된 발명은 새로운 기술개발을 위하여 누구나 이용할 수 있도록 하여 기술발전을 촉진할 뿐만아니라 이미 개발된 발명에 대한 중복투자나 중복연구를 하는 낭비를 방지하기 위한 목적을 가진다. 본 조사는 2018년 9월 26일에 정부의 특허정보넷인 키프리스(www.kipris.or.kr)에서 꽃차 관련 상표등록 특허 내용을 검색하여 정리하였으며 결과는 다음과 같았다. 1. 1983년 엘다베리꽃차 제조방법에 대한 것을 시작으로 최근 2018년 까지 총 20개가 출원되었다. 2. 출원된 실용신안 특허 총 20개 중에서 소멸 2개(엘다베리/1983, 연꽃/2009), 취하 2개(무궁화/1992, 백화차/2005), 거절 5개(매화/2001, 장미녹차/2007, 혼합꽃녹차/2007, 동결꽃차/2008, 꽃차/2015), 공개 4개(꽃차/2014, 소금꽃차/2015, 장미꽃차/2017, 동백꽃차/2017), 등록 7개(녹차꽃차/2006, 사과꽃차/2008, 목련꽃차/2012. 목련꽃차/2014, 칡꽃차/2015, 사군자꽃차/2017, 꽃차/2018)였다. 3. 출원된 실용신안 특허 총 20개 중에서 개인이 출원한 것이 16개, 회사(아모레퍼시픽, (주)꽃다비)나 기관(한국식품연구원, 전남대학교산학협력단)이 출원한 것이 4개였다.

Highly cited patents (HCPs) were selected from the patents published from 2002 to 2006. Citation frequencies of patents were obtained from the database provided by DWPI and were analyzed with respect to the IPC (International Patent Classifications). HCPs were selected as those who occupy top 1% of citations in the sets of patents given by IPCs and publication year. After selecting the HCPs their distribution over IPCs, Industrial Classifications and patent assignees' nationalities were analyzed. According to the result the US held 5,634 patents (66.9%) out of the total 8,416 patents occupying the the first rank in the distribution of patent assignees' nationalities. Japan and Germany ranked the 2nd and 3rd place holding 885 (10.5%) and 521 (6.2%) HCPs, respectively. On the other hand, Korea were positioned at 6th holding 151 (1.8%) HCPs. Among the industrial sectors classified by the Industrial Classifications provided by the Korean Intellectual Property Office, Manufacturing Sector occupied the 1st place with 7,692 HCPs (81.7%) and Waste Treatment Sector occupied the 2nd place with 578 HCPs (5.9%).

본문에서는 디스크장치를 중심으로 VCM과 관련된 일본의 제조업체 동향과 현재 출원중인 특허동향과 기술수준을 고찰함으로써 VCM 사업에 대한 인식을 새롭게 하고 VCM 시장 참여방안을 모색하는데 도움이 되고자 한다.

In this paper, technical and patent analysses of anti-drone technology, which aim to neutralize drone attacks are conducted. We conducted research on the technical definition of anti-drone, the technical elements of anti-drone systems, and investigated the patents related to anti-drone and drone filed domestically and internationally over the past 10 years, starting from 2011. For domestic patents, we examined the number of patent applications related to anti-drone and the overall domestic patent applications over the past 10 years. Regarding international filings, we investigated the patent applications related to anti-drone filed in the United States, Europe, Japan, China, and under the PCT system in the past 10 years. We conducted a search for patents related to anti-drone, including neutralization techniques identified under the keyword "anti-drone," patents related to drone detection and identification techniques, and patents related to drone neutralization techniques. Through the conducted research, a total of 91 patents were filed for drone detection techniques. Out of these, 5 patents, accounting for 5.5%, were filed by public institutions. In the case of patents filed for drone identification techniques, there were a total of 174 patents. Among these, 4 patents, which is 2.3%, were filed by public institutions.

Most research about patent data analyzes the trend of technologies using a Patent Map(PM), and suggests the frequencies and trend of patents in a certain topic using tables or graphs in Excel. However, more advanced analysis tools are recently needed to compare the trends among national and international industries. This research discussed why statistical analysis is needed to improve the reliability in PM analysis, and the research compares the trends of patents in Korea between 1990 and 2004 by years, International Patent Classification(IPC) sections, and countries using the frequencies and Poisson regression model. The statistical analysis is also suggested and applied to R&D studies.
