정보통신 기술혁신 활동의 수렴화 경향에 관한 소고

  • 본 연구는 미 특허청(USPTO) 자료를 이용하여 기술활동이 가장 활발한 OECD국가를 중심으로 세부기술 부문별 기술활동의 유형을 분석하고자 하는 데에 목적을 두고 있다. 특히 OECD 국가들이 정보통신(IT) 기술에 있어 특정 기술분야로의 수렴화 경향을 보이는가 혹은 다양한 기술적인 분화현상을 보이는 가를 분석하는 것이 본 연구의 주요 관심사이다. 기존 연구들이 정보통신기술을 협의로 정의, 분석의 대상으로 삼아 왔으나, 본 고에서는 정보통신 분야를 보다 확대된 개념으로서 정의하고, 미국 특허청 자료(1985-1996)를 이용하여 정보통신 분야의 기술개발 활동의 특화현상을 분석하였다. 연구결과로서 정보통신(IT) 기술 분야에서는 기술적 수렴현상이 점차적으로 나타나고 있음을 확인할 수 있었다. 국가별 결과에 있어서는 서로 다른 유형이 관측되었는데 정보통신 산업에 있어서 유럽의 주요 국가들은 특허통계량이 감소하는 추세를 나타냈으며 기술추격(catch-up) 과정은 나타나지 않았음을 보여 주었다. 이와 반대로, 일본은 유럽의 주요 국가에 비하여 매우 특징적인 기술개발 유형을 나타내었다. 예를 들어, RTA지수는 일본이 정보처리기술, 컴퓨터시스템 및 단말기술, 집적회로 분야에 특화되어 있음을 나타냈다. 또한 캐나다와 한국도 특징적인 기술개발 경향을 나타내었는 바, 캐나다는 방송시스템 및 전송기술에서 기술적 강점을 지닌 것으로 분석되었으며 한국의 기술추격 분야는 방송시스템, 정보처리 및 반도체기술 분야인 것으로 나타났다.

  • Many problems making the use and management of patents arduous is caused by the difficulty in knowing the proper value. This study has suggests the methods to evaluate the value of patents by using a quantitative assessment scale as an alternative or complementary measure instead of the existing subjective evaluation tools. This study is to find a method to determine the capability and level of research and establish the scheme of use and management of patents by using the citation index as a quantitative assessment measure. The data used in this paper has been obtained from a public-sector R&D institute, the K-Institute in Korea.

  • In order to avoid duplication in patents, papers and research subjects, many researchers have to review previous research work and patents with various methods. To reduce the our efforts in preview of research work, in this paper, we present scientometric analysis including Analysis of Index Level, International Cooperation Research Network, Analysis of Key Organizations and their Authors to help researchers to avoid duplication problems in field of smart grid.

The Development of the Method of Determining Remaining Cited-patent Life Time Using the Survival Curve Analysis (생존곡선을 활용한 잔존 인용특허 수명 추정에 관한 연구)

  • When attempting to use the income approach for the purpose of technology valuation, it is essential to identify the economic life of the technology in question. From the mid-2000s up to the present, the methods proposed by major Korean institutions for estimating the economic life of technologies have been based on cited patent life (CLT), which is one of the types of technology life. The present study utilizes cited patent life (CLT) to estimate the economic life of technology for the purpose of technology valuation, and proposes a new method of analyzing cited patent life, a method that has been improved by taking into consideration the elapsed period and the time period of investment required for commercialization, two factors which have been hitherto overlooked. Survival curve analysis is a method that has already been widely utilized to estimate the economic life of tangible assets, and this study applies the same method to the calculation of the cited patent life index of technology to provide a more objective method for determining the lifetime of a technology. The remaining life expectancy of cited patent life based on the number of elapsed years was calculated and used to determine the life expectancy of a technology that has reached a specific number of elapsed years, which is referred to as the remaining cited-patent life time (r-CLT).

Is the technology in renewable energy converging among countries? : Using the patent data of OECD (재생에너지 분야 국가 간 기술 확산 및 수렴 : OECD 특허 데이터를 이용한 분석)

  • This paper uses patent data of OECD countries in order to investigate if there is converging tendency in renewable energy area. We used the concepts of sigma convergence and beta convergence to measure the convergence. GINI coefficient, HH index are also borrowed from other area of economics. The results show that technology level does not seem to have been converging in this area. Even though the number of patent in relatively less advanced countries has been increased a lot, we could find no evidence that there is the tendency that the gap among the countries have been narrowed. This is quite different from the results of IT industry or other industry since we could find the converging tendency in the data of those industries. Instead, it seems that there is the convergence club among most advance countries in renewable energy area.

A Study on the Measurement of Technological Impact using Citation Analysis of Patent Information (특허정보분석을 이용한 기술파급효과 측정에 관한 연구)

  • Nowadays it is more important to measure the technological impact of a concerned R&D technology on others, when deciding or selecting strategically, under the environment such as more complex, more uncertain and more costly. But there was very few of proper methods to measure quantitatively. So we studied on measuring the technological impact of one group of technologies on others, which means the flow of disembodied knowledge, using patent citation analysis. We reviewed the prior art of the measurement of technological impact, and designs the effective citation analysis method using patent information, analyzing the prior art of patent citation analysis method and ie index. Finally, we developed the disembodied knowledge flow matrix between technology groups, counting citation frequencies between them, using KISTI's US patent database(USPA) and the index to represent the technological impact to others using the developed matrix as well as the intrinsic nature of the technological groups clustering by network analysis. The results of this study is to present the insight of a technological impact on the others quantitatively and this study aims at using them to refer to R&D budgeting and decision making in case of R&D planning or to the basic information to understand technology conversion or fusion.

A Study on Test Technology Analysis for Railway System (철도분야 시험기술 분석에 관한 연구)

  • As the demand for high-speed railway, light railway, and metropolitan railway is increasing, the demand for safe and comfortable railways is increasing. The evaluation technology for a railway system manufactured according to this trend is becoming more important. This study examined the domestic and foreign technology trends through patent analysis of the railway test technology. To accomplish this, the patents filed in Korea, Europe, and the United States since 1990 were analyzed using Thomson Innovation DB. First, the technology was classified as a component test, combined test, and on-line test. Through patent analysis, the technology trends in the railway test technology and how the technological progress has been made from the past to the present were reviewed. In addition, through an analysis of the country and main applicant, this study examined the countries and applicants that are actively developing technologies. In addition, the countries that have secured technology related to the test technology were studied through an analysis of the market security index and the influence index. Through this analysis, this study analyzed the trend of the test technology in the railway area.

6G Technology Competitiveness and Network Analysis: Focusing on GaN Integrated Circuit Patent Data (6G의 기술경쟁력 및 네트워크 분석: GaN 집적회로 특허 데이터 중심)

  • Expectations for wireless communication technology are rising as a base technology that promotes innovation in various industries in line with the paradigm of digital transformation in the 21st century beyond the stage of being used only for communication service itself. In this study, in order to compare 6G technological competitiveness between Korea and leading countries, technological competitiveness was confirmed through PFS, CPP, and network analysis based on GaN Integrated Circuit patent data. Korea's 6G technological competitiveness was 0.62 in PFS and 3.93 in CPP, which were 32.8% and 19.9%, respectively, compared to leading countries. In addition, as a result of network analysis, the collaboration rate in the 6G field was 7.2%, and the collaboration ecosystem was very insufficient in most countries. In contrast, it was confirmed that Korea, unlike leading countries, has established a small-scale collaboration ecosystem linked by industry and academia. Thus, it is necessary to establish a strategy for 6G communication technology at the national level so that communication technology can be advanced based on a relatively well-established collaborative ecosystem.

Discovering locally customized and future promising industries using patent analysis : Centered on the Case of Busan city (특허 분석을 통한 지역맞춤형 미래유망산업 발굴 및 도출에 관한 연구 : 부산 지역 사례를 중심으로)

  • The aim of this paper is to suggest methodology for local governments when discovering locally customized future promising industries with regard to policies of central government, regional competencies, and industrial promising. Firstly, key industries by region specified in '5-years regional industrial development master plan(2014)' were utilized. Secondly, science and technology competency by region was calculated with analyzing patent data in each key industries. Thirdly, industrial promising was verified by calculating Knowledge Stock and Activity Index based on measuring industry-IPC linkage. Based on the methodology proposed above, case study(case of Busan city) was done. Finally, 7 core industries and 94 candidates of future promising industries were extracted on the basis of 5 digit of KSIC subdivision. The methodology is expected to contribute local governments to establish evidence-based, efficient, and future-oriented local R&D roadmapping.

A Study on Trend of Technology Development for Super-Speed Maglev (초고속 자기부상철도 기술개발 동향조사 및 분석)

  • In this study, to understand the technology development trend of super-speed maglev, the patents applied by major countries are analyzed. And based on the analyzed results, the domestic technology development direction are suggested. For patent analysis, the major technologies for super-speed maglev are classified into 14 parts. Then, through the quantitative analysis method such as number, increase rate and share rate, the overview of technology development and focused parts by each country are investigated. Also through the qualitative analysis method such as concentration degree, citation index and market share index, the technology level and market securing ability of each country are anticipated. Considering the analyzed results and technology development trend, the domestic technology development direction such as priority development fields and methods are proposed.
