  • This study aims to examine the characteristics of interaction among innovative actors including industry, university and government, participating in cultural contents industry cluster in Daegu. Specifically, the study focuses on the change of role for each actor. Triple helix of cultural contents industry cluster in Daegu has been developed backed up by strong contribution of both industry and government, and by interaction between them. However, As technologies surrounding cultural contents industry become complicated and diversified, The role of the university as an entrepreneurial university is more important. In this sense, respective actors should strengthen its capacity in order to improve triple helix of cultural contents industry in Daegu. Based on this, government policy should be established and implemented toward to encouraging cooperation among participating actors.

Triple Helix of University-Industry-Government Relations in Biotechnology Cluster: the Case of Singapore (바이오 클러스터에서의 트리플 힐릭스 관계 연구: 싱가포르 사례를 중심으로)

  • This paper is a theoretically grounded empirical study aimed at shedding light on the Triple Helix of University-Industry-Government (U-I-G) relations in biotechnology cluster of Singapore. It questions the issue about the gap between theoretical consideration of the Triple Helix of U-I-G relations and the actual reality in biotechnology cluster, and the experience of Singapore was investigated. In terms of evolutionary perspective, biotechnology cluster in Singapore has gone through ongoing processes from a certain stage to other, and within the processes the Triple Helix nexus has been found. Analysis of the empirical study reveals significant findings: first, the government policies play a critical role in the operation of U-I-G relations rather than universities; second, therefore, the binding force of U-I-G relationships is based on the government policies being comprehensive including researchers immigration, student scholarship for local students, and tax and non-tax incentives for firms, rather than focusing on a targeted policy; third, the role of government starts from an initial stage, and it's role is ongoing processes by supporting infrastructure, human sources and continuous nourishment enabling the triple helix of U-I-G relations.

  • 사용자가 질의한 내용에 대한 결과를 찾기 위해 본 논문은 DBPedia에서 제공해주는 트리플 구조를 TDB에 저장하고, 사용자 질의 문장에서 트리플을 찾은 뒤 해당 문장의 규칙을 추론하여 SPARQL 쿼리를 생성한 뒤, 마지막으로 Fuseki를 이용해 결과를 출력하는 Q&A시스템을 제안한다. SPARQL 쿼리를 생성함에 있어 질의의 정답을 찾아내는 타겟이 있다는 점과 한국어의 조사와 부사부분에서 쿼리가 변형될 수 있다는 점을 통해 유동적인 쿼리를 생성한다. 그리고 DBPedia에 없는 단어가 질의에서 나타날 수 있기 때문에 이를 정제해주는 작업 또한 필요하다. 한국어는 어절순서가 고정적이지 않다는 점, 조사, 부사에 의해 문장의 의미가 변형되는 또 다른 부분을 파악하여 앞으로 시스템을 개발함에 있어 정확률을 상승시킬 예정이다.

  • 시맨틱 웹 기술을 이용하는 추론 엔진들이 사용하는 지식은 기본적으로 주어(subject)와 술어(predicate), 목적어(object)로 구성된 트리플(triple)들의 집합이며, 이를 저장하기 위한 구조로 관계형 데이터베이스(R-DB)가 주로 이용된다. 본 논문은 DBMS 기반의 추론 서비스인 OntoThink-K$^{(R)}$트리플 저장 구조와 함께 SPARQL 질의 언어를 지원하기 위한 SPARQL-SQL 매핑에 대해 설명한다. OntoThink-K$^{(R)}$스키마 무관과 스키마 인지의 두 가지 방식의 트리플 저장 구조를 지원하며, 본 논문에서는 각 저장 구조에 따른 SPARQL-SQL 매핑 방법을 설명하고 실험을 통해 두 방식에서의 추론 속도의 차이를 비교한다. 이 실험 결과로부터 우리는 스키마 인지 방식을 사용함으로써 스키마 무관 방식에 비해 적어도 2배 이상의 속도 향상을 꾀할 수 있음을 알았다.

  • 개체 관계(ER) 모델과 확장 개체 관계(EER) 모델은 개념적 데이터베이스 설계분야에서 가장 많이 사용되는 모델이다. 확장 개체 관계 모델은 여전히 객체지향 데이터베이스를 처리하는데 강력하나 최신 객체관계 데이터베이스와 UML과 같은 새로운 데이터베이스 모델링을 처리하기에는 부족함이 많다. 따라서 본 논문에서는 이러한 객체 관계 데이터베이스를 지원하기 위한 확장 개체 관계 기반의 변환 방법을 제안한다. 변환 규칙은 트리플 그래프 문법을 사용하여 정의하고 MOFRON TGG 에디터를 이용하여 표현한다. 트리플 그래프 문법 규칙에 따라 본 제안 방법은 자동 ORDB 개발 프레임워크에 적용할 수 있다.

Sustaining Cluster Evolution through Building the Triple-Helix Spaces: The Case of the Research Triangle Park, USA (트리플 힐릭스 공간 구축을 통한 클러스터의 경로파괴적 진화: 미국 리서치트라이앵글파크 사례)

  • Established as the first science park in the world in the late 1950's, the Research Triangle Park(RTP) has not jut grown significantly but also has been successful in the transition from the exogenous development model to the endogenous development model. In this context, this paper attempts to explore the evolutionary path of the RTP by drawing upon the concept of triple-helix spaces of regional innovation. Firstly, the three research universities in the triangle area, as a knowledge space, played a fundamental role for forming the RTP. However, it is difficult to say that the regional universities, as opposed to the Silicon Valley and the Boston area, have had a significant impact on inducing the dynamics of the cluster evolution and the triple helix spaces. Secondly, it can be argued that the North Carolina's Board of Science and Technology, which was formed in 1961 but traced back to the 1950's in its origin, has been a centerpiece of a consensus space that makes a contribution to creating, sustaining and transforming the RTP as a triple-helix-based innovation cluster. Thirdly, there have been a plenty of agents to be an innovation space in the RTP. Particularly, the North Carolina Biotechnology Center(NCBC) and the Microelectronic Center of North Carolina(MCNC) have been the boundary permeable agents to make triple-helix agents interact. Today, the RTP has the triple-helix spaces with the structure that a consensus spaces is centered on out of the three, but all of those are inter-connected and influenced by each other. It can be claimed that the RTP today shows the dynamic structure of cluster evolution in a way in which the existing industry sectors have adapted to the changes in external environment and the new industry sectors have emerged at the same time.

Inclusive Impact Index "Triple I" for Assessing Ocean Utilization Technologies (해양이용기술 평가를 위한 포괄적 영향지수 "트리플 I")

  • World population has increased rapidly following the industrial revolution, reaching 7 billion in 2012. Several forecasts estimate that this number will rise to about 8 billion in 2025. Improvements of living standards in developing nations have also raised resource and energy demands worldwide. In consequences, human beings have faced many global and urgent problems, such as global warming, water and food shortages, resource and energy crises, and so on. Many ocean utilization technologies for avoiding or reducing such big problems have been developed, for examples $CO_2$ ocean sequestration, seawater desalination, artificial upwelling, deepwater mining, and ocean energies. It is important, however, to assess such technologies from the viewpoints of sustainability and public acceptancy, since the aims of those technologies are to develop sustainable social systems rather than conventional ones based on fossil resources. Inclusive Marine Pressure Assessment and Classification Technology Research Committee (generally called IMPACT Research Committee) of Japan Society of Naval Architects and Ocean Engineers, has proposed Inclusive Impact Index "Triple I" as an indicator, which can predict both environmental sustainability and economical feasibility, in order to assess the ocean utilization technologies from the viewpoints of sustainability and public acceptancy. This index was considered by combining Ecological Footprint and Environmental Risk Assessment. The Ecological Footprint and the Environmental Risk Assessment are introduced in the first part of this paper. Then the concept and the structure of the Triple I are explained in the second part of this paper. Finally, the economy-ecology conversion factor in Triple I accounting is considered.

  • O(1)의 상하류지역에서 점근해를 가지고 $O(Re^{-3/8})$구역내에서 유동변화를 동반하는 유동문제는 트리플 덱(triple deck)을 적용하여 풀 수 있다. 예를 들면, 아주 완만한 모서리, 작은 돌출부(hump), 작은 구덩이(trough), 높이가 낮은 계단(step), 디퓨우저(diffuser)등과 같이 국소적으로 $O(Re^{-5/8})$규모의 기하학적 변화를 가지는 평판위의 유동문제등이다. 이하, 수치계산결과를 바탕으로 각종 유동문제에 대한 적용예를 살펴보기로 한다.

  • $90^{\circ}$-모서리 주위의 유동에 관한 수치해석결과를 바탕으로 그 유동구조를 점근적으로 해석하였다. 전체유동구조는 고전적 자유유선 이론에 의한 모델과 일치하였으며 경계층 박리점 주위의 유동구조는 최근의 트리플뎨 이론에 근거하였으며 그 결과가 수치해석의 결과와 아주 잘 맞는데 따른 결과이다.
