International Trend of REDD Discussion and It's Policy Implication (REDD의 국제적 논의 동향과 정책적 함의)

  • REDD is recognized as a cost-effective and the most appropriate way of managing global GHG emissions. It is negotiated in a global context under the UNFCCC. The main issues of the REDD mechanism are divided into two parts: 1) developing forest carbon verification and measurement system for reducing emissions from deforestation and forest degradation, 2) establishing an appropriate system of incentives for developing countries. REDD can provide stability in carbon offset credits. However, the most important task is to establish a clear legal framework and appropriate governance structures with relevant countries. There is a wide opportunities for Republic of Korea to take a lead in cutting off greenhouse gasses in the Post-Kyoto period.

  • 지적재산권은 기술개발의욕 자극을 위해 새로이 물건이나 사상 등의 창작자에게 일종의 배타적 독점권을 부여한 것으로서 1980년대 이후 국제적 관심이 고조되기 시작하였는데, 두 차례의 석유파동 이후 기술이 국제 경쟁력의 주요 결정요인으로 등장하던 시기에 한국을 비롯한 개도국들이 선진국의 기술을 모방하여 첨단기술제품 분야에서 경쟁적 우위를 확보하자 자신들의 경쟁력 확보를 위해 선진국들이 자신들의 통상교섭력을 바탕으로 GATT/UR 등 국제적 협상을 통해 지적재산권 보호문제를 통상문제로 확대시킨 것이다. 이러한 지적재산권에 대한 통상문제와 관련하여 가장 문제가 되는 국가는 역시 미국인데, 미국은 통상법 301조 중 지적재산권 보호에 적용되는 Special 301조를 이용하여 지적재산권 보호에 대한 실효성을 확보하였으며, 당초 제품수입상의 불공정거래행위에 적용하던 관세법 337조를 지적재산권을 침해하는 수입 판매행위에도 적용할 수 있도록 개정함으로써 그 보호수단을 더욱 강화하였는데, 이에 따라 우리도 적절한 대응방안의 모색이 요구되고 있다. 우선 정부의 입장에서는 대내적으로 원천기술 및 개량기술 개발을 통한 기술의 해외의존도 축소, 인센티브 도입 등 직무발명제도 활성화, 해외특허권 취득확대를 위한 중소기업의 해외출원비용 지원, 심사관의 전문화롤 통한 심사의 처리속도 및 질 향상, 특허기술정보 이용체제 개선을 위한 특허청의 정보전산화 및 산업기술정보원 톡허정보센타와의 유기적인 협조체제 구축, 기업의 특허분쟁대응능력 향상을 위한 전담부서 마련 및 국제특허분쟁 전문변리사 양성 등의 대안을 마련할 필요가 있으며, 대외적으로는 PLT협약 등 차후에 있을 국제협약에의 적극적인 참여를 통한 우리나라의 이익도모, 남북 가교역할의 강화 및 한 미 양국간의 법제적 차이에 대한 오해불식, 해당 산업에 영향을 줄 수 있는 로비 활동의 활성화 등의 대안이 필요하다. 또한 기업의 입장에서는 사전적으로 과감한 연구개발투자를 통한 산업재산권 확보, 기술 법률 언어능력을 고루 갖춘 특허전문가의 확보, 국제특허분쟁에 대한 대응체계 구축, 특허권 분쟁발생 방지를 위한 책임소재의 명확화 등의 근본적인 대책과 국제특허분쟁 차단을 위한 철저한 선행기술 조사, 해외기술의 개량 및 이용 촉진을 위한 크로스-라이센스의 활성화, 부실특허권에 대한 적극적인 무효심판청구, 제소정보에 대한 조기 입수, 설계변경이나 특허무효자료조사 등 침해회피 방법의 준비, 위험특허에 대한 철저한 예비조사 등의 부수적인 대책을 마련할 필요가 있으며, 일단 특허분쟁이 발생한 경우에는 당해 분쟁의 자사 생산 제품과의 관련여부 검토, 사건에 필요한 광범위한 정보 수집을 위한 전담팀 구성, 제소인의 특허권에 대한 면밀한 법률적 검토, 제소자에 대한 정확한 정보파악 및 최종 대응방안에 대한 신속한 결정, 자사의 특허를 이용한 제소자에 대한 역제소 등의 대응방안을 강구할 필요가 있는 것이다.

A Study on Estimating Tourism Elasticities using Autoregressive Distributed Lag(ARDL) model (ARDL 모형을 이용한 관광탄력성 추정에 대한 연구)

  • This study was to investigate the elasticity in tourism demand of Chinese tourists visiting Malaysia through ARDL models by using Chinese tourists arrivals, GDP, CPI, transportation costs and others. When China was implementing an open-door policy with foreign countries in the early 15th century, the movement of Chinese was very limited, and then communication between China and other countries was very weak. However, the Chinese government persistently and entirely implemented an open-door policy by participating in the World Trade Organization(WTO) in 2001. The Chinese government has opened the economy through foreign direct investment by providing various incentives for foreign investment. As a result, inbound and outbound Chinese movements increased in the early 21st century. China was one of the top five most visited tourist destinations in the world by 2016, and also Chinese tourists traveling abroad increased, so they made Malaysia a popular tourists destination because of increase sharply to around 1.41 million. This study examined the significance of major economic factors affecting the increase in Chinese tourists arriving in Malaysia. Other factors that induced their arrival included income, tourism prices, transportation costs and promotional activities. Short-run shocks from the Asian economic crisis and the outbreak of SARS were included to understand how tourism demand in Malaysia was affected. Finally this study found that the combination of the ARDL and the Error Correction Model were useful to statistically estimate the elasticities of tourism demand.

Plan for Revitalizing the Return-to-Farming / Fishing Villages of Young and Older Adults Through the Marine Leisure Industry (해양레저산업을 통한 청장년층 귀어·귀촌 활성화 방안)

  • This study suggests a plan for revitalizing return-to-farming / fishing villages through the marine leisure industry by analyzing the practical problems faced by young and older adults who have returned to the marine leisure field. A case study was conducted to identify the problems faced by those returning to marine leisure, and to determine the measures for revitalizing return-to-farming / fishing villages. Interview participants were those returning to marine leisure and experts in related fields. The problems identified include the exclusive culture of fishing villages, difficulty in raising initial investment funds, and lack of marine leisure education programs for return-to-farming / fishing villages. The proposals to solve these problems and revitalize return-to-farming / fishing villages through the marine leisure industry include the introduction of an incentive system to mitigate barriers to entry; establishment of a matching system; use of idle land in fishing villages to promote return-to-farming / fishing villages; introduction of a consignment management system after the pre-investment of the fishing villages; and establishment of an education program, including in the fisheries field, and infrastructure for return-to-farming / fishing villages for marine leisure.

A Study on the Firm Performances Regarding Technology and Employment of Government-financed SME R&D (정부지원 R&D의 중소기업 기술 및 고용 성과에 대한 연구)

  • This paper used individual establishment level data to estimate the effects of government support for the research and development of 'small and medium enterprises'(SMEs). We analyzed, on the establishment level, the degree of technical advancement, strength of private R&D incentives, and the effect on employment levels of firms which participated in the 2010 government R&D support project. The results of this study are as follows. First, the size and frequency of government investment in the R&D of SMEs were both positively correlated with the amount of patent registrations. Furthermore, we found that the amount of patent registrations were positively correlated with the size of the establishments, but the average level of technological advancement for the firms running the research was lower than the average level of technological advancement for the firms merely participating in the project. Second, the government's R&D policy was found to be complementary to private R&D incentives, and a 1% increase in government R&D investment resulted in an inelastic increase (0.193~0.245%) of the firms' post-program R&D spending. Third, we found that R&D support from the government contributed to an increase of employment by the participating firms. Additionally, we found that the impact of R&D support on job creation varied for the firm size and technological characteristics. Therefore, it is important for governments to take into consideration each type of small business, when setting R&D policies.

  • The purpose of this study aims to analyse the case on the violation of the Agreement on WTO-TRIMs in the China with auto parts case. The Agreement on Trade Related Investment Measures(TRIMs) are rules that apply to the domestic regulations, a country applies to foreign investors, often as part of an industrial policy. The agreement was agreed upon by all members of the WTO. The TRIMs Agreement bans any laws, policies or administrative regulations favouring domestic products. This includes government incentives to encourage corporations to use domestically made products as a way of creating or protecting local jobs. The Agreement on TRIMs is only one such restriction within the broader WTO regime. Policies such as local content requirements and trade balancing rules that have traditionally been used to both promote the interests of domestic industries and combat restrictive business practices are now banned. In many ways the Agreement on WTO-TRIMs is less significant than the WTO agreements on services, etc. The TRIMs Agreement does not involve any new rules or disciplines, referring only to the existing provisions under the GATT. However, by enforcing GATT provisions on 'national treatment', this short and simple agreement has had farreaching effects on auto parts, etc. Meanwhile, China has been members of the WTO late 2001, once the measures imposed high-rate tariff for import parts was intended to regulate importer of auto parts in order to avoid the high-rate tariff.

A Study on Location Determining Choice Factor and Satisfaction Evaluation of Companies in Free Economic Zones: Focusing on Incheon and Busan·Jinhae Free Economic Zones (경제자유구역 입주결정 선택기준 및 만족도 평가: 인천, 부산·진해 경제자유구역 중심으로)

  • This study analyzes Korea's Free Economic Zone (FEZ), by particularly focusing on Incheon and Busan-Jinhae zones, using the Analytic Hierarchy Process (AHP) method and a questionnaire survey analysis. The study compares important selection criteria and satisfaction of resident companies in Incheon and Busan-Jinhae FEZs. The findings are as follows. First, the AHP method results suggest that companies in both Incheon and Busan-Jinhae FEZs are affected by location, economic society, and policy. In subordinate determining factor for land, it is ordered by ease of gaining land, inexpensive rental fee in Incheon and by convenient access to close markets and inexpensive rental fee in Busan-Jinhae. Second, the questionnaire survey results suggest high adjacent market size and easy access in Incheon FEZ and sound logistics infrastructure in Busan-Jinhae FEZ. For this reason, Incheon has a high value of logistics infrastructure and potential market near metropolitan area and Busan-Jinhae, has a high value of transportation Infrastructure near industrial district. These findings will contribute to policy data for activating and promoting the Free Economic Zone.

A Study on the Dependency between Port Logistics and Regional Economy - Focused on the BuUlGyeong Megacity - (항만물류와 지역경제 간의 연계성에 관한 연구 -부울경 메가시티를 중심으로-)

  • The Busan-Ulsan-Gyeongsangmando(BuUlGyeong) megacity aims to grow into the second metropolitan area by strengthening the growth and connectivity of the southeast region in Korea. In order to analyze the linkage between port logistics and regional economic development, this study focused on the economic community of BuUlGyeong. The findings are as follows. First, it was found that vessel entry and departure had a positive (+) significant effect on cargo volume. Second, the cargo volume was found to have a preemptive effect on the vessel entry and exit ports and the composite index. Third, the composite Index was found to have a significant positive (+) effect on cargo volume. From the results of the variance decomposition, it can be confirmed that the composite index has a weak impact on ship entry/exit and cargo volume. Based on the above findings, some policy implications are derived. First, regional governments in BuUlGyeong should provide incentives to revitalize the maritime economy such as the expansion of maritime port infrastructure and encouraging investment. Second, since an increase in cargo transport volume at major national ports linked to the BuUlGyeong region has a positive (+) effect on economy. Therefore it is necessary to expand actively port marketing and regular service for the country and ports. Third, investments should be made continuously to expand the marine port infrastructure such as the expansion of facilities so that global shipping companies can continue to call megacities in BuUlGyeong ports for super-large ships and cruises.

Strategy Development for Expanding High-speed Railway into both Korean Domestic Market and Foreign Market (고속철도사업 활성화 및 건설업체의 해외사업참여 확대방향 연구)

  • High-speed railway raises global interests with the growing concerns on the green development and the green energy. However, since most of the infrastructure investment of Korea was focused on the highway projects for last forty years, the investment on the railway has been limited around 40~50% of that of the highway projects. In addition, due to the world economy crisis and unsatisfactory support of existing policy for the private investment project, the private investment is given a small deal of weight on the social overhead capital investment. Meanwhile, despite the world high-speed railway market is growing rapidly and the Korean contractors have won the international construction contracts over 70 billion USD, past records of railway projects are very rare. Therefore, it is required to develop strategies for encouraging private investment in the domestic market to achieve efficient high-speed railway development and for advancing into foreign high-speed railway market. This study carried out data collection and market analysis for both domestic and foreign market respectively. Through a structured questionnaire survey and expert interviews, contractors' perceptions on the high-speed railway market and needs for the government support are collected. Summary of strategies drawn from this study are as follows: 1) carrying out BTL high-speed railway projects and revising related policies; 2) upwarding incentive level for the private pre-investment projects considering the contractors' credit rating; 3) carrying out Honam-Jeju submarine railway project; 4) establishing a efficient consortium model for foreign market; 5) improving the capacity of the Korea Railway Association that support Korean contractors' foreign advancement; and 6) expand the budget for Global Infra-fund.

A Study on the Power Supply and Demand Policy to Minimize Social Cost in Competitive Market (경쟁시장 하에서 사회적 비용을 고려한 전력수급정책 방향에 관한 연구)

  • In this paper, the resource adequacy as well as the optimum fuel mix is obtained by the following procedures. First, the regulation body, the government agency, determine the reliability index as well as the optimum portfolio of the fuel mix during the planning horizon. Here, the resources with the characteristics of public goods such as demand-side management, renewable resources are assigned in advance. Also, the optimum portfolio is determined by reflecting the economics, environmental characteristics, public acceptance, regional supply and demand, etc. Second, the government announces the required amount of each fuel-type new resources during the planning horizon and the market participants bid to the government based on their own estimated fixed cost. Here, the government announces the winners of the each auction by plant type and the guaranteed fixed cost is determined by the marginal auction price by plant type. Third, the energy market is run and the surplus of each plant except their cost (guaranteed fixed cost and operating cost) is withdrew by the regulatory body. Here, to induce the generators to reduce their operating cost some incentives for each generator is given based on their performance. The performance is determined by the mechanism of the performance-based regulation (PBR). Here the free-riding performance should be subtracted to guarantee the transparent competition. Although the suggested mechanism looks like very regulated one, it provides two mechanism of the competition. That is, one is in the resource construction auction and the other is in the energy spot market. Also the advantages of the proposed method are it guarantee the proper resource adequacy as well as the desired fuel mix. However, this mechanism should be sustained during the transient period of the deregulation only. Therefore, generation resource planning procedure and market mechanisms are suggested to minimize possible stranded costs.
