Analysis Methodologies for Planning A Long-term Sustainable High-speed Rail Network using Multi-attribute Utility Theory (지속가능한 고속철도망 계획을 위한 분석방법론 연구: 다원-속성 효용이론을 이용하여)

  • With the growing international consensus regarding sustainable development of transportation, the plan of transportation infrastructure needs to meet various requirements toward enhancing environmental conditions. Accordingly, the upcoming long-term plan of high-speed rail network has to be reflecting the sustainability of transportation systems. In this paper, we propose methodologies based on multi-attribute utility theory for determining priorities of sustainable high-speed rail investment. The proposed methodologies identify indicators for sustainable transportation systems such as economic, environmental, social, and transportation-related ones and then, explain the way how to evaluate the overall sustainability by comparing the relative importance among indicators. This will help transportation agencies to prioritize high-speed rail investment toward sustainable transportation systems.

A Study on the Comparative Analysis of World Major Liner Shipping Companies' Ship Investment Strategy (세계 주요 정기선사의 선박 투자전략 비교분석에 관한 연구)

  • The purpose of this study was to carry out comparative analysis on the world major liner shipping companies' ship investment strategy using Fuzzy-AHP model. In this study, the ship investment factors were firstly selected by literature review and finally adopted them by in-depth interview with experts who had working experiences over 15 years in the field of shipping business. As suggested in the previous research, the liner shipping companies have been classified into four types such as 'ship investment irrelevant to market trend'(Type1), 'ship investment before market rise'(Type2), 'market decline after participation in excessive orders'(Type3), 'avoidance of ship investment during market rise'(Type4) and the comparative analysis were conducted among four ship investment types. According to the results of analysis, ship investment priority in Type1 was freight rates(0.132), price of used ship(0.121) and fleet(0.103). The priority in Type2 was freight rates(0.134), need for ship owner(0.113) and public funding(0.109). Type3 put its priority in freight rates(0.173), fleet(0.169) and the changes in international circumstances(0.121). Type4 considered freight rates(0.239), fleet(0.232) and oil price(0.150) as its priority.

  • In this paper, The investment prioritization model was investigated for keeping the service level of mooring facilities more than the target level of management with a limited budget in the right time. Network level prioritization criteria of the national scale was developed to take into criteria index and quantitative evaluation, management authority's opinion. Delphi method was conducted maintenance exports of mooring facilities over twice for verifying the validity and adequacy. In order to improve the objectivity of criteria, the criteria for evaluating the utilization of port facilities is presented form yearly facility traffic/facility's length, the result of the analysis of facility traffic data. The investment prioritization criteria of mooring facilities is expected to be utilized for more efficient and national budget distribution applied to the maintenance budget plan of nationwide.

  • 본 연구에서는 합리적인 기술개발 투자를 위한 배전기술개발 우선순위 결정 알고리즘을 개발하여, 최적의 배전기술개발 구현방법을 제시한다. 또한, 이들 알고리즘과 기술개발 체계도에 근거한 배전기술개발 장단기 계획(안)을 종합적으로 제시하며, 분야별 기술개발 추진안과 세부과제별 추진안을 구체적으로 제안한다. 구체적으로는 합리적인 기술개발 장단기 계획안을 수립하기 위하여, 적당한 근거와 절차에 의하여 대상기술을 선정해야 하는데, 이러한 기술개발의 우선순위를 나타내는 적정한 평가기준치를 제시하고, 이 값을 기술개발 선행지표와 평가함수식에 의해 산출하는 우선순위 평가알고리즘을 제시한다.

  • 실제 소프트웨어 개발에서 지속적으로 보안관련 문제들이 발생하고 있으므로 이를 해결하기 위하여 소프트웨어 개발 주기의 초기 단계인 요구사항 분석단계에서 보안 요구사항을 추출하는 것이 필요하다. 이는 요구사항 분석 단계에 대한 투자가 소프트웨어 개발의 성공률을 높일 수 있기 때문이다. 보안 요구사항을 추출하는 기법에 대해서는 여러 방면으로 연구가 시작되었으나, 보안 요구사항을 토대로 향후 소프트웨어 개발과정에서의 보안관련 위험도를 산정하여 보안 투자의 우선순위를 정하는 기법은 아직 연구되어 있지 않다. 그러므로 본 논문에서는 추출된 보안 요구사항을 가지고 소프트웨어 보안에 대한 위험도를 산정하여 투자 비용의 우선순위를 산정하는 절차에 대해 제안한다.

  • Association of South East Asian Nations(ASEAN) has recently decided to develop ASEAN Highway Network to connect member countries by road in an attempt to achieve a goal of closer economic integration in the region. This entailed the necessity to newly construct or upgrade some 5,481 km of road sections to make ASEAN Highway Network functional. This study offers haw we can prioritize development of these road sections using the Analytic Hierarchy Process. Particularly, it shows how individual road sections can be prioritized considering the importance of corridor or road group where the individual road section lies. It also develops how values of different evaluation criteria can be compared in the same scale. This new approach can be useful in prioritizing highway development in such cases where candidate road sections are widely scattered around the region, so detailed benefit and cost analysis is practically too demanding to carry out.

  • Every summer in our country, an accident occurs, in which the retaining wall on a steep slope collapses due to torrential rain. According to the data on the results of steep slope risk assessment in 2019, over 780 retaining walls are below grade C; therefore, preparing for countermeasures is urgent. However, due to the limited budget for the repair and reinforcement of these retaining walls, it is necessary to discuss the investment prioritization. In this study, a prioritization method was proposed at the network and project levels along with the review of the revised criteria of disaster risk assessment in the steep slope retaining wall, and an application research in the network level was conducted for six retaining walls. Moreover, it is proposed that the priority index was determined by using the actual cost for repair and reinforcement in determination of the project level prioritization.

Development of MCDM for the Selection of Preferable Alternative and Determination of Investment Priority in Water Resource Projects (수자원사업 대안선정 및 투자우선순위결정을 위한 다기준의사결정모형 개발)

  • Water resource projects need an enormous national budget. Therefore, a reasonable and reliable decision making is required for the planning of water resource projects, but decision making has been mostly performed by economic analysis. The objective of this study is to develop a Multi-criteria Decision Making(MCDM) model which can assess the project in various aspects for the selection of preferable alternative and determination of investment priority in water resource projects. In this study, the criteria involves economic feasibility, policies, vulnerability, and sub-items which have weights obtained from the expert survey for the consistent evaluation. We also derived the utility function considering risk trend of each item based on the expert survey. Then, the total score was estimated by weights of each item and utility score of each attribute. The results show that vulnerability is a major contributor for the criteria. This study will contribute to the selection of proper water resource projects considering efficiency of project and fairness for vulnerable area.

  • The drone market in Korea is growing with a focus on the use of prevention, defense, exploration and surveying, search and rescue, video shooting, and facility management. However, the foreign dependence on drone's core technologies and components is high. Drone-powered countries such as the US and China are expanding the weaponization of drones, which can intensify trade wars between countries, such as strengthening import and export regulations and monopoly. Therefore, Korea should put R & D and localization of core technology, parts, and accessories of next generation drone first. For this, policy research and investment in infrastructure, equipment, and research personnel should be preceded. This study studied the evaluation of investment priorities by infrastructure sector (facility equipment, utilization field, and demand manpower) to foster small drone companies through literature studies. To this end, we expanded and reclassified e isting research, developed investment prioritization indicators through expert group interviews and reviews, derived future uncertainties, and selected investment priorities by infrastructure sector using AHP techniques. Finally, it proposed an infrastructure construction strategy to foster small drone companies in terms of drone development support, utilization support.
