DAS and SCADA system are main systems, which operate and manage the power system by using computer and communication technology. But DAS and SCADA have been operated independently in Korea, so there was some time delay in the fault handling and live-line work. To improve that problems, studies on the interface between DAS and SCADA have been needed. From November 2005 to December 2007, the pilot project has been performed in KEPCO's branch offices, as a result, direct method will be applied widely all over the country until 2010 because the operation information of substation users want can be transmitted fast and it is possible to control 43RC directly although the expense for direct method is about 1.3 times larger than that for web method. To improve problems revealed during the pilot project, substation object to object communication method is proposed and interface database automatic generation and interface system diagnosis and logging functions are developed. Interface data point and communication data type are defined, substation single line diagram automatic generation or manual editing function, SCADA monitoring and controlling function, log data managing function are developed in SCADA HMI program. It is expecting to reduce the average time for each outage about 33% and to improve the reliability, efficiency of operation, execution of DAS from automatic load transfer under a fault, and to contribute to export project.

This study analyzes the economic impacts of Korean R&D expenditure on the industrial structure by technological levels using 2010~2014 Input-Output table data. The industrial structure is reclassified into 4 manufacturing industries by OECD's Technology Intensity Definition. Then, we analyzes the production-inducing and value added-inducing of those industries. As the results of the analysis, it is found that the production-inducing effect by the R&D expenditure has been higher in the middle-high and middle-low technology manufacturing and that the value added-inducing effect has been higher in the middle-high technology manufacturing. On the other hand, the production and value added-inducing effects has been lower in the high-tech manufacturing which is highest in the R&D expenditure. The above results indicate that industrial structure has not been linked with the quality ladder that expresses the enhancement of tech level through R&D expenditure. Based on these results, the policy recommendation implies that R&D expenditure should be concentrated to improve the production- and value-added effects of the high technology manufacturing in order to advance the industrial structure. However, this study has the limitation that the analyses on the dynamic-inducing effects are not carried out due to the lack of fixed capital formation data.

본 연구는 수리.수문 모형화에서의 시공간 자료 분석기술 개발에 관한 연구로서, 국내 GIS엔진인 GeoMania를 기반으로 하여 개발된 HyGIS와 수리.수문 연계모형을 확립하였으며, 주요 연구 결과로, 현재 국내에서 가장 보편적이고 광범위하게 적용되고 있는 HEC-HMS 모형과 HEC-RAS 모형을 선정하여 사용자의 편의성을 도모하고, 모형의 입 출력 구조, GIS와의 연계방안 등을 분석하여 제시하였다. 또한 HyGIS-HMS 모형과 HEC-RAS 모형의 개발은 국내 GIS엔진인 GeoMania-Pro와 Add-ON 방식으로 연계되어 구동되며, 입력자료는 GeoMania-Pro 프로그램 상에서 GUI에 의한 대화식으로 구성되었다. 하나의 시스템 상에서 DEM의 구축과 종합적인 유역분석 및 체계적인 하천에 대한 지형학적 자료구축과정을 제시하였고, 국내 하천유역 및 하도망의 Geo DB와 연계되는 시스템으로 구성하였다. Thiessen 계수 계산 결과에 신뢰성을 제고하였고, CN값 구성과정은 국내 유역상황과 자료구축과정에 적합하도록 개발하였다. 또한, GRID를 이용한 하천에 대한 지형학적 자료구축 과정에 있어 보다 정확한 계산이 가능하도록 구성되었고, HyGIS-HMS 모형 및 HyGIS-RAS 모형에 대한 입력자료의 구성이 편리하도록 GUI를 이용한 입력자료 구성 모듈이 적용되었고, 이러한 입력자료가 파일로 구성이 되어 각 모형에 적용될 수 있는 형태로 구성되었다. 본 연구는 HEC-HMS 및 HEC-RAS를 이용한 HyGIS-HMS 모형과 HyGIS-RAS 모형을 개발함로써 국내유역에 대한 수리 수문 모델링시 사용자들이 하나의 GIS 엔진상에서 필요한 제반사항을 모두 구현할 수 있도록 구성되어, 엔지니어링 회사, 수자원기술자, 수자원관련 연구자들에 의해서 활용될 수 있을 것이다.이 보다 향상될 것이다.>에서 $0.0190m^3/s$로, 갈수량$(Q_{355})$은 $0.0176m^3/s$에서 $0.0189m^3/s$로 약 7%가 증가하는 것으로 분석되었다. 결과로부터 침투 트렌치는 저수량 및 갈수량을 증가시키는 보조수단이 될 수 있다.해 보았다. 뿐만 아니라 이와 관련된 수문요소기술을 확보할 수 있을 것이다.역의 물순환 과정을 보다 명확히 규명하고자 노력하였다.으로 추정되었다.면으로의 월류량을 산정하고 유입된 지표유량에 대해서 배수시스템에서의 흐름해석을 수행하였다. 그리고, 침수해석을 위해서는 2차원 침수해석을 위한 DEM기반 침수해석모형을 개발하였고, 건물의 영향을 고려할 수 있도록 구성하였다. 본 연구결과 지표류 유출 해석의 물리적 특성을 잘 반영하며, 도시지역의 복잡한 배수시스템 해석모형과 지표범람 모형을 통합한 모형 개발로 인해 더욱 정교한 도시지역에서의 홍수 범람 해석을 실시할 수 있을 것으로 판단된다. 본 모형의 개발로 침수상황의 시간별 진행과정을 분석함으로써 도시홍수에 대한 침수위험 지점 파악 및 주민대피지도 구축 등에 활용될 수 있을 것으로 판단된다. 있을 것으로 판단되었다.4일간의 기상변화가 자발성 기흉 발생에 영향을 미친다고 추론할 수 있었다. 향후 본 연구에서 추론된 기상변화와 기흉 발생과의 인과관계를 확인하고 좀 더 구체화하기 위한 연구가 필요할 것이다.게 이루어질 수 있을 것으로 기대된다.는 초과수익률이 상승하지만, 이후로는 감소하므로, 반전거래전략을 활용하는 경우 주식투자기간은 24개월이하의 중단기가 적합함을 발견하였다. 이상의 행태적 측면과 투자성과측면의 실증결과를 통하여 한국주식시장에 있어서 시장수익률을 평균적으로 초과할 수 있는 거래전략은 존재하므로 이러한 전략을

Since South Korea started to apply Renewable Portfolio Standard (RPS) in 2012, there have been huge investment for deploying renewable technologies. Recently, the government determined to incentivize battery energy storage system(BESS) with renewable generations in order to induce the improvement of dispatching capability. In this paper, the annual pattern of PV generation based on actual generation data in South Korea is analyzed and the duration curve of capacity factor is proposed in order to provide the simplified analyzing methodology of present support policy for additional BESS installation for decision maker who is responsible for supply and demand planning. With suggested methodology, the range of appropriate BESS size with respect to the variation of system marginal price(SMP) and renewable energy certificate(REC) price can be derived briefly, and decision makers easily evaluate the effect of support scheme. Current policy for BESS installation support present additional BESS-related installation policy may give incentives to developers partially, however, the dependence between BESS size and benefit components (SMP and REC) can limit the deployment of the various portfolios of the BESS. Therefore, when improving the current policy in future, addressing the dependence between the technical aspects of battery size and the benefit components separately by the technical and economical parts is needed to set the suitable compensation rules for the renewable generation and BESS.

본 논문은 3개 기초자치단체 지역주민들을 중심으로 이들 지방정부의 투자우선지출 순위에 관한 지역주민의 의식을 분석해 보았다. 이러한 분석은 근본적으로 지방정부의 공공지출을 통한 투자사업 활동이 지역주민의 선호순위와 일치하는지를 검증해보기 위한 선행연구로서의 의미를 가지고 있다. 지역에 따른 행정기능별 우선지출 순위분석에서 볼 때 일반행정부문의 경우 세지역 모두 기획조정분야에 가장 큰 우선지출을 요구하고 있고 산업경제 부문의 경우 지역특산물생산과 지역공단육성에 큰 관심을 보이고 있으며 사회복지부문의 경우 쓰레기처리 및 폐기물관리 등에 우선적인 관심을 보여 생활환경의 정비에 큰 관심이 있는 것으로 분석되었다. 지역개발사업의 경우 도시계획 및 도시정비사업이 그리고 민방위부문의 경우 재난관리와 화재예방의 부문에 특히 우선지출의 관심을 보이고 있었다. 지방자치단체의 공공지출에 영향을 미치는 주요요인들은 주민참여도, 정부.기업관계, 정치적 연계, 기획과 예산구조, 공공투자 재원보조, 등으로 구성되어 있으나 각 요인별로 구성변인에 따른 지역주민간의 인식은 다르게 나타남을 알 수 있었다. 이상과 같은 지역주민들의 공공지출형태의 다양성과 여러 기대조건들을 충족시키고 그럼으로써 행정서비스에 대한 지역주민의 만족도를 극대화하기 위해서는 각 지방정부는 그들 지역내 특수한 사회 경제적 여건하에서 새로운 고객관리전략을 수립하여야 할 것이다.

Technological innovations is a main source of competitive advantage and at the same time, it needs great investment to achieve it. So in the back of many successful firms, always there is great technological innovation and much investment to achieve it. But investment in technological innovation does not always give good performance. In this paper according to the technological innovation model presented by Abernathy and Utterback(1975), the relationship between technological innovation and manufacturing strategy/ manufcaturing activity is testified by domestic firms empirically. The ultimate purpose of this paper is to prepare for basement of normative research on technological innovation to improve firm performance.

The need for a system to promote the effectiveness of national R&D investment has become an important issue. Korea Institute of Science and Technology Information(KISTI) is developing National Science and Technology Information System(NTIS) to meet this need. For the consistency of IT strategy and to promote more effective IT investment the NTIS have been established Information Technology Architecture (ITA). NTIS is the system for coordination outcomes of each R&D centers. This case study's contents are the process of NTIS ITA establishment, the major contents and the effectiveness of NTIS ITA.

대한민국 정통부는 IT 산업의 경쟁력 강화를 통한 국가경제발전을 유도하기 위해 8대 서비스, 3대 인프라, 및 9대 신성장동력을 연계하여 시너지효과를 극대화하는 IT 839전략을 마련하여 강력하게 추진 중에 있다. 이러한 상황 하에 향후 IT시장의 선택과 집중을 통한 정책적 육성발전방향을 제시하기 위해서는 9대 신성장동력간 가치사슬에 대한 이해가 최우선 돼야 한다. 본 연구에서는 다차원척도법을 이용하여 IT 신성장 동력 간의 연관성 분석, 시간의 변화에 따른 이동방향 분석, 및 성장동력의 속성을 반영한 PROFIT분석 등을 실시하였다. 본 연구의 결과는 전략적 중요도가 큰 산업 및 분야를 선별 할 수 있을 뿐만 아니라, 효과적인 정책적 투자를 유도하기 위한 전략을 모색할 수 있을 것으로 기대가 된다.

미국을 비롯한 영국, 프랑스 등 주요 EU 회원국들은 국가 경쟁력 향상을 위해 초광대역망 구축을 정부 차원에서 추진하고 있다. 초광대역망 투자 계획은 모든 국민에게 통신 서비스를 제공하는 보편적 서비스 제도와 연계하여 추진하고 있다. 특히 미국의 Broadband Plan과 영국의 Digital Britain 계획을 통해 보편적 서비스 제도가 PSTN 음성 서비스에서 데이터 서비스로 전환되고 있다. 이에 반해 호주에서는 초광대역망 구축과 보편적 서비스 제도 개편 움직임이 다른 국가들과 차별되어 국가 차원에서 기업을 설립하고 망 투자와 보편적 서비스 제도를 담당하는 방향으로 움직이고 있다. 본고에서는 호주의 초광대역망 구축 계획을 살펴보고 초광대역망 환경으로 과도기 단계에서 보편적 서비스 제도 개선 현황 및 특징을 살펴보고 시사점을 살펴보고자 한다.

공공부문에서의 정보화 투자효과의 현실화, IT 중복투자의 사전방지, 개발된 여러 정보시스템 간의 원활한 연계와 상호운용성 확보 등을 달성할 수 있도록 해주는 ITA/EA 도입이 의무화됨에 따라 정보기술아키텍처에 대한 성과평가가 중요한 이슈로 부각되고 있다. 이러한 시점에서 본 연구는 한미 양국 정부의 정보기술아키텍처 성과평가 현황을 검토하고, 우리나라 범정부 정보기술아키텍처 제도에 대하여, 합리적 성과평가 수행을 위한 여섯 가지를 제안하였다.
