A Study on Proper Minimum Navigation Speed Control in the Korean Ports (우리나라 항만에서의 항행 최저속력 규제에 관한 연구)

  • Navigation speed control is an important factor to improve the traffic safety, it is only researched about maximum speed control until now. Recently, there are lots of the low speed vessels including towing boats, carry heavy shipbuilding blocks in the Korean waters, so the danger degree of navigating vessels was increasing more and more. This paper analysed the effectiveness of minimum speed control with the operation burden's decrease, and it proposed the proper the minimum navigation speed of each traffic volume. Main results of this research are as follows. (1) in the case of 5 ships/hour, minimum speed control is effective if the lowest speed is fixed more than 5kts. (2) in the case of more than 10 ships/hour, speed control is some effective if the lowest speed is established 7kts. (3) But, when there are many ships in the waters, minimum speed control is not effective because distances between ships become near and ships navigate for a long time by a lot of ship having a few difference of relative speed.

  • Recently, vessel's average speed in the sea becomes fast because of the increasing of high-speeds vessel like a container ship and ferry. So, it is considered that speed control in the korean narrow waterway isn't the proper vessel traffic management, now. And, there is a rare paper studied about speed control quantitatively and numerically, especially speed control is discussing continuously, as abrogation of Incheon Port's speed control and alleviation of Kwangyang Port's speed control a according to navigating mariner's request. After this paper replayed the navigation traffic flow in the straight waterway using marine traffic flow simulation, the Environmental Stress Model is introduced to evaluate difficulty of each vessel's traffic.

  • Recently, ships' average navigation speed become faster than before because of the increasing of high-speeds vessel including container ships and passenger-ferries. So, it is considered that the speed limit in the navigation channel in Korea isn't proper for vessel management in these days. Also, there is rare paper studies about the speed limit quantitatively and numerically, especially the speed limit is discussing continuously, as abrogation of Incheon Port's speed limit and alleviation of Gwang-yang Port's speed limit according to the requests by the navigating mariners. Consequently this paper deals with the effectiveness of speed limits using the Environmental Stress Model, after replay of the navigation traffic flow in the straight waterway using marine traffic flow simulation technique.

An Assessment of the Quantitative Effect of TSS by Vessel Traffic Flow Simulation (해상교통류 시뮬레이션을 이용한 통항분리제도의 정량적 효과평가)

  • Marine traffic management could be defined as the implementation of managerial technical measures to improve vessel traffic safety. The managerial elements of vessel traffic management for ports and harbours or narrow channels include the total amount of traffic control, the vessel traffic separation scheme, speed restriction, traffic control by signals, the navigation information service and so forth. This research aims to quantify how much the traffic separation schemes(TSS) contribute to the alleviation effect of ship handling difficulty and to propose a design standard when the individual management measure is applied in an actual waterway. Traffic separation schemes have now been established in most of the major routes and congested waters of the world, and the number of collisions and groundings have often been dramatically reduced. In this part, the relationship between the alleviation of ship handling difficulty and the reduction of encounter figures among ships is quantitatively clarified by applying the ES model. As results of simulation analysis, it is recognized that a traffic separation system is most effective in the case of narrow width and heavy traffic volume. The centre buoy installation reduces about 1/4 of the alleviation of ship handling difficulty, TSS establishment 1/3, and design change to one-way traffic from two-way traffic reduces 1/2.

  • A mariner feels the ship-handling difficulty when the vessel onboard passes through breakwater. Until now, there is no a layout design of breakwater to take into account the ship-handling difficulty for the mariner. 11Us paper reproduced this situation which ship-handling is difficult by using marine traffic flow simulation, and it applied to Environmental Stress Model as the assessment model which is a quantitative model for evaluating the difficulty of ship-handling arising from restriction in maneuvering water areas and arising from traffic congestion The results are as follows. (1) The layout change of breakwater has little influence for reduction of ship-handling difficulty in the areas of vessel traffic volume. (2) In the situation of same breakwater width, difference of ship speed has an effect on decrease of ship-handling difficulty. (3) Expansion of breakwater width decreases ship-handling difficulty quantitatively.

  • A mariner feels the shiphandling difficulty when the vessel onboard passes through breakwater. Until now, the shiphandling difficulty of the mariner has not been taken into account in the layout of a pair of breakwater. This paper reproduced such a situation that shiphandling is difficult enough by using marine traffic flow simulation, it is assessed by using ES Model which is a quantitative model for evaluating the difficulty of shiphandling arising from maneuvering a ship in the restricted or congested waters. The results are as follows. (1) The change in the layout of a pair of breakwaters has little influence on the shiphandling difficulty. (2) If the width between breakwaters is the same. the speed of a ship affects the shiphandling difficulty. (3) The increase of the width decreases the shiphandling difficulty.
