공공부문의 SW에 대한 사용자의 기대 및 정보화 요구에 부응하기 위하여 그동안 국내에서는 수많은 SW 시스템들이 개발되어 왔으나, 개발 과정에 대한 체계적인 관리 방법이 미흡하여 발주자가 복잡한 SW 발주과정을 추진하기 어려우며 SW 개발자에 대한 관리 통제수단이 미흡한 실정이다. 또한 발주자의 전문성 결여로 수주자인 개발업체에 과도하게 의존하는 업무 추진과 수발주자 간의 불명확한 업무 인식으로 상호 불신이 팽배한 가운데 공공부문 SW사업의 완성도 및 성공률이 저조하여 낮은 품질의 정보시스템 인수 등 사업 실패율이 높아지고 있다. 본 논문에서는 이러한 문제점을 해결하고 개선하기 위해 발주${\cdot}$관리 프로세스 확립과 이에 대한 적용을 중심으로 체계적인 SW사업 발주${\cdot}$관리 프로세스 확립과 이에 대한 적용을 중심으로 체계적인 SW사업 발주${\cdot}$관리 프로세스 개선방안을 제안한다.

The naval ship consists of a variety of classes, including patrol, frigate, destroyer and landing ship. There are various means of communication between combat ships belonging to the mobile fleet, including voice network, text message network and tactical data link. The operation at the existing mobile fleet level was conducted mainly on voice and text message, and tactical data link were used mainly to share tactical information between combat ships. This study intended to design HCI for commander like as KDDX of fleet level based on tactical data link, a means of communication between ships, to secure operational control of the mobile fleet. Recently, naval ships have been developed in the organization of various sensors, weapons and tactical data links integrated into the combat management system, and this study also designed the HCI based on the tactical data links integrated in the combat management system. The purpose of this study was to secure the operational efficiency of the tactical data link based on the combat management system in operation of the mobile fleet, and to improve the capability of the fleet commander to recognize the battlefield situation awareness.

현재 철도는 물류의 운송과 대중교통수단으로 다양하게 활용되고 있다. 또한 친환경적인 면에서 매우 중요한 교통수단으로 각광을 받고 있다. 이에 따라 철도의 안전은 고려해야 할 가장 중요한 부분 중에 하나이다. 특히 철도의 건널목과 역사 내의 플랫폼과 같은 개방된 공간에 대한 안전관리는 매우 중요하다. 개방된 공간에서는 사고발생의 위험요소들이 다수 존재하기 때문에 이러한 위험요소들을 줄이기 위해 열차의 1차적인 통제를 담당하는 기관사와의 상황인식 정보의 공유가 필요하다. 상황인식 정보는 특정 공간에 따라 다양하게 존재할 수 있다. 따라서 OSGi 플랫폼을 사용하여 다양한 상황인식 정보들을 공유하고 활용할 수 있도록 하는 것이 본 연구의 목적이다.

본(本) 연구에서는 에너지절약을 위한 주요 정책수단(政策手段)인 저리융자나 세제감면 또는 특별감가상각 인정 등 에너지절약 비용측면의 금융 세제지원이라는 과인성(課引性)정책과, 에너지수요조절를 위한 에너지가격 규제해제(energy price deregulation)나 에너지세(稅)의 추가부과 등 가격관리(조세) 정책의 경제적 효과를 비교 분석하였다. 그리고 에너지세(稅)부과의 경우 과세단계별 효과분석을 통하여 바람직한 과세포인트를 선택하고, 이를 통하여 현행 에너지절약 지원(支援)정책이나 에너지가격 및 조세체계에 대한 개선방향을 모색하였다. 분석결과, 약간의 물가상승 압박효과를 감수하더라도 에너지가격통제 해제나 에너지세 부과가 금융 세제지원제도에 비하여 에너지절약에 있어 그 효과가 크게 나타났다. 또한 에너지과세의 경우 그 대상과 실행시기에 대해서도 신축성을 기하는 것이 바람직한 것으로 나타나 에너지의 소비감소라는 효율성 측면과 함께 수반되는 물가압박요인을 고려하여 신중히 결정되어야 할 것으로 보인다. 그렇지만 단기적으로 에너지가격의 상승을 감수하더라도 DSM 프로그램비용을 자본화해 나감으로써 점진적으로 가격상승요인을 흡수하고 효과적인 에너지소비의 절약을 통하여 국민경제의 에너지비용을 줄여나갈 수 있는 종합적인 에너지대책이 마련되어야 할 것이다.

알코올연구자, 보건정책연구자, 입법관련전문가, 관련 NGO단체 전문가 등을 중심으로 전문가 집단을 2배수(60명) 선정한 후 확률적으로 30명을 선정하였다. 전문가 핵심 집단연구를 위하여 전문가 패널 국내 전문가 30명에게 목적과 취지를 설명한 후 동의를 구한 후 전자메일을 보내 일정기간 내에 응답하도록 한 후 수거하는 방식을 취하였다. 국내 전문가 조사대상자의 특성은 남성이 19명(61.2%)로 여성 12명(38.8%)보다 많았으며, 40대(64.5%)가 주로 응답을 하였고, 대학교수(67.7%)가 가장 많이 응답하였다. 전문가 집단은 한국인 음주문제에 대한 3문항의 모든 문항에 동의를 하였으며, 동의하지 않은 문항은 없는 것으로 나타났다. '인간관계를 술로 해결하는 관습', '업무상 술자리 많은 사업환경'의 경우 모든 전문가가 매우동의 혹은 동의로 응답하였다. '스트레스 많은 경쟁사회' 83.9%, '저렴한 알코올 가격' 64.5%, '술을 쉽게 접할 수 있는 지역 환경' 80.6%, '생활 대소사에 자주 노출되는 음주환경' 93.6%, '과음 통제할 사회적 통제수단 부족한 점' 90.3%의 경우 모두 매우 동의 혹은 동의로 응답하였다. 이 중 동의율이 가장 높은 문항은 '생활 대소사에 자주 노출되는 음주환경'(93.6%)으로 나타났다. '술을 좋아하는 국민기질' 61.3%, '여가활동을 할 수 없는 사회환경' 77.5%로 다른 문항에 비하여 동의율이 낮았고, 동의 안 한다는 응답도 각각 3.2%, 9.7%가 있는 것으로 나타났다.

Several security systems(firewall, intrusion detection system, vaccine for malicious codes and so on), whose purposes are to prevent the external information security threat, have gathered more technological concerns. However, they are little effective for the area of defending the internal information security threat which occurs more frequently and results in much more monetary damages. In this paper, a system for internal surveillance and control on the use of information systems is suggested and described with its architecture, features, necessary functions and development methods. And a case system is introduced to show the reality of this paper.

Electronic identity (e-ID) card based on smartcard is a representative identity credential for on-line and off-line personal identification. The e-ID card can store the personal identity information securely, so that the information can be accessed fast, automated identity verification and used to determine the cardholder's authorization to access protected resources. Due to such features of an e-ID card, the number of government organizations and corporate enterprises that consider using e-ID card for identity management is increasing. In this paper, we present an authentication framework for access control system using e-ID cards by discussing the threat environment and security requirement against e-ID card. Specifically, to accomplish our purpose, we consider the Personal Identity Verification system as our target model.

This paper deals with performance measures for recoverable item control where the demand process is time-dependent. The performance measure is essential for modelling a multi-echelon inventory problem for repairable items. Most repairable items are expensive and have a great influence on the performance of equipments. Thus the information on these items is very useful to the decision maker. The purpose of this paper is to derive the system performance measure and the part(component) performance measure considering a cannibalization policy under the dynamic environment.

이동통신 단말기의 지능이 높아짐에 따라, 통신망과 연동되는 휴대폰을 결재수단으로 사용하는 m-commerce와 같은 다양한 부가서비스가 가능하게 되었다. 본 논문에서는 단말기의 고기능화에 따른 응용부가서비스의 하나로, 휴대폰을 통해 통제되는 Security System을 제안하고 시스템의 구현 방법에 대해서 기술한다.

본 시설공사 가격관리 자료는 '84년도 조달청 시설국이 발주한 공사중 표준가격으로 활용할 수 있는 수준의 건축공사를 발췌하여 이를 비목별,공종별 단위당 공사비와 건물유형별로 중요자재 소요량 및 소요품수 등을 분석한 것입니다. 따라서 회원 여러분께서 본 자료를 잘 활용하면 건물종류별로 우리 실정에 알맞는 표준 건축물의 기준 자료로 이용할 수 있으며 또한 건축물의 과도한 고급화를 억제하여 예산을 절감하는 등 공사비 단가 간접통제 수단이 될 수도 있을 것입니다. 공사집행부서는 본 자료를 시설공사 계획 단계부터 발주, 시공 과정에 이르기까지 관리자료로 활용하시기 바라며 조달청에서는 본 자료를 각 수요기관이 계약요청하는 공사에 대하여 공사비 단가를 비교 평가하는 자료로 활용할 것입니다.
