SI Project Success and Failure in Korea thru Standish CHAOS Report (Standish CHAOS Report로 본 한국 SI Project의 성공과 실패에 관한 분석 연구)

  • 매년 국내 많은 기업 및 공공기관에서 정보시스템 관련 프로젝트를 수행하고 그 결과는 성공이라고 발표되고 있으나, 2009년 Standish 보고서에서 성공 32%, 도전 44%, 실패 24%이라고 발표되었다.[1] 프로젝트를 수행하는 업체나 발주 업체는 그 성패에 따라서 기업의 운명이 달라진다. 본 연구에서는 실제 공급자(개발업체)가 수행한 프로젝트 사례(A사 282건)를 Standish CHAOS 보고서에 명시된 성패 기준으로 하여 조사 및 통계 분석한 결과는 Standish 보고서에 비교해서 실패 11%( A사 실패 35%) 높게 나왔다. 그 이유는 프로젝트에 대한 관리 프로세스 미정착되어 있으며, PM의 역량에 의해서 좌우 되어진다. 따라서 실패율을 낮추기 위한 지속적인 프로젝트 관리 프로세스가 필요하다. 본 연구의 목적은 국내 IT환경에 개발업체에서 수행한 프로젝트 성공과 실패에 관한 연구로서 (1)기존 문헌을 통하여 프로젝트의 성패에 대한 기준을 정립하고, (2)이를 Standish와 비교하고, (3) 프로젝트 계획 및 관리 프로세스의 중요성을 인식하여 성공을 높이는데 기여하고자 한다.

Analysis of the effect on Road Network with Communication Failure Rate of C-ITS Information System for Rear-end Collision Avoidance (C-ITS 차량 추돌방지 지원 시스템의 통신 부하를 고려한 도로네트워크 영향 분석)

  • Information System for rear-end collision avoidance is a unit service of C-ITS pilot project. Road environment that the number of vehicles at the same driving high-speed has a possibility that the communication delay or failure caused by heavy load of vehicle to vehicle communication. In this study, effects of the road network about a communication failure rate of information system for rear-end collision avoidance was analyzed quantitatively with micro traffic simulation. The simulation was carried out in situation that crash of two vehicles are occurred at merging area with speed limit 80km/h and information of collision is prvoided to the rear vehicle. From simulation results, it can confirm the trend of the increasing 14% of potential conflict according to 10% increasing of the communication failure rate. C-ITS service has a goal of increasing safety. The coommunication failure rate increases due to heavy load of vehicle causes a fatal result in road safety administrator position. For the success of C-ITS project, a communication system developers side should perform the effort to reduce the communication failure rate.

  • Since Bianchi's 2-D Markov Chain Model considers collision problem only in ideal channel condition, it does not reflect real channel impaired by fading, interference, and noise. Distributed Coordination Function(DCF) doubles its contention window(CW) when transmission fails regardless of collision or transmission error. Increase of CW caused by transmission error degrade throughput and increase the delay. In this paper, we present quantitative analysis of the impact of the parameters such as contention window size(CW), transmission probability for a given time slot(${\Im}$), transmission failure probability($p_f$), on the system performance and provide a method how to decrease the initial CW to achieve equivalent performance.

  • 본 논문은 무선통신망 환경에서 이동체(Mobile Node)에 멀티미디어 서비스를 제공하기 위한 효율적인 핸드오프 알고리즘에 관한 연구로서 QoS에 미치는 영향이 큰 요소들에 대해 분석하고 이를 기반으로 효율적인 핸드오프 방안을 제시한다. 이를 위해 QoS와 밀접한 관련이 있는 이동체의 속도에 따른 핸드오프 호의 실패율(Blocking Rate)을 분석하였다. 또한 현재 각 이동통신 서비스 업체들이 제공중인 인구밀집지역에서의 무선 멀티미디어 서비스를 가정하여 피코셀(Pico Cell) 환경에서 멀티캐스트 그룹설정에 따른 핸드오프 호의 실패율을 분석하였으며, 이를 기반으로 무선통신망에서 향상된 QoS를 제공할 수 있는 핸드오프 방안을 제시하였다.

  • 1990년 중반 경에 주문형 비디오 서비스와 같은 고품질 실시간 대화형 멀티미디어 서비스가 많은 기대에도 불구하고 서비스 실용화에는 실패했었다. 실패의 주 요인으로는 충분한 대역폭 및 품질 보장 서비스를 지원하는 기반 네트워크의 부재 때문으로 현재 56Kbps 모뎀 혹은 64Kbps ISDN 통신망이 주요 통신 기반이다. 한편, 컴퓨터 저장 장치 기술의 눈부신 발전으로 인해 저장장치 가격이 기하급수적으로 내리고 있다. 이러한 사실과 디지털 형태로 정적.동적 멀티미디어 정보를 댁내 저장장치로의 비실시간 전송 기술은 저속통신망에서의 새로운 개념의 다양한 멀티미디어 서비스 응용을 가능하게 한다. 서비스 예로는 오락 및 교육 컨텐츠 전달, 내장 참조링크, 그리고 시청 중 방송 프로그램 캡쳐 응용들이 있다. 이는 사용자와의 상호대화 없이 임의의 시간(예, 통신망 사용율이 낮은 시간대)에 멀티미디어 컨텐츠를 전달하고 자유로운 시간대에 서비스 사용을 가능하게 하며, 또한 멀티캐스트 기능을 활용함으로써 서버 및 통신망의 부담을 격감시키는 효과를 가진다. 이 논문에서는, 댁내 저장장치를 활용한 저속통신망에서의 Anytime 멀티미디어 서비스의 구조를 제안하였다.

Performance Improvement Algorithms for Prediction-based QoS Routing (예측 기반 QoS 라우팅 성능 향상 기법에 관한 연구)

  • This paper proposes the prediction based QoS routing algorithm, PSS(Prediction Safety-Shortest) algorithm that minimizes network state information overhead and presumes more accurate knowledge of the present state of all the links within the network. We apply time series model to the available bandwidth prediction to overcome inaccurate information of the existing QoS routing algorithms. We have evaluated the performance of the proposed model and the existing algorithms on MCI networks, it thus appears that we have verified the performance of this algorithm.

Selfish Retransmission Scheme in IR-UWB System (IR-UWB 통신 기반의 이기적 재전송 프로토콜)

  • In this paper, we focus on the retransmission following transmission failure in impulse radio ultra wideband (IR-UWB). The reasons of transmission failure are classified and a new 'selfish' retransmission protocol is proposed because time hopping can support multiple transmissions at the same time. Selfish retransmission protocol retransmits packets immediately without any kind of timeout or channel observation. Simulation results show that the proposed protocol improves throughput up to 50% and decreases retransmission delay also up to 70%, compared to a conventional retransmission system in IR-UWB.

  • Since it would be almost impossible to recover and/or repair the satellite in space once it has been launched, a detailed analysis and design, manufacturing using the high quality workmanship, and qualification and acceptance tests in space-simulation environments are necessary for all satellite components prior to launch. Even though these efforts arc made, the failure can still occur. Therefore, redundancy should be considered in the satellite design for continuous operations in preparation for part or equipment failure. In this paper, the reliability analysis of the transponder, which is a payload of Communications & Broadcasting Satellite being developed by ETRI, was performed and compared for various design cases with different redundancies to find the optimal design. The optimal design has been finalized by investigating how the redundant components are composed from the viewpoint of technical performance measures, such as reliability, cost, schedule, and mass.

A study on the influence of service recovery activities on churning commodities (Focus on the Cable-TV Industry) (서비스 회복활동이 상품전환에 미치는 영향에 관한 연구 (케이블TV산업 중심으로))

  • The purpose of this research is to study how service recovery activities influence customers' commodity churning in the media telecommunication industry(CATV industry). Put it differently, we tried to identify this change of commodity churning rates by the stages of service failures, by which we intend to emphasize the importance of service recoveries. Korean media telecommunication market has already been saturated; customers tend to move to bigger major companies with better customer care increasingly. As once customers gone never returns, CRM functions are being reinforced over the time. We were able to have the following results. First, turning rates, for those experienced service failure, who were dissatisfied with service recovery activities are 2~5 times (monthly average turning rates are 1.3%) higher than those satisfied. Secondly, active service recovery activities at the customer's service request after experiencing service failure lowered churning rates significantly. The most effective timing is service recovery activities pre-recovery stage. Thirdly, reward activities after service recovery activities at the immediate recovery stage is more effective than service recovery at the arranged recovery schedule and reward activities after customer's expressing churning intension. The implications of this study are that firms should engage in service recovery activities at the time of identifying service failures, prior to customer's expressing churning intention, which means relatively lower ROI for the service recovery activities than the times of customers' expressing churning intention.
