이 토지 컨설팅 정보 시스템(Land Consulting Information System)은 토지에 건축, 형질변경 등 개발행위와 관련하여 구입토지의 선정에서부터 개발의사결정에 이르는 여러 가지 토지법률정보, 요구토지의 입지조건정보, 개발목적에 부합하는 토지의 분포정보, 매매나 세입 관련 부동산 정보 등 사람들의 다양한 요구조건과 의사결정 요소들을 컴퓨터 시스템을 통해 질의하고 검색, 분석함으로서 경제적이고 신속한 정보의 취득과 이를 통한 신뢰성 있는 개발과 구입의 의사결정정보를 제공하기 위한 목적에서 개발되었다. 시스템 기능의 인지도를 향상시키기 위해 'ALGOSA'라 별칭의 로고를 부여하였으며, 일반 개인은 물론 현존하는 전국의 수만 업체에 이르는 부동산사무소(공인 중개사), 측량설계사무소, 건축설계사무소, 전문토지개발회사 등 컨설팅 업체를 중심으로 시스템 보급의 필요성이 기대되며, 나아가 지방자치단체의 개발관련 인허가 부서에서도 이 시스템을 도입함으로서 개발행위 인허가 토지의 체계적 관리는 물론 불법 개발행위 단속과 객관적인 공시지가부여 기준제시를 위한 실제토지이용정보제공 등 폭 넓은 시스템 도입의 효과가 기대된다. 효과가 기대된다.

정부는 기술을 활용한 통합 토지 데이터베이스 구축하고 GIS 초고속국가망을 통한 전국적인 네트워크를 활용하여 토지관련 자료들을 정확하고 효율적으로 유지관리하고 토지행정 업무의 생산성을 높이며 토지정책의 적시성 및 과학성을 도모하고, 대국민 민원서비스의 획기적인 향상시키기 위해 한국토지정보시스템을 개발하여, 운영 중에 있다. 한국토지정보시스템은 1998년 개발이 시작되어 전국의 지방자치단체로 단계적으로 보급되었으며 2006년 전국 250개의 지방자치단체에 확산이 완료되어 현재 약 80%의 민원서류가 전산으로 발급되고 있으며 현재 고도화 사업이 진행 중에 있다. 또한 정부는 국토이용 관련 대국민 정보 서비스 개선과 국토정보의 효율적 관리 및 유비쿼터스 시대의 다양한 서비스를 충족하기 위해서 한국토지정보시스템을 기반으로 하는 국토통합정보시스템 구축 추진을 계획하고 있다. 본 연구에서는 한국토지정보시스템의 현황 분석과 개선사항 도출을 기반으로 국토통합정보 시스템을 구현하기 위한 전략 방향과 추진 과제를 제시하고자 한다.

For reasonable planning and decisions, spatial Planners should gather and analyse land use information which includes lots, zoning, population, households, buildings, usage, and etc. This study aims to define the demands of land use information for spatial planning. From literature reviews, case studies, and survey, this study shows those findings as following. First most spatial planners suffer from the difficulty of gathering land use information. Second, the priority order of the information could be shown by survey. Third, the unit and renewal period of the spatial information could be defined. Those findings could be a base of information systems for spatial planning.

토지이용정보는 토지이용계획, 도시계획, 환경관리 등을 위한 기초자료로 사용되고 있으며, 최근에는 인구가 밀집된 도시지역에서 환경문제를 고려한 정책 수립을 위하여 상세한 토지이용정보를 필요로 하고 있다. 그러므로 본 연구에서는 작은 공간단위로 토지이용을 구분하기 위하여 통계단위자료와 기 제작된 수치지형도를 활용하여 도시지역의 토지이용 분류기법을 제시하였다. 제시된 분류기법의 활용 가능성을 확인하기 위하여 서울시 일부지역을 대상으로 실험분석 하였으며, 그 결과 산림지역을 제외하고 전체적으로 높은 정확도를 보였다. 향후 산림지역에 대한 토지이용정보 취득 방법을 보완할 경우 본 연구에서 제시한 방법은 도시지역 토지이용정보 취득에 효율적으로 사용될 수 있을 것으로 판단된다. 또한 통계단위와 토지이용정보 구분단위가 일치하므로 다양한 통계집계자료와 함께 분석하는데 유용하게 활용될 수 있을 것으로 사료된다.

This study reviewed the concept of land registration and analyzed the land registration system in UK, Australia, USA, the Netherlands, France and Sweden. Land registration is a process of registering physical information and rights related to land in the land register for protection and regulation of land rights, taxation and dispute resolution. The land registration systems in the six countries were mainly analyzed in terms of policy, land register, objects and systems. As a result, first, the establishment of the land registration master plan is of paramount importance for sustainable development of land registration systems. Second, land register needs to be improved for 4D land management and service. Third, reduction of period and improvement of work efficiency for the cadastral resurveying should be considered. Last, a plan to improve public services by linking the geospatial technology with the land registration system is need.

Land information and building information have highest utilization and importance in real estate and city administration area. However, providing integrated information service was difficult because conflation and integrative utilization was not easy. In this study, necessity of integrated information system, direction of integration, method of conflation and design of integrated system for land and building information are presented. In addition, the prototype system is developed and possibility of application of integrated information is proposed. For this purpose, current situation of management of land and building information was analyzed. Based on the analysis, matching and conflation processes among spatial and attribute data were applied to land and building information. Using integrated land building information DB, integrated information system and functions were designed and the prototype system was constructed. At last, information service examples in real estate and city administration area were suggested through system operation by LX.

본 연구에서는 토지에 관한 각종 정보 중 현재 2차원에 국한된 지적정보를 지적공부에 등록하고 있으나 토지의 입체적인 활용의 증대 및 이에 따른 입체적 권리의 다양화 등으로 2차원적인 토지정보의 등록방법으로는 효율적인 토지관리 및 소유권 보호에 한계에 이르고 있어 이에 대한 대안으로 3차원 지적정보를 지적공부에 등록할 수 있는 기본방안을 제시하고자 하였다. 이를 통해 국토개발에 대한 정책결정 정보를 효율적으로 제공 할 수 있으며, 국민소득의 증가에 따라 사회간접시설(SOC)분야 및 국민 개개인의 토지이용에 있어 각종 계획과 설계 등의 인프라 조성에 기여하게 될 것이다.

The problems of urban land use are becoming worse by the increase of population and facilities. Land use planning is the major part of comprehensive city plan¬ning. Understanding and forecasting the present and future conditions of land use are the main process of land use planning. In order to comprehend the various phenomena which occured on the land, collecting accurate land information is the most important thing for the effective management of land use. Therefore, it is necessary for us to establish the land information systems. In this study, theories of functions, objectives, components and applications of land information systems were investigated as the basis of this research. Case studies of Korea and Japan were examined, not only for the desirable selection of input data items, but also for the effective land use anslysis in land information systems. Through this kind of study, we can anslize and understand the changing patterns of land use over time, and we can also prepare a more desirable and adjustable land use plan-ning programs for the future.

Landuse information is used to plan land use, urban and environmental management as base data. And, demand for landuse information is rising due to ecological consideration. But existing method to extract landuse information from aerial photographs or field survey is consume a lot of time and cost. In urban area where the pattern of landuse is densely aggregated, a landuse information needs to be classified in detail for urban planning and management. Therefore this study aims to examine the method to extract landuse information in detail from 1:1,000 digital topographic data. For the purpose, the method was applied to a part of metropolitan Seoul. The results of study shows that extraction of landuse information except forest area is possible. Forest area is needed to describe smaller spatial unit. For the future, the method of describing forest area is improved it will be effectively applicable for the city maintenance.

The Zone-Based. landuse Information System(ZBLIS) is an useful information system for city administrators and researchers for planning and analysis. The purpose of this study is to establish concept and methodology of the ZBLIS. The concept of Planning Analysis Zone(PAZ), as a basic unit of analysis, was defined to establish the ZBLIS. Then, various PAZs were suggested through a case study of Pohang city. Also, various useful attribute data were recommended in this study for ZBLIS. Digital Maps were used to establish ZBLIS. Among 730 subcategory items in the Digital Maps, some necessary items were selected for ZBLIS. A 84 items was recommended to be use of the ZBLIS. And 250 more items were recommended for more detailed analysis of the ZBLIS. While previous studies of landuse infonnatiom systems have focused on establishing Parcel-based Landuse Infonnation Systems, it is meaningful that this study is trying to recognize the significance of the ZBLIS and suggest the concept and methodology of the ZBLIS.
