  • It is well known that problem for contaminated soil with heavy metals is mainly produced from agricultural land around abandoned metal mine and the cost to solve them is much higher than those of water and air pollution in addition, it takes much more time to clarify the contaminated soil. Until now, economical and practical many techniques to remediate contaminated soils with heavy metals have been developed and proposed. Therefore, in this study, characteristic, merit and weakness for various techniques which are developing and commercializing recently in domestic/foreign country will be reviewed.

  • The characteristics of $Co^{2+}$ removal in the kaolinite column were analyzed by electrokinetic remediation. Ethanoic buffer was injected in the kaolinite column and $CH_3$COOH was continuously added to the cathode reservoir to restrain the pH increase. The pH of the cathode of the kaolinite column was 4.0 at first. Since it was controlled to be under 6.5 after 43.6 hours due to ethanoic buffer, precipitation of ${Co(OH)}_2$ was not formed in the column. Effluent rate increased with time and $Co^{2+}$ removal in the column at initial time was mainly controlled by ion migration. 13.1% of total $Co^{2+}$ in the column was removed after 10 hours, the 46.8% of total $Co^{2+}$ after 20.8 hours, and the 71.7% of total $Co^{2+}$ after 30.1 hours, the 94.6% of total $Co^{2+}$ after 43.6 hours, Meanwhile, the residual concentrations in the column calculated by the developed model were similar to experiment results.

  • Field investigations for subsurface soil and groundwater at a gas station showed that the site was severely contaminated and even petroleum compounds as free liquid state were observed. Pilot-scale soil flushing and soil vapor extraction process(SVE) were applied to evaluate the effectiveness of pollutants removal. Surfactant solution, Tween 80, was used to enhance the solubility of petroleum compounds and resulted in about 10 times increase on TPH(Total Petroleum Hydrocarbon) concentration. As for SVE method, maximum concentration of TPH and BTEX reached within 24 hours of extraction and then continuously decreased. Considerations on the groundwater level and the kinetic limitation for volatilization of contaminants have to be taken into account for the effective application of SVE process.

  • The objectives of this paper are to overview present status of soil pollution in Korea, to review the current policies and management strategies for soil pollution prevention and remediation of contaminated sites, and to suggest some recommendations to be considered toward more efficient policies. Soils in Korea are contaminated mainly by industrial facilities, landfills, underground storage tanks, abandoned/inactive mines, military camps, and other sources. Concentrations of most of soil pollutants were similar to the background levels, except for a few heavily contaminated sites such as industrial sites or abandoned/inactive mines. The Soil Environment Conservation Act (SECA), which was effective from 1995, provides a comprehensive legal framework for both preventing soil pollution and remedying contaminated sites in Korea. The Act includes various management policies such as the designation of standards and soil pollution policy area, soil monitoring networks, management of suspected contamination sources, and extended 'polluter-pays' principle. To make current policies more efficient and reasonable, some policies or strategies such as the establishment of national priority list, more detailed standards, risk-based cleanup goal, fund raise, soil erosion problem, and finally, integrity between soil and groundwater management frameworks may need to be pursued in the long term.

  • Soil can be contaminated by radioactive materials due to nuclide leakage following unexpected situations during the decommissioning of a nuclear power plant. Soil decontamination is necessary if contaminated land is to be reused for housing or industry. The present study classifies various soil remediation technologies into biological, physics/chemical and thermal treatment and analyzes their principles and treatment materials. Among these methods, this study selects technologies and categorizes the economics, applicability and technical characteristics of each technology into three levels of high, medium and low by weighting the various factors. Based on this analysis, the most applicable soil decontamination technology was identified.

  • Direct electron beam irradiation experiments on artificially contaminated soil by polynuclear aromatic hydrocarbons (PAHs) and polychlorinated biphenyls (PCBs) were performed to evaluate applicability of direct electron beam irradiation process for contaminated soil remediation. The removal efficiency of PAHs was about 97 % at 600 kGy and PCBs about 70 % at 800 kGy. PAHs were removed 27 % more, compared to PCBs although the absorbed dose was as low as 200 kGy. The contaminants decomposition was due predominantly to direct interaction of high-energy electrons and the target compounds rather than due to oxidation/reduction reaction by reactive intermediates. Radiolysis of electron beam may be able to decontaminate contaminated soil by toxic and recalcitrant organic compounds like as PAHs and PCBs effectively, but it may be economically uncompetitive. Thus, developments of post-treatment process of conventional site remediation technologies may be more practical and economical than direct radiolysis.

  • In the last decades, the decrease in biological or chemical availability of sorbed contaminants as contact time passed, is generally accepted. This phenomenon so called as "aging" or "sequestration" is known to directly affect risk of the contaminats. This was observed for mainly for hydrophobic organic contaminants (HOCs), but also reported for heavy metals. Aging is known to be directly related to sorption-desorption hysteresis, irreversible sorption, desorption-resistance, nonequilibrium sorption, etc. The decrease in bioavailability due to aging or sequestration indicates realistic decrease in risk potential. Recently a risk-based management concept by scientific evidences but not the simple measurement of contaminant concentration has been attempted to determine environmentally acceptable remedial endpoint. This is because selection of remedial endpoint based on not total concentration but the bioavailability and toxicity of contaminants can reduce both the treatment cost and remedial activities of the contaminated sites. The bioavailability and toxicity of the residual contaminants are highly affected by the fate and transport and also directly affect the exposure pathways and bioaccumulation of contaminants in the living biota. In this paper, scientific feasibility on the risk-based clean-up and management of contaminated sites is reviewed.
