Analysis on the Risk-Based Screening Levels Determined by Various Risk Assessment Tools (III): Proposed Methodology for Lead Risk Assessment in Korea (다양한 위해성평가 방법에 따라 도출한 토양오염 판정기준의 차이에 관한 연구(III): 우리나라 납 오염 위해성평가 방법 제안)

  • The most critical health effect of lead exposure is the neurodevelopmental effect to children caused by the increased blood lead level. Therefore, the endpoint of the risk assessment for lead-contaminated sites should be set at the blood lead level of children. In foreign countries, the risk assessment for lead-contaminated sites is conducted by estimating the increased blood lead level of children via oral intake and/or inhalation (United States Environmental Protection Agency, USEPA), or by comparing the estimated oral dose to the threshold oral dose of lead, which is derived from the permissible blood lead level of children (Dutch National Institute for Public Health and the Environment, RIVM). For the risk assessment, USEPA employs Integrated-Exposure-Uptake-Biokinetic (IEUBK) Model to check whether the estimated portion of children whose blood lead level exceeds 10 µg/dL, threshold blood lead level determined by USEPA, is higher than 5%, while Dutch RIVM compares the estimated oral dose of lead to the threshold oral dose (2.8 µg/kg-day), which is derived from the permissible blood lead level of children. In Korea, like The Netherlands, risk assessment for lead-contaminated sites is conducted by comparing the estimated oral dose to the threshold oral dose; however, because the threshold oral dose listed in Korean risk assessment guidance is an unidentified value, it is recommended to revise the existing threshold oral dose described in Korean risk assessment guidance. And, if significant lead exposure via inhalation is suspected, it is useful to employ IEUBK Model to derive the risk posed via multimedia exposure (i.e., both oral ingestion and inhalation).

Contamination Source Assessment of Groundwater Nitrate in a Complex Terrain (복잡한 지형에서 발생하는 지하수의 질산태 질소 오염원 평가)

  • Classification of land uses and analysis of nitrogen isotope fractionation in groundwater nitrate were carried out to examine its contamination sources in Jeju province. ${\delta}^{15}N$ values of urea (hydrolyzed with urease), ammonium sulfate, compost, water from septic tank were -1.7, -5.8, +14.1, and +24.0‰, respectively. Urea, when it was directly distillated, showed -16.5‰. Based on these ${\delta}^{15}N$ values, sources of nitrate could be classified as originated from chemical fertilizers with ${\delta}^{15}N$ values below +5‰ and as from animal manure or municipal waste with ${\delta}^{15}N$ values over +10‰. Results of ${\delta}^{15}N$ analysis of 33 wells showed that most wells had the chemical fertilizers as their dominant contamination source. However, some wells were contaminated by other sources: animal wastes or municipal wastes. Some wells were also contaminated by the combined sources of nitrate. It was also demonstrated that ${\delta}^{15}N$ analysis could be a useful tool even in the case where no apparent contamination source is found.

  • 수질오염총량관리제에서 단위유역 할당부하량은 지자체의 개발용량과 밀접한 관계를 가지고 있기 때문에 상 하류 지역간의 첨예한 관심거리가 되고 있다. 총량관리제는 기준유량과 목표수질에 대한 기준배출부하량의 달성을 목적으로 하고 있기 때문에 합리적이고 과학적인 기준유량 및 목표수질의 설정이 무엇보다 중요하다. 또한 합리적인 수질모델링을 필요로 하는데, 유량배분은 모델링 과정에서 중요한 영향을 미치며, 지역의 기준배출부하량을 결정하는 결정적인 요소 중의 하나이다. 기존의 유량배분은 대부분 관측지점을 기준으로 한 단순한 면적비 유량배분기법(SAWA; simple area-based water-balance analysis)에 의존해왔다. 그러나 SAWA는 특정유역의 토지피복, 토양, 지형경사 및 강우분포 등의 수문학적 특성을 고려하지 못하는 한계점을 가지고 있다. 즉, 동일한 면적의 유역이라도 이러한 수문 특성인자에 따라 유출되는 유량이 달라지는 현상을 고려하지 못하고 있다. 이는 곧 지역의 기준배출부하량의 신뢰성에 영향을 미치기 때문에 지역간 분쟁의 소지가 될 수 있다. 본 연구는 기존의 유량배분 방법인 SAWA가 가지는 한계점을 극복하고자 강우분포 및 토지피복의 수문학적 특성을 이용한 유량배분기법(HIWA; hydro-infomatical water-balance analysis)의 개발을 목적으로 수행되었다. 강우분포와 토지피복이 하천유량에 미치는 영향을 분석하고 공간정보화 한 후 지형정보체계(GIS)의 수문분석 기법을 이용하여 유량을 배분하였다 ARC/INFO의 KRIGING 보간법을 이용하여 구축한 등강우분포도와 토지피복에 따른 유출특성을 분석하여 강우유출 해석을 위한 가중지형정보를 생성하였다. 연구는 2003년 10월-2004년 3월의 미호천수계 및 수질오염총량관리단위유역 말단지점의 실측자료를 이용하였으며, 연구결과 기존의 SAWA보다 본 연구에서 제안한 HIWA가 유량배분의 정확도를 높일 수 있음이 입증되었다.

Assessment of Contamination of Harbor Dredged Materials for Beneficial Use (항만준설토사 유효활용을 위한 오염도 평가)

  • Contamination level assessment of harbor dredged materials is carried out for beneficial use, which generated annually due to port construction and maintenance of harbor channel. The basic purpose of environmental risk assessment was a scientific approach to susceptibility of hazard risk to human's health from different dredged materials. And this paper proposes a guideline of safely beneficial use of dredged materials at both industrial area and residental area, generated from major port execution throughout a sound investigation of their contamination levels. Newly proposed guidelines were in general higher levels compared to both current guidelines of treatment and use of dredged materials and soil environment protection levels. Finally, environmental assessment results of dredged material contamination generated in major ports of Korea for beneficial use based on pre-assessment environmental levels show that some port's dredged materials contain heavy metals such as Cd, As, Cr and Zn, more than base levels which requires more precise contamination investigation. Others were found to be very appropriate for beneficial use.

Draft Guideline Matching the Treatment Technology to the Soil Contaminated Site Based on the Site Properties in Korea (국내 부지 특성을 고려한 오염토양 정화기술매칭기준안)

  • The programmable logic array to match the treatment technology to the soil contaminated site based on the site properties in Korea was developed. Based on the previous technology screening system of FRTR (Federal Remediation Technology Roundtable) in USA, total 9 evaluation factors indicating the site characteristics were used for the technology matching process and 8 factors among them were quantitatively weighed in the order of importance. The class interval for each evaluation factor was linearly distributed to give the weighed score and 8 scores were summed up to prioritize the treatment technology. The optimal treatment technology for a specific site was determined according to the total score acquired from 8 evaluation factors used in this technology matching process. The reliability test for the developed technology matching system was done by using information of two real cleanup sites in Korea, suggesting that this guideline will be available to determine the most effective treatment technology to cleanup the soil contaminated site and also to assist the government or the company to design a successful and cost-effective site cleanup plan in Korea.

Uranium in Drinking Water of Kyungpook Area in Korea (경북지역의 먹는 물에서 우라늄 검출 특성)

  • Uranium can be released into the water environment from natural sources and human activities. The natural source of uranium is dominant in the Korean soil and groundwater environments. Uranium has both of radioactive and chemical toxic properties. Therefore, a drinking water contaminated with uranium has a high health risk. This study was conducted to determine the uranium concentration of water systems including small village drinking water system, groundwater for drinking water purpose, spring water, groundwater monitoring well, and emergency water suppling system. The uranium concentration was compared with domestic and other countries' standard. The contamination level was also evaluated on the basis of geological characteristics of the area. Among total 803 samples, 6 exceeded the Korean standard, $30{\mu}g/{\ell}$ and this was about 0.7% of the total sample. On the basis of geology, uranium concentration appeared to be increased in order of biotite granodiorite > biotite granite > gneissoid granite. The highest level of uranium was 12.4 in average.

Heavy Metal Contents in Upland Soils and Crops of Korea (우리나라 밭 토양 및 작물의 중금속함량)

  • In order to monitor the degree of heavy metal distribution in upland cultivations in Korea, both the cultivated soils and crops were collected from the 854 and 140 sites, respectively. The contents of cadmium (Cd), copper(Cu), lead(Pb), and zinc(Zn) in each sample were measured by Inductively Coupled Plasma(ICP) technique after 1N-HCl extraction. The content of Arsenic(As) was also measured with the same technique after 1N-HCl extraction. The average contents of heavy metal in surface soils(0~15 cm depth) were $0.135mg\;kg^{-1}$ for Cd, $2.77mg\;kg^{-1}$ for Cu, $3.47mg\;kg^{-1}$ for Pb, $10.7mg\;kg^{-1}$ for Zn, and $0.57mg\;kg^{-1}$ for As. Heavy metal contents of soil were similar to those values measured for upland soils in 1989, lower than soils under plastic film house in 1996. However, these contents were lower than "Countermeasure values for soil contamination"(Cd: 4, Cu: 125, Pb: 300, and As: $15mg\;kg^{-1}$ in soil) describled in Soil Environmental Conservation Act in Korea(1996). The contents of heavy metal in fresh vegetable, and root and tuber crops ranged $0.005{\sim}0.019mg\;kg^{-1}$ for Cd, $0.20{\sim}1.03mg\;kg^{-1}$ for Cu, $0.042{\sim}0.104mg\;kg^{-1}$ for Pb, and $2.0{\sim}4.0mg\;kg^{-1}$ for Zn, respectively.

Availability of Heavy Metals in Soil and Their Translocation to Water Dropwort (Oenanthe javanica DC.) Cultivated near Industrial Complex (토양내 중금속 유효도와 미나리중의 흡수이행성 평가)

  • This experiment was conducted to investigate heavy metal transition and bioavailability from soil to the edible pare of water dropwort near industrial complex. The soils were collected from the paddies cultivating water dropwort stream sediments, and background soils near industrial complex. The pH values, organic matter, Av. $P_2O_5$, Ex. Ca content of paddy soils were higher than those measured for nor-contaminated paddy fields in 2003. The contents of Cd and Cu was higher than those of standard level for soil contamination by Soil Environmental Conservation Act in Korea. The pollution index in stream sediments were higher than those of paddies cultivating water dropwort. The geoaccumulation index of heavy metals in paddy soils and stream sediment were in the order Cu>Cd>Ni>Zn>Pb. The rates of 0.1N-HCl extractable heavy metals to total contents in soils were in the order Cd>Cu>Zn>Ni>Pb. In case of Cd and Ni in paddy soils near industrial complex, 0.1N-HCl extractable heavy metals and total content were highly correlated with each other. Heavy metal contents in mot parts were higher than those in top pare of water dropwort. The Zn and Cu transfer factor from soil to the top pare of water dropwort were higher than those of other heavy metals. The bioavailability of water dropwort varied considerably between the different parts and heavy metals. Cd, Cu and Ni contents in water dropwort were correlated with each elements in paddy soils.

  • Soil purification theory is the method using the soil micro-organism like aerobic and anaerobic for treatment of wastewater. The soil has many kinds of micro-organism and it multiply as change of the environment. Unlikely other methods, the soil purification theory is adaptable to inflow water change; moreover, it can process the T-N, T-P without any special method and management. The top is covered with the improved soil which can remove the bad smell and is used for resting place according to planting the lawn. This study is focused on analysis of the treatment processing of wastewater comparing inflow with outflow water. As a results, removal rate of the processing the BOD, COD and SS is almost 90~100% and it is 60~80% in T-N, T-P.

Collembolan Species in Environmental Studies (환경연구에서의 톡톡이 이용)

  • Some phenomena in which insects can demonstrate environmental changes by xenobiotics are easily and simply evaluated. On this regard, general guidelines for environmental studies using insects as biomarkers which determine the effects of such changes are suggested. Insects include three-quaters of all living animal species. This diversity comprises many closely related species which may respond sole to environmental changes by xenobiotics. Insects have been used for assessing adverse effects of environmental changes by xenobiotics, especially pesticides. Collembolan species are widely used as physiological and behavioral biomarkers for the assessment of adverse effects caused by pesticides on soil environment. This review aims to evaluate tile possible use of Korean Collembolan species based upon their response to environmental changes in Korean soil mainly caused by pesticides for crop protection.
