A Research of Terrorist Attacks Risk in Soft Target (국내 다중이용시설 테러 위험도 분석)

  • 세계무역센터를 대상으로 발생한 9.11.테러 이후 세계 테러 동향은 하드타겟에서 경성타겟으로 점차 변화하고 있다. 경성타겟으로 목표 변화는 테러리스트의 접근성, 대상의 상징성, 미디어 집중성을 고루 갖추고 있어, 테러리스트들의 의사 전달이 용이하기 때문이다. 경성타겟으로 변화와 함께 미디어를 활용한 테러 교육으로 자생테러(외로운 늑대)도 증가하고 있다. 2022년 7월 8일, 일본의 다중이용시설인 나라현 야마토사이다이지 역에서 총기테러 사건이 발생하였다. 야마가미 데스야가 자생테러범은 개조한 사제 총기를 일본 전 총리 아베를 향해 발포하여 과다출혈로 사망에 이르게 하였다. 위 사례는 세계 테러 동향의 변화를 반영한 사건으로, 경성타겟을 목표로 한 자생테러 형태를 보여주고 있다. 본 연구에서는 국내 다중이용시설 테러 발생 시 우선적으로 고려해야하는 고위험 테러유형을 도출하고자, 우리나라와 국가 경쟁력이 비슷한 G7국가의 다중이용시설을 대상으로 발생한 테러사례를 통계적으로 분석하여 테러유형별 위험도를 도출하였으며, 다중이용시설을 대상으로 자행되는 고위혐 테러유형의 위협을 차단하기 위한 테러안전관리 대책의 개선사항을 제언하고 있다.

A Comparative Analysis of Terrorism Threat Level of Domestic Tall Buildings and General Buildings through Rapid Visual Screening (Rapid Visual Screening통한 건물 높이별 테러위험도 비교 분석)

  • As the scope of the target of terrorism is recently extending, the danger of domestic terroristic attacks is increasing constantly, and the form of terrorism is changing from hard targets such as significant facilities of the country into soft target of multi-complex buildings such as skyscrapers. Accordingly this study analyzes the terrorism threat level on skyscrapers by comparing the assessment results of the terrorism threat level on skyscrapers and high-rise buildings with the assessment results of the terrorism threat level on low-rise buildings through fema 455 - Rapid Visual Screening. As a result, skyscrapers and high-rise buildings are relatively higher threat rating than consequences and vulnerability rating. This is caused by the fact that the terrorism threat level on skyscrapers is high due to their residents and their national or regional symbolism and visibility

Review on Prior Evaluation for Terrorism Risk of High-rise Buildings (초고층건축물의 테러 위험도 사전평가에 관한 연구)

  • Today's high-rise buildings are increasing concern about the safety and evacuation of people related to the fire and threat from outside. Terrorism breaking out in high-rise buildings, a symbol of the national economy results in a number of casualties, economic loss, social fear and damage to national status. That's why high-rise building has also emerged as a target of major terrorist attacks, compared to other types of buildings. We have 54 high-rise buildings in 15 regions over the country. The Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government have offered the guidelines to prevent terrorist attacks toward high-rise buildings. Since the 9/11 terrorist attacks, the U.S. Federal Emergency Management Agency (FEMA) has developed and taken advantage of the Risk Management Manual Series. According to this manual, pre-assessment is conducted for the prevention of terrorism and particularly in FEMA 455, risk of the surrounding areas, vulnerability, possibility from terrorist attacks are checked. After the check, experts classify the risk of terrorist attacks toward the high-rise buildings and according to the risk classification, architects, security experts and structure engineers can carry out terrorism prevention program for high-rise buildings. The U.K. NaCTSO has also offered the terrorism prevention guidelines. Therefore, the Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government should make more concrete guidelines for high-rise buildings such as what U.S. FEMA and U.K. NaCTSO implement, including prior evaluation technique for terrorism risk.

Analysis on the Risk of Explosive Terror in Domestic Buildings (국내 건물의 폭발물 테러 위험도 요인 분석)

  • According to the global status of terroristic acts occurred from 2002 to 2010, 10,431(nearly 52.2%) of 19,946 cases have happened by bomb blasts, and 10,431(nearly 52.2%) of weapons used for terrorism were explosive substances Therefore, this study analyzed the terrorism risks of buildings according to height through FEMA 455 - rapid visual screening. As a result, the higher the building is, the higher the terror risk gets. It shows that total risk increases proportionally to buildings's height. In case of buildings over 100 meter high, the total risk is most affected by threat items. According to the risk of explosion associated with the scenario analysis, buildings over 100 meter high have high risks of Internal-Explosive.

For this, in this paper, maritime terror risk factor was extracted by type and case of terror using brainstorming method. Also, risk factor is structured by FSM method and analyzed for ranking of each risk factor by AHP. At the result, the evaluation of risk factor is especially over maximum factor for related external impact.

  • This study focuses on assessing the security ri sk or the terrorism in chemical process industries. This research modifies conventional method for assessing the terrorism risk. The risk assessment method is developed and it is implemented as software to analyze the possibility of terrorism and sabotage. This program includes five steps; asset characterization, threat assessment, vulnerability analysis, risk assessment and new countermeasures. It is a systematic, risk based approach in which risk is a function of the severity of consequences of an undesired event, the likelihood of adversary attack, and the likelihood of adversary success in causing the undesired event. The reliability of the program is verified using a dock zone case. The case dock zone includes a storage farm, a manufacturing plant, an electrical supply utility, a hydrotreater unit, many containers, and administration buildings. This study represents chemical terrorism response technology, the prevention plan, and new countermeasure to mitigate by using risk assessment methods in the chemical industry and public sector. This study suggests an effective approach to the chemical terrorism response management.

  • While frequency of occurrence of terrorism has recently increased, it intensively occurs in buildings that many unspecified persons gather. Terrorism which occurs in high-rise buildings causes a lot of damage. It is necessary for design approach to reduce terrorism damage from explosive of buildings. Terror risk analysis of domestic tall and high-rise buildings is evaluated by fema 455, Rapid Visual Screening which is found to be comparatively simple and practicable. Common risk factors of terrorism in domestic buildings were investigated. The results of terror risk assessment of all buildings are found to be a medium risk score, Main reason is that domestic tall or high-rise buildings have similar external-environmental factors.

  • 본 논문에서는 미래의 공항에서 일어날 위험인 테러에 대한 위험과 그에 따른 대비 방안을 제시하였다. 현재 세계 곳곳에서, 테러와 관련된 범죄가 발생하고 있는 만큼 그 위험도는 높아지고 있으나, 인천공항을 비롯한 한국 공항에서 출입국 관리 시스템은 감사 결과 허술함이 드러났다. 따라서 이에 대한 대책방안을 출입국 관리 시스템을 비롯한 행정적 대책, 공항 보안법 관련 법적 대책, 기술적 대책, 사회적 대책으로 제시하였다.
