Adequacy Analysis of Tunnel Management System in terms of Operational Safety (터널관리시스템의 안전운영 적정성 분석)

  • Length and the number of tunnels has increased 10% annually. Tunnel construction has positive effect in nature and driving condition. However, the structure of tunnels lead to a greater probability of major accidents. For this reason, tunnel is focusing its attention on the rapid incident handling and disaster management to build a tunnel management system in recently. In this study, tunnel management system adequacy analyzed in terms of operational safety using IPA and AHP analysis. IPA analysis results using the portfolio chart, incident management factors has a large gap between important and satisfaction. Disaster management is analyzed high ranking in priority. However, incident management factors are derived first priority in AHP analysis. This study determined that the results are meaningful to practitioners in the field is determined. In addition, practitioners comments should be reflected primarily for tunnel operational safely.

  • The maintenance and management of each tunnel has been individually performed in depending on service, management agency, and tunnel size. The maintenance and management system for the existing tunnel consists of simple tunnel card and the computerization of basic tunnel data, now. There is not the systemic maintenance and management system for tunnel. Therefore, it has been impossible the systemic maintenance and management for tunnel due to loss of data obtained from each step, such as, plan, design, construction, or maintenance, with time. The objective of this study is to build the database system in combing the results of tunnel scanning with all data obtained from plan, design, construction, or maintenance step.

터널 안전관리를 위한 정밀 계측시스템 적용 연구

  • 본 연구에서는 터널구조물의 안전상태를 평가하기 위하여 터널라이닝에 광변위센서 계측시스템을 적용하였다. 먼저 터널 라이닝 모델실험을 실시하여 광변위 계측시스템의 신뢰성을 검증하였고, 터널 현장적용을 통하여 계측시스템의 적용성을 검토하였다. 본 계측시스템은 터널구조물의 상시적인 안전관리측면에서 효과적이라 할 수 있으며, 계측결과의 평가와 정밀안전진단에의 활용에 대한 연구가 필요하다.

  • 최근 구조물의 안전과 관련하여 계측기술에 대한 관심이 고조되고 있으며, 시공중 계측 뿐 아니라 시공후 유지관리를 위한 구조물의 계측 사례가 증대되고 있다. 본 고에서는 영구계측을 위하여 고속철도용 터널에 적용된 유지관리 계측시스템을 소개함으로써 추후 터널의 유지관리 계측시스템을 구축하는데에 기초적인 자료를 제시하고자한다.

  • 제2만덕터널은 부산시민의 생활에 반드시 필수적인 장소로 하루 10만대의 차량이 이용하는 곳이지만 터널의 노후화와 안전시설의 미비로 사고발생시 인명피해는 물론 경제적 손실 발생 가능성이 큰 터널 시설물이다. 제2만덕터널은 2005년 7윌부터 2006년 9월까지 교통사고 56건, 고장사고 44건, 화재 2건, 기타 11건의 사고가 발생한 곳으로 관리사무소 전담요원 7명이 3교대로 근무하고 있으며 CCTV 15대만으로 사고를 대비하고 있다. 터널의 중요성을 고려할 때 노후화된 터널이지만 유비쿼터스 기술 및 구조물 계측기술을 적용한 안전관리 시스템이 필요하다. 제2만덕터널은 1985년에 준공되어 현재와 같은 보다 체계적인 터널 안전 관리 기술이 적용되리 많은 터널로 USN기반 구조물, 노면, 화재, 공기, 조명센서를 이용한 실시간 모니터링과 돌발적인 교통사고 발생 시에 신속한 복구 처리를 위하여 유관기관과 연계된 긴급 지원 시스템의 구축의 좋은 모델이 될 것이다. 부산광역시에는 총 17개 터널이 있으며 그 중 11곳이 90년 이전에 구축된 것으로 본사업으로 노후화 터널의 유비쿼터스 기반의 안전관리 시스템이 개발된다면 부산을 중심으로 전국에 산재한 노후화 터널의 안전 관리 개선에 미치는 파급효과가 클 것이며 유비쿼터스 기술의 대표적 적용 사례가 될 것이다.

  • In South Korea, there are a large number of tunnels because of the mountainous terrain, and to overcome this characteristics, lengths of tunnels are more longer than existing tunnels. The need to improvement current tunnel management contents is giving rise for accidents in tunnel section is continuously increased although lots of efforts to reduce the accidents. Conventionally, disaster prevention have been focused on the Tunnel Management Systems, tunnel operators generally tend to depend on CCTV images for most contents of detailed traffic flow managing. In this paper, investigation about current Tunnel Management Systems contents using IPA survey was conducted, and Priority Improvement Contents(Accident Situation Management Support, 2nd Accident Management Support, Traffic Flow Monitoring), which importance are high, but satisfaction are low, are deducted. Also, CCTV images, lack intuitive understanding, are judged as a main cause of low satisfaction of those contents. To overcome those limitations of the existing Tunnel Management Systems, this study sought to develop a technology for the synthesis of road images to derive traffic information from synthesis images, and the contents improvement stragegy is established. Tunnel operators-oriented satisfaction survey on new contents was carried out, and scored 4.2 on a 5-point scale. This has confirmed that the availability of new contents and at this stage, with pushing ahead of long-tunnels and undersea tunnels construction, politic applications are expected.

  • 본 논문에서는 터널 내 유고 상황을 실시간으로 빠르게 감지하여 터널 관리자에게 상황을 전달하여 터널의 안전한 운영에 도움을 줄 수 있는 컴퓨터 비전을 이용한 터널 유고감지 시스템을 제안하였다. 제안한 시스템은 관리자, 서버, 영상 검지기로 구성되며 영상 검지기의 경우 객체를 추출하기 위하여 배경차이법을 사용하였으며, 터널 내에서 발생하는 조명의 변화, 입 출입구의 조명의 영향, 카메라의 프리컬링 잡음의 영향을 최소화하였으며, 터널 내에서 발생할 수 있는 정지물체, 차량 외 통행, 연기, 역주행, 정체 지체의 유고 상황을 감지하는 방법을 개발하였다. 제안한 시스템을 전남 여수의 마래터널 및 엑스포터널, 전북 임실의 운암터널에서 실험한 결과 터널 내에서 발생하는 유고 상황을 감지하였다.

  • As the construction of infrastructure using the underground tunnel in urban area have been rapidly increased, various accidents and collapses of tunnel including structure have been occurred in deep urban tunnelling. The concern and worry relating to the risk and safety of the tunnel during excavation is becoming the key issues in deep urban tunnelling. In this study, it was conducted for deep urban tunnel at GTX (Great Train Express) line which was located in Seoul metropolitan area to determine the risk characteristics for tunnel according to urban tunnelling. Also, it was reviewed the risk analysis and evaluation of the tunnel, shaft and station. And after a review of risk analysis and evaluation for risk register and hazard identification by using a risk matrix method, safety management of the tunnel according to excavation was evaluated to be secured. This study is expected to be applied as useful approach in deep urban tunnelling if you need to review the risk and safety management system of tunnel according to mitigation measures in complex urban tunnelling.

  • As many parts of Korea are mountainous, many tunnels have been constructed to be in step with rapid economic development since 1970's. However, the interest on maintenance of tunnels is far less than the awareness of need for tunnels. As the tunnel maintenance system is the responsive maintenance system which responds to the problems found during the inspection, it will be very difficult to respond to each problem with the limited budget and manpower of the government agencies when the number of aged tunnels rapidly increase in the future. As such, this study presents the need for the LCCA (Life Cycle Cost Analysis) based tunnel asset management system to transform the tunnel maintenance to a preventive management system in a strategic and long-term viewpoint and proposes the framework for development direction. It observed the asset management implementation cases of social infrastructure in other countries and analyzed the need for asset management technique to manage the tunnels in Korea. Moreover, it applied the LCCA model, which is the economic and engineering quantitative decision making technique, for tunnel asset management to present the concrete direction for development of an asset management model and designed the R&D framework to systemize it.

Development of Inspection and Diagnosis System for Safety and Maintenance in Tunnel (터널 유지관리를 위한 안전진단시스템 개발에 관한 연구)

  • Recently, as tunnel structure is getting old, many deformations and defects have been occurred. As tunnel has the characteristics of underground structure, the estimation of the cause of deformation is very difficult. Then, it is necessary to investigate the state of tunnel lining and to estimate the deformation cause and safety for tunnel. In this study, inspection and diagnosis system for effective maintenance in tunnel was researched. Firstly, non-destructive techniques such as GPR (ground penetrating radar), impact echo test, and infrared thermal techniques were applied to tunnel lining inspection. Tunnel lining analysis system was developed to analyze the stability of tunnel. And, tunnel soundness evaluation system was developed to find the probable causes and indicate the method for repair and reinforcement for tunnel.
